Abstract

SEZ Sei Mangkei is the realization of the MP3EI program, by developing the downstream palm oil industry in Indonesia. SEZ Sei Mangkei specialty is located in the center of raw materials and its strategic location to support SEZ Sei Mangkei development in the future. To be able to realize industrial sustainability, the company was asked to conduct an environmental performance assessment, by looking at various indicators. This study focuses on identifying social and economic indicators that affect environmental performance in the Sei Mangkei industrial area based on oil palm clusters. The research was conducted by survey method with data collection technique through interview and questionnaire. Data analysis is done quantitatively descriptive and qualitative. Based on the result of the research, it is concluded that identification of social and economic indicator variables in SEZ Sei Mangkei referring to Sustainability Reporting Guidelines (2011), based on GRI Reporting Framework (2010) can be implemented in SEZ Sei Mangkei, although there are some variables that have not been implemented properly, because there are still at least industries that operate in SEZ Sei Mangkei. Abstract

This study aims to describe the financial performance of the region of North Sumatra Province period 2007 to 2016, and to evaluate by assessing the impact or influence of financial performance on macroeconomic variables and community welfare. In general, this research uses quantitative approach. In this study researchers used quantitative descriptive (using financial ratio formulas) and multiple linear regression to conduct path analysis of research variables. Based on the calculation of regional financial ratios to the North Sumatera Provincial Government Budget Realization Report for the period of 2009 to 2016 it is known that: 1) The financial independence ratio of North Sumatera Provincial Government is in high criteria with an average self-reliance ratio of 157.06%; 2) The effectiveness ratio of regional finance of North Sumatera Provincial Government is on the criteria is quite effective with the value of the average effectiveness ratio of 95.41%; 3) The financial efficiency ratio of North Sumatera Provincial Government is on the criteria is quite efficient with an average efficiency ratio value of 89.11%; 4) Based on the calculation of the Ratio of harmony between routine expenditure (operation) and development expenditure (capital) for the period of 2009 to 2016, there is a considerable disparity between the value of operating expenditure to capital expenditure. In that period, the average composition of operating expenditure from total expenditure was 81.25%, while capital expenditure was only 18.72%; and 5) Cumulatively, the financial growth ratio of North Sumatera province does not show stable growth. It does not reflect a definite purpose. The growth ratio of TPD, PAD and capital expenditures that should grow steadily towards an upward trend, to illustrate the good performance of local government in the effort to collect financial resources to finance regional expenditure, has not shown stable growth. From the calculation of first regression model analysis, it is known that all independent variables (independence ratio, effectiveness ratio, and efficiency ratio) have no significance value (P. value) ≤ 0.05. This means that the financial performance of North Sumatera Provincial Government (independence ratio, the effectiveness ratio and the efficiency ratio) has not significantly influenced the economic growth variable .Eeconomic growth variables have a significance value (P.value) of 0.666 or ≥ 0.05, which means that the economic growth of North Sumatra Province period of 2009 to 2016 has not significantly affected the unemployment rate variable.From the calculation of regression analysis of the third model, it is known that the variable economic growth has a value of significance (P.value) of 0.777 or ≥ 0.05, which means that the economic growth of North Sumatra Province period of 2009 to 2016 has not significant effect on the variable poverty level. Abstract

The problematic of public services in urban areas originates from subdistrict/village as the leading governmental administrative entity. Silalas Subdistrict is one of the subdistricts in Medan Barat District, which is the main door for subdistrict community to get excellent service, ultima and optima in their area. In an effort to build a conducive climate that has competitiveness, breakthrough and innovation are needed. What strategy did the Medan City Government, West Medan District Head (Camat), Silalas Subdistrict Head (Lurah), and Silalas Subdistrict Officers? This study is an evaluative research with qualitative-descriptive method. The results of the analysis prove that the existence of the subdistrict is very strategic in the perspective of public service. Acceleration of community welfare achievement in subdistricts is determined by the existence and ability to manage territorial capital and human capital as well as social interaction through cooperation and collaboration in innovation-hub. It is hoped that the presence of innovation-hub will open access to services, unify public perceptions of the importance of innovation for prosperity, and stimulating community participation in every development/empowerment activity. In addition, it can increase the public acceptability of successful development initiated and carried out in togetherness between the mayor, district head (Camat), sub-district head (Lurah), sub-district apparatus, and community members. This study recommends that Silalas Sub-district can be an example/role model and role model for other sub-districts in Medan. Abstract

Technological innovation is the key to the competitiveness of developed countries that have the innovation capability to become a strong country, respected and provide prosperity for its society. The technological innovation system plays an important role in generating innovation, especially in its industrial sector. Unfortunately, the resulting innovations of companies in various industrial sectors in Indonesia are generally only a simple innovation (incremental innovation) which is easily imitated by competitors and less supportive for its industrial competitiveness. Meanwhile, the increasing globalization and rapid technological revolution raise a serious challenge for companies to maintain their competitiveness. In this globalized economy, competition becomes more dynamic, which brings out the needs for radical innovation. Related to this, the Ministry of Research, Technology and Higher Education (Kemenristekdikti) whose task is to performing national research, technology and higher education should play a key role in the management of technology innovation system in Indonesia, include the organization of coordination and synchronization of innovation policy with various relevant ministries. Various technological innovation policy programs was created and implemented but they did not provide significant results. Through literature review from survey results and previous studies on the condition of the national innovation system (NIS) in Indonesia, as well as documents related to the actual role of Kemenristekdikti and other actors in the NIS, this study analyzes the condition of NIS in Indonesia. Based on the analysis, policies needed to strengthen Indonesia’s NIS is formulated. This needs an active role by Kemenristekdikti. The study shows that the key problem on the lack of technology innovation system in Indonesia is caused by the weak capacity of the actors of technological innovation (R&D institutions, university and the business sector / industry). Kemenristekdikti which is the main actor in NIS has a strategic role. This role is related to the coordination and joint management of each function in NIS. In order to improve the technological innovation system in Indonesia, the right prioritization of strategy development direction to increase the capacity of technological innovation of the actors in the innovation system is needed. Abstract

On a global scale, the growth rate of corporate sukuk goes great. However, the trend of development at the domestic level is running very slowly. Therefore, this research succeeded in finding the root of the problem and the development strategy of corporate sukuk in Indonesia. Based on the results of sukuk not yet drawn much by market participants; (i) due to problems from supply side; and (ii) due to problems from side requests. The first root, namely: (i) the cost of issuance of sukuk is still expensive; (ii) limited sukuk liquidity in the secondary market; (iii) characteristics of complex sukuk structures; (iv) the complexity of the sukuk document; and (v) low variation of sukuk contract. The root of the second phase event consists of five factors, namely: (i) investor's understanding of the sukuk character; (ii) the value of the issuer of the sukuk character; (iii) unpublished investor base; (iv) accounting standards are still unclear; And (v) low variation of contract. Meanwhile, due to: (i) the unavailability of supporting profession in the sukuk market; (Ii) the lack of socialization and education on information about the association; (iii) unavailability of supporting industries; and (iv) the limited quality of human resources of the sukuk principals. Based on the Analytical Hierarchy Process (AHP) analysis, namely: (i) establishing regulation concerning the supporting profession in the sukuk market; (ii) to make regulation of socialization and education concerning sukuk instruments; and (iii) provide supporting industries for the sukuk market. Abstract

To improve school quality, the school is need human resources (HR) of teacher’s competence to support the implementation of the learning process. School needs teachers that have the standards of competence. The purpose of the study is to analyze the qualification of junior high school teachers as well as their competence. The study emphasizes the qualitative process conducted in July to September 2014. The population is all junior high school teacher at North Tapanuli District. The study took a total sample. The informants were: North Tapanuli Education Department, principals, and teachers. Data collection techniques by means of structured interviews and documentary studies. Data were analyzed with descriptive qualitative. The results showed that the academic qualifications of teachers who meet the requirements as desired by the Ministerial Regulation 16/2007, at least 1,137 people University Graduate (86.202%) of the 1,319 total number of teachers and as many as 182 people (13.798%) has not met the requirement. By some junior high school teachers in North Tapanuli District already have and apply competence in teaching and learning. Recommended to the Department of Education at North Tapanuli District to conduct education and training for teachers to improve their competence; allocate sufficient budget to increase the academic qualifications of teachers, especially teachers who have a bachelor. Abstract

The number of children working in North Sumatra is one of the social phenomena that shows the family conditions, including children, can not be said to be prosperous. The practice of Child workers are not only take place on land but also in coastal areas, even in the oceans. This study aims to describe the reality of child workers, like the cause of child work, issues of child worker, and protection provided. This research is a qualitative research conducted in Tanjungbalai City. Primary data are come from interview and observation result, and secondary data are come from documentation study and previous research result, that analyzed by qualitative descriptively. The conclusion of the research that there are 3 groups of child workers in Tanjungbalai are drop out of school and forced to work, drop out of school for lazy to study and want to work, and child work but still go to school. Many things cause children to engage in work, where the main factor is the problem of poverty in the family. There are also social and cultural factors that develop in the environment of children, as well as lifestyle that has become the needs of children today. The reality of child worker is very diverse, starting from the abandonment of children's education; Lack of awareness of the employer to education and child health; Non-fulfillment of the right of the child in the form of wages and proper allowances; Unsuitable workplace conditions for children; As well as the unattended child's normal growth. It can be seen that the protection provided to child labor has not been maximized. The recommendation given is the need to socialize the labor laws to companies and parents of child worker optimally and intensely; And supervision and handling of child worker cases. It should also be considered to formulate a local regulation of protection and a special agency that deals with child worker, especially for those working in the informal sector. Abstract

The main objective of this study was to determine the strategy of the fund management bansos through SWOT approach. The method used is the development of research, the research is intended to develop research findings or theories before, both for pure science and applied science, and so on. The data used are primary data and secondary data. The primary data obtained through interviews with a sample using a questionnaire and in-depth interviews with informants, while secondary data obtained through library consisting of journals, scientific reports, official government reports, and other materials relevant. Data analysis using descriptive qualitative method, namely in the form of data - the data obtained statistically illustrates the tabulation in the form of tables, graphs, and maps. Further testing will be done kuisoener data using descriptive statistics equipment. The results showed that internal factors relative business groups have more weakness versus strength. But of external factors as business development opportunities are relatively better than a challenge. This indicates that the policy strategy needs to be done in the coaching business group is utilizing the group members actively participate in group decision-making process from planning, implementation, control and maintenance activities as well as increasing the role of mentoring institution that helps smooth the member / group effort. Abstract

Everyone has the right to have a decent living, including street vendors. Street vendor, as an informal livelihood profession, is currently exist as two sides of a coin. Often their existence is considered threatening the beauty of urban faces so it needs to be addressed and sterilized. The emergence of a variety of urban problems such as congestion and slum are often identified with the existence of their activities. On the other hand, their existence can be considered a positive side to form a more vibrant urban face, if it can be handled properly, and can be an alternative provider of goods that are cheaper. This study is to formulate the appropriate strategies that can be implemented by the Government of Jombang regency as a regulator in creating harmony and integrity among the elements of society in the region. The result of this research is structuring street vendors that can be done by carrying out supervision function to public space. The form of supervision can be by periodical updating of traders so that the number of street vendors can be controlled annually. The recommendation of this research is the implementation of strict regulations accompanied by the forms of appreciation and sanction to those who violate, the addition of security personnel and cleaning personnel, need to consider the aspects of harmony and harmony of buildings, and the need for synergy between agencies for the success of supervision and coaching programs Street vendors. Abstract

This study is a policy implementation study related to the utilization of Renewable Energy (EBT) in fulfilling electricity needs in remote villages in North Sumatra, wich considering into four important factors or variables in the implementation of a public policy: communication, Resources, dispositions or attitudes and bureaucratic structures. The approach used in this study is a descriptive qualitative approach by using in-depth interview data collection methods, participant observation, documentation and visual materials, internet search methods and Focus Group Discussion (FGD). While the analytical technique used is the constant comparative technique, which is one of the analytical techniques used in a research with a qualitative approach. This study concludes that the general problem in the implementation of electricity fulfillment policy in remote villages in north sumatera are: a) there is no detailed work plan for the utilization of EBT in fulfilling electricity needs in remote villages in North Sumatra; b) unavailability of valid data and information about potential EBT and number of villages without electricity; c) limited budget; And d) limited quality and quantity of human resources. Concrete steps proposed to be undertaken are: a) Preparation of Roadmap utilization of EBT potential in fulfilling electricity demand in North Sumatra; b) Periodical and ongoing inventory and mapping of EBT potentials, as well as the direction of EBT development; c) Education and dissemination of EBT-based potential and technology; and, d) Coordination between Central / Provincial / District / City Government, Society, Practitioner, Academician, and business world.
