Abstract

Tujuan penelitian ini adalah untuk menganalisis tingkat partisipasi, serta faktor-faktor yang menentukan tingkat partisipasi anggota P3A dalam rehabilitasi jaringan irigasi tersier di Kecamatan Wanasari Kabupaten Brebes. Pendekatan penelitian yang digunakan adalah perpaduan metode kuantitatif dan kualitatif. Sasaran penelitian yaitu anggota P3A di Kecamatan Wanasari sebanyak 362 orang. Hasil penelitian menunjukkan bahwa tingkat partisipasi anggota P3A dalam rehabilitasi jaringan irigasi tersier di Kecamatan Wanasari Kabupaten Brebes masih belum optimal dan dapat digambarkan pada: a) Tingkat partisipasi dalam pengambilan keputusan pada pengelolaan masuk dalam kategori sedang, anggota P3A baru sebatas ikut serta dalam tahapan pengambilan keputusan atau konsep kebijakan yang akan ditetapkan; b) Tingkat partisipasi dalam pelaksanaan masuk dalam kategori sedang, bentuk partisipasi mayoritas anggota P3A masih terbatas dalam bentuk non materiil atau berupa tenaga tetapi belum berpartisipasi dalam bentuk materiil yang berupa iuran wajib anggota P3A c) Tingkat partisipasi dalam pemanfaatan hasil masuk kategori sedang, masih banyak anggota P3A yang memanfaatkan jasa pihak ketiga dalam memanfaatkan air irigasi untuk mengairi sawahnya. d) Tingkat partisipasi dalam evaluasi masuk dalam kategori sedang, mayoritas anggota P3A hanya terlibat sebatas dalam pengawasan penggunaan anggaran, masih belum ada kesadaran secara individu dalam evaluasi dengan dijumpai banyak kebocoran di saluran irigasi yang tidak diperbaiki atau dilaporkan ke kelompoknya sehingga berdampak pada terhambatnya aliran air irigasi pada saluran. Faktor penentu tingkat partisipasi yang terdiri dari faktor internal dan faktor eksternal secara umum tidak seluruhnya menentukan tingkat partisipasi anggota P3A dalam rehabilitasi jaringan irigasi tersier di Kecamatan Wanasari Kabupaten Brebes. Kata Kunci: Partisipasi, Perkumpulan Petani Pemakai Air (P3A), rehabilitasi jaringan Jaringan Irigasi Tersier.

Abstract

The performance of educational staff becomes an important element in the institution. Based on the previous research, it can be concluded that the level of user satisfaction either from students (external) or from employees within Unsoed (Internal) categorized at the level of quite satisfied. Therefore, more efforts need to be done in order to improve the performance of educational staff. The research model using analysis with the following hypotheses, H1: Financial compensation has positive effect on employee satisfaction, H2: Promotion has positive effect on employee satisfaction, H3: Financial compensation has positive effect on employee performance, H4: Promotion has positive effect on performance employees, and H5: job satisfaction has positive influence on employee performance. This research was conducted in Jenderal Soedirman University (Unsoed), using quantitative methods. The research target were all education personel in all unit in Unsoed with a total sample of 256 respondents. Data were collected using a questionnaire and then analysed using statistical analysis. The result from statistical analysis showed that the financial compensation were in a good category. Financial compensation has a significant influence on job satisfaction that is equal to 0.578. Promotion has been perceived as a good thing by the employees, and promotion has a significant influence on job satisfaction statistically which is equal to 0.545. Financial compensation has a significant influence on employee performance that is equal to 0.845. Promotion has a significant influence on employee performance that is equal to 0.680, statistically. The employees experienced a good job satisfaction, which encourage them to work better. Statistically, job satisfaction has a significant influence on employee performance that is equal to 0.730. The influence of financial compensation to the employees performance was increased from 49.9 percent to 69.5 after job satisfaction variables included as mediating variable. The result of sobel test confirmed that job satisfaction was capable to mediate the influence of financial compensation to the employee performance, significantly. The influence of promotion to employee performance was increased from 42 percent to 64.7 percent after included job satisfaction as mediating variable. Sobel test showed that that job satisfaction was capable to mediate the influence of promotion to employee performance, significantly. Abstract

The type of research is a quantitative with survey approach. This research was conducted in Banjarnegara Regency. The data collection was conducted using questionnaires and documentation. Data analysis technique used is regression analysis to examine the effect of independent variables on the dependent variable. The results showed: Supportive Leadership and leadership Directive does not have a significant influence on the development potential of the village. Partisipative Leadership has a significant influence on the development potential of the village. That is the better application of Partisipative Leadership, it will also increase the development potential of the village. This means that the development potential of the village to get the full support of the entire village government representatives including the village and community institutions. Achievement-oriented leadership has a significant influence on the development potential of the village. That is the better application of achievement oriented leadership, it will also increase the development potential of the village. This means that the development potential of the village need to get the full support of the village chief. Partisipative Leadership is the most influential factor or has the most dominant influence compared to other leadership styles that give effect to the potential development of the village in Banjarnegara Regency. Abstract

One of e-government services that were adopted by the Government District Banjarnegara is Procurement of Goods/Services in Electronics (LPSE) in order to fix some of the weaknesses of the procurement of government goods/ services are carried out manually. This study aims to assess and analyze the effectiveness of Electronic Procurement System (SPSE) in the Procurement of Goods/Services in the District Banjarnegara. The study was conducted at the office of the District LPSE Banjarnegara, this study uses the effectiveness of Electronic Procurement System (SPSE) in the Procurement of Goods/Services in the District Banjarnegara. Data were obtained through interviews with informants related to the implementation of the Electronic Procurement System (SPSE) In District Banjarnegara and conduct research on a data source in the form of archives, documents, statistical data, and other important texts related to the research. The analysis was performed in 3 (three) using the stages: data reduction, data presentation and conclusion Manufacture, Verification, and Reflection. The results showed that the application of LPSE in the district. Banjarnegara have increased transparency in the procurement of government goods/services 5 (five) assessment indicators, namely Production, Efficiency, Satisfaction, excellence and development to assess the extent of the effectiveness of the implementation of the SPSE in the district. Abstract

Penelitian fokus pada tiga aspek pemberdayaan yaitu enabling, empowerment, dan protecting. Metode yang digunakan dalam penelitian kualitatif. Informan penelitian ini terdiri dari unsur PT. Pertamina dan kelompok masyarakat penerima CSR. Teknik analisis data yang digunakan adalah analisis interaktif. Hasil penelitian diketahui kemitraan yang terjalin antara Posyandu Puspa Ayu 14 dengan pertamina melalui Program CSR nya sudah mampu memberikan hasil nyata bagi masyarakat sekitar. Pada tahap awal bantuan yang diterima memperbaiki gedung posyandu dan lambat laun terus berkembang. Posyandu Puspa Ayu yang sebelumnya merupakan posyandu biasa, kini sudah menjadi Posyandu Model yang telah mengintegrasikan beberapa kegiatan posyandu seperti Pos Paud, BKB, PHBS dan juga layanan kesehatan. Kegiatan Posyandu Puspa Ayu 14 dari tahun ke tahun terus bertambah dan variatif, hal ini tidka terlepas dari dukungan Program CSR yang telah diterima dari PT. Pertamina UP IV Cilacap. Bantuan yang diberikan lebih bersifat stimulan dan Posyandu Puspa Ayu 14 sudah mampu memberdayakannya, sesuai dengan kebutuhan dan kemampuan anggota. Perkembangan Posyandu Puspa Ayu yang terus meningkat membuat posyandu ini terpilih menjadi yang terbaik tingkat Kabupaten. Hal inipun direspon oleh Pertamina dengan terus memberikan dukungan dana dan pengembangan SDM. Bantuan promosi pun telah diberikan untuk Posyandu Puspa Ayu 14 dengan mengikutsertakan poduk olahan jamur dalam pameran di tingkat regional maupun nasional. Upaya ini merupakan salah satu bentuk perlindungan kegiatan agar dapat terus eksis, sehingga bantuan yang diberikan tidak hanya modal tetapi juga pemasaran yang seringkali menjadi kendala bagi usaha kecil menengah. Kata kunci : enabling, empowerment, dan protecting.

Abstract

Outbreak of HIV / AIDS has reached an alarming stage that the UN put in one of the Millennium Development Goals (MDGs) are also targeted to prisons, in which, there are prisoners / detainees, including key sections of the population or high-risk groups. Seeing these conditions is necessary strategic steps to prevent and deal with the issue of HIV / AIDS in prison. One of the efforts is the presence of HIV / AIDS in prison. This type of research used in this research is descriptive qualitative approach. Research study on the implementation of program on HIV / AIDS in prisons / detention centers and model analysis of the data used in this study is a model of analysis of empirical data. Results are ekpected to improve of to benefit and rate changes for the better in implementing HIV / AIDS that is reaching goals such as Getting to Zero zero new infection, zero discrimination, and zero related death. With limited resources both human resources and other resources of HIV / AIDS have been able to walk although there are some activities that are constrained. Limitations of resources, especially funding critical factor in the program include the lack of funding from the government requires the collaboration with other actors and implement a model of multi-level governance is a model of interdependence of different territorial government or by non-governmental actors that if it had not anticipated the will ultimately negatively impact dependency. Abstract

Kantor Imigrasi Kelas II Cilacap adalah kantor pelayanan yang telah menerapkan konsep e-goverment untuk mewujudkan kualitas pelayanan seperti yang diharapkan oleh masyarakat. Dengan adanya penerapan konsep tersebut peneliti ingin mengetahui bagaimana kualitas pelayanan Kantor Imigrasi Kelas II Cilacap dalam memberikan pelayanan pembuatan paspor. Perumusan masalah dalam penelitian ini adalah bagaimana kualitas pelayanan paspor di Kantor Imigrasi Kelas II Cilacap? Tujuan penelitian adalah untuk menganalisis dan mengkaji kualitas pelayanan paspor di Kantor Imigrasi Kelas II Cilacap. Metode yang digunakan untuk menganalisis dalam penelitian ini adalah deskritif kualitatif yang dimaksudkan untuk memperoleh gambaran yang khusus dan bersifat menyeluruh tentang apa yang tercakup dalam permasalahan yang sedang diteliti. Berdasarkan hasil analisis yang diperoleh penulis dari pengamatan dan wawancara yang telah dilakukan disertai dengan data-data dokumentasi yang penulis dapatkan dari Kantor Imigrasi Kelas II Cilacap, kualitas pelayanan paspor di Kantor Imigrasi Cilacap belum cukup baik karena belum optimal dalam memenuhi semua kebutuhan pemohon paspor.

Abstract

The research aims to examine quality of service conducted by P2TP2A Kartika for violence victims in Kebumen. To find out the problem happened, this research using theory of service quality Consisting five dimension there are reliability, responsiveness, assurance, empathy, and tangible. This research use qualitative approach. With this type of research was carried out to give an idea of ​​the quality of service at the Integrated Service Center for Empowerment of Women and Children (P2TP2A) Kartika Kebumen in detail. Parties became key informants are the victims of violence, while to ensure the validity of the data, which is an additional informant among others: Kartika P2TP2A officer ranks, and institutions that are associated with P2TP2A Kartika. Data collected through interviews, documentation and observation. The data analysis is using interactive model analysis. The results showed that P2TP2A Kartika as community-based organizations generally, women's empowerment and child protection, in compliance with the five aspects of services that consisting, reliability, responsivenesss, assurance, empathy and tangible in accordance with the commitment to achieve the goal to prevent and eliminate violence against women and children, preventive, curative, and rehabilitative. Constraints faced in the provision of services to the Office P2TP2A Kartika, among others, the staffing policies that lack sufficient capacity to provide services to the community. While the obstacles in the completion of the case is the lack of public understanding of the law that led to the loss of evidence and expert agents who are already facing so difficult to ensnare the perpetrators of violence. The efforts to develop the quality of service and capacity were through technical training and capacity building P2TP2A Kartika. Intended gather to program which direct to autonomous of P2TP2A finally able to play role more optimal in society e.g P2TP2A should have operating standard procedure appropriate with minimum standard of service those set in.
