Abstract

KSPN Borobudur is an area that is one of the priority tourist destinations in Indonesia. The development of KSPN Borobudur was planned starting in 2014 based on Presidential Regulation (Perpres) No. 58 of 2014. The development was carried out at a radius of 5 kilometers from the center of Borobudur Temple, affecting the land value in the KSPN Borobudur area. Therefore, it is necessary to conduct research to analyze changes in land value in Borobudur District from 2017-2022. This research also analyzes the accessibility factor and land use change on land value in Borobudur Sub-district. The method used is the Zone of Land Value (ZNT) analysis based on the Tax Object Sale Value (NJOP) and fair market price survey. The data needed in this research are ZNT data in 2017, road network data in 2021, NJOP data in 2017 and 2022, Spot-7 imagery, market price survey data. The results of this study show that the highest NJOP increase is IDR 1,376,000, precisely in Borobudur Village, the lowest NJOP increase is IDR 78,000, which on average is found in Kenalan Village. The highest NIR is in zone 11 in Borobudur Village with an NIR of Rp4,408,000 and the lowest NIR is in zone 67 in Giritengah Village with an NIR of Rp278,000. The highest NIR change based on fair market prices in 2017-2022 is located in zone 11 in Borobudur Village with an increase of Rp3,530,000. The lowest NIR change is located in zone 53 in Kebonsari Village with an increase of Rp83,000. The correlation test results show that accessibility factors affect land value with negative correlation results, namely distance to collector roads and distance to Borobudur Temple. Keywords: Borobudur KSPN, Land Value Zone (ZNT), NJOP, Accessibility Factor.   INTISARI KSPN Borobudur merupakan sebuah kawasan yang menjadi salah satu destinasi wisata prioritas di Indonesia. Pengembangan KSPN Borobudur direncanakan mulai tahun 2014 berdasarkan Peraturan Presiden (Perpres) No. 58 Tahun 2014. Pengembangan tersebut dilakukan pada radius 5 kilometer dari pusat Candi Borobudur dan hal ini mempengaruhi nilai tanah di wilayah KSPN Borobudur. Oleh karena itu perlu dilakukan penelitian untuk menganalisis perubahan nilai tanah di Kecamatan Borobudur dari tahun 2017-2022. Penelitian ini juga menganalisis faktor aksesibilitas dan perubahan penggunaan lahan terhadap nilai tanah di Kecamatan Borobudur. Metode yang digunakan adalah analisis Zona Nilai Tanah (ZNT) berdasarkan Nilai Jual Objek Pajak (NJOP) dan survei harga pasar wajar. Data yang diperlukan dalam penelitian ini yaitu data ZNT tahun 2017, data jaringan jalan tahun 2021, data NJOP tahun 2017 dan 2022, citra Spot-7, data survei harga pasar. Hasil dari penelitian ini menunjukkan bahwa Peningkatan NJOP tertinggi yaitu sebesar Rp1.376.000 tepatnya di Desa Borobudur peningkatan NJOP terendah yaitu sebesar Rp78.000 yang rata-rata terdapat di Desa Kenalan. NIR tertinggi terdapat pada zona 11 di Desa Borobudur dengan NIR sebesar Rp4.408.000 dan NIR terendah terdapat pada zona 67 di Desa Giritengah dengan NIR sebesar Rp278.000. Perubahan NIR tertinggi berdasarkan harga pasar wajar tahun 2017-2022 terletak pada zona zona 11 di Desa Borobudur dengan kenaikan sebesar Rp3.530.000. Perubahan NIR terendah teletak zona 53 di Desa Kebonsari dengan kenaikan sebesar Rp83.000. Hasil uji korelasi menunjukkan bahwa faktor aksesibilitas berpengaruh terhadap nilai tanah dengan hasil korelasi negatif yaitu jarak ke jalan kolektor dan jarak ke Candi Borobudur. Abstract

The Geospatial Information Agency developed the PetaKita Application to accelerate the implementation of participatory geospatial information. In line with this, the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency has spatial data and information in the Computerized Land Office Application. The purpose of this study is to explain the use of spatial data in the Computerized Land Office Application to assist in accelerating and improving geospatial information in the PetaKita Application. The research was conducted using a descriptive qualitative method to analyze the utilization of KKP spatial data in planning a geospatial information survey. Identification of the characteristics of the attributes of the land parcels in the KKP Application can provide an overview of spatial information on locations carried out by participatory mapping through the PetaKita Application. The results of this study are that KKP spatial data can assist in filling in geospatial information data before conducting field surveys through the characteristics of each available field. Communities can play an active role through participatory mapping activities in the PetaKita Application. Land parcel base information can be downloaded through the Bhumi ATR/BPN portal as a base map for providing geospatial information in the PetaKita Application. This shows that the use of spatial data from the KKP Application can also be used externally outside the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency. Keywords: PetaKita Application, Spatial Data, Computerized Land Office Application, Participatory Mapping   INTISARI Badan Informasi Geospasial (BIG) mengembangkan Aplikasi PetaKita untuk mempercepat penyelenggaraan informasi geospasial secara partisipatif. Selaras dengan hal tersebut, Kementerian Agraria dan Tata Ruang/Badan Pertanahan Nasional (ATR/BPN) memiliki data dan informasi spasial dalam Aplikasi Komputerisasi Kantor Pertanahan (KKP). Tujuan dari penelitian ini adalah menjelaskan pemanfaatan data spasial pada Aplikasi KKP untuk membantu dalam percepatan dan peningkatan informasi geospasial pada Aplikasi PetaKita. Penelitian dilakukan dengan metode kualitatif deskriptif untuk menganalisa pemanfaatan data spasial KKP dalam merencanakan survei informasi geospasial. Identifikasi dari karakteristik atribut-atribut bidang tanah pada Aplikasi KKP dapat memberi gambaran informasi spasial pada lokasi yang dilakukan pemetaan partisipatif melalui Aplikasi PetaKita. Hasil dari penelitian ini bahwa data spasial pada Aplikasi KKP dapat membantu dalam pengisian data informasi geospasial sebelum dilakukannya survei lapangan melalui karakteristik dari setiap bidang yang tersedia. Masyarakat dapat berperan aktif melalui kegiatan pemetaan partisipatif Aplikasi PetaKita. Informasi basis bidang tanah dapat diunduh melalui portal Bhumi ATR/BPN sebagai peta dasar untuk pemberian informasi geospasial dalam Aplikasi PetaKita. Hal ini menunjukkan bahwa pemanfaatan data spasial dari Aplikasi KKP dapat pula digunakan secara eksternal di luar Kementerian ATR/BPN. Abstract

ABSTRACT The history of the cadastre in Indonesia encompasses the periods of Dutch East Indies colonial rule, Japanese occupation, and the post-independence era. The enactment of Law No. 5 of 1960 concerning the Basic Agrarian Law (UUPA), particularly Article 19, which defines the scope of cadastre, has brought about significant changes. Nonetheless, the core issue remains the ineffectiveness of cadastre mapping in providing legal certainty, even serving as a recurring source of land-related problems, including during the periods of Presidential Regulations (PP) 10/1961, PP 24/1997, and PTSL. This research aims to comprehend the concept and historical mission of cadastre in each village or sub-district periodically and to assess its impact on land-related cases. The research employs normative legal methods and qualitative approaches. Conceptual, historical, comparative, and case study approaches are employed to gain a deeper understanding. Moreover, philosophical approaches (fundamental, comprehensive, and speculative) and ontological, epistemological, and axiological aspects are also considered for further research. The findings unveil the complexity and dynamics involved in land registration and cadastre management in Indonesia. Changes in regulations, ontological, and epistemological approaches, along with efforts to establish comprehensive registration maps, constitute vital components in maintaining effective legal certainty and land management. Keywords: cadastral history, Legal certainty, Land-related issues, Cadastral mapping, Land registration reform.   INTISARI Sejarah kadaster di Indonesia meliputi era Pemerintahan Hindia Belanda, penjajahan Jepang, hingga era kemerdekaan. Berlakunya Undang-Undang nomor 5 tahun 1960 tentang UUPA, terutama Pasal 19 yang mengatur ruang lingkup kadaster, mengubah dinamika. Meski demikian, permasalahan inti adalah perpetaan kadaster yang kurang efektif dalam memberikan kepastian hukum, bahkan menjadi sumber berulangnya masalah pertanahan, termasuk di era PP 10/1961, PP 24/1997, dan PTSL. Penelitian ini bertujuan memahami konsep dan sejarah misi kadaster di setiap desa atau kelurahan secara periodik, serta membandingkan dampaknya pada kasus pertanahan. Metode hukum normatif dan pendekatan kualitatif digunakan. Pendekatan konseptual, sejarah, perbandingan, dan studi kasus diterapkan. Pendekatan filsafat (mendasar, menyeluruh, spekulatif) dan aspek ontologis, epistemologis, serta aksiologis juga dipertimbangkan untuk penelitian selanjutnya. Hasilnya mengungkapkan kompleksitas dan dinamika dalam penyelenggaraan pendaftaran tanah dan kadaster di Indonesia. Perubahan aturan, pendekatan ontologis dan epistemologis, serta upaya mewujudkan peta pendaftaran lengkap menjadi komponen penting dalam menjaga kepastian hukum dan pengelolaan pertanahan yang efektif. Abstract

ABSTRACT The Complete Systematic Land Registration Program (PTSL) is one of the initiatives of the Ministry of Agrarian and Spatial Planning/National Land Agency to register land ownership throughout Indonesia. In its execution, the PTSL program still gives rise to various issues, including cluster 3. The emergence of Cluster 3 poses a substantial challenge to the attainment of the PTSL program's objectives. This circumstance is plausible due to cluster 3 (referred to as "K3") being a product of the PTSL, with its implementation phase yet to culminate in the issuance of certificates. The implementation of the PTSL program could encounter impediments arising from the manifestation of the K3 cluster issue. This study aims to scrutinize the resolution strategies pertaining to the K3 clusters at the Semarang City Land Office. Employing a qualitative methodology under a case study framework, the research focuses on the identification of cluster 3 occurrences within the Gajahmungkur and Candisari Districts. Data collection techniques encompass observation, document analysis, and interviews. The findings of this study reveal that several initiatives have been undertaken to address K3 matters, notably K3.1 and K3.3 clusters. The resolution endeavors encompass both administrative and technical measures, entailing the augmentation of rights through compliance with the prerequisites specific to each cluster 3, alongside the deactivation of K3 parcel identity numbers (NIB K3) and the utilization of NIB K3. Keywords: land registration, PTSL, improvement of land data quality.   INTISARI Program Pendaftaran Tanah Sistematis Lengkap (PTSL) merupakan salah satu program Kementerian Agraria dan Tata Ruang/Badan Pertanahan Nasional untuk mendaftarkan kepemilikan tanah di seluruh Indonesia. Dalam pelaksanaannya, PTSL masih meninggalkan berbagai permasalahan termasuk masalah klaster 3. Munculnya klaster 3 menjadi masalah serius dalam pencapaian program PTSL. Hal ini dimungkinkan karena K3 adalah produk PTSL yang tahap implementasinya belum mencapai penerbitan sertifikat. Implementasi PTSL akan terhambat oleh munculnya klaster K3. Penelitian ini bertujuan untuk mengkaji penyelesaian klaster K3 di Kantor Pertanahan Kota Semarang. Penelitian ini menggunakan metode kualitatif dengan pendekatan studi kasus. Studi kasus dilakukan pada temuan klaster 3 di Kecamatan Gajahmungkur dan Kecamatan Candisari. Teknik pengumpulan data dilakukan melalui observasi, studi dokumen, dan wawancara. Dari hasil penelitian ini diketahui bahwa telah dilakukan beberapa upaya untuk menyelesaikan lapangan K3, terutama K3.1 dan K3.3. Penyelesaian dilakukan secara administratif dan teknis, yaitu melalui peningkatan hak dengan memenuhi persyaratan masing-masing Klaster 3 dan menonaktifkan Nomor Identifikasi Bidang (NIB K3) serta memanfaatkan NIB K3. Kata Kunci: pendaftaran tanah, PTSL, peningkatan kualitas data pertanahan.

Abstract

ABSTRACT The availability of suitable land is a crucial factor in determining the success of regional development. In 2022, as part of their regional economic development initiative, the Cilacap Regional Company planned to establish the Cilacap Industrial Zone, leading to significant changes in land use and a potential impact on land prices in the surrounding area. Regions undergoing high development activities tend to experience an increase in land value. Consequently, there exists the possibility of potential changes and developments in land value around the Cilacap Industrial Zone. This study aims to analyze the extent of increase and the pattern of land value distribution in locations surrounding the Cilacap Industrial Zone. The research method employed was a survey approach with a quantitative methodology. The findings reveal that the planned development of the Cilacap Industrial Zone resulted in an increase in land value, particularly in agricultural lands, with an average increase of Rp 441.744/m2. The distribution pattern of land value in the vicinity of the Cilacap Industrial Zone can be categorized into 11 groups, with percentage increases ranging from below 100% to above 400%.
