Abstract

This study is motivated by the state of human resources in Papua Province, as evidenced by the health and education indexes, which continue to lag behind the national average. Even in terms of health and education, the Province of Papua falls short of the Province of East Nusa Tenggara, which did not even receive special autonomy funds. The purpose of this study is to examine the impact of regional health and education spending on health and education quality in 29 districts/cities in Papua Province from 2011 to 2019. The 3SLS simultaneous equation model with panel data is used in the research analysis technique. According to the findings of this study, health spending has failed to improve health quality in Papua Province due to the high cost of access caused by uneven development of health facilities. Meanwhile, education spending has had a significant impact on improving education quality in Papua Province because educational facilities are more accessible to the general public, resulting in lower access costs. The research findings are expected to be useful in developing strategies to accelerate the development of qualified human resources in the Papua Province.

Abstract

Economic growth is an indicator of a nation's development as indicated by a regular increase in output and is influenced by several factors, including human resources, capital, and technological developments. This study aims to determine the magnitude of the influence of education, technology, and foreign direct investment on the economies of five ASEAN countries from 2005 to 2019. This research is a quantitative study using the panel regression method, with data collection obtained through the World Bank website. The obtained data is then processed and tested through the classical assumption test, which consists of a multicollinearity test, a heteroscedasticity test, and a normality test; and hypothesis testing, which consists of a T-test, F-test, and the coefficient of determination. Tests in the study used the econometric application program, namely Eviews 10. The findings revealed that the education variable, which included government spending on education and enrollment rates in secondary education, internet users, and foreign direct investment inflows, had a positive and significant effect on the economy as measured by GDP. Then government spending on education, enrollment rates in secondary education, internet users, and foreign direct investment inflows simultaneously affect the economy by 96.49%, while the remaining 3.51% is explained by other variables outside the regression equation.

Abstract

This study examines the condition of the poverty level in East Java. Despite of having high public social spending for poverty alleviation, East Java's poverty rate is still relatively high compared to the national average. This study aims to analyze the effectiveness of the role of public social spending in alleviating poverty in 38 districts/cities in East Java. The research analysis technique uses the 3SLS simultaneous equation model with panel data. The results of this study indicate that public social spending is proven to have a role in alleviating poverty in East Java in two ways. The first is that public social spending can alleviate poverty in East Java by providing cash subsidies to the poor as a social safety net. Second, public social spending in the form of education subsidies, health subsidies and employment subsidies can alleviate poverty in East Java through improving the quality of human resources which is responded by an increase in per capita income.

Abstract

This research is motivated by the high number of unemployed in Banten Province. In ten years, Banten Province has never been out of the top ten provinces with the highest Open Unemployment Rate in Indonesia. The situation was exacerbated when Covid-19 occurred which increased the number of unemployed. Banten province in terms of education can be said to be quite low because the RLS score is unsatisfactory, while in the industrial aspect Banten province is quite satisfactory. Based on this background, this research aims to find out the impact that education and the growth of the manufacturing industry have on unemployment. The data used are from all regencies/cities in Banten Province from 2010-2020. The method used is the panel data method using secondary data. The results of the study show that the relationship between the average length of schooling, the number of processing industries, and district/city minimum wages on simultaneous unemployment is significant. The relationship between the average length of schooling and district/city minimum wages is partially negative and significant. In the variable number of processing industries, the effect is positive. The results of the research are expected to provide an overview regarding what variables can be developed to reduce unemployment.

Abstract

Youth are one of the most important assets in strengthening a country's socio-economic development. In addition to their large number, youth are also the most active and productive resources. But in reality, youth are the one who hold the highest rate of unemployment in Indonesia. Using binary logistic regression model, this study will try to identify factors that influence the chances of labor force age 15-24 to become unemployed. The data used are from Indonesia’s labor force survey known as Survei Angkatan Kerja Nasional (SAKERNAS) in 2019. Results of the study show that human capital in the form of education and training, as well as gender and marital status have significant impact on employment probabilities of youth in Indonesia. Whereas geographical location between urban and rural area does not have a significant effect on their employment status. Therefore, it is necessary for the government and policy makers to take into account these factors in designing and creating unemployment intervention policies in Indonesia.

Abstract

To realize local government programs and activities, Local Own Revenue (PAD) plays a very important role. Increasing Regional Original Income (PAD) absolutely must be carried out by regional governments as an effort to finance the needs of their own government households. Based on data reported by BPS, it was noted that in the last five years there has been an increase in the number of vehicles in Malang City. the high growth in the number of motorized vehicles can be assessed as a potential to boost the rate of growth in the realization of parking fees in Malang. However, when viewed from the target and realization table, it can be seen that in 2018-2019 revenue realization did not reach the expected target. The presence of a large number of illegal parking attendants in the city of Malang gives the impression that the system is still not working well. This is a major problem because levies by illegal parking attendants are not included in the Local Revenue (PAD) of Malang City. This analysis is carried out by calculating the level of effectiveness, SWOT analysis and IPA analysis. Where, in 2018 and 2019 it was categorized as effective and quite effective. The decline was caused by factors such as the lack of facilities and infrastructure, the absence of a shift in technology in the collection system and the behavior of parking attendants that was not in accordance with their duties and responsibilities.

Abstract

Economic development in the traditional economy is only measured using GDP growth, both in aggregate and per capita. Further increases in GDP will create the necessary conditions for a more equitable distribution of economic and social growth results. However, orientation only to economic growth in building national economy has drawn considerable criticisms. From this point, new economic views have emerged. According to Todaro (2006), the main objective of the new views is GDP growth with simultaneous improvements in poverty alleviation and inequality reduction. High economic growth is often followed by high poverty. Therefore, sustainable economic growth, known as the inclusive growth, is required. In Indonesia, there are still provinces that have not achieved a good level of inclusiveness, one of which is East Java. The rate of its economic growth is very high, but the number of poor people in the area is above the national average. This study aims to analyze the effect of labor and human capital on economic growth in poverty alleviation in East Java using the case study method of 38 regencies and cities during the 2011-2020 period. The panel data was analyzed simultaneously in E-views. This study finds that labor does not affect economic growth, but human capital described by health and education affects economic growth. Further, negative economic growth positively and significantly affect poverty, which means that increasing human capital has a good impact on economic growth and will further reduce poverty.

Abstract

Batu City is a city that has fertile soil and is suitable for planting various kinds of plants and is suitable for the development of the agricultural sector. Batu City's agricultural sector plays an important role in absorbing labor, forming the GRDP of Batu City and supporting the development of other sectors. However, in recent years the growth of the Batu City agricultural sector has continued to slow down and the contribution of the Batu City agricultural sector to GRDP has continued to decline. On the other hand, the Tourism Sector is currently a sector that is growing rapidly in Batu City where the number of tourists and hotel buildings continues to increase from year to year. In addition, the Human Development Index (IPM) in Batu City also continues to increase and is in the good category. This study aims to determine how the influence of the number of tourists, the average length of stay at the hotel, the occupancy rate of hotel rooms, the human development index and the number of agricultural sector workers on the GRDP of the agricultural sector in Batu City. The results of the study found that the number of tourists had a positive and significant effect on the GRDP of the agricultural sector of Batu City, while the average length of stay at the hotel, the occupancy rate of hotel rooms, the human development index, and the number of workers in the agricultural sector has no significant effect on GRDP in Batu City.
