Abstract

This research is to determine the implementation of waste management policies in Morowali Regency. Waste Management Study in Bahodopi District. The type of research used is descriptive qualitative. Data types use primary data and secondary data. Data collection techniques are carried out through observation, interviews and documentation. The informant withdrawal technique purpose uses. The data analysis used is the Miles, Huberman and Saldana model, namely data collection, data presentation, data condensation and drawing conclusions. The waste problem in Bahodopi District is basically the responsibility of all parties, including the community, companies and local government. The habit of people who like to throw rubbish out of place makes waste management in this area increasingly ineffective and difficult to overcome. This habit of throwing rubbish carelessly is caused by a lack of education and facilities at rubbish dumps and final disposal sites. In fact, the current increase in population in Bahodopi District will have an impact on the balance of the city, including waste production. The greater the population of an area, the more waste produced every day will also increase. Based on the results of research conducted, the Implementation of Waste Management Policy in Morowali Regency. The Waste Management Study in Bahodopi District is relatively ineffective, there are still many problems that need to be resolved so that waste handling can be more optimal, starting from the aspects of communication, socialization, resources and bureaucratic structure, all of which have different problems from one another, so government and community commitment to carry out waste management consistently.

Abstract

The purpose of this article is to determine the elements that influence the adoption and use of the International Public Sector Accounting Standards (IPSAS). The study's primary source materials include reviews of several journals, research papers, newspaper articles, magazines, and other official accounting bodies' documentation materials, in addition to conference, seminar, and workshop papers. Based on the study's findings, Ghana must take 10 factors into account before implementing IPSAS. Among them are the following: Acceptable Awareness Level, Associated Adoption Cost, Adequate Technical Capacity, Advanced Education and Experience, Availability of Applicable Expertise, Appreciable Key Management Support, Aggressive External pressure, Adaptation of appropriate technology, Applicable Transition Management, and Active Strategic Planning and Evaluation.

Abstract

This research is to determine the work motivation of employees at the Pasangkayu Regency Education, Youth and Sports Office. The type of research used is descriptive qualitative. Data types use primary data and secondary data. The theory used, McClelland's Work Motivation theory, consists of the need for achievement, the need for power and the need for affiliation. Data collection techniques are carried out through observation, interviews, and documentation. The informant withdrawal technique uses purpose. The data analysis used is the Miles, Huberman, and Saldana model, namely data collection, data presentation, data condensation and drawing conclusions. Based on the results of research conducted related to employee work motivation at the Pasangkayu Regency Education, Youth and Sports Service, the researcher concluded that employee work motivation in the aspect of the need for achievement has relatively not been implemented, because there are still many undisciplined employees who deliberately arrive late and leave quickly before time, thus affecting his work. Apart from that, the provision of rewards and sanctions is relatively inconsistent. Another factor that causes low employee achievement motivation is inadequate facilities because they have been used for a long time which makes employees less enthusiastic about working. In the aspect of the need for power, researchers see that cooperation between employees is still relatively uncooperative because employee participation is still low. Apart from that, employee career development tends to be selective, because it is still dominated by political elements. In the aspect of affiliation needs, researchers see that the communication carried out by employees is relatively good. This can be proven that when there are activities in the office, employees can work together and build collaboration between employees even though they are in different fields.

Abstract

This research is to determine the implementation of policies for monitoring and controlling livestock in Pasangkayu District, Pasangkayu Regency. The type of research used is descriptive qualitative. Data types use primary data and secondary data. Data collection techniques are carried out through observation, interviews, and documentation. The informant withdrawal technique uses purpose. The data analysis used is the Miles, Huberman, and Saldana model, namely data collection, data presentation, data condensation and drawing conclusions. Based on the results of the research conducted, the implementation of the policy for monitoring and controlling livestock in Pasangkayu District, Pasangkayu Regency, is relatively ineffective, there are still many violations committed by livestock owners. Several factors cause this regional regulation to be ineffective in its implementation because the agency given the authority no longer carries out supervision, control and outreach to people who own livestock. Apart from that, there are minimal resources prepared, be it financial resources, equipment resources. Another problem is the lack of strict sanctions given to livestock owners who violate the rules. There are no standard operational procedures for implementing livestock policies in the Pasangkayu District area.

Abstract

When the manipulation of the human brain activity is a real possibility as happens nowadays, a minimum of ethical values should be respected and incorporated into international and domestic Law. These rules shall aim to regulate the application of neurotechnologies and artificial intelligence to the human brain. No State which claims to be respectful of human rights can exercise the power to coercively manipulate the mental states of its population. In this article, we discuss cognitive freedom, a new right born out of neurotechnologies, which can also be understood as an update of human free will adapted to the 21st century. It is -as we will see- a multidimensional concept, difficult to define due to its complexity. In this article, we propose to consider cognitive freedom as an entirely new human right aimed at preserving the very essence of human nature. To validate our hypothesis, we use a qualitative methodology, aimed at establishing a consensual opinion of experts in the legal and scientific fields, together with the assistance of the main sources of the law, namely positive law, case law and doctrine.

Abstract

Terrorism emerges due to the escalating presence of intense radical ideologies. While terrorism was once confined to specific physical locations and territories, the evolution of internet technology has expanded its reach significantly. This research employs a library-based methodology to examine and address a particular research issue. The findings of this study indicate that terrorist bombings have a substantial impact on air quality, leading to the degradation of human health and resulting in the death of numerous animals and livestock. Furthermore, these actions can also have a detrimental effect on the economy, as investors become apprehensive about investing and consumer purchasing power diminishes. The economy can experience a downturn due to a decrease in both foreign and domestic tourism, as interest in traveling wanes. Terror attacks that involve disrupting vital resources such as water and electricity supplies, as well as contaminating water sources with hazardous substances, pose a significant threat to human health and well-being. Every nation should undertake efforts to counter terrorism. In addition to establishing domestic laws, it is imperative for all countries worldwide to formulate their own constitutions to collectively denounce terrorism. A global commitment against terrorism must be fostered, with all nations working together to oppose this threat.

Abstract

Follow the asset is the right approach to use in eradicating corruption in this era. The trend of low verdicts for corruptors and the suboptimal recovery of assets resulting from corruption are reasons to prioritize confiscation of assets rather than criminalizing corruptors. The aim of this research is to analyze the importance of implementing Non-Conviction Based Asset Forfeiture in corruption regulations in Indonesia. The method used in writing this article is a normative legal research method with a conceptual approach. The results of this research are that the use of NCB can optimize the recovery of assets resulting from corruption because it does not depend on a complicated criminal case examination process. The defendant's fault is not a criterion for confiscating assets, but proving that the assets are illegal is the basis for confiscating assets.

Abstract

The aim to be achieved in this research is to obtain an overview of the Implementation of Regional Development Planning Policies at the Regional Development Planning Agency of Central Sulawesi Province (Study of the Preparation of the Regional Government Work Plan for Central Sulawesi Province in 2024). This type of research is descriptive, with a total of 5 informants, whose determination uses purposive techniques. Apart from that, the data collection techniques in this research were through observation, interviews and documentation. With a data analysis method with three steps, namely data condensation, presenting data (data display), and drawing conclusions or verification (conclusion drawing and verification). Based on the results of research using Edward III's theory which has been discussed, the implementation of regional development planning policies at the Regional Development Planning Agency of Central Sulawesi Province (Study on the Preparation of Regional Government Work Plans for Central Sulawesi Province in 2024) has not been implemented well. This is due to the number of competent planning apparatus is still limited, community participation is still low, public consultations are not carried out and there are obstacles in the fragmentation aspect, namely adjustments to the sipd-ri application which results in the time at several stages not being in accordance with the schedule for preparing the 2024 RKPD.

Abstract

This research aims to research Services and Handling of Maternal Emergencies in Hospitals Based on Law.This research is qualitative research with a descriptive analytical approach. The data required in the research was collected through in-depth interviews with informants/subjects whose criteria had been selected using purposive sampling by the researcher. The conclusion of this material highlights the importance of understanding the legal basis that regulates maternal emergency services and management in hospitals, both from the perspective of the responsibilities of health institutions and the rights and protection of patients. With the Minister of Health Regulation Number 21 of 2021 concerning the implementation of health services during pre-pregnancy, pregnancy, childbirth and the post-natal period, contraceptive services and sexual health services. Article 16 paragraph (1) which reads "delivery is carried out in a health service facility", it is hoped that the birth that is carried out must be handled directly by a medical team and in a health facility to reduce maternal and infant mortality. However, from the data obtained there are still several villages where births take place in non-health facilities, so that with births still taking place in non-health facilities, the implementation of Minister of Health Regulation Number 21 of 2021 is still not optimal. By complying with applicable regulations and following best practices in Maternal health services are expected to improve the safety and welfare of pregnant women and unborn babies.
