Abstract

For the purpose of tracking down and identifying aircraft detected by radar, the Air Defense Identification Zone (ADIZ) was established as a support facility for the national air defense system.Airspace above the high seas, which borders other countries' sovereignty, usually extends from the territorial area of the founding country. Analysis of ADIZ Indonesia's role in supporting Indonesia Air Force airspace security was a primary goal of the study. Qualitative methods are employed in this study. Data was gathered through a combination of direct observation, in-depth interviews, and documentationAccording to the findings of the study, the identification zone for ADIZ should be outside of national airspace sovereignty in order to identify foreign aircraft entering national airspace sovereignty. ADIZ Indonesia developed will be adhered to by countries if supported by adequate defense equipment. ADIZ Indonesia, which is supported by adequate defense equipment, will be obeyed by other countries. If inforcement is carried out firmly and continuously accompanied by diplomatic efforts by the Minister of Foreign Affairs and software synchronization that regulates the airspace above the Indonesian Archipelagic Sea Lane. The suggestion of this research is that efforts are needed to optimize the implementation of ADIZ Indonesia, which can be implemented and adhered to by other countries if the government of Indonesia can support the needs of the Indonesian Air Force weapon system. For this reason, commitment from government and relevant stakeholders is needed in overcoming the existing problems. Keywords: implementation, identification zone, air defense, national jurisdiction, regional security

Abstract

The involvement of the Indonesian Air Force in Weather Modification Technology Operations is part of Military Operations Other than War. Along with the rapid development of technology in the field of Weather Modification which makes the use of this technology easier. One of the benefits of Operation Weather Modification Technology is to support Air Defense Operations. However, in several implementations there are several obstacles encountered, the Air Squadron is not yet equipped with a sophisticated weather radar. Today's weather radar requires a technology upgrade. The 2nd Air Squadron had problems carrying out TMC Operations at night. In order for the use of Weather Modification Technology to be used optimally for military operations and able to support air defense operations, an effective and efficient strategy is needed. The purpose of this study is to analyze the main obstacles, the implementation of Air Defense Operations, possible air threats and strategies to increase support for air defense operations through the use of Weather Modification Technology by the Air Squadron 2. The research method used is a qualitative case study design. Theories used include strategy, air power, weather manipulation and air defense operations. The results of this study are the main obstacles encountered related to the use of Air Squadron TMC are weather conditions, lack of raw materials and inadequate equipment. The conditions for the implementation of air defense operations are not optimal and there are several threats that can arise in the Indonesian air sovereignty area. The strategy used to achieve the goal is to overcome existing obstacles and improve the ability of the Air Squadron 2 through existing instruments. The conclusion of this study is that threats to air sovereignty can be anticipated by optimizing the Air Squadron 2's weather modification capabilities. Keywords : 2nd Air Squadron Ability, Air Defense Operations, Utilization, Strategy, Weather Modification Technology

Abstract

The interoperability of the Paskhas (Indonesian Airforce Special Troops) Combat SAR (CSAR) Team with elements of RESCAP and RESCORT combat aircraft and CSAR helicopters is very much needed in the implementation of Combat SAR Operations. However, exercises are rarely carried out with the dynamics of actual and complex Combat SAR operation scenarios, at this time the exercises are only limited to demonstrations of Combat SAR operations. The current problems are the lack of Ground Forward Air Control (GFAC) capability of the Combat SAR (CSAR) team, the lack of training with aircraft elements, special equipment and limited infrastructure, and the absence of software to support the creation of Interoperability of the Paskhas Combat SAR (CSAR) Team with elements of fighter aircraft and helicopters. The purpose of this study was to analyze the existing and ideal conditions of interoperability of the Combat SAR Paskhas team with the crew of RESCAP, RESCORT and CSAR helicopters to support Combat SAR operations and the efforts made to overcome these interoperability constraints. The method used is qualitative. The results of the discussion of this study are that the interoperability of the Paskhas Combat SAR (CSAR) Team with elements of RESCAP fighter aircraft, RESCORT fighter elements, and CSAR helicopter elements is not optimally. Keywords: Interoperability, Capability, Paskhas (Indonesian Airforce Special Troops), Combat SAR Operations

Abstract

The existence of the air base often intersects with the airport. This condition needs to be understood because it is known that the Indonesian Air Force base is not only used for defense but also for civil or commercial aviation, namely the Civil Inclave Airport as happened at Halim Perdanakusuma. The existence of the Halim Perdanakusuma Air Force Base and Halim Perdanakusuma Airport which are in one room is certainly not an easy matter, moreover it only has one runway that is used together where each has its own orientation, as it is known that the Air Base has a concern for building defense bases while The airport is oriented towards commercial flights. Conditions are getting more difficult with increasingly complex dynamics of threats so that constructive efforts are needed in the form of anticipating military threats and aviation safety. The research method used is a qualitative method with a phenomenological research design. The data obtained from the specified informants were then analyzed using qualitative techniques. From this study it was concluded that 1) the implementation of base defense at Halim Perdanakusuma AFB in anticipating military threats had not been carried out optimally, 2) the implementation of flight operations at Halim Perdanakusuma Airport in anticipating flight safety referring to existing provisions, and 3) synergy between Halim Perdanakusuma AFB and Halim Perdanakusuma Airport in anticipating military threats and aviation safety have not been implemented properly. Keywords: synergy, base defense, flight operations, military threats, aviation safety

Abstract

Halim Perdanakusuma Air Base is not onlt used for military purposes but also for commercial flights. This condition is certainly not an easy matter, especially since it only has one shared runway where the militaru and commercial secter habe their own orientatios. Moreover, where the Halim Perdanakusuma Airfield is always required to be ready to face various threats, considering that currently global dynamics are very developing. For this reason, it is necessary to suppert the professionalism of good flight crews though the implementation of well-scheduled operations and exercise so that the Halim Perdanakusuma Airfield is prepared to face this challenges. The research method used is qualitative method with a phenomenological research desigh. From this study it was concluded that 1) As a multifunctional Air Base, Halim Perdanakusuma needs to be managed properly considering it is quite vulnerable to military and non-military threats, and 2) Halim Perdanakusuma Airbase operations and training in realizing the professionalsm of the flight crew are carried out well even though the are still experiencing problems. Obstacles, including time management, not yet developed good synergy and cooperation, limited facilities and infrastucture, no measurable grand design in the implementation of practice operation and so on. The conclucion is necessary to develop Halom Perdanakusuma Airbase wichi is carried out in a sustainable and structure manner in the managenet of airbase, the addion of a missle unit that functions as a detterent to air attacs, increasing cooperation between the airbase and airport through MoU, grand design specially in operations and training in realizing flight crews also improving facilities and infrastructure to support the existence. Keywords: Exercise, Indonesian, Air force, Operation, Use and Professionalism

Abstract

Indonesian National Armed Forces, the Air Force, as a means of national defense , had the task of upholding the sovereignty of the unitary state of the Republic of Indonesia and the territorial integrity of country, especially in the context of upholding state sovereignty in the air, and supporting the enforcement of state sovereignty on land and at sea. In order to realize this, the Indonesian Air Force through one of its functions in its territorial development is through fostering the potential of aerospace, through the empowerment of defense areas. The development of aerospace potential is carried out as an effort to realize the creation of regional security around the base. This research method is a qualitative method with observation techniques, documentation studies and interviews. The results of the study showed that there are still a level of vulnerability of security in around Atang Senjaya Air Force Base area which is the concentration of local security forces, office complexes, personnel and facilities and infrastructure that require a fairly high level of supervision. The existence of military installations, whether complex or office buildings, is still quite open and easily accessible to parties with certain interests. It is very important to establish a condition of the expected defense area through the synergy of all territorial apparatus in optimally carrying out the development of aerospace potential in the community, through the role of Binpotdirga personnel, in providing guidance, conducting effective communication, and participation from local government. Keywords: Air base, empowerment, regional defense , universal defense system, Atang Sendjaja
