Abstract

This study employs the basic economic theory approach to evaluate the performance of regional economic development in Sragen Regency, Central Java Province. The primary objective is to identify the base/leading and prospective economic sectors that could bolster regional productivity. The study utilizes a quantitative approach, employing the Location Quotient and Shift Share methods. The data used for this analysis is the secondary data of the Gross Regional Domestic Product (GRDP) of Sragen Regency and Central Java Province from 2015 to 2019. The research findings reveal six sectors as the base/leading and prospective sectors. These include Agriculture, Forestry and Fisheries, Electricity and Gas Procurement, Wholesale and Retail Trade, Car and Motorcycle Repair, Corporate Services, and Other Services. These sectors are considered pivotal in driving the region’s economic growth. In addition to these, ten other sectors, while not being the base, show prospective development. These sectors present potential opportunities for further economic expansion. However, the Mining and Quarrying sector falls into the category of non-basis and is not considered a prospective sector. The Shift Share Analysis results indicate that the Manufacturing Industry outperforms other sectors in terms of competitiveness in the Sragen Regency. This suggests that the Manufacturing Industry holds a significant position in the region’s economic landscape. In conclusion, the study provides valuable insights into the economic sectors that are instrumental in strengthening regional productivity in Sragen Regency. It also highlights the sectors with potential for future development, thereby guiding strategic planning for regional economic growth.

Abstract

Since the issuance of the circular letter of the Minister of State Apparatus Empowerment Bureaucratic Reform No. 19 of 2020 concerning the adjustment of the work system of the State Civil Apparatus to prevent the spread of Covid 19 within government agencies, since then Regional Heads have been competing to make calls through policies within their regions to carry out work from home or more popularly called WFH (Work From Home). In this study, a problem was raised as follows, the first is How the Impact of Work From Home for the State Civil Apparatus, and the second is what elements can be classified as the impact of the mayor's policy on work from home for the State Civil Apparatus.  Data collection by asking questions through questionnaires distributed to State Civil Apparatus in the Malang City regional secretariat area. After the data is collected, it will be analyzed using a qualitative approach by classifying it as a result for in-depth analysis and corroborating the cause and effect. The results obtained that the implementation of work from home for the country's civil apparatus also has an impact on employees, organizations, the environment, and society as well as social systems. Employees are given flexible time to work from home and be closer to family, but obstacles to productivity arise when work from home cannot discipline themselves in managing time due to many distractions that occur at home.

Abstract

Since discrimination and labeling of ethnic Chinese are still embedded in society. The goal of this paper is to encourage different policies that try to solve racial conflicts, especially through education as a preventive measure to raise a generation with a lot of knowledge and a lot of patience. This paper reviews various alternative efforts to eliminate the issue of racism among ethnic Chinese. This review finds that reconciliation can be achieved through education and other methods. It is also demonstrates that efforts have been made by the government to initiate anti-racism education as part of the conflict resolution process. Nevertheless, this implementation is a long way from being adequate or successful. There are still many records that need to be corrected and evaluated by the government to encourage anti-racism education policies.

Abstract

To improve public services, this study will explain and assess the development of a drinking water supply system (SPAM) at the Public Works and Spatial Planning Office (PUPR) of West Halmahera Regency. It will also examine the elements that facilitate and impede the development of SPAM. The purpose of this study is to meet the Minimum Service Standards (SPM) at the PUPR Office of West Halmahera Regency by enhancing the quality of public services in the area of drinking water through SPAM. Consequently, the author used qualitative descriptive research methodologies and cited legislation concerning the Development of Drinking Water Supply Systems (SPAM). These findings show that improving public services, especially the development of drinking water supply systems, is an important aspect of ensuring access to safe and clean drinking water for people in West Halmahera Regency. The improvement of the system involves various factors, Physical Aspects (Technical Aspects), Non-Physical Aspects (Institutional Aspects, Management Aspects, Financial Aspects, Community Role Aspects, and Legal Aspects) as stated in Government Regulation No. 16 of 2005, concerning the Development of Drinking Water Supply Systems. For example, Besharov et al. stressed the importance of improving public services, which is in line with achieving universal and equitable access to drinking water services as part of the Sustainable Development Goals (SDGs).

Abstract

The SEZ Singhasari, established through Government Regulation No. 68 of 2019, was targeted to be operational by 2022, and on October 11, 2022, it was declared ready to receive investors. However, empirically, SEZ Singhasari experienced slight delays in its readiness compared to other SEZs in general, indicating a lack of effectiveness in the collaborative relationship between the government and various other actors in accelerating the operation of SEZ. Based on this background, the research problem is framed around understanding and addressing the challenges and dynamics associated with the Collaborative Governance Model in the development of the Special Economic Zone (SEZ) Singhasari, to identify the initial conditions, facilitative leadership, institutional design, and analyzing the collaborative process and interim results in the development of SEZ Singhasari. This research adopts a descriptive qualitative approach with Singosari District as the selected location. The data sources for this research include primary and secondary data, collected through interviews, observations, and documentation. The research instruments used are the researcher, interview guidelines, field notes, and supporting tools. The data analysis follows Creswell's method of data analysis and is tested through source triangulation and data collection technique triangulation. Despite power and resource imbalances among actors, collaboration is facilitated due to mutual interdependence. Face-to-face dialogues through incidental coordination meetings are employed in the collaborative process, emphasizing communication, trust, and consensus in decision-making. The regulations and the establishment of the SEZ Singhasari Operationalization Acceleration Team support coordination and institutional design. SEZ Singhasari has implications for students and the surrounding community, enhancing land valuation and economic activities. These impacts strengthen collaboration and drive stakeholders toward achieving their planned goals.

Abstract

The position of equality in political rights is still being studied seriously and is full of pros and cons in various countries. Straightening the role of women's rights in politics is extensive homework for this nation. Even in today's conditions, the representation of women in the political sphere at the beginning of the struggle was unacceptable to male politicians and the public. The literature review aims to rethink the relationship between women's political rights, digital safety skills, and general elections. All three have a common thread for measuring the existence of women in the political realm. This condition can be seen from the role of women as political actors who run for office, as well as women as owners of voting rights in general elections. Both can be viewed as subjects and objects in general elections to restore the spirit of democracy in Indonesia. The answer to the above problems is establishing digital safety as a digital literacy ecology. The need for this condition refers to women's political struggle to get crucial political affirmation.

Abstract

The public's demand for public service has encouraged the government to innovate services to improve public service. One service that must be considered is the service of incapacity certificate. The purpose of this study is to describe and analyze the service of a certificate of incapacity through ARSI in Rampal Celaket Village. This type of research uses a qualitative approach. Data was collected through interviews, observation, and documentation with a research focus on online service ARSI, management of incapacitated certificates, and Certificate of Disadvantage service procedures consisting of indicators of the simplicity of service procedures, clarity of service, ease of service access, and timeline in service. The result of the study shows that the certificate service for incapacity through ARSI is implemented in the Rampal Celaket Village based on the principle of public service according to the Minister of Administrative Reform No. 63 of 2003 concerning General Guidelines for the Implementation of Public Services. The Rampal Celaket Sub-District Office is making efforts to simplify service procedures seen from access via WhatsApp besides seeking clarity of service seen from the ARSI service display which contains various information about the Rampal Celaket Village in detail, then ease of service through ARSI seen from access via cellphone and how to use it by clicking or typing according to needs and supported by supporting facilities and infrastructure as well as the ability of employees.

Abstract

In the context of the successful implementation of the 2024 General Election it is necessary to have the synergy of Stakeholders/stakeholders from all groups involved. Stakeholders have a role to play in realizing better democracy, one of which is through increasing people's political participation in the midst of situations and conditions that are still in the recovery period due to the Covid-19 Pandemic. The existence of this problem requires concrete new steps in dealing with this unusual situation by maximizing the role of stakeholders. The purpose of this study is to map the roles of various stakeholders involved in maximizing the role of each actor in building synergy in the implementation of elections which directly or indirectly affect the level of community political participation in the. This study uses a type of qualitative research using secondary data analysis techniques in writing. The results of the stakeholder mapping show that the central and local governments are the contest setters, KPU, Bawaslu, NGOs, the media and political parties as players, candidates and pairs of candidates are designated as subjects, and the voting public as crowds. With the stakeholder mapping in the 2024 Election, this can be used as a strategic policy step to increase public political participation in the 2024 Election.

Abstract

Community participation is a crucial aspect of development planning. It allows the community to identify and address problems, ensuring that the resulting output aligns with the actual needs. This study aimed to examine the impact of community participation on development in two villages in Banjar Regency - Bakambat Village and Cindai Alus Village. The study involved 100 participants, with 50 from each village. A descriptive quantitative analysis method was employed, utilizing multiple linear regression methods. Data were collected through questionnaires and field observations, and processed using SPSS 25. The results revealed that the variables of Decision Making, Implementation, Benefits, and Evaluation did not significantly influence development in Bakambat Village. This suggests that other factors, such as human resources and economic factors, may play a more substantial role in development. In contrast, for Cindai Alus Village, while Decision-making, Implementation, and Evaluation did not significantly affect development, the Benefits variable did. This implies that the benefits received by the community can enhance community participation, thereby aiding in the improvement of development in Cindai Alus Village. In conclusion, while community participation is essential, its impact on development may vary depending on the context and other influencing factors. Therefore, a comprehensive understanding of these factors is necessary to effectively harness community participation for development.

Abstract

The use of digitalization in the implementation of village government is a necessity that needs to be realized. Moreover, in village financial management, the village financial system or Siskeudes is part of the digitization of village government administration. Unfortunately, its application in the village that is the pilot of the Batu city government's digitization project, namely Pandanrejo village, is still experiencing problems related to the system that is still running offline. This study aims to analyze and describe the implementation of village financial system management and its supporting and inhibiting factors. Descriptive qualitative is used in this type of research. The results of the study found that the implementation of village financial management through the application of siskeudes in Desa Pandanrejo was following the provisions which include planning, implementation, administration, reporting, and accountability.  However, there are some obstacles at some stages. The planning stage is constrained by the late delivery of the indicative ceiling from the City. There is an administration stage it is explained that this stage is the responsibility of the head of financial affairs, but because the HR of the head of financial affairs of Pandanrejo Village is low, this is the background for the delegation of authority to other staff to act as admins siskeudes.  Based on this, it is necessary to develop the human resources of village officials at the administrative level in the context of digital administration. Siskeudes needs to be fully supported by a network that can ensure that the system is always in online condition because the existing conditions in the application field are still offline. although this does not affect the performance of the village, it results in data not being quickly available and making it difficult for the Batu City Government
