Abstract

Production forest management has been decentralized by the Central Government to the Regency regarding Regulation No. 38/2007. After nearly twelve years of decentralization, deforestation in forest production showed the highest rate compared to other forest areas. This indicates that the policy is not effective. This study aims to evaluate the implementation of decentralization policy on production forests management. The study was conductedin Rokan Hulu and Pelalawan Regencies (RiauProvince),East Kutai and West Kutai Regencies (East Kalimantan Province). The collected data were analyzed with content analysis of existing legislation product and descriptive qualitative.The study results showed that: portion of the authority of forest management by local government (Regency) that represented by the existing production forest are aisquitelarge (47.16%), but based on existing legislation, the authority of the management of production forests by the the regency is less meaningful. Management of production forests have not been fully transfered from central government to localgovernments;some of the valuable economic powers still heldby the Central Government. Decentralisation of forest area utilization fermits through the HKm, HTR and Village Forest and the establishment of KPH is requiredto be more clarified and improved.

Abstract

Climate change causes abominable impact to woman, but the study of gender adaptation perpectives is still very limited. The objectives of the research were to know: (1) changes in gender roles that emerged as a response to climate change, and (2) impact of changes in gender roles on woman'sv ulnerability.The research was conducted at mountain ecosystem in Solok Regency, West Sumatera. The gender role in natural resources management is analyzed using descriptive analysis method which emphasizes gender relationship and gender roles that are formed in the house hold. The results showed that changes in temperature and rain fall patternsare slowly changing the productive role that woman participated in the agriculture production responsibility in a larger proportion. Changes in gender roles raises gender untillness in the farms of marginalization, stereotypes, subordination, and adouble burden for woman. To enhance the adaptive capacity for woman, it is required to develop the adaptation strategies covering:(1) to increase the political role of woman,(2) to increase the capacity of woman in formal and informal education, and (3) cultural reconstruction based on gendere quality

Abstract

Forest Management Unit (FMU) is an area of forest land in site level that managed to meet sustainable forest management in along term plan. One or more forest functions (conservation, protection and production) can be included in an FMU, but the FMU will be classified by its dominant forest function. KPH has been established in several provinces, but a few them has not yet operational. Institutional aspects such as policy and organization are having problem in the implementation of FMU. The objective of the study are : (1) to analyze the implementation of norms, standards, procedures and criteria (NSPC) of FMU and (2 )to analyze the organization's policies in the management of FMU.The study was held at the Dampelas Tinombo FMU in Central Sulawesi; Way Terusan FMU, and Batu Tegi FMU in Lampung Province. In polic analysis used a retrospective method model, while in organizational structure analysis used qualitative descriptive method. The results showed that the policy about FMU NSPC has been implemented by each FMU in research location. It can be seen from the master plan of "forest management planning and forest governance". This study examines the FMU organization through the current organizational structure. There are similarities in the organizational structure of FMU indicated through the division of labor, authority, span of control and division of the department. However, there are differences in the classification of departmentalizing types. The differences are caused by differences in local conditions, aswell as the potential for each policy in research location. Form of organizational FMU at the site study has a characteristics "functional organizational structure". The positives of this organization type will continue to adapt to their environment in order to keep growing to wards the vision and mission that have been made. If there is a policy changes, organizations need to change the internal of organization, for example by adjusting its organizational structure. Form of FMU Organizational as Regional Technical Implementation Unit, FMU can accommodate the interests of the goverment through departmentalizing based on NSPC criteria approach. Coordination among stakeholders through funding has done, either by the central or local governments. For better management of the FMU it is recommended : (1) Derivatives policy is required on the tasks and role of FMU in detail, to fasilitate implementation and management, and (2) Prefaring the conditions of FMU organizations to make adaptation if there is a policy change related to FMU organization. Interms of funding, the central government should al locate funds through related technical unit until FMU can operate independent lyand the rules about capabilities and mobilization of human resources are needed.

Abstract

Presidential Regulation No. 61 on the National Action Plan for Green house Gas (GHG) Emission Reduction, has been issued and used as general guidance for emission reduction. However, this regulation requires support of more detail technical information as a direction in the implementation of emission reduction activities in forestry sector. In the field, the implementation of emission reduction should be based on activities that directly and indirectly generate emission reductions. This study aims to support emission reduction activities through the understanding of emission sources in Indonesia and identify activities that directly can be quantifi edits emission reduction through carbon conservation activities as well as the increase of source of carbon enhancement through growth of forests and planting activities such as timber estates, community forest plantation, land rehabilitation movement and other planting activities. Forestry activities related to climate change mitigation to reduce GHG emissions, in principle, can be grouped into three main categories, namely, conservation of forest carbon, increase carbon stock through af forestation, reforestation and other management practices, and use of biomass as a replacement for fossil fuels. Potential emission reduction from deforestation is still quite large with an average deforestation rate of 1.1 million haper year in 2000-2005 and 0.83 million haper year in 2006-2009. Reducing emissions from deforestation can be seen from the potential of natural forests in Indonesia that couldreach of 600 tonnes Carbon/Ha. While the potential of planting can be seen from the plantation stocks that reached 177 tonnes Carbon/Ha. Results of this review showed that activities in appendix of presidential regulation No 61/2011 were dominated by supporting activities. This review also provided information on activities that directly can reduce emission as inputs for preparation of regional action plans (RAD) of emission reduction.

Abstract

Community participation is one of the important factors that determine the effectiveness of policy implementation of Forest Management Units (FMU) in Indonesia. However, community participation in FMU policy implementation in several places are still relatively low so that inhibiting the FMU policy implementation. This study aims to analyze the influence model of ability, opportunity, and motivation to community participation and to formulate models of community participation enhancement in FMU policy implementationin Banjar Regency. The analytical method used is Structural Equation Modeling (SEM) analysis with the help of SPSS 18 and AMOS 18. Results showed (1) motivation variables directly influence the level of community participation, while capacity and the opportunity variables indirectly influence the level of community participation, and (2) model of community participation improvement is by increasing the community motivation through efforts to increase capabilities and to expand opportunities for the community toa ctively participate in FMU policy implementation in Banjar Regency.
