Abstract

Indonesia is law state that means Unity State Of Republic Indonesia is State which based on of law (rechtsstaat) and not based on of power (machtsstaat). Consequently each, every Indonesia citizen obliged to bow and law abiding which go into effect.In order to improving law in all society coat so that can be created awareness and compliance of law for the sake of the straighten of rule of law in Unity State Of Republic Indonesia, required counseling of law.In this time we earn to feel incidence of law cultural degrease in society environment with downhill indication is decrease of mount society appreciation of law including government officer. Downhill of awareness of rights and obligations of society, and also compliance of society marked at the height of transgression number, including decreased trust of society to enforcer law of government officer. This matter can be seen from to the number of mass conflict between student, conflict between society citizen element, including so many violent demonstration which is anarchist. Thereby it needed effort to improve of society sense of justice, passing by counseling of law activity.Counseling of law carried out with a purpose to realize better society sense of justice so that each, every society member realize and involve its rights and obligations as citizen and realizing culture punish in conscious behavior and attitude, obedient, and law-abiding and also respect Human right.This research use quantitative research type, where primary data come from informant of Regional Ministry Office of Law and Human right. While data of seconder are form of literature either from book, erudite copy, research report, and documents related to this topic of research Result of research indicate that there are 2 (two method) counseling of law executed by Regional Ministry office of Law and Human right of East Kalimantan that is method counseling of indirect and direct law.Efficacy of activity of counseling of law can be seen from is effective of him punish in society, law will be effective walk if the law have reached the target of desired, especially by form punish and also by executor of pertinent law. Law expressed effective if behavioral society citizen of me as expected or desired by law.Effective counseling of law can influence by some factor, According to Soerjono Soekanto that the factor there are five, that is : its own Law factor, factor Enforcer of Law, Medium factor and facility, Society factor, and also Culture factor. Where part of which is one with the other shares interact and may not interfere in among one with the other. If each the shares fulfilled and walk as according to its role, hence can be ascertained by existence of norm/law order will go into effect effectively in life of cultured society of law.

Abstract

 The purpose of the study was to identify and determine : (1) the amount of fund allocation , the total value , kind and type of aid that has been disbursed, kind and type of target groups that have received assistance through the Grant Assistance Fund and Social Assistance in Tarakan, (2) common problems and rise’s obstacles, (3) the factors that drives the implementation of activities / programs, (4) community activities / programs : (5) the succession  level of the allocation use, and (6) develop management strategies that effective and efficient to use Grant Aid Allocation and Social Assistance in the City of Tarakan. The experiment was conducted from March to August 2011 in Tarakan. This research study took place in 4 (four) districts in Tarakan include East Tarakan, Middle Tarakan, West and North Tarakan districts,  which has been getting running Allocation.Preparatory activities undertaken to complete the initial phase of the administration and coordination of inter-agency cooperation, an inventory of the tools and materials are needed, stabilization of work’s programs, observation, collection data and analysis data. Primary data were obtained through direct observation and interviews with sources and secondary data obtained from various departments /agencies in the form of literature, study reports and annual reports are relevant to the study.Compilation of data is the selection of the data and information obtained are then grouped according to the analysis needs to be performed. After the compilation stage is done, followed by a descriptive analysis and interpretation of the results carried out the analysis. In addition, decision-making is done by using the scoring.The results showed that :1.    The amount of budget that allocated for Grants and Bansos Tarakan City in year 2010 is Rp.185.420.879.657,84 with the realization of the budget that can be absorbed by Rp. 152.,384.512.199,84 , - or 82.18 %, and the rest of the budget that is not absorbed is Rp. 33.036.367.158,00, - or a total of 17.82 % from the total budget. The budget allocation is used to buying subsidies at Local Company (Perusda); Allocation of Funds for the Central Government Institutions (Vertical) in Regional, Allocation of Funds for Agency / Private Organizations ; Budget Allocation for Community Group / Individual; Budget Allocation for Social Assistance Organization; The allocation of political party assistance; Unexpected Expenditure allocation and allocation of Local Government Finance.2.    Target groups that obtain grants and Bansos funds : Vertical existing institutions in the Region; Agency/Institution/Organization Private; Community Group/Individual; Social Organization; Help Political Party (political party); Variable Expenses.3.    Factors to be problems and obstacles are : (a) the funds are not fully absorbed by the public, (b) the administration’s proposal is still considered as too complicated; (c) Human Resources of respondents still relatively limited, and (d) regulations/guidelines are always changing; (e) technically planning’s activities program does not exist and the location of the development is not clear/overlapping/related legal issues; (f) expenditure accounts often do not conform with the RKB/RAB proposal; (g) disappointment and a sense of not community is proud of the distribution of funds is still high; (h) the provision of grants and Bansos are not in accordance with procedure, generally have not been given strict sanctions and (j) the report’s indication made by organizations or community groups and individuals are fictional.4.    Factors that drives the implementation and management of Social Aid Grants, that are : (a) trend and Social Aid Grant Aid for 3 (three) years continues to increase, (b) Grant funds and Bansos still very much needed by the community respondents, (c) City community level is still high vulnerability, especially to cope with emergencies and unexpected disasters, (d) a reference priority measures management has become a common awareness of the Grants and Bansos, in order to build community self-reliance.5.    The level of public perception of the management of grant funds and Bansos in each district following as North Tarakan 71.21% and East Tarakan 71.30%, Central Tarakan 79.17% and West Tarakan 68.33%. Indicators of public perceptions of respondents towards the management of grants and Bansos by 72.34% classified as optimal and only 27.66% classified as not optimal.6.    The level of achievement of the successful management of grant funds and Bansos, obtained the total benefit of the achievement indicators in each of the districts are : North Tarakan 53.05%, East Tarakan 51.91%, Central Tarakan 67.66% and West Tarakan 54.33%. Indicators of the achievement of the total benefit of 56.97% classified as optimal and only 43.03% classified as not optimal.

Abstract

Penerimaan dari sektor pajak dewasa ini menjadi tulang punggung penerimaan Negara dalam Anggaran Pendapatan dan Belanja Negara (APBN). Salah satu penerimaan dari sektor pajak tersebut adalah Pajak Bumi dan Bangunan. Dasar pengenaan pajak bumi dan bangunan adalah Nilai Jual Objek Pajak (NJOP). Nilai Jual Objek Pajak adalah harga rata-rata yang diperoleh dari harga pasar, dan harga berdasaran Surat Keputusan Walikota. Penetapan Nilai Jual Objek Pajak berdasarkan pada Undang-undang No. 12 Tahun 1985 sebagaimanan telah diubah dengan Undang-undang No. 12 Tahun 1994.  Perumusan masalah dalam penulisan ini adalah sebagai berikut :  “Apakah Nilai Jual Objek Pajak Bumi dan Bangunan Tahun 2012  sesuai dengan Undang-undang  No. 12 Tahun 1994” Penelitian ini menggunakan lima puluh satu sampel wajib pajak dengan Surat Pemberitahuan Pajak Terutang tahun 2012. Sasaran penelitian adalah Nilai Jual Objek Pajak berupa bumi dan bangunan dengan cara membandingkan Nilai Jual Objek Pajak yang tercantum dalam Surat Pemberitahuan Pajak Terutang dengan keadaan yang sebenarnya. Wajib pajak sudah memberi data objek pajak secara benar, hal ini untuk mengetahui kendala-kendala yang terjadi di lapangan.Temuan yang ditargetkan penelitian ini, yaitu: “meminimumkan (menghilangkan) selisih perhitungan pajak bumi dan bangunan antara SPT dan Undang-undang  No. 12 Tahun 1994”. Peningkatan kesadaran Wajib Pajak mengisi SPT sesuai dengan keadaan (perubahan) objek pajak.Berdasarkan latar belakang dan perumusan masalah, maka hipotesis yang diajukan adalah :  “Perhitungan Nilai Jual Objek Pajak Bumi dan Bangunan Tahun 2012 di Kecamatan Palaran Kota Samarinda belum sesuai dengan Undang-undang No. 12 Tahun 1994 ”, maka disimpulkan bahwa hipotesis tersebut ditolak.Hipotesis ditolak karena perhitungan Nilai Jual Objek Pajak Bumi dan Bangunan di Kecamatan Palaran sudah  diperhitungkan sesuai dengan Undang-undang No. 12 Tahun 1994. Selisih jumlah PBB yang harus dibayar berdasarkan SPPT dengan hasil penelitian di lapangan disebabkan karena kurangnya pemahaman masyarakat mengenai Pajak Bumi dan Bangunan, sehingga wajib pajak tidak segera melaporkan perubahan luas objek pajak yang dimiliki ke Kantor pelayanan Pajak.

Abstract

The aim of this research is to know the process of the supremacy of law in Indonesia by the commission of corruption destruction (KPK). The method of it is library research by secondary data from the two local news-papers namely Kaltim Post and Tribun Kaltim. The location of it is in Samarinda. The duration of it is three months from August to December 2013 which correlated with the commission concerned especially the two persons who were arrested by the commission. Two of them deny involving in the corruption of Hambalang. The two persons namely Andi Malarangeng and Anas Urbningsrum are split in continuing the law process because they do not acknowledge corrupting. Andi said that he did not corrupt either he himself or his brother Cull Malarangeng. Meanwhile Anas denies being corruptor on Hambalang such as gratification of a car because he never has any business with any project. Then the writer will take the data from the newspapers. The method of this research is qualitative one .The result of it is that the two persons concerned are strongly accused to corrupt. The result of the research is that in the court of corruption action (tipikor) there are some proofs told that they were involved the corruption of Hambalang.

Abstract

 Development of social progress quite rapidly, with the widespread phenomenon of the rule of law, human rights, globalization, democratization, decentralization, transparency and accountability are given new paradigm in seeing purpose, task, function, authority of Indonesian police republic that caused many demand and hopes of the Indonesian people about the implementation of the Indonesian National Police duties that more oriented to the communities it serves. Investigation is investigating a series of actions in terms and be regulated in law  in looking for  the evidence also collect the evidence, whereas he evidence could make the case easily to solve so that we could easily find the suspect of the crime. In describing subject matter, the writer try to analyse  the data that the writer get, so the writer use all of the information’s, and data’s even its primary or secondary. Then try to analyse in qualitative and present in by describing the case.

Abstract

Lahirnya public relation masih belum dibenahi dengan pasti dan masih banyak nieniMbL',..im1 kontroversi di antara para ahli. Glend dan Danny Grisworld (dalam Oemi Abdurrahman) mengemukakan bahwa pekerjaan public relation telah dilakukan oleh Cleopatra dengan segala kemegahan seorang Ratu menyambut Mark Antony ditepi sungai Nil. Transaksi jual beli barang terjadi di Jaman Neolithic, baik para penjual maupun Ratu Cleopatra berusaha mengadakan hubungan yang sifatnya dapat menyenangkan dan menguntungkan orang lain. Konon dari sinilah awal mula kegiatan public relation mulai tersentuh. Namun masih sulit untuk menentukan kapan pekerjaan public relation dilakukan secara terorganisir karena tidak ada dukungan pasti yang dapat menentukan kapan public relation seperti yang dipraktekkan sekarang ini..

The purposes of this research is to analyse the division of Business Revenue Residue (BRR) of the Cooperative for Hotel Marga Jaya employee in Samarinda for year 2008-2012 which utilized the calculation techniques of Sitio and Tamba based on the members activities, which is from saving either from primary saving or obligatory saving, loan and purchase of things.

Abstract

The aim of this research is to know the influence of the salary to develop the career of the personnel of the University of 17 Agustus 1945 Samarinda. The focus of it is the salary of the staff and lecturer. The location of the research is in the University of 17 Agustus 1945 Samarinda. The method of it is qualitative one. The duration of it is one month namely in February 2013. The result of it is that in the year of 2013 the Education foundation 17 Agustus 1945 Samarinda has a very good decision to improve the salary of the staff and lecturer as well. Now they are very happy to work because it. They have a good income for his their living because they can build a welfare family. The year before they had just a very little money which is not enough to live with their family so they were very hopeless.

Abstract

ABSTRAKSIHadirnya perbankan di suatu tempat bertujuan untuk mendukung pembangunan di seluruh sektor, termasuk peningkatan kemakmuran masyarakat. Hal ini berarti keberhasilan pembangunan memerlukan dukungan perbankan dalam melaksanakan fungsinya sebagai lembaga intermediasi (financial intermediary )adalah mengalihkan dana dari pihak berkelebihan (surplus) kepada pihak yang berkekurangan (deficit) disamping menyediakan jasa keuangan lainnya. Bankaltim hendaknya memperhatikan solvencynya.Rumusan masalah dalam penelitian ini adalah Apakah solvency Bank Pembangunan Daerah Kalimantan Timur pada tahun 2010 sampai dengan tahun 2012 semakin safety?               Dasar Teori yang digunakan dalam penelitian ini adalah Manajemen keuangan dengan fokus pada Solvency, Likuiditas dan Solvabilitas. Hipotesis penelitian dirumuskan sebagai Solvency Bank Pembangunan Daerah Kalimantan Timur pada tahun 2012 lebih safety dibandingkan solvency Bank pembangunan Daerah Pada tahun 2011 dan 2010.               Alat analisis yang digunakan adalah analisis Solvabilityas dan Likuiditas. Alat analisis Likuiditas meliputi Quick Ratio, Investing Policy Ratio, Banking Ratio, Assets to Loan Ratio, Investment Portfolio Ratio,Cash ratio dan Loan To Deposit Ratio.               Temuan penelitian menunjukkan bahwa Bank Kaltim ditinjau dari aspek Solvabilitas maupun aspek Likuiditas pada tahun 2012 lebih safety dibandingkan dengan tahun 2011 dan tahun 2010. Temuan penelitian ini mendukung hipotesis.

Abstract

Politics of Law none other than policy of law which not only will form and enforce law which written and organize as positive law, however also which must confess as single law which is have highest status. At Annual Conference of MPR in the year 2003, MPR specify Decision Of MPR RI Number of I/Mpr/2003 about Sighting to Items and Status Punish Decision of MPRS and Decision Of MPR RI since year 1960 up to year 2002. Target of forming of Decision of the MPR is to evaluate status and items punish each Decision of MPRS and Decision of MPR, specifying existence of Decision of MPRS and Decision of MPR to in this time and a period of to come, and also to give rule of law and Constitutional rights of citizen. Before Code Number 12 in the year 2011, and type of hierarchy law and regulation arranged in Code Number 10 in the year 2004 about Forming of Law And Regulation. In Section 7 sentence (1), wherein him do not the including Decision Of MPR. UU No. 12 in the year 2011 about Forming of Law And Regulation replaced in arranging law and regulation massage under Constitution and above Code/regulation of government of substitution of code (Perpu) so that peep out consequence punish in system legislation of us. On the contrary, entry of Decision of MPR in and type of hierarchy law and regulation exactly bear problem of new law, that is opposition between Rule Section 4 Decision Of MPR Number of I/Mpr/2003 Section 7 sentence (1) Code Number 12 in the year 2011.
