Abstract

This study aims to explain the local wisdom in Tulang Bawang region, based on the cultural richnessMegaou Pak (four Marga) in Lampung, which consists of Piil Senggeri philosophy of life. Where inthe Piil Senggeri consists of Bajuluk Baadek (award), Nemui Nyimah (receiving guests and reward),Nengah Nyappur (mix and interact with others) and Sakai Sambayan (mutual aid). The study foundthat local wisdom can actually be a driving force in local policy-making level, only local wisdom isoften not understood in depth so it can not be implemented in regional development policy. There areseveral issues that the constraints which are still not optimal utilization of human resources arequalified, bureaucrats and public understanding is still lacking, as well as the institutionalization oflocal wisdom that is still less so as not to be an important part in regional development.

Abstract

This study is about the politics of pro-poor budget. Pro-poor budget is the budget set out in APDNrelated to the policy on the poor. The observed object is political education budget in the budget of theSemarang City, 2009. The results of this study, suggests that the education sector budget in the 2009Budget, the Semarang City, there is no statement showing the pro-poor. Although the education sectorbudget increased to 35 percent of the entire budget. But in reality, its implementation is not up to thelevel of transparency and accountability are ineffective and inefficient. Causes of non-affirmativeeducation sector budget policy in the 2009 Budget of Semarang is a structural factor. Hence, the needsof the poor should be the main target of budget allocations in the education sector in order to liberatethe poor from poverty.Keywords: Pro poor budgeting,

Abstract

This article try to analysis strategy for reducing poverty in Samigaluh Municapy, Kulonprogo Regionby using Participatory Poverty Assessment (PPA) strategy. PPA known as strategy to reduce povertyby including poor people to find solution of their poverty problem. In Other word, this strategy usebottom up method to reduce poverty. In Samigaluh, Poverty condition clearly seen as so many peoplelive in near poor condition. This research use qualitative approach and data collect technic useinterview and observation. From the research is gotten data that poor condition in Samigaluh causedby economic aspect, uncapability, isolation condition. PPA strategy, which is including poor people insolution making, give result that we must do some activities. The Activities are womenempowernment, Informal institution empowernment, Increase Education, Training, and so on.

Abstract

The style of liberal democratic system of individualism, was more apparent on the implementation ofthe Indonesia elections in 2009. Those could be observed by the implementation of multi-partysystem, direct election system, the value system of one person one vote and one value, and culminatedin the determination of legislative candidates by majority vote. As the consequency of the system,more campaigns held by personal than the political parties occurred in election 2009. Theimplications of the pattern of liberal individualism, increasingly the candidates took most of politicaladvertising as the mass campaign media, in streets, mass media and public places. Strategicbusinesses like in the real business marketing industry was used to promote the candidates andpolitical parties as a media to get as many voter as possible. In fact the implementation was distorted,the candidate only presented their personal popularity, but not the program they had. Moreover, theyplaced more the image performance, position highly than the commitment and personal integrity.Additionally, considerable segmentation techniques was had more pay attention than doingcommunication with people.

Abstract

This paper is about the sustainability of photographing pelawanan identity politics carried out by civilsociety in the construction of a civilized democracy. This paper shows that the people in his own wayto fight against state policies that are considered political guarantees of political freedoms has occurreddespite the 1998 reform. Abstract

This research explains the local strongmen in Madura, named Blater. The power was not onlyobtained through mastering either economic capital or structural power but through the power can beobtained through managing people security. This research uses descriptive-qualitative method forexplaining the result of this research. The result of this research shows that the democracy has beenused as an opportunity to reach the power conducted by local strongman in Madura. They wereextremely intelligent in creating public fear as a power commodity that was used for political interest,particularly in the election of regional heads. They have established structural-functional relationshipsindirectly between bureaucrats and security apparatus. With courage and respect values, the Blatersuse people’s fears as a bridge to compose security politics in the era of democracy.

Abstract

This research will explains on candidate recruitment of major in Sleman that conducted by PDI-P andtheir behavior. This research uses a case study method through in-depth interviews and writtendocumentation. The result shows that the failure of PDI-P Sleman in carrying internal candidate fromthe party is due to the occurrence of political pragmatism. In this context, pragmatism comes from twothings. Firstly, internal factor is the failure of the PDI-P cadre of Sleman and the phenomenon ofmoney as a determinant of recruitment of candidates. Secondly, external factor is the political cultureof society that do not directly influence through elite perceptions about public preferences.Keywords: Political recruitment, party’s pragmatism, and society’s pragmatism
