Abstract

Child protection is the responsibility of government and society as a whole. Their commitments to protect the rights of children might be coherent wit the transformation of social development approach that more paying attention to the role of local community and society. Regarding this approach, all potentials and resources available in the community and such as local institution need to be empowered and mobilized in order to make their con tribution more realistic for social welfare development, especially for child protection.

Abstract

Suatu Tinjauan Deskriptif Terhadap Kebutuhan Sosial Masyarakat Maluku dan Tantangannya - (Needs Assessment Concept and its Role in Social Policy Analysis: A Descriptive Review on Maluku Community Social Needs and its Challenges).Needs assessment in policy analysis and challenges of Maluku community in the third millennium is determined by the following factors. First, the desired condition of a target population that needs post-conflict improvement. Second, supporting resources to serve as determinants in decision making process for post-conflict program analysis. In making a policy analysis of a target population, its need are determined by the size of geographical area. In target of policy analysis, needs assessment is the determinant of the social needs of Maluku people and how they move away from the current challenges in such a manner that they can finally make their own decisions. Considering the critical role of needs assessment mentioned above, the purpose of this article is to describe empirically the basic needs of the community in a certain condition, to analyze and plan program intervention. In the context of Maluku, the assessment is focused on 1) community basic social needs and 2) challenges for the Mollucans in the Third Millennium.

Abstract

Actually, a serious program for poverty alleviation has been started since the last five years. Ta alleviate poverty problem especially in urban areas should not be focused on physical infrastructure development alone. it should be considering the dimension of social development to make urban development to be more harmony. Poverty alleviation is almost considered as the ultimate goals of the city planning, and this problem caused by the process of urbanization.Contemporary social problems in urban areas such as financial assistant for the poor, adolescent problem, drug abuse, criminality, prosti tution, social dysfunction, social cinflict, etc. Efforts to prevent these problems are needed; and improvement the quality of life of migrant workers should be the priority for the government of the municipalities. Regarding these problems, results of the the research in Keluraban Prawirodirjan found evidences that the empowerement program directed to migrant workers resulting a good lessons lerned for us.

Abstract

The core business of corporation, community and community organizations is to achieve some form of social, community or environmental benefit. Financial sustainability or profitability is essential to achieving that benefit, but subsidiary to it. The stakeholder and all the people associated with it or affected by it, need to know if it is achieving its objectives, if it is living upto its values and if those objectives and values are relevant and appropriate. That is what the social accounting process aims to facilitate. Social accounting and audit is a framework which allows a corporation to build on existing documentation and reporting and develop a process whereby it can account for its social performance, report on that performance and draw up an action plan to improve on that performance, and through which it can understand its impact on the community and be accountable to its key .stakeholders. Thus, the essence of this article is therefore: explaining social account and audit for what we do and listening to what others have to say so that future performance can be more effectively targeted at achieving the chosen objectives. This article offers an inclusive ideas for the public, corporation, voluntary and community sectors in supplementing the creation of greater social welfare for all.

Abstract

The impact of uncoordinated handling of social-economic problems in community is the occurrence of constrains for the development of societal potential. In enerally, is assumed thatthe causes of poverty can be come from internal factors such as the limited education and skillbased on local potentials, Whereas the external factors causing povertyare less pro-poor of thegovernment policy disaster, This research is aimed at identifying poverty programs and it'sconstraints focusing on the development of societal potential. The respondents of this research are local readers and managers of local institutions at Kelurahan Kawatuna district of Palu Selatan, The City of Palu. Result of this research found that constraints for the development of societal potential are economic problems and the lack of human resources. These factors seem to have reduced the effectiveness of empowering natural and social resources.
