Abstract

Conflict as a social phenomena is never ending in human history. Moreover for the plurality in Indonesian people, conflict is a potential condition as a trigger to social conlict. In Sociologist, the factor of social conflict are caused by treatened for the resource access, basic human right among the people, or maybe people and the government. Conflict social among people and government could be happened since the public policy and development program didn’t have affirmative action to community welfare. Thus we need government bureaucracy revitalitation to reform the model and development approach to the community welfare, for arising social peaceful life.Key word : social conflict, bureaucracy, social peaceful.

Abstract

Participation is like a small coin, one side to assume the shape of participation with theirwhole and the other side to show the spirit of participation. Community participation are adevelop paradigm to focusing the involved of community, beginning from planning. Communityparticipation has an opportunity to influence the policy of development, to answered what thepeople needed. Abstract

The Community development programs are preventive in aproach. This approach offersan alternative to institutionalization of street children. It is an atempt address the problem where it stars family and community of the child. The Community development process on the families of street children and others urban poor children and their community to enable them to make those change within themselves that will lead to change in opportunities for their children to keep them of the streets. It has several main components: advocacy, community organization, livelihood development and educational assistance including value clarification and skills trainimg. Family in the Kampung Pedongkelan have high risk, because they unable to fulfill need of his life and perforced to employ its child as street musician, sale of newspaper, worker of park and sale of water. This children in general, still live with family. This street children is categorized as children at high risk, so that choose model in handling is with model of Community development that is one of the model handling of street children applying strategy to return to family and prevent children become street children. Handling bases aimed at reinforcement of family function, income generating and utilization of potency had by community. Goal of Community development is to improve ability of family as society member in protecting, mothering and fulfilling of children right.Key words : Street Children, Community Development.

Abstract

Arrest, detention or doing an injustice serve the child of conducted by legalistic goinginto effect and can only done by as last effort. The Jail, although however remain to prison. Study the model to handling the children conflict with the law in Surabaya city, East Java Province, showing its important a approach being based on community. Community Care the Child push the participation of society to handling the problem of children conflict with the law. Besides that the network of Child helpline consisted of by the local Non Government Organization, police and also related/relevant institution, proven to push the existence of support and its role in the effort cure and protection for children conflict with the law.Key words : Model, children conflict with the law.

Poverty as a social Phenomena related with economy, social, culture and political dimension. Therefore, need all this dimension to handle that matter so that the poor people could release from the poverty circle. The approaching that should be done by strengthening social capital such social groups that create and develop in their environment. Abstract

When I start to write this article, I believed that society could be existed while everyactors has their relation with others actors, since this happened we could say that the society give many interaction, consensus among the others. Like what Karl Marx, Weber, Durkheim pointed in their research in many areas, I just want to point that we can’t avoid the conflict in every situation as conflict itselves bring many consensus among other actors. Functional Structural also said that in society it seems that conflict as an enemy, but in fact it’s not appear as to clear like conflict describe the situation. Regarding this article, I would like to persue the readers to know deeply about what is society, conflict and the reason why in every society has appeared conflict and why we need social integration.Key word : Social integration, conflict, society.
