Abstract

Kasus Sunan Kuning Semarang ( Social Impacts from the Closing of Official ProstitutionComplexes: Case Study in Sunan Kuning Semarang).Indonesian ambiguous policy on prostitution issue has been affirmed by the creation of'Lokalisasi' (official prostitution complexes). Lokalisasi has been used as a model by local governments to alleviate the impact of harms from prostitution. It is very important then, to look how this social experiment has failed to alleviate the harms of prostitution by going down the legalization track. However, this policy emerged in response to the growing demand from local community to stop Lokalisasi. These harms have increased and significant new harms have joined them such as the traffic in young women in Indonesia. This research has found some valuable results that Lokalisasi should not be considered as a silver bullet to alleviate prostitution problems, but it is assumed to be a solution of minimizing its impacts to society. Such a Lokalisasi should not be placed in the residential area, rather it should be placed in business district in the down-town of the city to which anyone easily able to reach it.Key Words: Official prostitution complexes, Lokalisasi, Mutual consent, Decriminalization prostitute

Abstract

Studies on Women Issues and Social Change in Rural Areas.Absctract Green revolution and industrialization in villages that being discourse of developmentin order ORBA, proven already replace and marginalized women in village from their economicand social function. Because of that, their poor life become very poor, full of problems andsucceptible for domination of man and another external force in system and stucture of social,economic, politic and culture was growth in village. That is discribe gender inequality in publicpolicy by government. Because of that, very important to make positive restructurization forsocial position of women in village through asistance program as technology asistant that relevant, to lighten their load work, and education and training for the operasionalization. Assistance for women villages by Government Organization (GO) and Non Government Organization (NGO) so it can insure women rights, developed their capacity with maximize, so their aspiration and perseption can accomodation and making of colour for development. So with that effort, in role and function of women will be increase and because of it, their participation in development also become large. With another word, development consider aspects and interest of women then gender distortion and inequality in development would be avoided and minimized.Kata Kunci: Perubahan perdesaan, diskriminasi, revolusi hijau

Street Vendors in Bandung Metropolitan Region, Inputs for Policy Making.Peranan sektor informal diperkotaan dalam pembanguna menjadi isu penting dalam kebijakan. Di Indonesia evaluasi kebijakan sosial masih memfokuskan perhatian pada pertumbuhan dan dampak sektor informal terhadap lingkungan kota. Pertumbuhan pedagang kakil lima menjadikontroversial karena terjadi konflik kepentingan antara kesempatan kerja dengan kepentinganpublik. Artikel ini menyediakan informasi tentang faktor-faktor yang mempengaruhi pedagangkaki lima yang berguna bagi pembuat kebijakan di kota Bandung. Fokus bahasan terutama pada karakteristik mereka, alasan memilih profesi ini, dan lokasi bisnis yang disukainya.Kata Kunci: Informal Sector, Street Vendor, Policy making

Abstract

Studies of Social Problems Faced by Migrants in Urban Area.Resident current migration from rural to urban region in various Province in Indonesiaevery years tend to increas. This social phenomenon brings implecation at appearance various social problem in urban region. Referring to taht, Social Welfare & Healt research and Development Institution, Department Of Social Affair execute research abaut Migran's Social Problem in Urban. The result of research indicated that all migran in general live in solid residen area and inhabit land which its ilegal status like a slum area. Generally they face various social problem, for example : Poorness, The Aged, Unemployed, Dirty environment and housing. To overcome the migran natural problem, the Govenment and also Community had given services but it have still diffrent charakteristic and incidental treatmen, so that the program not inwroughtly and unsutainable yet.Kata Kunci : Migran, Social problem, Urban area

Kajian tentang Pengembangan Kolaborasi LSM dengan Pemerintah dalam Pembangunan Masyarakat (Collaboration between NGO and Government: Studies on Collaboration Development between NGO and Government on Community Development).Non Governmental Organizations and Government sectors have important roles in conductingdevelopment and global life. Both two have certain ability, where government have a lot offund resources and NGO have certain technical skill on conducting development activities. Abstract

Community Policing Development Through the Collaboration of Police and Community: A Model for Improving Social Resilience in Indonesia.Abstract The idea to changing police paradigm from an emphasis on traditional law enforcement practices toward community-oriented policingan approach that depends on officer-initiated efforts to reduce criminal and public disorder should be launched in Indonesia. Community policing is a philosophy of policing that needs police officers to act with increased levels of autonomy and professional discretion to solve problems and to develop partnerships with the community. This article discussing a conceptual framework of how community policing can be implemented through providing an overview of the context in which community policing has been socialized in the developed countries.Kata Kunci: Community policing, police officer, domestic violence, catalyst, normative sponsorship theory

Abstract

Studies on the Coping of Street Children through Home Shelter.One among model which developed by the Ministry of Social Affairs in serving street children is "Rumah Singgah". The model was innitiated by the Ministry in 1999. The Rumah Singgah is fully conducted by community and the Ministry supports the community through fund and guidence. The study evaluates three aspects, which are organization, activities and street childreb characteristics. Those three aspects asre seen in a system. However, even though theRumah Singgah supported by enough facilities, fund and human resources but it is not optimalin terms of social servicesKata Kunci: Street Children, Home Shelter, Rumah Singgah
