Abstract

The purpose of this study was to describe the various conditions that  background household workers who are motivated to migrate internasioanal; sending remittances to their home town and the impact of migration international TKI on social, economic, and  culture  in the area of origin. The approach of the research is quantitative approach., collecting data with interview techniques. and. indept interview / in-depth interviews to sharpen and enrich the information phenomenon sosial.Analisis data with descriptive analysis and paertial laest square.The results showed an increase in production efficiency with a shorter time, production capacity and product quality improved so that it can meet consumer demand. Abstract

Density of crossing vessels in straits used for international navigation, such as in the Malacca Strait, allows the occurrence of serious pollution of sea water in the strait. In addressing marine pollution in straits used for international navigation in Indonesia, it is necessary to the management arrangements of marine pollution in straits used for international navigation in Indonesia. In connection with the management of marine pollution in straits used for international navigation, it is deemed necessary to have the ideal management of marine pollution in straits used for international navigation in Indonesia.This research is a law that is normative by using a main approach of legislation, with a source of legal materials through library research.Indonesia has ratified the Convention 1982 on the Law of the Sea through Act No. 17 of 1985; therefore, the Indonesian government should establish law as a legal product that regulates Indonesia as an archipelagic State traveled its waters by foreign ships of the easy and high chance in causing sea pollution. The concept of the ideal management of marine pollution in straits used for international navigation is integrated and coordinated by the agency related to the marine pollution in Indonesia. By using the marine pollution liability compensation to the principle of strict liability, it could beneficial for the injured party due to marine pollution. It is expected that the Indonesian government immediately establishes statutory laws and regulations relating to the management of pollution at sea; the academics at universities participating socializing marine management in particular marine pollution from shipping foreign vessels in Indonesian waters. Keyword :  Management of Marine Pollution;  Straits Used for International Shipping; Convention 1982 on the Law of the Sea; Indonesia

Abstract

National Police Commission of Indonesia is regarded by many as an external oversight committee Indonesian National Police, although in reality this assumption wrong. National Police Commission is not an external police oversight commission. It is said not by the external oversight committee is not equipped with the authority to examine and investigate the perpetrators of violations of codes of conduct and abuse of authority other duties.The purpose of the research in this paper is first, to examine and analyze how the existence of the National Police Commission in terms of construction law as an external watchdog Indonesian National Police, second, to examine and analyze why the authority of the National Police Commission did not reflect the external oversight bodies Indonesian National Police, the third, to examine and analyze how forms of authority and duties that should be owned by the National Police Commission as an external watchdog Indonesian National Police.Contributions expected from this research are to enrich the knowledge and understanding to empower an organization, particularly the National Police Commission, related to the functions, duties and authority of the National Police Commission, especially in terms of authority to do inspections and investigations against police officers and the perpetrators of violations of the code of conduct abuse of authority other duties.Conclusion of the study explained that the absence of authority to inspect and conduct an investigation of police officers and the perpetrators of violations of ethics code violations authority other duties affect the effectiveness performance of duties as a watchdog function. Abstract

This research aims to (1) find out what is the effect of educational and health sector expenditure as well as PDRB per capita on Human Development Index of regencies/cities in East Java Province between 2007 and 2012, (2) to find out which dominant variable has a significant impact on Human Development Index of regencies/cities in East Java province between 2007 and 2012. Variables of expenditures of health and educational sectors used ratios of health and education sector expenditures toward total expenditure. Quantitative method was used in this research, using panel data analysis with Fixed Effect Model approach. Estimation result shows that government expenditure on health and educational sectors as well as PDRB per capita has a positive and significant influence, affecting Human Development Index of cities/regencies of East Java Province during the research period. Variable of educational expenditures with its regression coefficient of 0.112 is a variable having the most dominant effect on Human Development Index, compared to that of health expenditure with its regression coefficient of 0.049 and that of PDRB with its regression coefficient of 0.049. Keywords: Human Development Index, health sector expenditure, educational sector expenditure, PDRB per capita.

Abstract

AbstractThe purpose of study is to give empirical evidence the financial capability based on the share, growth, Financial Capability Index (IKK) regional, local revenue and expenditure districts/cities in North Kalimantan before and after expansion of the province. This study uses a mixed method with secondary data of local government budget (APBD) and Gros Domestic Product (GDP) budget 5 (five) districts/cities in North Kalimantan by time series 2010 to 2015 for quantitative analysis. There are 6 samples of informants from 3 districts/cities for the analysis of qualitative descriptive with interviews methods. T-test results of share, growth index and IKK aren’t difference before and after expansion of the province. Based on the results of qualitative analysis has found an average decrease in share, growth index and IKK. Share index down because of local own source revenue (PAD) is not designed as a primary source of APBD, growth index down because of district/city uses deposits to increase PAD so after expansion of the province, the deposit is used to cover the APBD deficit. IKK decrease occurred because the district/city tends to depend on the balancing of funds after the expansion of the province. The result of t-test local revenue and expenditure  had better difference after expansion of the province. The results of qualitative analysis, indicate an increase in local revenue and expenditure that is occurred only two years early expansion because of political reasons and after the third years APBD had decrease is due to DBH Migas dropped dramatically. Differences results of this analysis are influenced by political interests of each province.This study proves that the expansion of the province is not short-term solutions for the acceleration of development in the district / city in North Kalimantan. Keywords: Financial Capability Index; local revenue; local expenditure; expansion of province

Abstract

The mud islands referred to as muddy land are a new natural resource that in economical terms is potential for farming and brackish-water business resulting in the authority and ownership of the land by the local society. On the one hand, the written state law suggests that muddy land is state propety dominated by government. In fact, history shows that local society has authority over it for generation according to the prevailing customs.The authority of muddy land (aanslibbing) in Gresik sub-provinve and Pasuruan requaire law certainty warranty, in other words, the extension of the Indonesian Agrarian Law is still pluralistic. For the society of Gresik and Pasuruan,it could be a social sensitivity if it is not handled wisely by considering the prinsiple of certainity and usefullness.Keywords: muddy land (aanslibbing), authority and ownership

Abstract

Malang tourism industry has the potential to be developed. It is because the potential has not been seriously and optimally managed; the management tends to be implemented partially. The greatest potential of the tourism industry identified so far is shopping tourism in Kota Malang, agro tourism and artificial tourist attractions in Batu, and agro tourism in Kabupaten Malang.Optimization on the development of tourism industry in Malang Raya can be done based on the existing situation. Based on the observations, there are several factors affecting the improvement of the economy of local people namely: natural resources, business climate, culture, public facilities, and access to funding. Optimization on the development of the tourism industry must also be based on synergy concept for the three areas involved; thus, the tourism industry of those three areas can grow sinergically and in mutual manner, and support each other. Based on the statistical analyses, it is known that through the support given by the government, the natural resources, business climate, culture, public facilities, and access to funding have significant impact toward increasing the economy of the local people. The results of the study indicate the needs for the government to play such big and important role in the development of tourism industry and in the effort to increase the economy of the people. Abstract

This research aims to: (1) Find out the mechanism of funding mudharabah on BMT UGT Sidogiri, Malang branch. (2) Analyze the emergence of agency and its enforcement in funding mudharabah on BMT UGT Sidogiri Malang branch. Qualitative approach was used in this research method using a case study. Research findings show that: (1) There is no appropriateness of mechanism application of shared profit in terms of its requirement and its payment related to its decision of shared profit as it does not conform to DSN-MUI’s fatwa and concept as well as sharia economist’s opinion. (2) The presence of agency issue which is adverse selection encountered by BMT UGT as it is related to customer’s character which is unpredictable as well as the presence of moral hazard in the form of unconformity of financial use available in contract. This results from BMT’s incapability of doing intensive watch. (3) The enforcement already performed was by monitoring via direct interaction and giving intensives in the form of limitation decided by BMT UGT such as a long term restriction and the amount of funding.Keywords: theory of agency, enforcement, mudharabah, BMT

Abstract

The household waste disposal problem eventuated from poverty wherein people overly exploited their natural environment, and those who suffered the greatest impacts of from it were always women. Therefore, this research was carried out in order to introduce a way to improve healthy living within households whilst also improving household income by implementing household waste management. The research was carried out from May to October 2010 using an action research method with an in-depth interview stage, and documentation study. Household waste management was implemented using the takakura method and the entrenchment method.  The results show that, in Probolinggo, only 4 baskets of takakurasuccessfully produced organic compost, while this methodfailed completely in Malang and Tulungagung. In Probolinggo, a local public figure’s role is very vital in determining the technological adoption of takakura and entrenchment. It was established that this was because the research participants in Malang and Tulungagung were not patient enough in looking after the takakura baskets. The entrenchment method was 100% successful in Probolinggo, and the organic compost, as the outcome of the entrenchment method, has been applied to their cornfields. In Malang the entrenchment method failedbecause it was difficult to find the household waste and the respondents were not enthusiactic nor motivated enough to participate in the program. The urban society having an increased public economic activity results in the household difficulty in adopting a new method of dsiposing waste. Tulungagung is a small city having same countryside areas with a dense agricultural activity and adequately available waste disposal area which results in insufficient time for households to change their way of disposing waste.Thus, future programs need awareness and commitment from the citizens to reduce the solid waste pollution of their environment, and there is a clear need to have an environmental cadre who works hard, has high empathy and care to the environment, and communicates well with the citizens; so that the natural resources can be preserved and the poverty within the households can be alleviate.Keywords: household waste management, environment, poverty

Abstract

The objective of this research is to answer questions of: 1) What is the division of affairs between government structures in terms of mining affairs in the City of Palu; 2) How mining affairs is being managed in the City of Palu; 3) What are the conflicts between government, business people, and community around the mining area in managing mining in the City of Palu; 4) What are the alternatives to manage effective and efficient mining affairs. This research is suing qualitative approach with the intention to analyze some phenomenon regarding the organization of mining affairs, conflicts of mining, and the alternative solutions. Data collection technique is conducted through interviews, observations, and documentations. The outcome of the research shows that: 1) there is an overlap in the organization of mining affairs between government structures, both in politics and administration. In the organization of mining affairs in Poboya, political aspect is being prioritized than the administrative aspect. It is proofed by the dominance of downstream approach (conflict resolution of Poboya minefield) done by city government, rather than upstream approach (policy making) that ensures the management of public mining in Poboya; 2) the lack of roles and stakeholders in the process of formulating mining policy, institutional issues, and the weakness of community participation in formulating mining programs; 3) Regarding uncertainties within the community and business people in managing minefield, each of them feels that they have the right to manage or exploit the mining areal based on their authority upon the mining area of Poboya. This research recommends the need to organize the mining affairs which refers to the importance of clear management on government structure. The political aspect is highlighting the need to do cooperative formulation, creating mining policy which is based on reality, filtering aspiration and creating rules. While the administrative aspect is highlighting the programs of control coordination, a good and environmental-friendly mining, clear regulation, as well as coordination between actors who are involved in the organization of mining affairs in the City of Palu.Keywords: decentralization, mining affairs and conflict
