Abstract

This research aims: 1) at finding out and analyzing Staff’s Performance Of Provincial Education Office Of Central Sulawesi In Providing Special Help Of Independent Students At Sma/Smk In Palu, and 2). At identifying what factors that restrict the Staff’s Performance Of Provincial Education Office Of Central Sulawesi In Providing Special Help Of Independent Students At Sma/Smk In Palu. This is a qualitative research, interviews using porpusive sampling, chosen by taking into consideration and specific pupose by the head of secondary education affairs (DIKMENTI), the head of senior high school guidance section, the head of vocational high school guidance section, the staff of secondary education affairs, and the principals of senior high and vocational high school. The writer used the theory (Dwiyanto, 1995:6) of Productivity, quality, responsiveness, responsibility and accounability. The techniques of data collection were observation, interview and documentation. It is found that firstly, the  Productivity, showing the level of each staff”s understanding in providing special aid to the independent students of SMA/SMK at the Provincial Education and instruction office of central sulawesi province, is effective enough; secondly, the quality of service is that there are staff, responsible for providing special aid to the independent students, who often ignore their job or do another job; thirdly, responsiveness shows that there are complaints from the schools relating to the distribution of special aid to the independent student at the Provincial Education and Instruction Office of Central Sulawesi Province, and less optimality of catering for the students’ needs; and fourthly, responsibility is, looking at the ease in forwarding the case and assessing the documents proposed by the school that is going to receice special aid to the independent students, less maximal.

Abstract

This research was conducted with the purpose of analyzing the bureaucrat working motivation on People Welfare Division and Region Secretariat Society Parigi Moutong Region and the barrier factors. This research was a qualitative descriptive research that using Abraham Maslow needs hierarchy theory. The phenomena observed was physical needs, safety needs, social needs, reward and self-actualization needs. The informants of the research were the staffs on Social and Welfare Division who worked for many years and also the other officers with senior degree. The data used was the primary data which directly obtained from the informants that then was compared to secondary data with the technique of data collection done through interview, observation and documentation. Next, the data analysis done in the stage of data reduction, data display and drawing conclusion. The research result found that there was a difference between ideal value and the fact in the field so that it was concluded that seen from physical needs part then the income obtained was not very appropriate if faced by the recent life needs; safety needs was not ful, filled because the minimum facilities; social needs was not fulfilled caused by the officer interaction did not run well as well as the reward and self-actualization needs.

Abstract

This research aimed to analyze the implementation of the extension policy on economy, social and culture, and spiritual mentality of the transmigration villagers at the UPT of Tinauka, Donggala Regency. The theory used is George Edward III consisting of four variables: communication, resources, disposition, and structure of bureaucracy. This was qualitative research in which there were nine informants by employing purposive sampling. The techniques of data collection were observation, interview, and documentation. The data were analyzed qualitatively through these techniques: editing, classifying, interpreting, and drawing conclusion. In general, the implementation of the transmigration extension program policy has not run well. Of these four variables affecting the implementation policy, three variables: communication, resources, and structure of bureaucracy were not effective. It is found that 1) in communication variable, the personnel did not carry out regular extension because of incompetence in effective communication and low understanding of their responsibilities; 2) in resources variable, although the personnel have good facilities, they did not do their responsibilities because of low education (graduated from elementary school only), low incentive, and no training on UPT management 3) in disposition variable, the extension program ran well because the personnel have commitment and openness to the villagers by distributing the villagers’ rights well, 4) in structure of bureaucracy variable, because of ineffective communication and low education qualification, the extension was carried out by the external personnel. This has made the standard operational procedures (SOP) not well-implemented.

Abstract

This research aims to know and analyze regional financial management consisting of  planning, implementation, administration, report, responsibility, and controlling on public service simultaneously and partially.This is a  descriptive verificative research using multiple linear regression as an analysis tool. This research involves 75 treasurers at regional work unit (SKPD) in Central Sulawesi Province. The results show that simultaneously and partially regional financial management consisting of planning, implementation, administration, report, responsibility, and controlling perform positive and significant effect on public service at Regional Cash Office. Central Sulawesi Province. Based on partial effect test in indicates that controlling is the dominant variable effecting public service following by responsibility (0,011), report (0,034), implementation (0,042), planning (0,043) and administration (0,044) respectively.

Abstract

This research aimed at finding out the factors influencing career development within the Ministry of Religion of Central Sulawesi Province and in particular at analyzing the influence of organization characteristic which include : organization resources, organization climate and organization structure toward the officer career development, and individual characteristic which cover: skill, education, work experience toward the officer career development, as well as at analyzing both characteristic simultaneously toward the officer career development within the Ministry of Religion of Central Sulawesi Province. The research used quantitative analysis technique using all the officers within the Ministry of Religion of Central Sulawesi Province totaling 127 respondents, and employed stratified random sampling technique using Slovin formula, having 56 respondents. To analize the hypotheis, multiple linear regression method employing SPSS 17 program was used. It is found that the organization characteristic (organization resources, organization climate and organization structure) had positive and significant influence toward the officer career development whereas the individual characteristic had positive influence but not significant toward the officer career development.

Abstract

This research aimed to analyze the leadership style of the head of the provincial research and Development office of Central Sulawesi (Balibangda) and the inhibiting factors of his leadership style.The technique used to draw the research sample was purposive sampling by giving a priority to the competent parties. The theory or leadership style used for the analysis was directive leadership style,supportive leadership style,participative leadership style,and work performancebased leadership style by Robert House.The research showed that the leadership of the head of the provincial Research and Development office of central sulawesi was successful.Furhermore,in getting the success,the styles used by the head of the Provincial research and Development Office of central participative in undertaking his leadership responsibilities.

Abstract

To analyze the performance of the Department of Population and Civil Registration Palu in implementation of e-ID cards in South Palu district. The problem in this study is how the performance of the Department of Population and Civil Registration of Palu in the implementation of e-ID cards in South Palu district?. This study uses the concept of performance theory Dwiyanto (1995:50) that where there are 5 performance concept that is composed of Productivity, Quality of Service, Responsiveness, Responsibility and Accountability. The research method used is a qualitative method. The technique of taking informants using purposive sampling method. From the research, Performance of Population and Civil Registration Palu in implementing e-ID application in the District of South Palu categorized performing well enough. Judging from the fifth dimension of service quality and performance aspects of Corporate Responsibility aspects included in the unfavorable category. Should be the work of the application associated with the element of stability or stability and can also be circumvented for all elements that are members in the organization. So that the existence and survival of the organization can be preserved and maintained, for the sake of continuity in achieving the vision and mission of the organization.

Abstract

This research aims to investiagte and analyse simultaneous and partial effects of dividend per share, earning per share and loan to deposit ratio on stock price at banking companies in Indonesia Stock Exchange. Sample of this research covers 12 out of 32 population listed banking companies in Indonesia Stock Exchange. Those samples have been selected using purposive sampling technique. This is a descriptive verificative research using multiple linear regressions as an analysis method. The results show that the effects of dividend per share, earning per share and loan to deposit ratio on stock price is 73.9 % (adjusted R-square) and the rest 26.1 % has been affected by other factors. Simultaneous test of multiple linear regressions indicates that dividend per share, earning per share and loan to deposit ratio perform significant effects on stock price. Partially, dividend per share and loan to deposit ratio do not perform significant on stock price. Meanwhile, earning per share performs significant effect on stock price.

Abstract

This study investigated the transformational leadership of the Head of Education Office in the implementation of education autonomy in Palu City and the supporting and constraint factors of the implementation of education autonomy in Palu city. The theory which was used as the basis of the analysis porposed by Bass (2006) Transformational Leadership, consisting of  idealized influence, inspirational stimulation and individualized consideration. The research employed   qualitative method. The informan was drawn  research. Sample of this study was purposively. which consisted the Head of Education Office, four  head of office division, and 3 school headmasters. The data were collected through observation, interview and documentation. The data obtained then were analyzed by employing the three stages procedures: data reduction, data presentation, data verification or drawing conclusion. The results of the study showed that the transformational leadership of the Head of Education Office in the implementation of education autonomy in Palu City has run well, however there were  some aspects that have not been optimally implemented. The constraint factors of education autonomy implementation were the limited budget allocated from the municipal government to support the program of educational development. The supporting factors were the adequate number of staff both terms of quality and quantity, availability of economy resources, availability of demography  potency map and well managed administration organisation.

Abstract

This research aims at getting the deep understanding and answer of the facts toward problems releated to the professionalism of bureaucrat staffs of West Palu Sub-district. This was a qualitative research. The informants of this research were the chief of West Palu Sub-district, Secretary of West Palu Sub-district, the section head of the sub-district, and public user of the service. The informants were determined by using purposive sampling technique. Data were collected through observation, interview, and documentation. The technique of data analysis was done through data reduction, data display, and conclusion or verification. The conclusion was obtained from some of the whole configurative activities. The conclusion was also verified during the research. In order to analyze the data, the researcher adopted the Siagian’s theory with the indicators: creativity, innovation, and responsiviness. The research result showed that the professionalism of bureaucrat staffs of West Palu Sub-district, Palu City, was not optimal yet in administering their jobs and functions, because all indicators analyzed did not have yet good result. In addition, some of the public participation improvement programs were not done, because of the limited budget and of the insufficient infrastructures to support the administration of their jobs and functions. The responses of bureaucrat staffs toward public claims were not done yet well.
