Abstract

This research aimed to find out how the implementation of market service retribution policy of Sigi Regency. The Research employed desciptive qualitative method and the data collected through observation, interview, and documentation. The sample was 7 persons who selected through purposive sampling. The result indicates that the implementation of market service retribution policy of Sigi regency has not been good. By employing implementation model theory  of George Edward III it reveals that some aspect influence it, namely : 1) comunitation of Local Regulagion Contens No. 3 of 2011 concerning Market service Retribution of Sigi Regency have been run weel. 2) Natural resources in imlementattion of local Regulagion Contens No. 3 of 2011 concerning Market Service Retribution of Sigi Regency have not been sufficient. 3) The attitude of policy conductors in Sigi Regency has shown good commitment. 4) Bureaucratic strukture running on the impementation of market service retribution policy of Sigi Regency through standar operational procedure has been doen well.

Abstract

This study aims to determine the Implementation of animal control policy at Parigi Moutong regency. Furthermore, this study using the Theory of Van Meter and Van Horn with basic descriptive type and qualitative research. In this study, the selection of informants was taken purposively. Where researchers deliberately would choose those that are considered to understand the issues examined. Data was collected through observation, interviews, and documentation. Based on the results of the study showed that the Implementation of animal control policy at Parigi Moutong regency has not gone well given the weakness of the sanction given to farmers who let their animals roam the bodies roads, and lack of traction on the implementor in this case the relevant institutions in implementing regulations No. 25 of 2005 on the Control of livestock and there are still farmers/herders are indifferent or less aware of the impact arising from their livestock if released or roam in any place.

Abstract

This   study   aimed   to   determine   the   implementation   of   Village   Fund Allocation   (Alokasi   Dana   Desa  -  ADD)  Policy  in   Doda Village   Central  Lore District Poso Regency. The method used in this study was qualitative method in which the main instrument in this study was the researcher itself. The data used were primary and secondary data relating to the empirical situation and condition of   the   policy  implementation.  This   study  used  the theory of   Edward  III. The results showed that the implementation of Village Fund Allocation Policy in Doda Village   Central   Lore   District   Poso   Regency   had   not   been   running   optimally because it was showed that from the 4 (four) aspects studied, there were two (2) aspects that were not running well, namely the communication aspect, (lack of socialization)   and   the   resources   aspect   (inadequate   human   resources   and infrastructures), while the two (2) aspects that had been running well enough were the   aspect   of   implementers   disposition   (enough   to   support   the   policy implementation)   and   the   aspect   of   the   bureaucratic   structure   (where   all   the implementers had been working in accordance with the duties and functions of each).

Abstract

The purpose of this study was to find out how the quality of birth certificates issuance service at Palu City Population and Civil Registry. Types of data used were primary and secondary data. Data collection was done by means of observations, interviews, documentations. Informant determination technique was purposive sampling for the employees and accidental sampling for the community. Informants in this study were amounting to five (5) people. Analysis of data used was Miles and Huberman model, namely data reduction, data presentation, and conclusion. The theory used was the theory of Parasuraman in Tangkilisan. Birth certificate issuance service quality at the Office of Palu City Population and Civil Registry was still not good. It was known from the five aspects which were used as parameters in this study, namely direct evidence (tangibles): facility and infrastructure was inadequate and the employees appearance was not fully neat; reliability: the service provided was less precise and fast; responsiveness: the employees response was less fast enough to serve the needs or concerns of the community, assurance: there were still lacks of politeness and friendliness from the employees in serving the community; and empaty: there was a less fair service in serving the community.

Abstract

The aim of this research was to determine and explain the reasons of non-fulfillment of teachers' competency in SD Muhammadiyah 2 Palu, Palu Timur, and to determine the factors that influence the policies which were assessed based on the model of public policy implementation Edward III by using the variable I) Communication 2) Resources 3) Disposition or attitude of executors 4) The bureaucratic structure. This is a qualitative research. The informants were taken by using purposive sampling technique and selected five informants.The results showed that the implementation of the policy of teachers’ competence in SD Muhammadiyah 2 Palu is not optimal, especially personality and profession competence, as 1) The communication between the implementer, in this case the principal, and the teachers is not intensive yet, 2) human  and fund resource are inadequate. So that, the implementation of teachers’ competence in SD Muhammadiyah 2 Palu is not optimal due to the policy implementor did not have intensive communication and the lack of fund causes the policy implementor cannot work optimally.

Abstract

The objective of the research was to analyze the performance of civil service unit of CentralSulawesi Province in duty enforcement on society protection unit  which reviewed through Lenvine model (1990: 43)  that emphasizing on aspects Accountability, Responsibility, and Responsiveness. This was a qualitative research with 6 informants selected purposively as the sample. The research results revealed that the performance of civil service unit of Central Sulawesi Province in duty enforcement on society protection unit was not optimal yet. It could be seen from the aspects. The first was accountability aspect showed that the consistency level of policy and the activity in civil service unit was not appropriate with society aspiration, the ability of increasing initiative and apparatus careness for the society dealing with target achievement was just at the beginning, the conflict level on society could not be minimized. The second was responsibility aspect showed that both civil service unit and society protection had not applied the administration principles orderly. It  was  due  to  the  principles  of  administration  that  have  not  applied  orderly,  namely:  (1) cooperation and coordination particularly concerning service quality of civil service unti to society protection had not run well, (2) service management concerning quality service of civil service unit to society protection was not maximally reached. The third was responsiveness aspect showed the maximal result of program and service give bybcivil service unit with the needs and aspiration of society protection members. The facators influencing the role of civil service unit against society protection could be seen from internal variables, such as: the first was human resources variable, they were lack either in quantity or in quality, the level of unqualified officers shoud be identified and adjusted to the field, and the lack of technical ability of the officers. The second was financial variable which lack   in funding duty and function and for supporting operational cost to reach mission and vision of organization. Those variables influenced the role of civil service unit against society protection.

Abstract

This study used a qualitative descriptive approach. The data is collected by doing observation, interview, and documentation. This research has five informants. The data analysis techniques in this study follows the three stages, namely : data reduction, data display, and conclusion or verification. Theory of George R.TerryWhich is included four aspects of Planning-Organizing, Actuating and Controlling is choosen as a framework theory in improving the discipline of apparatuses. From the research found the fact that the KPU organization has done a plan to improve the discipline apparatuses based on the regulation of ASN. So that the apparatuses can adapt to the changing demands of technology. KPU organization also has been organizing the discipline improvement of apparatuses based on the regulation of ASN therefore personnel can carry out organizing well. Mobilization ( Actuating) personnel who work within an organization (In KPU) has a different background either education, expertise, experience and their culture, so that, they be able to improve the discipline in an integrated vision. ( Controlling ) Leadership element, which has the authority to supervise the discipline of apparatuses in the office of KPU, has not been going well. There are still exist apparatuses who have not been discipline in completing the work on time.

Abstract

This research aims to know and analyze the effect of: (1) service quality on  satisfaction at PT. Mitra Intertrans Forwarding Palu Branch, (2) customer value on  satisfaction at PT. Mitra Intertrans Forwarding Palu Branch,(3) satisfaction on customer trust at PT. Mitra Intertrans Forwarding, Palu Branch. This Research involves 150 respndent that have been determined using methode. Based on the result of Structural Equation Modeling (SEM) it shows that: (1) service quality performs positive and significant effect on satisfaction at PT. Mitra Intertrans Forwarding Palu Branch, (2) customer value performs positive and significant effect on  satisfaction at PT. Mitra Intertrans Forwarding Palu Branch,(3) satisfaction performs positive and significant effect customer trust on PT. Mitra Intertrans Forwarding Palu Branch.

Abstract

Problems Formulation: (1) Can money laundering be on trial without first judging the predicate offences? (2) How to prov money laundering before itsperdicate offences have been legally binding? The purpose of the research were to (1) identify and analyze money laundering without first judging its predicate offences and (2) identify how to prove money laundering before the verdict on its predicate offences have been legally binding. It was a normative research. The result of the research showed two points. (1) Money Laundering was a continued criminal offence (predicate offence). It could be factually judged without fist hearing  its predicate offences as it was independent and its predicate offences were not prerequisite to litigation against it, and there was no legal norm, either in criminal law of procedures or other laws ruling that predicate offences as a prerequisite to litigation Against money laundering. (2) The proving of money laundering before a verdict on a predicate offence had been legally binding, could adopt system commonly yused, i.e.: negative evidence and shifting burden of proof. However, without a verdict on the predicate offices, a money laundering could not be proved and the judge’s sentence tended to be not guilty.

Abstract

The research is aimed to: 1) explore and analysis simultanneous effects of motivation, discipline, and work ethos on teachers’ performance in public high schools in Baolan District of Tolitoli Regency; 2) explore and analysis significant effects of motivation on teachers’ performance in public high schools in Baolan District of Tolitoli Regency; 3) explore and analysis significant effects of discipline on teachers’ performance in public high schools in Baolan District of Tolitoli Regency; 4) explore and analysis significant effects of work ethos on teachers’ performance in public high schools in Baolan District of Tolitoli Regency. This research is descriptive causal with 141 population and 104 samples. The method of analysis is multiple linear regressions supported by SPSS program for windows version 21. Based on the result, it can be concluded that: 1) motivation, discipline, and work ethos simultaneously have significant effects on teachers’ performace in public high schools in Baolan District of Tolitoli Regency; 2)motivation significantly effects teachers’ performance in public high schools in Baolan District of Tolitoli Regency; 3) discipline significantly effects teachers’ performance in public high schools in Baolan District of Tolitoli Regency; 4) work ethos significantly effects teachers’ performance in public high schools in Baolan District of Tolitoli Regency.
