Abstract

This research aims to know and analyze the effect of: (1) service quality on  satisfaction at PT. Mitra Intertrans Forwarding Palu Branch, (2) customer value on  satisfaction at PT. Mitra Intertrans Forwarding Palu Branch,(3) satisfaction on customer trust at PT. Mitra Intertrans Forwarding, Palu Branch. This Research involves 150 respndent that have been determined using methode. Based on the result of Structural Equation Modeling (SEM) it shows that: (1) service quality performs positive and significant effect on satisfaction at PT. Mitra Intertrans Forwarding Palu Branch, (2) customer value performs positive and significant effect on  satisfaction at PT. Mitra Intertrans Forwarding Palu Branch,(3) satisfaction performs positive and significant effect customer trust on PT. Mitra Intertrans Forwarding Palu Branch.

Abstract

This research aims at analyzing the quality of public service in land documents handling in Tatanga Distric Office, Palu City and the factors which influence. The informants of this research are 9 persons consist of 5 government employees and 4 people. This research uses a purposive sampling technique to select the informants. The techniques of the data collection are observations, interviews, and documentations. The result of this research indicates that the quality of public services in land documents handling in Tatanga District Office, Palu City is not maximal yet. It can be seen from the 5 indicators which become a benchmark in this research, they are: Responsiveness, Assurance, Tangible, Empathy and Reliability. There are only two indicators which properly fulfilled namely the response of the apparatus to the people who are in difficulty in handling land documents and empathy indicator which indicates that the district officers have treated the people rightfully, while the assurance, tangible and reliability indicators are in less maximal category. From several parameters used, like assurance indicator which has one of knowledge aspects, the apparatus of Tatanga is not satisfying yet. From the physical evidence indicator that has three aspects of handling support of land documents, the waiting room condition is not based on what people expect. While from the aspect of reliability which has right appointment of land document service completion is not proven yet.

Abstract

This research aimed at exploring (onderzoek) the effectiveness of externalities principle in distributing government authority particularly on the forestry in the relation to running the authority at provincial/city levels and investigating (beoefening) the effectiveness of the distribution and the implementation of responsibility between the government (Ministry of Forestry) and the provincial/city government. This research used a juridical-normative method beginning from the research on juridical doctrine by conducting an inventory of regulations directing the distribution of the government authority on forestry. This continued with the effect of distributing the authority (juridical-sosiological) in order to prescribe legal bases on the forestry authority in the future. It is concluded that the relationship of the externalities among the central, provincial, and regency/city government within the forestry authority based on the criteria of area, the function of forest zone, and the kinds of forest production; and the deconsentration and medebewin tend to be centralised. This brings about inefficiency og public service and low participation of the society in managing forest area and making use of forest sources for improfing the prosperity of the society contributed from foret sector.

Abstract

UPTD (regional technics revenue unit) Palu is one of office which provide service to community. To provide best service, this office needs personnel that have best performance and motivation. In line eith this argument, this research aims to know measure and analyze direct effect of competency and indirect effect of competency through motivation on performance. This research employs path analysis using regression equation approach. The results shows that competency performs positive and significant effect on motivation with regression coefficient 0,619. Motivation performs positive and significant effect directly on performance, therefore it can be concluded that motivation is an intervening variable. This is indicated by regression coefficient 0,294. Competency performs positive and significant effect directly on performance with coefficient regression 0,416. In addition, competency performs positive and significant effect directly on performance through motivation at UPTD Regional Revenue I Palu which is indicated by effect 0,182.

Abstract

This study aims: 1) to determine the accountability of the village fund allocation management in the sub district of South Dolo in Sigi district; 2) to determine the factors that can impact on village fund allocation in financial administration in order to meet the applicable regulations; and 3) To determine the economic benefits (empowerment) through the village fund allocation. This research was conducted in the sub district of South Dolo villages which have been implemented the village fund allocation. The number of respondents in the research location are limited. For accuracy reason, all population in the sub district of South Dolo were chosen as the sample and it is categorised as cencus approach. Therefore, there are 77 people were chosen as respondents. The findings are analysed by using descriptive analysis with the help of frequency table. The results show that the implementation of village fund allocation in the sub district of south Dolo have been managed in accountable and transparent way. Even though, the application of the principle of accountability at this stage is limited on the physical accountability, the administration has not been fully carried out perfectly because it has not been fully comply with the provisions. The main constraints are the local government official and human resource competencies have not been optimalized. Thus, the assistantship from local government officials is required on an ongoing basis.

Abstract

The aim of this research is to know the influence of motivation and carrier development of the employees of Local Forestry Department Central Sulawesi Province toward work achievements either partially or simultaneously. The population of this research is 95 people, in which the sample were taken by using Slovin formula that is 95% of all employees who work in Local Forestry Department Central Sulawesi Province. The instrument used to collect the data is questionnaire. Every person who became respondent had to fill the questionnaire sheet. The result of the questionnaire was analyzed by using path analysis. By using this method, it is expected to describe the causal relationship among motivation and carrier development toward employees’ achievements. The result of this research indicates that partially motivation has a direct and positive influence toward work achievements and it is still needed to be improved as well as career development partially has a direct and positive impact on work achievements. However, the direct influence of career development on work achievements is more dominant than the direct influence of the motivation on work achievements. A high percentage of the value is indicated by the motivation of 0.1089 (10.89%) while the variable of career development at 0.1918 (19.18%). In addition, career development and motivation also provide a significantly positive effect on work achievements. There are other variables that also affect the work achievements variable, which were not examined. This can be evidenced by the magnitude of the coefficient of determination of 0.425, which means that the motivation variable and career development accounted for 42.5% of the work achievements of employees. While the remaining 57.5% is influenced by other variables.

Abstract

This is a juridical empirical research in combination with normative juridical. Based on the results of the study indicate that the assets of the proceeds of corruption is the right of the state to be returned to the state and the state that has the right to manage the assets and wealth of the country to be used for the greatest prosperity and welfare of the people. The Founding Father emphatically said that the purpose of Indonesia as stated in the fourth paragraph of the Preamble The Constitution of the Republic of Indonesia is to protect the people of Indonesia and the entire country of Indonesia, promote the general welfare, the intellectual life of the nation, and participate in the establishment of world order, based on freedom , lasting peace and social justice. In this theory is to give priority to the principle of expediency adding the state budget (Budget). Thus people will get in terms of usefulness, because the economy will increase. Ideally in a country that is based on state law (rechtstaat) commander law means what is stipulated in the law must be obeyed by all the people, but still far from the expectations of Indonesian nation, In essence, the return of the country's financial losses due to corruption is very important because obviously -clear contrary to the provisions of applicable law.

Abstract

This research aims to: (1) provide description of competency, dicipline, compensation personnel performance at regional office of women empowerment and family planning, Central Sulawesi Province; (2) know and analyze simultaneous effect of competency, dicipline, compensation on personnel performance at regional office of women  empowerment  and family planning, Central Sulawesi Province; (3) know and analyze the effect of competency on personnel performance  at regional office of women empowerment and family planning, Central Sulawesi Province; (4) know and analyze the effect of dicipline on personnel performance at regional office of women empowerment and family planning, Central Sulawesi Province; (5) know and analyze the effect of compensation on personnel performance at regional office of women empowerment and family planning, Central Sulawesi Province. This research involves 55 personnel that have been determined using census method. The results of multiple linear regression show that competency, dicipline, compensation simultaneously and partially perform positive and significant effects on personnel performance at regional office of women empowerment and family planning, Central Sulawesi Province.

Abstract

This study aimed to determine the role of small and medium industries in employment absorption and the factors that affect small and medium industries in employment absorption. This study was conducted on IKM in Palu, data used in this study are primary and secondary data at 2000-2013. Data were obtained from the Department of Industry, Trade and Cooperatives (Disperindakop) of Palu, Regional Development Planning Agency (Bappeda) of Palu, as well as from the Central Bureau of Statistics (BPS) Palu. The analysis tool used is descriptive analysis. Descriptive analysis showed that the value of capital affect employment in the city of Palu, not according to economic theory. Besides that two variables such as production values and also wages diindikatorkan through UMP also affects or has a positive relationship with employment absorption. the result of this this analysis of wage  is not consistent with the theory that the higher wages paid to workers it will reduce the amount of labor demanded. This can be explained that in the real wages received by workers still under the provisions of the UMP Sulteng, so it is insignificant. beside that the number of workers who work on each IKM relatively little.

Abstract

This study aims to determine how the Policy Implementation Program Green and Clean At the Department of Hygiene and Palu studied based model of policy implementation George Edward III on aspects of communication, resources, disposition and bureaucratic structure. This type of research is qualitative research with decision-informant by purposive sampling or sampling on purpose and the number of selected informants 9 people. The results showed in policy implementation Green and Clean Program at the Department of Hygiene and Palu City has not run well, because 1). Communication factors that do not evenly throughout society melainka only certain region. 2). Resources in terms of factors to understanding the staff of the Green and Clean, not all staff sections to understand what needs to be done in implementing the Green and Clean. 3). Bureaucratic Structure Factors which Prusedur Operational Standards on revenue funding problems are minimal. 4). In terms of attitude Implementation of the interview that komentmen of the Department of Hygiene and Palu city is good enough, where the Department of Hygiene and Palu City always conduct an intense evaluation of the Green and Clean in Palu
