Abstract

The Community Empowerment Local Program Implementation in Palu City. This research aims at finding out the development of the community empowerment local program policy in Palu. This is a qualitative research with descriptive research method and the techniques of the data colletion are observations, interviews, and documentations. This research employs purposive technique and 6 informanst are chosen. The result of this research indicates that implementation of the program has been running well. The results showed under the community empowerment local program policy in Palu with Michal Goggin approach implementation model results show that is not optimal, it can be seen from several aspects which  influence it, such as : 1. The community empowerment local program Implementation in Palu City, from the aspect of supporting and upper and lower level, affected among others the availability of regulatory implementation of the program has been good, the availability of resources has not been adequately fund programs, social and political conditions of implementing the program is adequate. 2. The community empowerment local program Implementation in Palu City, from the aspect of resources and executive personnel at lower levels have not been adequate, especially with regard to infrastructure activities. 3. The community empowerment local program Implementation in Palu City from aspects already well heeling.

Abstract

Febriansyah, Protection to False Arrest Victims in Poso Terrorism Crime Banning. The research was to study protection to false arrest victims in Poso terrorism crime banning and legal sanctions to officer falsely arresting officers. Theoretically/academically, the research findings were supposed to contribute to development of science of law, specifically criminal law. Practically, they were supposed to serve as a platform for further researches and supply with descriptions and constructive thoughts for decision makers in coping with arising problems. It is the authority of a court of the first instance to hear and judge pre-judicial cases to sentence whether or not an arrest, imprisonment, cease of investigation or litigation, reimbursement and/or rehabilitation of one whose criminal case is ceased while it is in an investigation phase. In case the verdict on a pre-judicial case is in favor of a victim by a judge hearing and judging it, the false arrest victim by police officers shall be entitled to get reimbursement and rehabilitation as provided the Article 95 and Article 97 of the Indonesian Criminal Code. The officers falsely arresting a victim shall be subject to disciplinary sanctions for breaching Article 4 letter d and Article 5 letter a of the Indonesian State Regulation Number 2 Year 2003 about Disciplinary Regulations for Indonesian Police Officers. The sanctions shall cover indisciplinary proceedings suspended rank promotion for 2 period, demotion from a detective to a staff officer, and placement in a special space for 21 days.

Abstract

This research aims at investigating the management of DAK on 2012 in education authority, Donggala regency. This research employs a qualitative approach with five selected informants. The techniques of data collection were library research, and field research with observation, interview, and documentation. The result of this research shows that the special allocation fund management on 2012 in education Authority, Donggala Regency, throught planning process, organizing process, Actuating process and controlling process. The implementation of the four management functions has run maximally, even though the planning process was lately done but the complation of the work could be finished on time. The emplementation was done by self management involving people participation based on school-based management.

Abstract

The purpose of this research is to determine and analyze the effect of motivation on employees’ performance of Forestry and Plantation Agency of district Donggala. This is a quantitative research using survey approach. The population of this research is the employees of the Forestry and Plantation Agency of District Donggala totaling 83 people that were drawn using Taro Yamane’s formulation and then it is determined that the number of samples are 45 respondents by using stratified random sampling technique because of the stratified characteristics of the population. Data collection method consists of observation, questionnaires and documentation, while data analysis techniques used is simple linear regression. The result shows that there is an influence of motivation on employees’ performance of Forestry and Plantation Agency of District Donggala, where the influence of the motivation is controlled by the dimensions of the need for power, especially in the case of employees having desire to get power or responsibility in completing their works, while the low dimension is the need for achievement, which means that employees are not motivated to achieve work result personally.

Abstract

This research intends to explore and analyze : 1) the influence of transformational leadership style, motivation, and work environment on employees’ performance in PDAM office of Palu; 2) ) the influence of transformational leadership style on employees’ performance in PDAM office of Palu;3) the influence of motivation on employees’ performance in PDAM office of Palu; 4) the influence of work environment on employees’ performance in PDAM office of Palu. The sample consists of 35 employees from al units in PDAM office of Palu. The method of analysis is descriptive with multiple linear regressions. The results show that transformational leadership style, motivation, and work environment simultaneously affect employees’ performance with F-value of 24,967 on the sig. 0.000; transformational leadership style significantly affects employees’ performance with regression coefficient value of 0,376 on the sig. 0.001; motivation significantly affects employees’ performance with regression coefficient value of 0,401 on the sig. 0.000; work environment significantly affects employees’ performance with regression coefficient value of 0,166 on the sig. 0.023.

Abstract

The objective of this research is to identify and analyze the Implementation of Firearms and the Psychological Implications to Firearms Holders in Palu Resort Police Department, Central Sulawesi Provincial Police Department. It is a qualitative research with 4 informants. The data was collected through interviews and documentations. The analysis techniques adopted comprised (1) Data Editing, (2) Data Grouping, (3) Data Interpretation and Conclusion and Recommendation. The results of the research showed that (1) the firearms abuse by police officers was due to failure to follow standards, mechanisms and procedures, (2) the measures taken to prevent firearms abuse by police officers were preventive through socialization of Police Regulation Number 8 Year 2009, and repressive to affect sanctions to any firearms abuser in attempt to prevent further abuse, and (3) the psychological implication to police officers was that it could enhance their (over confidence) in enforcing law in the field

Abstract

The objectives of this research is to know and analyze the efects of leadership effectivity at work environment and its impact on personnel motivation simultaneously and partially. This study involves 141 personnel at Alkhairaat University that have been determined using purposive sampling metod. Analysis method used in this research is SEM-PLS Work 3.0. the results show that leadership effectivity performs positive and significant effect on physical, non-physical work environment and job motivation. However, physical work environment does not perform an effect on job motivation of personnel at Alkhairaat University, Palu. The value of R-square 0.784 indicates that 78.4% leadership effectivity is affected by job motivation, physical and non-physical work environment, meanwhile 21.6% is affected by other variables that are not investigated in this research.

Abstract

This research aims at analyzing and describing the performance of Agency for the Environment, Palu City as an organization. The analysis technique of this research is qualitative in which the obtained data was collected and classified, then it becomes a proof in this scientific research. This research uses primary data and secondary data. The result of this research shows that the performance of Agency for the Environment, has been categorized as good from productivity, service quality, responsivity, responsibility, and accountability. It is because the agency has run the principles of public administration and the employees have worked with good coordination. Its targets are always realized, and people always supervise the employees’ works so that it can be stable. Even though there are several works which are unsatisfying yet. The performance indicators used which showed non optimal result are productivity, service quality, and accountability. In productivity, the lack of leader’s presence in running programs which are usually done by secretary and position promotion is not based on educational background, while service quality is not optimal, facilities and infrastructures, and accountability; the lack of fund in running the programs, so that in the process of programs organization has not been reached.

Abstract

This research aims at describing the Implementation of Public Policy at the Secretariat of the Regional Representatives Palu City. The research method used is descriptive qualitative research methods and data collection techniques by observation, interviews, and documentation. With the selection of techniques purposively informant as much as 5 people. The results showed under the Public Disclosure Policy Implementation in the Secretariat of the Regional Representatives Palu City to approach the implementation model of Van Meter and Van Horn showed optimal results yet, with some aspects influenced among others: 1). From the aspect of implementation activity and communication between organizations, has been running .2). Characteristics of aspects executing agency / implementor, is still inadequate. 3). From the aspect of social and political conditions, are sufficient, 4). From the aspect tendency (disposition) executive / implementor, already well.

Abstract

Dispute settlement system of WTO is a main element assuring the security and the certainty against multilateral trade. The forming is dispute settlement system is more oriented to law will create a situation that emphasizing the equal treatment on rights and duties toward the nation members. The dispute settlement mechanism of WTO function effectivelly. The implementation is conducted by a body called Dispute Settlement Body. Therefore, the trade dispute settlement in WTO, the developing countries get a special and differential treatment particulary when the dispute involving the developed countries. The giving of special and differential treatment is a step that may help the developing countries to be in balance position of the dispute that involving the developed countries.
