Abstract

The aim of this study was to determine and analyze the implementation of the policy of Land and Building Tax (PBB) at the Department of Revenue North Mamuju regency. This type of research is qualitative by taking community informants and officials / employees of Department of Revenue North Mamuju regency determined purposively. Data collection methods include participant observation, in-depth interviews, documentation, and triangulation, while the technique of data analysis include data reduction, data is displaydan draw conclusions and verification. The theory in the implementation of land and building tax policy that is a model of public policy implementation raised by George C. Edwards III in Indiahono (2009: 31) there are four important variable in achieving successful implementation of public policy is communication, resources, disposition and bureaucratic structure The results of the study demonstrate policy implementation Land and Building Tax (PBB) in North Mamuju regency already socialized, but the human resources involved in the policy is still lacking and insufficient. besides that it is still a lack of willingness of employees to increase kejenjang higher education, and the budget allocated to the Department of Revenue is still lacking and grossly inadequate. Thus, the factors that most influence the success and failure of policy implementation in the Land and Building Tax Department of Revenue is a factor of resources

Abstract

This study aimed to describe, analyze and interpret the State Civil Administrative Recruitment Planning in the Government of North Mamuju regency in 2014. The method used in this study is a qualitative research method with descriptive approach. Qualitative research method is used because researchers would like to obtain an in-depth overview of the planning in the process of recruitment of civil servants in the Civil Service Agency and the Regional Training North Mamuju regency. Resource persons were selected in this study a number of informants selected 6 people considered to know and understand the issues regarding the research focus and the informant believed to provide the required data. Based on the analysis and discussion of the planning of recruitment ASN in North Mamuju regency, the authors conclude that the recruitment planning analysis ASN in North Mamuju regency implemented by BKDD has not been done well under the three stages recommended by Simamora. Document Anjab / crew that has been done by Section Ortala have drawbacks such as a mismatch between existing titles in the document Anjab/crew to that used in the application of E-Formation owned by Kemenpan RB. As a result of these weaknesses, the BKDD can not compose projected needs of civil servants using the results Anjab/the crew. BKDD must make improvements prior to the document Anjab/crew are to be adjusted with the E-Formation. In the data collection occurred availability of human resources data discrepancies between data held by BKDD with the real situation on the ground. This difference is caused by mutations in the transfer of personnel who are not procedural, supposed to be with a decree by BKDD however that the displacement of the educators / teachers among school and health personnel among UPTD health or Pukesmas (Pustu) only with the Memorandum of the Office of the Head Office without No notification to BKDD.

Abstract

This Research aim to to know Implementation Policy Of Allocation Fund Countryside [in] Countryside of Ako District Of Pasangkayu Sub-Province of Mamuju. Especial Theory [of] policy implementation taken as reference [is] Edwards III including; (1) communications, (2) resource, (3) disposition, (4) bureaucracy structure. Research method use descriptive approach qualitative. Research place [in] Countryside of Ako District Of Pasangkayu Sub-Province of Mamuju North with informan 10 one who [is] selected by purposive, data collecting by interview, observation, and documentation. Technique analyse data use model of interaktif Miles and of Huberman. Pursuant to result of research that implementation policy of countryside fund alokadi [in] Countryside of Ako District of Pasangkayu if seen from aspect ( 1) communications, (2) resource, (3) disposition, (4) bureaucracy structure result of research prove that implementation policy of countryside fund allocation [in] Countryside of Ako District of its Pasangkayu result not yet is optimal, like: (1) communications to socialize to policy of countryside fund allocation to society there is no, (2) still lower him knowledge of countryside aparatur and lack of support of finansial in execution of policy, (3) lack of respon [all] executor of countryside fund allocation assuming policy of countryside fund allocation [is] a policy of mere routine, (4) resistor factor in bureaucracy structure [is] there is no him of[is division of duty among team organizer of activity and lack of team coordination organizer of activity of countryside fund allocation

Abstract

It was a legal normative research adopting a number of theories (Theory of Authorities, Theory of Sovereignty, Theory of Legal Extentsion and Preference, Decentralization Principle, Devolution Principle and Good Governance Principle) and prevailing laws and regulations. The legal materials adopted in the researc were from bibliographical studies comprising primary, secondary and tertiary legal material. With reference to the research finding, it was foud that there was a breach or incompliance againt the laws  in the application of regulations in the governance of forest protection by provincial/regency/city goverments concerning the authorities of Forest Ranger in Central Sulawesi Province as the Forest Ranger is still under the control of Structural Officer of Echelon IV (Forest Protection Officer). Based on the normative overview, it was foud that from the very first time there had been a separation of authorities between those two government officer. The law provides that special police functions are attributes of authority that cannot be delegated and under the control of Minister of Environment whwn viewed from functional command hierarchy pertaining to be absolute governmental afffairs. On the other hands, the forest protection organization and its activities are included as concurrent governm,ent affairs, forest ptotrction sub-section, that can be delegated to relevant Governor and further delegated to relevant administration workong unit based on deconcentration principle.

Abstract

The aim of this study; (1) to determine the effect simultaneously leadership on human resource development in the scope of the Secretariat of the Regional Representatives Council of North Mamuju regency; (2) to determine the effect of partially leadership to the development of human resources in the scope of the Secretariat of the Regional Representatives Council of North Mamuju regency. Leadership theory developed using olehHersey and Blanchard in Gibson et al. (2010: 34), while the development of human resources using the theory of Armstrong (2006: 535). This type of research is quantitative descriptive and verification approach. This study population pegawaidi scope of the Secretariat of the Regional Representatives Council of North Mamuju regency numbering 70 people and drawn using census to 69 respondents because the leadership is not included in the sample. Data collection techniques include observation, questionnaires, and documentation, while the technique of data analysis using multiple linear regression. The results showed; (1) the influence of the simultaneous leadership on human resource development in the scope of the Secretariat of the House of Representatives District North Mamuju determined by saying (telling), sell (selling), participate (participating), and delegates (delegating), with much influence 62 , 1% and a degree of association "strong"; (2) The partial effect of leadership on human resource development in the scope of the Secretariat of the Regional Representatives Council of North Mamuju regency is determined by the dimensions of said (telling) a significant effect on the development of human resources; dimensions selling (selling) a significant effect on the development of human resources; dimensional participate (participating) significantly affects the development of human resources; and dimensions delegate (delegating) significantly affects the development of human resources

Abstract

This study aimed to identify and analyze the implementation of the policy of spatial plans in North Mamuju regency. This type of research is qualitative. The informants are implementing policies Spatial Planning in the North Mamuju regency consisting of the Department of Housing and Spatial Planning Agency for the Development of Regional and PTSP and Investment, as well as the Agency One Stop Services and Investment. Collecting data using observations, interviews, and documentation, while menggunakanreduksi data analysis, data presentation, drawing conclusions / verification. Research results menunjukkanbahwaimplementasi policy Spatial Planning in the District of North Mamuju not running optimally, due to the content of policy (policy content) in terms of the resources still experiencing problems due to inadequate in terms of both quality and quantity, although in impelemtasinya already involve the target group, benefits to the community, provide the degree of change, demonstrating the accuracy of the decision-making implementation, and has introduced a procedure policy through socialization, while in terms of context implementation (environmental implementation) such as power, interests and strategies of the actors involved already indicated, the characteristic institutions and authorities have a strong commitment run policy, but the level of compliance and responsiveness of the public remains low as the community development process that is carried out individually or in groups do not yet have legal permits and land into a business most people are not destined for the policy.

Abstract

This study aims at determining the extent of success of Homeless Children Protection Policy Implementation at the Social Service Office of Central Sulawesi. The type of this research is descriptive qualitative. The informants are the caretaker of Head of Department of Central Sulawesi Province, Programs Planning Section which is in charge of children, Department of Social Welfare Central Sulawesi province in charge of the child, the Vice Chairman of Commission IV DPRD Central Sulawesi that is in charge of children, the Chairman of the Children Protection Institution Central Sulawesi as NGOs that concerns about children. The data collection techniques in this research are observations, interviews, and documentations. The results of this research were analyzed by using the theory of Van Meter Van Horn that is six indicator of the success of an implementation including: 1) Basic Measures and Policy Objectives 2) Policy Resources 3) Communication among Organizations 4) Characteristics of Implementing Agencies 5) Disposition Implementor 6 ) Economy Condition, Social and Politic. The research results show that the homeless children protection policy implementation at Dinas Social of Central Sulawesi Province has not been fully successful as not all aspects are met, for axample WC is not good, bedroom is very small. especially the lack of special programs for homeless children due to lack of budget (material resources), especially the lack of special programs for homeless children due to lack of budget (material resources).

Abstract

This research is aimed to analyze the process of budget planning and implementation in The Department  of  Tourism and Creative Economy, Palu City. It is a descriptive qualitative and selects 4 (four) financial managers as its main respondents. The result indicates that the process of budget planning in The Department of Tourism anD, Renja-SKPD, KUA, PPAS, RKA-SKPD, and APBD, which are compiled into a budget implementation document/DPA. However, budget allocation for each program is disproportional and disregards the procurement standard analysis. Moreover, budget implementation has been executed based on the regulation and yet, is not supported by qualified human resources, who have knowledge of financial management. Fund disbursement is often delayed because of waiting for the provision of funds letter/SPD and there is also a delay in money supply process/GU because the financial report is not handed to the treasure on time.

Abstract

The aim of this study; (1) Great to know simultaneously influence the performance of the quality of service in the Department of Population and Civil Registration of North Mamuju regency; (2) untukmengetahuibesar partial effect on the performance quality of service at the Department of Population and Civil Registration of North Mamuju regency. Theory of performance used from T.R. Mitchell in Sedarmayanti (2009: 51), while the service quality theory of Parasuraman et al. (1988: 23) This type of research inikuantitatifdenganpendekatan survey. This study population pegawaidan society, in which 32 people while the number of employees totaled 45 796 community mental drawn using formulas to 100 people. Employees using census sampling, while for people to use simple random sampling, and data analysis techniques using multiple linear regression. The results showed; (1) The effect of simultaneous performance of the quality of service in the Department of Population and Civil Registration Mamuju Utara determined by the dimensions of quality of work (quality of work), promptness (timeliness), initiative (initiative), capability (ability), communication (communication) because the calculated F value is greater than the value of F table with a big influence 87.2% with the level of relations between variables are very kuat.Artinya if the performance increase of the unit, it will improve the quality of service; (2) The effect of partial performance of the quality of service in the Department of Population and Civil Registration of North Mamuju regency is determined by the quality of work (quality of work) significantly affects the quality of service for the value of t is greater than t table. Promptness (timeliness) significantly affects the quality pelayanankarena t value greater than t table. Initiative (initiative) significantly affects the quality pelayanankarena t value greater than the value t tabel.Capability (ability) significantly affects the quality pelayanankarena t value greater than t table, and communication (communication) significantly affects the quality pelayanankarena value of t count is greater than t table.

Abstract

This study aims to identify and describe the policy implementation levy Pasangkayu waste services in the city of North Mamuju regency. This type of research is qualitative. The informants are officers of Housing and Spatial Planning and the community in the City Pasangkayu. Collecting data using observations, interviews, and documentation, while data analysis using data reduction, data presentation, drawing conclusions/verifikasi.Hasil research shows the retribution policy implementation Pasangkayu waste services in the city has not shown that the maximum performance, because the aspects studied such as the size and purpose , resources, and the economic environment, social, political and not running optimally. The size and purpose of the policy is not maximized due to budget constraints resulted in a lot of programs that have not been accommodated in the work plan the budget so that policy implementation is not maximized as the size and purpose. Resources are limited, be it human resources, facilities and infrastructure and the budget provided, sertalingkungan economic, social and politikbelum fully support, because of the attitude of the public is less aware of the implementation of the policy, even related parties such as the government is still less strict in following up civil disobedience the implementation of policies.
