Abstract

This research aims at describing the rice for poor services in Maleni, Banawa District, Donggala. The methode used is descriptive qualitative research method and data collection techniques are observations , interviews, and documentattions. The Informanst were selected by using puposive sampling technique and seven informants were selected. The results show that the services is not optimal, although aspect reliability, responsivenees, assurance, Empathy have been good, but from the aspect of Tangibles has not not been good.

Abstract

This research aims at finding out more about the reason why Palu City Government apply a policy for installing the Personal Identification number of free parking on the Civil servants’ vehicles in Palu perceived of Communications, Resources, Attitudes and Structures Bureaucracy aspect. The method used is descriptive qualitative research methods and data collection was conducted using observation, interviews, and documentation. The informants selection technique was implemented purposively consisting of 7 people. The results shows that  Policy Implementation on Installation of Personal Identification Number of Free Parking on Civil Servants’ Vehicle in Palu has not been run optimally, because the resource, disposition and bureaucratic structures aspects have not been provided well.

Abstract

Simple Flat (Rusunawa) Ujuna has not completely targeted to inhabitants of low-income communities (MBR). On the other hand, inhabitants of MBR have many rent arrears. This study aims to know the functions of public service management at the first built simple flat in Palu City. The type of research is qualitative descriptive. The results of the study, the planning function indicates that it has not been compatibility between the program of manager with the wishes of the inhabitants. In organizing function has happened the working relationship between managers, as well as the Head of Rusunawa has delegated his authority to some employees believed. The function of management, to motivate technical managers are interpreted by the Head of Rusunawa in the form of meetings and directives based on the guidelines and socialization of ministries that is subsequently adjusted to the conditions of Rusunawa Ujuna. The technical managers just graduated senior high school and junior high school with salary under minimum wage as well as have not followed the training. While the function of monitoring, there has been clear about reward and sanction against the manager of flats. In addition, the orientation of managers is in financial report, instead of improving the quality of the program, while the department does not control it.

Abstract

This research aimed to realizing program of distribution Raskin and obstacle factor on the poor at Balaesang District of Donggala Regency. This research using descriptive qualitative method by using table distribution of frequency. The research sampling are 101 family as a responden from representation each subdistrict at Balaesang. The results of this study indicate that distribution of Raskin wasn't yet maximum accomplished. By the six indicators set, only three accomplished namely: (1) timely indicator, (2) indicator of administration requirements and (3) indicators of the quality of rice. The obstacle factor the implementation of the program is on: (1) target indicators, (2) timely indicators and (3) the indicators sufficiency. The cause not on time because the only BPS data was used without verification through village official consultation, not timely due to the delay in the distribution of Raskin still three days or a week or more, not just the right amount because it is still the discovery of some public recognition Raskin recipients who felt less in adequate. The supporting factors of implementing the Raskin program namely community support and attention of government in carrying out their duties, public enthusiasm in response the program and good coordination between the implementing institution of the program.

Abstract

This research aims to: 1) analyze the utilization of controversial issue learning source in social learning of SMP Negeri 4 Palu; and 2) analyze the students’ history awareness improvement through controversial issue learning source in social learning of SMP Negeri 4 Palu. The method employed was quantitative with data collection covered interview, observation, documentation and questionnaire. The data were analyzed by using qualitative technique from Miles and Huberman interactive model. The result and conclusion were as follow: social subject teacher has already utilized learning source such as school environment, books, especially textbooks. Controversial issue happen frequently causing pro and contra that history contented material, like the entry of religion and its development and Islam culture in archipelago and other events around proclamation and its preparation. The utilization of learning source on controversial issue has increased students’ history awareness in good category. Substantial reference indicates that students’ history awareness increased to 30 indicators which were classified into 4 main aspects, namely: discipline, communication, psychology and routine. Discipline and communication were evaluated good enough whereas psychology and routine were categorized good. Viewed from technical aspect or the place of the occurrence of students’ history awareness, it can be divided into 2 parts, namely: learning process and supporting facility of learning (learning source). From the learning process, it can be concluded that it already run well except Indonesian map is nothing. If history awareness is viewed from outside class, then, it concluded there is an indication of history awareness particularly when ceremony commencement and do not throw the garbage improperly.

Abstract

The aim of this research is to analyze the quality of customer service in providing loans to its costumers. The number of informants in this study was ten people consisting of six employees and four customers. Technique used in determining the informants was purposive sampling method that the informants were selected deliberately. Data collecting techniques in this study were observations, interviews, and documentations. The result shows that the quality of customer service in providing loans at Veteran Unit of Palu Branch Office of BRI had not been carried out optimally because it had not satisfied its costumers in delivering credit service. This was proven with five indicators which became the parameter in this research where there were two aspects it had not fulfilled well; they were reliability that the employees need more training from Bank Rakyat Indonesia to support the service delivery and there were some of its employees that could not provide good sense of security in collecting debt of the costumers in arrears, another obstacle was assurance that some costumers did not punctually fulfill their responsibility of the credit requirements. The other three indicators like responsiveness, empathy, and tangible already supported the service quality optimally at the Bank Rakyat Indonesia at Veteran Unit of Palu Branch Office.

Abstract

This classroom action research applies cooperative learning model of STAD. Its aim is to know whether the application of cooperative learning model of STAD can increase the students’ ability in presenting a local history research report. The subject is the students of TKJ 1 consisting of 40 students, 15 girls and 25 boys. The procedures  follow the cycle consisting of planning, acting, observing, and analysing and reflecting.  This research is carried out in 2 cycles, cycle 1 consisting of 4 meetings and cycle 2 concisting of 3 meetings. Every meeting implements the procedures of learning model of STAD. Data is collected through the result of quiz, the students’ group presentation, observation sheets, and discussion. In cycle 1 the result of observation sheet to the students’ activities show that the students’ achievements are around point 1 and 2 (not yet appear and  already appear). This influences the students’ achievement either in the quiz or in the presentation of the groups’ research report . The quiz result is 80.05%  and the result of students’ group presentation  reach only 66,67% to 83,33%, meaning that the average is 72,91%. The achievement does not reach the criteria of succeess, consequently the research is continued to cycle 2. In cycle 2, there is a significant change to the result of the students’ groups’ presentation. The achievement is 86,45%. It is supported by the result of the observation on the students’ activities. It reaches 3 and 4 (develop and accustomed) or the percentage is 95%. The result of quiz reaches 93,2%. These show that the application of the cooperative learning model  of STAD can increase the students’ ability in presenting  a local history research report.

Abstract

This research aims at describing the management of funds allocation at Nupabomba village, Tanantovea district, Donggala regency. This research used qualitative descriptive method. The data were collected through observation, interview, and documentation. The five informans were taken through purposive sampling technique. The result show that the management of funds allocation at Nupabomba village, tanantovea district, Donggala regency was not optimal related to the some aspects that were examined: planning aspect has not reached the expected target, organization and movement aspects have reached the expected target, and the monitoring aspect has not reached the expected target.

Abstract

The purpose of this study was to determine the Development Policy Implementation Irrigation Systems in Suli Indah subdistrict Balinggi Moutong Parigi district, in this case the Technical Implementation Unit of the Department of Agriculture and Animal Husbandry Kecamtan Balinggi. The theory that is in use is the theory of Edward III, the factors being addressed: Communication, Resources, Disposition, Bureaucratic Structure. With qualitative research methods. Informants in this study is the Head of the Executive Unit Technical Department of Agriculture and Peternakn District of Balinggi, Head of Agricultural Extension District of Balinggi, Agricultural Extension Workers, fostering farmer in the village of Suli Indah, 2 People Farmers in Suli Indah, Chairman of the Water User Farmers Suli Indah , Community Leaders In Suli Indah targeted research. Data collection techniques used are obserfasi, interviews and documentation. The results showed that the implementation of development policies Irrigation Systems In Suli Indah subdistrict Balinggi Moutong Parigi district has been running well, however they must be repaired communication because not maximized. In view of the factors Resources, Disposition, Bureaucratic Structure, communication factor in view less because there are still farmers who do not know about this program does not come in because many times in meetings, and dissemination of which is held by the sub-district agricultural office Balinggi.

Abstract

The purpose of this research is to determine the Service Quality of  Family Card Management in Population and Civil Registration Agency, Palu. This research is classified as descriptive research with a qualitative approach. This research was held on Population and Civil Registration Agency, Palu. The theory used to measure the quality of service is a theory proposed by Suhady (2000: 25), the dimensions of service quality include accuracy, speed, hospitality and expense. The data used are primary data and secondary data. The data retrieval and collection were done through observations, interviews, and documentations. The data analysis was conducted by collecting data, data presentation, and conclusion. The results of this research indicate that the quality of service with accuracy indicator has shown a good condition, while the speed indicator, hospitality and expense indicators need to be improved or are in unsatisfactory condition.
