Abstract

The problems of this research are the legal consequences of the execution of the collateral vehicles that do not yet have a Fiduciary certificate in consumer financing agreement in Palu and the roles of relevant agencies without going through the execution of fiduciary registration in consumer financing agreement in Palu. The objective of this research is to determine the legal consequences of the execution of the collateral vehicles that do not yet have a Fiduciary certificate in consumer financing agreement in Palu and the roles of relevant agencies without going through the execution of fiduciary registration in consumer financing agreement in Palu. This research uses empirical legal research that uses primary and secondary data then presented in the form of inductive thinking pattern -of specific to general things. The research concludes that the legal consequences of fiduciary execution that is not registered in terms of the debtor committed  torts so that the normatively, the creditors unauthorizedly use parate executie (direct execution), and the process of execution should be done by filing a civil lawsuit to the District Court through the process of the Civil Procedure Code until downs of judge's verdict that has permanent legal force. The execution which uses executorial title based on Fiduciary certificate, then the sale of collateral objects should be submissive and obedient to the Law of Civil Procedure. The role of the Ministry of Law and Human Rights in supervising fiduciary certificating is related to creditors' obligations of certifying fiduciary through the attribution of authority granted by the state under Article 12 UUJF.

Abstract

This study aimed to obtain information about (1) how the implementation of cooperative learning model Think Pair Share (TPS) using media images in social studies class VII SMPN 15 Palu. (2) Does the application of cooperative learning model Think Pair Share (TPS) using media images can increase the motivation to learn social studies in class VII SMPN 15 Palu. (3) Is the application of the model of cooperative learning Think Pair Share (TPS) using media images can improve learning outcomes in class IPS VIISMPN 15 Palu. (4) What is the response of students to the application of the model of cooperative learning Think Pair Share (TPS) using media images in social studies class VII SMPN 15 Palu. The method used is a qualitative descriptive method. The population of as many as 269 students of SMP Negeri 15 Palu. Total sample of 60 people using Proportional sampling techniques. Data collection techniques using a questionnaire Likert scale models, observation, interview and documentation. The data analysis technique that is the first data reduction, data presentation, and draw conclusions. The results showed that: First, adoption of cooperative learning model Think Pair Share (TPS) using media images in social studies were carried out in class VII SMPN 15 Palu can be said to be going well with the percentage value of 97 teacher activity and the value of the percentage of activity 76 students with good criterion. Second, the motivation of students in learning by using media techniques image by 80 with high criteria, this is due to the establishment of the atmosphere of a different class than usual during the learning. Third, the method of learning through media images TPS significant effect on student learning outcomes, the results of the data analysis by classical absorption capacity of 71 students with very good criteria and is categorized as complete although there are some students who scored still carried an average of 75. Fourth , the results of research that has been conducted in SMP Negeri 15 Palu in class VII, obtained the results of student feedback regarding the application of learning models using the image of 81 with both criteria. It is not independent of the contribution of teachers and the use of media used in learning so that the response given good student.

Abstract

This study was conducted to analyze the performance of state civil apparatus at Central Sulawesi Department of Eduvation and Culture. This study used Qualitative research type, where according to moleong (2007:6) is the research that provides an overview of a causal problem relationship that is measured at one time or periode, so that it could describe the performance of Central Sulawesi Departement of Education and cultural’s employess. Data was collected by means of interviews, observations and documentations. The result shows that quality, quantity, timeliness, cost effectiveness, need for supervision, interpersonal impact an superior’s support were the important factors in improving the performance of central Sulawesi Department of Education and Culture’s employee.

Abstract

This study aimed to determine and analyze the influence of leadership style, both simultaneously and partially, on the employee performance of Central Sulawesi Board for Village Governance and Community Empowerment. The method used was survey method. The data used were primary and secondary data. This research was conducted at Central Sulawesi Board for Village Governance and Community Empowerment. Data were collected by means of questionnaires and observations of the 80 respondent employees of Central Sulawesi Board for Village Governance and Community Empowerment. The analytical tool used in this study was multiple linear regression analysis and the hypothesis testing used was F-test and T-test using SPSS for Windows 16.0. The result of multiple regression analysis showed that the leadership style had positive effects on the employee performance of Central Sulawesi Board for Village Governance and Community Empowerment. While the T-test result showed that partially the leadership style did not influence the employee performance and significantly influenced the employee work performance at Central Sulawesi Board for Village Governance and Community Empowerment.

Abstract

This research was conducted in order to examine and analyze employee motivation At Regent Office Tolitoli, this research used Qualitative Research Methods. Informants of this research is a Civil Servant, among others; Regional Secretary, General Administration Assistant III, Head of the General Government Administration, Head and Head of Organization and Management, Head of Public Welfare, Head of Public and Supplies. The technique used in the field of data collection are observation, interview and documentation. Results of research on Employee Motivation Regent Office Tolitoli, if in the review of Motivation Herzberg there are two factors that both motivators and hygiene can be concluded that to achieve the goals of the organization is still need for improvement of motivation high because of unsatisfactory employee. Salary / wage can be said to be less going well, because there are still some employers who are less sensitive and have a sense of empathy towards their subordinates, especially for permanent employees in providing benefits, incentives or other bonuses.

Abstract

The objectives of the study are 1.) to define and analyze simultaneous influence of individual characteristics, workloads, and work enviroment on officials performance in The Inspectorate Office of Central Sulawesi; 2.) to define and analyze the influence of individual characteristics on ifficials’ performance in The Inspectorate Office of Central Sulawesi; 3.) to define and analyze simultaneous influence of workloads on officials’ performance in The Inspectorate Office of Central Sulawesi; 4.) to define and analyze simultaneous Influence of work environment on officials’ performance in The Inspectorate Office of Central Sulawesi. The sample in this research consists of 75 officials in The Inspectorate Office of Central Sulawesi who are selected by using census method. Type of research is causal analysis with multiple regressions analysis. The results of the test show that; 1.) individual characteristics, workloads, and work environment simultaneously have significant influence on officials’ performance in The Inspectorate Office of Central Sulawesi with Fvalue of 19.175 on the significant level of 0,000; 2.) Individuals’ characteristics have a positive and significant influence on officials’ performance in The Inspectorate Office of Central Sulawesi sig-t of 0,000<α 0,05; 3.) workloads have a negative and significant influence on officials performance in The Inspectorate Office of Central Sulawesi with sig-t of 0,001<α 0,05; 4.) work environment has a positive and significant influence on officials’ performance in The Inspectorate Office of Central Sulawesi with sig-t of 0,000<α 0,05.

Abstract

This study aims to determine and analyze the level of community participation as well as aspects related to the level of community participation in the implementation of rural infrastructure development. The approach used in this study is a qualitative approach with purposive sampling techniques and the data were collected through interviews and delivered questionnaires. Then, the data were analysed by qualitative approach and it was supported by quantitative data. The results of this study show that: First, the level of community participation in the implementation of the program of Village allocation fund) in Buntongi village is still low. Second, the aspects related to public participation in the implementation phase namely the type of employment and income. Meanwhile the level of education only affects the planning stage as well as monitoring and evaluation.

Abstract

The purpose of this study was to reveal the results of the implementation evaluation of Performance Accountability System for Government Agencies (Sistem Akuntabilitas Kinerja Instansi Pemerintahan - SAKIP) at Organization Bureau of Central Sulawesi Regional Secretariat and to find out the inhibiting and supporting factors in the implementation of the SAKIP, reviewed based on the policy evaluation theory of William N. Dunn using the variables of: 1). Effectiveness, 2). Efficiency, and 3). Adequacy. The type of research used was qualitative research with purposive sampling method in determining informants of research and the number of selected informants was 5 people, while the data collection techniques were 1). Observations, 2). Interviews, 3) Documentations. Results showed that the Organization Bureau of Central Sulawesi Regional Secretariat had been implementing the Regulation of Central Sulawesi Governor Number 26 of 2011 on the Guidelines for the Preparation of Performance Establishment and Government Agencies Performance Accountability Reporting within the Central Sulawesi Governance, and had carried out its main duties and functions by means of the Apparatus Development Division, particularly the Performance Monitoring and Evaluation Subdivision and Performance Capacity Development Subdivision, but had not run optimally as a whole. The lack of optimality in the regulation implementation was due to the existence of inhibiting factors, namely: 1). The establishment of outcome performance targets that had not yet in part reflected performance as expected, for the difficulty in measuring the success of the outcome performance. 2). Limited human resources, especially of the Apparatus Development Division as the organizer of the SAKIP to interpret the Regulation of Central Sulawesi Governor Number 26 of 2011.

Abstract

The problem that often occurred in the implementation of early childhood education (ECE) was there were still many ECE apparatuses and institutions that were not aware of the ECE policy, so this study aimed to analyze the implementation of early childhood education policy in Central Sulawesi and it was expected to provide an overview of the implementation of the ECE policy. This study used qualitative research to find out the facts and phenomena that occurred associated with the implementation of the ECE policy. The author used the indicators of Edward III, namely: communication, implementer attitude, resources, and bureaucratic structure. Informants in this study were those deemed to know and be involved in the policy implementation.Data used were primary data which was obtained directly from the informants and secondary data which was obtained indirectly. Data were collected through interviews, observations, and documentation. Data analysis consisted of three phases: data reduction, data presentation, and conclusion. The results show that the implementation of the ECE policy in Central Sulawesi had not been optimal:from Communication aspect, there were still officials who did not know the contents of the ECE policy; from Attitude aspect, there was still discrimination from the employees; from Resources aspect, there were apparatus resourcesof Central Sulawesi Department of Education and Culture particularly of the Early Childhood, Non-Formal, and Informal (PendidikanAnakUsiaDini, Non-Formal, dan Informal – PAUDNI) Divisionwho hadskills and reliabilities, but not all had the same opportunity to be a reliable employees, although there were facilities provided by the Department. While its bureaucracy structure had been very good, but there were still employees who were not aware of their duties and functions as shown at the bureaucracy structure board.

Abstract

This research was conducted at the Employee Performance in the Technical Executing Unit of Education Assesment At Central Sulawesi Board Of Education And Culture. The research method was qualitative descriptive which data type used primary and secondary. Data were collected from observation, interviews, documentation, and triangulation. To get informants used purposive technique. Data analysis techniques used qualitative models. The theory of Robbins was used in this research that consist of 3 (three) aspects namely motivation, ability and opportunity. From this research, it was known that the performance of Employee Performance in the Technical Executing Unit of Education Assesment At Central Sulawesi Board Of Education And Culture still lack of effectiveness. The aspect of motivation of employee was still lack related to discipline, such as employee attendance during the work hours. In addition, another factor that caused employee ran into the rules of organization which there was not specifically penalty given to employee who did not obey. Besides, both aspects of the ability and the opportunity were basically good. The ability of employee knowledge and work mastery has been perfect based on the needs of the organization.
