<![CDATA[It was a juridical normative (legal) research studying the standing of Article 268 Section (3) of Law Number: 8 Year 1981 prior to and post Constitutional Court Verdict, Number: 34/PUU-XI/2013 and the attempts for Judicial Review to Constitutional Court Verdict, Number: 34/PUU-XI/2013 under perspectives of justice principle, benefit principle and certainty principle. A judicial review in a criminal case is an extra-ordinary legal attempt taken by a prisoner against a court verdict legally binding, on condition that there have been mistakes by the judge sentencing the verdict and there is a new novum never before presented in the trials. The judicial review as provided under Article 268 Section (3) of the Indonesian Criminal Codes rules that a judicial review may be filed only once. On the other hands, the Constitutional Court Verdict, Number : 34/PUU-XI/2013 provides that judicial reviews may be filed time to time in search of legal material justice. In short, Article 268 Section (3) of the Indonesian Criminal Codes is superseded as it is not consistent with the Indonesian Constitution (UUD 1945). The effect of a constitutional law in a criminal case is conflicting with Article 24 Section (2) of Law Number : 48 Year 2009 about Judicial Power and Article 66 Section (1) of Law Number : 14 Year 1985 about Supreme Court as amended with Law Number : 5 Year 2004 and 2nd Amendment to Law Number : 3 Year 2009, as well as Circular of Supreme Court Number: 7 Year 2014 principally confirming that a judicial review may be filed only once to secure a legal certainty. The Constitutional Court Verdict, Number: 34/PUU-XI/2013 is not to destruct a legal certainty. A legal certainty is attain when a verdict is already legally binding and has changed the status of an accused into a prisoner as confirmed in Article 268 Section (1) of the Indonesian Criminal Codes. The principles of justice and legal certainty are inconsistent with multiple judicial reviews, as the later leads to a legal uncertainty to someone.]]>

<![CDATA[This study aims to identify and analyze: 1) the level of importance of Modern Marketing Management variable that includes People, Process, Programs and Performance to meet customer’s satisfaction in Samsung Mobile Phones purchasing at Samsung Brand Store in Palu City; 2) significant influence of Modern Marketing Management (People, Process, Programs and Performance) simultaneously and partially on customer’s satisfaction in Samsung Mobile Phones purchasing at Samsung Brand Store in Palu City. Sampling technique used in Non-probability Sampling by applying incidental sampling method to select 150 respondents, who shopped Samsung mobile phones more than once. Method of analysis applied are Statistical Product and Service Solution (SPSS) and Importance Performance Analysis (IPA). The result of IPA method indicate that: 1) in quadrant A, variable that need to be improved are programs and performance; in quadrant B, variable needs to be maintained is people; in quadrant C, the variable that shows low performance but do not require urgent action is process. It is suggested that the focus of the company should be on quadrant A; 2) the variable of Modern Marketing Management (People, Process, Programs and Performance) simultaneously have positive and significant influence on customer’s satisfaction in Samsung Mobile Phones purchasing at Samsung Brand Store in Palu City; 3) People, Process and Performance partially have positive and significant influence on customer’s satisfaction in Samsung Mobile Phones purchasing at Samsung Brand Store in Palu City, while programs has a positive but insignificant influence on customer’s satisfaction in Samsung Mobile Phones purchasing at Samsung Brand Store in Palu City.]]>

<![CDATA[The problem in this researchis is how the performance of employees of water resources public works Donggala?. As for the purpose of this research is to analysze the performance of employess or water resource donggala public works agencies. The typeof research is desearch is descriptive qualitative research. This research conductaed dilingkungan public work where the informants ini the research sampling set by purposive sampling where the informants selected based on the intent of study. Techniques of collecting data through observation,interviews, and documents. The results showed that the performance of employees in the midwife water resources public works Donggala categorized quite good, for 3 (three), because of the three (3) aspects of performance proposed by Hasibuan only two that are already running are already well underway ie on the business aspects and aspects of opportunity in work which is in force in the field of water resources, and aspects of employee skill in a work that has not lasted up or quite good.]]>

<![CDATA[The study is aimed to: 1) determine and analyze simultaneous influence of training, discipline, and motivation on the performance of officials in The Agency of Financial and Local Asset Administrator in Central Sulawesi; 2) determine and analyze the influence of training on the performance of officials in The Agency of Financial and Local Asset Administrator in Central Sulawesi; 3) determine and analyze the influence of discipline on the performance of officials in The Agency of Financial and Local Asset Administrator in Central Sulawesi; 4) determine and analyze the influence of motivation on the performance of officials in The Agency of Financial And Local Asset Administrator in Central Sulawesi. Sample consists of 79 officials who were selected through disproportionate stratified random sampling by which sample is randomly selected proportionally. Technique of analysis uses multiple linear regressions has shown that training, discipline, and motivation simultaneously have significant influence on the performance of officials in The Agency of Financial and Local Asset Administrator in Central Sulawesi with Sig F of 0.000 < α 0.05. Training has positive and significant influence on official’s performance with sig-t (X1) of 0.000 < α 0.05; discipline has positive and significant influence on the performance of officials in The Agency of Financial and Local Asset Administrator in Central Sulawesi with Sig-t (X2) of 0.035 < α 0.05; and motivation has positive and significant influence on the performance of officials with sig-t (X3) of 0.017 < α 0.05.]]>

<![CDATA[This study aimed to determine and to analyze the administrative services of inpatient medical records at Poso General Hospital, referring to the opinion of Haryadi (2009: 6) comprising the activities of receiving, processing, storing, presenting information, and treating or maintaining patient medical records. This research was descriptive qualitative. Based on the results of data collection, it was concluded that in general the activities of receiving, processing, storing, presenting information, and treating or maintaining patient medical records had been implemented in accordance with the provisions. However, there were still delays in the medical records services during inpatients examination by physicians. The problem laid on the not-timely change system of duty medical officers, especially for patients entering at night. Medical records frequently could not be found because the duty medical officers accompanying the physicians did not know where the medical records were kept by the duty medical officers before. Additionally, the problems of low education and employment status of the honorary employees influenced the discipline and work behavior of the duty medical officers.]]>

<![CDATA[Mastery of teacher competence is a set of capabilities that must mark the teacher in order to realize their performance appropriately and effectively. Competence in this case that the professional and pedagogical influence on teacher performance. In this study aimed to analyze the effects of both the professional competence of teachers and pedagogical competence of teachers on teacher performance at MAN in the city of Palu. To analyze the quantitative, descriptive analysis was used, which outlines the respondent's age, gender,  the length of service and class as well as the competence of teachers affect the performance guru. Whereasto determine the effect of independent variables on the dependent variable,  the namely quantitative analysis used multiple linear regression analysis. The independent variable of professional competence and pedagogical teacher jointly significant effect on the performance of teachers in Madrasah Aliyah in Palu. Partially professional competence variables significantly influence the performance of teachers in Madrasah Aliyah in Palu, while the pedagogical competence not significant effect on the performance of teachers in Madrasah Aliyah in Palu. The results of the regression coefficient (b) indicate that the independent variable professional competence of the dominant influence on the performance of teachers in Madrasah Aliyah in Kota Palu. ]]>

<![CDATA[The study aims to determine and analyze the influence of managerial ownerships institutional ownership, growth, liquidity, and size on company’s valus in textile and garment industry listed on Indonesia stock exchange 2009-2016. Population consist of 19 textile and garment companies and sample 14 companies selected througth purposive random sampling method. Analysis technique is multiple linear regressions to obtain comprehensive description between variables. Test results show that managerial ownership partially have positive but insignificant inflence on company’s value, institutional ownerships and liquidity have postive and significant influence on company’s value, while growth and size have negative and insignificant influence on company’s value. The ability of variables topredict the value of the company 1s 29,2% while the remaining 70,8% influenced by other that are no studied.]]>

<![CDATA[This aim of this research is to determine and analyze: 1) officials’ expenditure realization, goods and services expenditure, and capital expenditure on budget variances on the governmental units in palu city, 2) significant impact of officials’ expenditure, goods and services expenditure, and capital expenditure simultaneous on budget variances on the governmental units in palu city, 3) significant partial impact of officials’ expenditure on budget variances on the governmental units in palu city, 4) significant partial impact of goods and services expenditure on budget variances on the governmental units in palu city, 5) significant partial impact of capital expenditure on budget variances on the governmental units in palu city.The sampel of 25 governmental units in Palu City area is chosen through purposive sampling method. Method analysis used is quantitative and multiple linier regressions analysis. The result show that officials’ expenditure realization, goods and services expenditure, and capital expenditure simultaneously have significant impact on budget variances on the governmental units in Palu City. Partial tests show that officials’ expenditure realization and capital expenditure has in insignificant impact on budget variances on the governmental units in Palu City. The value of coefficient determinant of 0.605 indicates that 60.5% of budget variances is impacted by officials’ expenditure realization, goods and services expenditure, and capital expenditure; while 39.5% is impacted by other variables that are not studied. ]]>

<![CDATA[The aim of this study is to determine and analyze the effect of partial independent variables are a participatory budgeting and a budgetary emphasis to the dependent variable budgetary slack with locus of control as a moderating variable throughout SKPD city of Palu. This research is a quantitative research using a census sampling method by distributing questionnaires to entire SKPD city of Palu. Simple regression analysis and residual test, which supported by SPSS version 21,00 are used. The result of this research suggests that participatory budgeting has a negative significant effect towards the budgetary slack, while budget emphasis has a positive significant effect. Locus of control is not moderating variables that influence the effect of participatory budgeting and budget emphasis to budgetary slack in SKPD city of Palu.]]>

<![CDATA[This research aims to know the quality of public services in the management of the Document cover letter Administrative Residency in The Office Of Neighborhood Nunu Subdistrict Tatanga, Palu City. By using the theory of (Parasuraman 2001) with 5 indicators to be a benchmark in the study i.e. Tangibles, Reliability, Responsiviness, Assurance, Emphaty.This research Uses Qualitative Research Methods. Informants in this study amounted to 5 persons include: citizens and employees in The Office Of Neighborhood Nunu, Subdistrict Tatanga, Palu City. Technique used in determining the informant was purposive technique with the techniques of data collection Techniques in the study uses observations (observation), interview and documentation.The results showed the quality of public services in the management of the Document cover letter Administrative Residency in The Office Of Neighborhood Nunu Subdistrict Tatanga, Palu City evidenced by 5 indicators i.e. the Tangibles are not yet well in the value of the facilities and infrastructure that does not yet support officer in the Ministry of population administration document cover letter. As for the from indicator Realibility, Responsivines, Assurance, and Empaty already well underway it caused to the four indicators based on results of research services in the management of the Document cover letter Administrative Residency in The Office Of Neighborhood Nunu Subdistrict Tatanga, Palu City.according with the results in the expected citizens ranging from the speed employees serving the public, responsiveness, friendliness and politeness and attitude of attentionon serving employees so that the four indicators are already well underway.]]>
