Abstract

The study identifies the influence emosional quotient, spiritual quotient and adversity quotient on the performance of officials in helath polytechnic the ministry of health Palu. The aim of the study is to determine and analyze simultaneous and partial influence emosional quotient, spiritual quotient and adversity quotient on the performance of officials in helath polytechnic the ministry of health Palu. Method of study is descriptive and it distributes 118 questionnaires to respondents. The result indicates that correlation among independent variables of emosional quotient, spiritual quotient and adversity quotient on the performance of officials in helath polytechnic the ministry of health Palu is 0.637, that indicates a strong correlation between independent and dependent variables. Adjusted R square or determinant coefficient (R2), that intended to determine the influence emosional quotient, spiritual quotient and adversity quotient on the performance of officials in helath polytechnic the ministry of health Palu is 0.390 or 39%. This means that the influence of independent variables towards dependent variables is 39% while the remaining of 61% influenced by  variables that are not studied.

Abstract

This study is aimed to: 1)determine and analyze financial management planning of election funds in 2015 at general election commission in Sigi District; 2) determine and analyze the implementation of financial management of election funds in 2015 at the general election commission in Sigi District; 3) determine and analyze the administration of financial management of election funds in 2015 at the general election commission in Sigi District; 4) determine and analyze the control of financial management of election funds in 2015 at the general election commission in Sigi District; 5) identify the cause of The General Election Commision Sigi revised its DIPA grant in 2015 election as a component of the regional budget. Type of study is descriptive qualitative with informants cinsist of: 1) The secretary of general election commission as KPA/PPK; 2) The commissioner of general election commission; 3) TAPD; 4) PP-SPM with data from observation, interviews, literature review, and documents. Technique of analysis is descriptive qualitative with interactive approach based on data reduction, data presentation, and conclusion. The result shows that the management of election funds in 2015 in the general election commission of Sigi from the perspective of planning, implementation, administration, dan control has been in line with the regulation of the Ministry of Domestic Affairs no. 13, 2006 about local finance management guidelines as well as the DIPA revisions.

Abstract

This study aims to identify and analyze the Career Development of Civil Servants in the Bureau of Human Resources Central Sulawesi Police (Central Sulawesi Police), via a qualitative descriptive approach on the basis of the opinion Muenir (1993; 10), which states that there are three indicator career development can be implemented and consists of: 1. Education and training, 2. Promotion and 3. Mutations. Based on the results of research and discussion concluded that in education and training is not maximized are conducted or not fully used as the main requirement in the development of career civil servants (PNS) in the Bureau of Human Resources Central Sulawesi Police, Promotion, is also not maximized done, to the level of the Group IID have passed follow UDKP / UDPI, or PNS Group II D which has been eligible for the UDKP / UDPI can be promoted to the echelon IV (jab Pamin), but in order to be promoted to the echelon III (PNS which rank III D) is not yet implemented ,, for mutations or moved to a new position is also not maximized because it has been the past two years has not happened to the post of new mutations, but mutations merely to terms of promotion, is also the mutation only as confirmation only. This occurs because of the extremely limited opportunities to occupy an echelon III, the Regulation's 22 Year 2010 on STOK where chances of civil servants to occupy echelon III is very limited.

Abstract

The district Ampibabo Parigi Moutong is one puskesmas providing services for inpatient or outpatient treatment, and is implementing units district health offices parigi, so the quality of health services at community ampibabo must be guaranteed to meet the needs of patients and can give satisfaction patients. The aims to understand the relationship the quality of health services the level of satisfaction in patient treatment at puskesmas ampibabo. Based on analysis univariat and bevariat that are analyzed from the answers respondents visits inpatients years 2016 (agustus-november) about the results 64 the that (1) the quality of health services in terms of the level of satisfaction based on the reliability of patients at puskesmas ampibabo district Parigi Moutong less than half respondents are sure, (2) the quality of health services in terms of the level of satisfaction based on dimensions responsiveness patients at puskesmas ampibabo district parigi moutong more than half of respondents said good enough, (3) the quality of health services in terms of the satisfaction of assurance based on dimension patients at puskesmas Ampibabo district parigi moutong more than half of respondents said good enough, (4) quality health pelayanann in terms of the satisfaction of empathy based on dimension patients at puskesmas Ampibabo district Parigi Moutong most stated good enough, (5) the quality of health services in terms of it.

Abstract

The research is aimed to determine and analyze: 1) the development of local revenue sources; 2) the capacity of local revenue acceptance; 3) the capacity of local revenue in financing of Palu City; 4) Financial capacity of local Palu government based on regulation of the ministry of Domestic Affairs no. 21, 2007; 5) the leve of fiscal decentralization in financing the expenditure of Palu City; 6) fiscal capacity of Palu government; 7) the capacity of the local revenue to repay local debats. This study is descriptive. Data is collected through interview, literature review, and analysis of Palu government’s financial document. The results show that: 1) the development of local revenue sources indicates that other legitimate of local revenue has the highest growth and contribution of 226.08% and 40.92%; 2) the capacity of local revenue is classified ‘deficient’; 3) the capacity of local revenue is financing expenditure is categorized ‘unable to pay the expenditure’; 4) financial capacity of local Palu government based on the regulation of The Ministry of Domestic Affairs no. 21, 2007 is categorized in ‘low’ and medium’ financial groups; 5) the leve of fiscal decentralization in financing the expenditure of Palu City is still unable to finance the local expenditure; 6) fiscal capacity of Palu government in 2011-2013 budget year in categorized ‘low’ and ‘medium’ in 2014-2015; 7) DSCR ratio shows the capacity of Palu Government to repay local debts.

Abstract

Teacher certification is a government effort in order to improve the quality of education as well as teachers' welfare. But in reality the performance of teachers is less than optimal despite having obtained certification. The research method used descriptive qualitative. The number of informants in this study that is ten people, consisting of Principals, Teachers certified, parents of students and learners are drawn with the technique of purposive sampling. Techniques of collecting and retrieving data consists of observation, interviews, and documentation. The theory used is performance theory developed by Akhmad Sudrajat which consists of pedagogic competence, personality competence, social competence and professional competence. The results showed that the performance of certified teachers in State Junior High School 14 Palu less optimal, because of four aspects of performance put forward by Akhmad Sudrajat, only three aspects that work well that is the aspect of pedagogic competence, personal competence and social competence. While professional competence is considered less well run

Abstract

This study aims at determining the implementation of regional health insurance program in village Birobuli Utara. This research is a qualitative descriptive research. Type of data are primary data and secondary data. Techniques of data collection are carried out through observation, interviews, documentation, and triangulation. Informants are choosen using snowball sampling sampling technique. Techniques of data analysis used are model of Miles and Huberman, namely data reduction, data presentation, and conclusion. Theory used is the theory of Edward III, consisting of four aspects: communication, resources, diposis and bureaucratic structure. Based on results of the research, the implementation of regional health insurance program policy in village Birobuli Utara has not been implemented effectively. First; communication aspect, which is the substance of the policy, has not been achieved consequently what is actually expected of a policy cannot be realized effectively in the absence of socialization conducted by village officials. Second; aspect of the resources, which is human resources owned, in quality and quantity is sufficient already, so is equipment resources to support regional health insurance program policy. Only financial resources to support regional health insurance program, has not been possessed yet. Third; disposition aspect, which is the implementers, tends to be less responsive to the achievement of policy objectives. According to researcher, such disposition is due to the inadequate financial resources, thus hampering the implementation process and complicates the implementers in performing their duties. Fourth, bureaucratic structure, which is the unavailability of standard operating procedures and maintenance service flow displayed, thus making the people do not understand in detail the procedure of regional health insurance program.

Abstract

This research study about Development collect the Library of Pascasarjana  Tadulako of University Palu. Research aim to to identify and analyse the availibility of collection and also factor influencing the availibility of collection in Library of Pascasarjana  Tadulako of University Palu. Research have the character of descriptive by using approach qualitative. Analyse the data conducted] by using method interview in measuring and analysing data. Result of research indicate that the collection of library of Pascasarjana Tadulako of University Palu not yet fulfilled the requirement collect the especial teaching substance every which way Pascasarjana Tadulako of University Palu. This Matter because of by some factor, among other things that is not yet maximal co-ordinate between majors party unrightiously is library, and policy of library development arranged by party rektorat. Researcher suggest that the existence of coordination of between library, majors, and dosen in levying collect the library and also the existence of cooperation between party rektorat with the library in the case of conducting development the policy collect.

Abstract

The purpose of this research is to know the influence of firm size, profitability and public ownership portion on environmental disclosure partially and simultaneously. The method used in this research is quantitative approach with regression analysis. The sample is chosen by purposive sampling technique. There is eight firms as sample. Analysis unit of this research is annual report of mineral and metal industries of 2011-2015 period, that are 40 annual report. The result shows that the firm size, profitability and public ownership portion have significant effect on environmental disclosure simultaneously. Partially, the firm size and public ownership portion have significant effect on environmental disclosure. But, profitability doesn’t have significant effect on environmental disclosure. Based on these results, the big firm and more public ownership portion disclose more completely about environmental responsibility on the firm annual report. But, the level of firm profitability doesn’t affect the firm environmental disclosure.

Abstract

The problem formulation in this research were: (1) How  is nursing malpracticeeperceived  in review to criminal law policy?and (2) How is nursing malpracticeperceived in review to criminal law formulation in the future? The objectives of the Research were to identify nursing malpractice in review to criminal law formulation policy and to identify and analyze Nursing malpractice in review to criminal law formulation in the future. It was a juridical normative research. Thesources of the legal materials were primary material, secondary material and nonlegal supporting material. It adopted legal approaches, concept  and cases. The legal data were collected by inventorying legal data and documents through bibliographic alstudies The analysis was descriptive and conclusion was taken based on the problem discussed. Based on th estudy result, it was concluded that thep revailing positive laws, either set forthin the Indonesian Criminal Codes, Law number 36 year 2009 about health, Law number 44 about Hospital, Law number 8 Year 1999 about customer protection or Law number 38 about year 2014 about nursing practice, do not provide about nursing administrative breach, But not abou tcrimina lsanction in case of nursing malpractice. In the future policy formulation, It is advisable to formulate nursing law and corporate accountabilities in case of nursing malpractice causing losses and injuries to patiens due to nursing mal praktice.
