Abstract

This study aims to examine and analyze the Effect of Motivation on Employee Performance at the Department of Industry and Trade in Donggala Regency. To measure the motivation variable using David Mc Clelland's motivation theory, it covers the needs of achievement, the need for power, and the need for affiliation. Next to measure the performance variable using the performance theory by Kast and James, which covers the ability, effort, and opportunity. This research is a survey research with a quantitative approach. In data collection carried out using Observation, Questionnaire, Interview, and Documentation methods. Measurement of question items using a Likert scale and conducted Validation Test and Reliability Test on the research instrument. The data analysis of this study used Descriptive Analysis Technique and Inferential Analysis Technique with multiple linear regression model statistical techniques. The results of the study prove that the motivational effect simultaneously on the performance of employees at the Department of Industry and Trade in Donggala Regency is 0.881 or 88.1% with the category of Very Strong relationships. The effect of motivation partially on the performance of employees at the Department of Industry and Trade in Donggala Regency are variables X1, X2, and X3 with regression coefficients of each variable of 1.571, 1.968, and 0.532 this means that there is a significant influence between the need for achievement (X1 ) and the need for power (X2) on the performance of employees in the Department of Industry and Trade of Donggala Regency, while in the Vaiable of Needs for affiliation (X3) there is no significant effect on the performance of employees at the Donggala District Industry and Trade Office.

Abstract

This study is about the Quality of High School Employee Performance at the Education and Culture Office of Central Sulawesi Province. In this study using descriptive qualitative research with a number of 8 informants who were deliberately selected, namely the Head of High School Development Section, Head of High School Facilities and Infrastructure Section, 1 High School Facilities and Infrastructure Section staff, Head of Institutional and Curriculum Section, 1 Institutional Section staff and Curriculum, Head of High School Student Section, and 1 High School Student Section staff, High School PTK Section head. The theory used is the theory of Agus Dwiyanto, namely productivity, service quality, responsiveness, responsibility, and accountability. Observations and documents are also carried out to get the data needed. The results of the study showed that the High School Field Development Performance at the Education and Culture Office of Central Sulawesi Province had not been maximized. This is based on the results of research with 5 aspects that are used as benchmarks in research, only two focus studies are fulfilled, namely the responsibility and accountability indicators. Whereas from productivity indicators, it has not been said to be optimal because of lack of technical human resources and the participation of apparatus is still lacking. While the Service Quality Indicators are said to be not optimal because there is still a lack of facilities and infrastructure to support service activities. Likewise, the Indicator of Responsiveness has not yet been said to be optimal because the facilities and infrastructure have also become obstacles in responding to the world community of education.

Abstract

This research is about the implementation of livestock control program policies in Sigi Regency, Central Sulawesi Province. This type of research is descriptive, with the number of informants as many as 7 people, whose determination uses the Purposive technique. In addition, in the data collection technique in this study through observation, interviews, and documentation. With the method of data analysis with three steps, data condensation, data display, and conclusion drawing and verification. Based on the results of the study using the Edward III theory, it was concluded that the livestock control program policy in Sigi District, Central Sulawesi Province had not been carried out optimally. This is caused by several aspects that are still not working well, such as in the aspect of communication which shows that the distribution of all information related to policies to the community is still considered to be running less optimally. In the aspect of resources, it is also not going well because the number of policy implementers is still minimal, with relatively minimal human resources, of course it is very difficult to accommodate all livestock control activities in a number of sub-districts in Sigi Regency. In addition, the condition of the resources in the form of supporting facilities for Livestock Control activities is still considered to be inadequate. But besides that also in the other two aspects namely disposition and bureaucratic structure has been running quite well, where the implementers of the policy have a high commitment in carrying out their duties, implementing policies which in this case are the Civil Service Police Unit of Sigi Regency guided by clear regulations namely Perda Number 1 of 2017 concerning Animal Control, in the dissemination or distribution of responsibilities of this policy has also been running well and according to their respective duties and functions in implementing this policy.

Abstract

Bert Objectiveof this studyto analyze the Implementation Of the Village Funds Policy forHealth Development in Donggala District.The theory used as the basis of analysis is the theory analysis of van Metter and Van Horn policy, consisting of sixaspects of basic measuresand policy objectives, policy resources, characteristics the executing agency, implementor's disposition, disposition between the organization and activities of the implementing and social, political and economic conditions. Qualitative methodscase study approach in three villages premises with depth interviews with 10 informant. Analysis of the data used is the Miles and Hubberman Models. The results showed that the implementation of the Village Fund Policy for Health Development In Donggala District was not well implemented. This can be seen from the six aspects studied, there are still aspects that have not yet been achieved, namely the Basic Measures and Policy Objectives, Policy Sources, characteristics of Implementing Agents have not fully supported, as well as the Conditions of Social research Environment, Politics and Economics. While the aspects that have been implemented are aspects of Implementor Disposition, and Inter-Organization Communication and Implementing Activities.

Abstract

The reseach intends to identify the permofance of civil servant in the subdistrict office of North Palu in providing public administration service. This is acase study using descriptive qualitative type with 14 informants. Samplewas selected through purpusive sampling.Data were collected through observation , interview , and documentation.The  result of this research shows that the perfomance of civil servant in the sub-district office of North Palu has not optimal yet due to the perfomance theory as stated by TR. Mitchel in Sedamaryanti : work qualtiy , accuracy , initiative , abilty , and comunication generally does not run well. It caused by the lack of facilities and infrastructure and weak coordination of the leader or the opposite , lack of training and discipline caused the non optimal work professionals.

Abstract

This research aims to analyze how the evaluation of tax policy of Group C Minerals in Donggala Regency is. The type of research used was qualitative method. This type of research used descriptive approach, research that aims to describe complex social realities in society, is very suitable for understanding and describing social phenomena that occur in society. Data collection was done through observation, interview, and documentation techniques. The data used in this research was primary data by conducting in-depth direct interviews with employees who are competent in this matter and secondary data retrieval obtained from documents in the Regional Revenue Agency of Donggala Regency. Data analysis in this research used three components consisting of data reduction, data presentation and conclusion. The results of this research indicate that the evaluation of tax policy of Group C minerals has not been maximized and has not been effective because there are still problems with evaluation criteria such as effevtiveness, efficiency and adequacy: Effectiveness has not been archieved because the awareness of the texpayer does not carry out the obligation to pay taxes on time , then efficiency has not shown the expected results, this can be seen from the realization that is not in accordance with the target while the adequacy has not shown maximum results, existing infrastructure in the Regional Revenue Office of Central Sulawesi Province is still very limited, this is burdensome to the collection officials because the conditions of the vast and far-reaching regions are not enough to maximize levies. In addition, weak resources, especially the resources of the implementing  apparatus, are directly responsible and carry out the task of finding and identifying potential as sources of regional financial revenue (tax objects).

Abstract

The purpose of this study is to determine the quality of services needed in lending at the BNI Bank Parigi Branch. The theory used in this study is a theory of service quality proposed by Zeithhaml in Hardiansyah (2011:46), which consists of Tangible, Reliabelity, Responsiviness, Assurance, danEmphaty. This research uses descriptive qualitative type, with the number of informants involved as many as 6 people with Purpossive techniques. Data collection techniques in this study through observation, interviews and documentation. With the data analysis method used in this study is an interactive data analysis model with steps: condensing data, presenting data, and drawing conclusions or verification. From the results of research that is known about the quality of loans provided by the approved BNI Bank Parigi Branch, this can be seen after going through the data analysis process related to the discussion made as a reference, there are still two that are not well implemented, second this aspect is responsiveness and assurance. While the other three aspects have been well implemented, namely: 1) Tangibles, where in the service the BNI Branch Office itself is supported by a variety of good facilities, such as waiting room facilities that are easy to open and cool and well organized, in service as well provided with service aids such as computers, internet networks, printers that are used for administrative purposes, even vehicles for motorbikes for marketing employees to directly by prospective buyers; 2) Reliability, where in carrying out its service duties, employees have been able to work well by minimizing problems in their services, all employees in this government can also use the tools in the service process quite well; 3) Guarantees are carried out properly, where in their services they prioritize the interests of service users. The Parigi Branch BNI Branch Office, this delay is related to completeness issues, incomplete loan application projects, and so on.The requested liquid funds; and 4) Empaty is well implemented because in its service, BNI Office employees in the Parigi Branch serve politely, build good relationships through services related to doing and polite speech in their services. Employees also serve by not being discriminatory or discriminating who they serve.

Abstract

The purpose of this research was to find out the officers’ performance at the Protocol and Travel Bureau of Public Relations and Protocol, Provincial Secretariat of Central Sulawesi. Performance is the result of quality and quantity of work accomplished by an officer in carrying out the jobs and responsibilities upon him. According to Robbins (2001: 187), there are 3 (three) aspects as a synergy of some positions: the head motivation, ability, and opportunity. This was qualitative research in which interactive analysis was employed. The informants were selected from some positions: the Head of Bureau, the Head of Section, the Head of Sub-section, and staff. Responsibility and mastery as well as the purpose of the research were criteria under consideration for selecting the informants. The research found the performance reflecting motivation and opportunity aspects at the Protocol and Travel Bureau has run well, but the mastery aspect has not. In current conditions, an organization needs to have human resources showing their specific qualification and professionalism, as well as good understanding relating to the protocol matters in governmental life in order to implement a performance-based staff management development.

Abstract

The purpose of this study was to analyze the implementation of youth policy at the Department of Youth and Sports of Central Sulawesi Province. Research location at the Office of the Department of Youth and Sports of Central Sulawesi Province. The selection of informants using Purposive is the technique of determining informants with certain considerations by setting 5 informants. Data is collected through observation, interview, and documentation techniques. In this study researchers used the Milles Hubermen analysis approach technique. The results of the study are. 1. Communication, in policy implementation is very influential on the acceptance of policies by policy implementers and policy recipients, so that the quality of communication will influence in achieving the effectiveness of the implementation of the policy. In addition, based on indicators, namely transmission, clarity, consistency, it can be described that communication has proceeded well in supporting policy implementation by seeing meetings between policy implementers and policy recipients. 2. Resources, Resources are one of the variables that influence the success and failure of policy implementation such as human resources (staff), namely staff in inadequate categories. Budgetary resources (financial / financing, limited available funding causes constraints in a variety of appropriate and appropriate youth programs must be limited, funding in the category is inadequate, even though there has been information and no abuse of authority. Supporting facilities and infrastructure facilities in the category inadequate 3. Disposition by the Department of Youth and Sports of Central Sulawesi Province in the context of implementing policies based on observations and interviews shows that the disposition has proceeded as it should.4 The structure of the bureaucracy implemented in the implementation of the policy has been running well because of many influencing it works well like SOP and fragmentation.

Abstract

This research was conducted with the aim of analyzing the Employee Effectiveness of Staff in the Regional Research and Development Agency of the City of Palu. The theory used as a reference is the theory of Work Effectiveness from Richard M. Steers. The basis of this research is qualitative with descriptive type of research. The techniques used in data collection are field observations, in-depth interviews and documentation. Then the data and interview results obtained were analyzed descriptively qualitatively. Research location in the Regional Research and Development Agency of the City of Palu. Research informants were 5 (five) employees with data sources including primary data and secondary data. The results showed that in looking at the effectiveness of employee performance in the field of staffing at the Regional Research and Development Agency of the City of Palu can be seen from 3 aspects, namely aspects of adaptability, aspects of work performance and aspects of job satisfaction where overall employee performance in the Employment Agency and Regional Development of Palu City has been effective. From the aspect of adaptability, employees have been able to adjust themselves, able to create communication and be able to create good cooperation. From the aspect of work performance employees have also been effective, where employees have been able to carry out their duties skillfully, with good skills, and discipline in completing tasks, employees are also supported by the ability to operate computers well, have a good personality and are responsible. Whereas when viewed from the aspect of employee job satisfaction it can also be said to be effective, where employees have felt fair in assessing and giving their work by the leadership, feeling comfortable with the work environment, and employees also feeling that they have had the opportunity to advance and improve.
