Abstract

The purpose of this study was to determine the performance of the Archives Section at the Regional Office of the National Land Agency of Central Sulawesi Province. This research uses descriptive qualitative type, with the number of informants involved as many as 5 informants through Purposive Sampling techniques. In addition, in the data collection technique in this study through observation, interviews and documentation. With the method of analyzing data through the stage of condensation of data, presenting data, and drawing conclusions or verification.Judging from the results of the study, it was concluded that the performance of the Archives Section at the Regional Office of the National Land Agency of Central Sulawesi Province was still considered to be not maximal, this is due to the quality aspects of the Archives Department's performance at the Regional Office of the National Land Agency of Central Sulawesi Province. maksimal, this is clearly illustrated in the results of research that show that employees at the archives sometimes still not able to complete several tasks in a timely manner, and employees at the archives at the Regional Office of the National Land Agency of Central Sulawesi Province also sometimes still unable to work carefully. In addition, other causes are also caused by aspects of responsibility that are considered still not running maksimal, where the results of the study show that employee discipline is still low, this is clearly illustrated in research that shows that sometimes employees are still late to the office and sometimes employees do not use appropriate service attributes or clothing, and sometimes employees are too relaxed in dealing with the assigned work completed.

Abstract

This study aims to determine how the Quality of Integrated District Administrative Services (PATEN) in Sindue District Office Donggala Regency. This research is a descriptive study with a qualitative approach that is by describing and describing events and phenomena that occur in the field and presents data systematically, factually, and accurately regarding the facts or phenomena that occur in the field. Data collection is done by observation, interview, and documentation techniques. The researcher used triangulation techniques and sources to check the validity of the research data. Data analysis in this study uses four components consisting of data collection, data reduction, data presentation, and conclusion drawing. The results of this study indicate that the quality of public services in the Sindue District Office in Donggala Regency uses the dimensions of direct evidence (Tangibles), Realiability, Responsiviness, Assurance and Empathy along with the indicators. Of the five dimensions, there are things that have run optimally, namely responsiveness and Empathy, but there are some indicators that have not been optimal in the quality of services, namely direct evidence Tangibel in this indicator, but it is clear that the availability of facilities and infrastructure to support services still not maximal, Reliability is still constrained by the expertise of officers in this case employees who provide services that are not in accordance with the scientific qualifications possessed and Assurance has not been able to maximize services related to service publishing.

Abstract

This research aims to find out the leadership style of districkt head of Sarudu districkt of north Mamuju Regency. Data saken were primary and secondary data. The data were collected through observation, interview, and documentation. To complete the data of the research, the researcher used 6 informants. The research used theory adapted from S. Pamudji to measure the leadhership style of the district head at Sarudu district office. The research results reveal that the leadership style of the district head at the district office tends to use motivation style, Seen from the results that overal it is almost maximal but yet have not fulfilled economy needs of the employees  of the office, Besides, there is also a controlling style from the district head to his head is more dominant to situasional than autocratic.

Abstract

Tujuan Penelitian ini adalah untuk mengetahui dan menganalisa Implementasi Kebijakan Pendaftaran Tanah Sistimatis Lengkap di Kabupaten Tolitoli Provinsi Sulawesi Tengah.  Jenis Penelitian ini adalah penelitian kualitatif dengan informan yang dipilih sebanyak enam orang. Pengumpulan data menggunakan teknik pengamatan, wawancara dan dokumentasi. Teknik analisis data yang digunakan yaitu (1) Pengumpulan data (2) Reduksi Data (3) Penyajian Data (4) Verifikasi (5) Kesimpulan. Teori yang digunakan dalam peneletian ini yaitu teori Van meter dan Van Horn dalam (Subarsono, 2005), yang mengukur implementasi kebijakan dengan: (1) Standar dan Sasaran (2) Sumber Daya (3) Komunikasi (4) Kondisi sosial, ekonomi dan politik (5) Disposisi.  Berdasarkan hasil penelitian dan analisis yang dilakukan peneliti maka disimpulkan bahwa   Implementasi Kebijakan Pendaftaran  Tanah Sistimatis Lengkap di Kabupaten Tolitoli Provinsi Sulawesi Tengah belum terimplementasi secara optimal, dilihat dari faktor sumber daya yang belum memadai yaitu jumlah pegawai di kantor Pertanahan Kabupaten Tolitoli yang masih kurang serta sarana dan prasarana infrastruktur yang juga belum memadai.

Abstract

Instrumen penilaian kinerja fungsi pengawasan memperlihatkan beberapa aspek antara lain penentuan standar, ukuran pelaksanaan, perbandingan dengan realita, dan perbaikan penyimpangan. Dinas Pendidikan dan Kebudayaan Kabupaten Tolitoli merupakan lembaga yang mengawasi serta sebagai implementor dari program pemerintah yaitu bantuan operasional sekolah. Tulisan ini tentang fungsi pengawasan bantuan operasional sekolah pada dinas pendidikan dan kebudayaan kabupaten tolitoli. Menggunakan metode kualitatif, dengan teknik sumber data dan informan yakni manajer dana BOS,staf operasional, tim pengawas, kepala sekolah, dan bendahara khusus di sekolah. Penelitian ini menemukan bahwa fungsi pengawasan bantuan operasional sekolah pada dinas pendidikan dan kebudayaan kabupaten tolitoli belum berjalan secara optimal. Beberapa aspek yang belum terpenuhi secara optimal diantaranya : pertama, dari sisi standar bagi pengawasan, buku petunjuk teknis atau juknis adalah tolak ukur dalam melakukan pengawasan tapi masih banyak sekolah yang belum mengerti akan standar pengawasan menurut juknis. Kedua, dari sisi ukuran pelaksanaan yaitu sumber daya manusia sebagai pengelola pelaksanaan program belum maksimal melakukan monitoring. Ketiga, dari sisi perbandingan pelaksanaan dengan standar peneliti menemukan bahwa pengawasan dana BOS yang telah ditentukan berdasarkan juknis bisa dikatakan berat dan belum memenuhi syarat dan tidak sesuai dengan petunjuk teknis. Keempat, dari sisi mekanisme perbaikan penyimpangan kesalahan yang terjadi di sekolah-sekolah di karenakan kurangnya pemahaman tentang prosedur pembuatan LPJ, dan keberhasilan program bantuan operasional sekolah sangat tergantung pada kemampuan sumber daya yang tersedia. Penelitian ini menemukan bahwa fungsi pengawasan belum bantuan operasional sekolah di kabupaten tolitoli belum berfungsi secara baik.

Abstract

This research aims to find out the public service quality of Information in Headquarter Commander of Water and Air Police Directorate of Regional Police Department in Central Sulawesi. This was a descriptive qualitative research. Data used were primary and secondary data. Data collection was conducted through observation, interview, documentation and triangulation.  Informants were selected using purposive sampling technique. Data analysis used was adopted from Miles and Huberman model, namely data reduction, data display, and drawing conclusion. Theory used was from Parasuraman et al, consisted of five aspects, such as: 1) Tangibles, 2) Reliability, 3) Responsiveness, 4) Assurance, and Empathy. Based on the research findings, the public service quality of Information in Headquarter Commander of Water and Air Police Directorate of Regional Police Department in Central Sulawesi is not effective yet. The reason is as follow: first, tangibles aspect, which have insufficient facilities. Second is, reliability aspect, the quick response of the officers in giving service is not maximal yet because of limited personnel owned by the Regional Police Department in Central Sulawesi. Third, responsiveness aspect, that is the member of police personnel who received complaints by applicant have been good already, but the quick response in solving the complaints is not maximal yet, because the internet connection in several areas is not good. Fourth, assurance aspect, which is security assurance given by the police officers to the public is maximal already. Fifth, empathy aspect, where service given by the members of the police is not discriminative and they always provide service politely. Therefore, the researcher drawn conclusion that the public service quality of Information in Headquarter Commander of Water and Air Police Directorate of Regional Police Department in Central Sulawesi have not been maximal because of two aspects  have been fulfilled, while the other ones have not been fulfilled.

Abstract

The success of the Posyandu Operational Working Group (Pokjanal) in Sigi district from 2011 to 2018, can be said that it has not materialized as expected from the policy of the Minister of Home Affairs of the Republic of Indonesia Number.411.3 / 6124 / PMD concerning Implementation of Posyandu Pokjanal Formation in Regions. This study aims to find out why the Posyandu Operational Working Group (Pokjanal) failed in carrying out its duties and also to know the failure of the Posyandu Operational Working Group (Pokjanal) using theoretical analysis of the Public Policy Evaluation of William N. Dunn's Evaluation Model namely Effectiveness, Efficiency, Adequacy, Alignment, Responsiveness and Accuracy. The research method used is a qualitative research where researchers conduct interviews with a number of informants who are qualified in the field of implementation of the Posyandu Operational Working Group (Pokjanal). Indeed, the success of the Posyandu Operational Working Group (Pokjanal) lies in the high commitment of all cross-program and related sectors, because each region during the implementation period certainly has its own problems. And with the William N Duun model evaluation theory approach which emphasizes on 6 (six) evaluation criteria, namely; 1) Effectiveness, 2) Efficiency, 3) adequacy, 4) Alignment, 5) Resposivity, and 6) Accuracy. The results of the study indicate that the implementation of the Posyandu Operational Working Group (Pokjanal) has not been achieved because based on William N Duun's evaluation theory approach of the 6 criteria has not been fulfilled. And the conclusion of this study is the implementation the Indonesia Minister of Internal Affairs Republic of Indonesia after 7 (seven) years is not reached.

Abstract

The purpose of this study was to determine the implementation of the principles of good governance in the administration of governance in the Central Sulawesi Regional Financial and Asset Management Agency. The theory used is the principle of good governance proposed by Edralin and Whitaker (2007: 35) where there are nine indicators to measure the level of implementation of good governance in government, namely public participation, rule of law, transparency, caring for stakeholders, consensus oriented, fair, effectiveness and efficiency, accountability and strategic vision. This type of research is a Qualitative Descriptive which attempts to tell and interpret data that is pleasing to the facts, using a purposive method, data collection and discussion with a qualitative analysis approach to collecting data and materials through observation and interviews with a total of five informants. Based on the results of the study it was found that the implementation of the principles of good governance in the administration of government in the Central Sulawesi Regional Financial and Asset Management Agency in the indicators of the rule of law, consensus oriented, fair, effectiveness and efficiency, accountability, strategic vision had been running optimally. However, for indicators of transparency, concern for stakeholders, public participation has not been running optimally due to the lack of supporting facilities in order to create easy access for the public to be able to obtain various information needed from the office including budget management through certain media such as media online that is easy for the public to access either anywhere and anytime.

Abstract

Based on the Analysis of the Implementation Policy of the Location Permit for the Construction of the Special Economic Zone of the City of Palu by using a theory built by Edward III, with four {4} dimensions namely: Communication, resources, disposition, and biocratic structure, it can be concluded, that the implementation of the policy shows results that well, because four {4} dimensions have been fulfilled with the resulting performance is 65% on average, since the special economic zone was established in 2016-2021, and there are only three years left in the Palu Economic Special Zone Administrator Strategic Plan. it means that the performance of the Administrator of the Special Economic Zone of the City of Palu is very optimistic in achieving the Strategic Plan target in 2021. It is recommended that, the Administrator of the Palu Special Economic Zone, need to take strategic steps; such as having sufficient funds to make land acquisition, minimizing brokers as third parties in land acquisition, and having to set low tarif standards and the highest tarifs on permeter land prices, through regional regulations.

Abstract

The purpose of this research is to find out how the implementation of disaster management policies by the Regional Disaster Management Agency (BPBD) of Palu City after the September 28 2018 earthquake. The informants in this study were 5 people who were considered eligible. This type of research is descriptive qualitative research using knife analysis theory proposed by Edward III in analyzing policy implementation with four indicators namely Communication, Resources, Disposition, and Bureaucracy. The results of this study indicate that the handling of the earthquake by the BPBD in Palu City after the earthquake, tsunami and liquefaction September 28, 2019 has not been maximally run as it should. Factors that become obstacles are inconsistencies in the delivery of aid information such as compensation funds, stimulant funds and permanent housing different from the facts that occur in the field, then the lack of socialization by the BPBD of Palu City to the community results in minimal community understanding of independent mitigation / evacuation. On the other hand, the lack of facilities resources such as radio communication and especially heavy equipment makes the task slow and even hampered.
