Abstract

The purpose of this study was to find out the Implementation of Public Information Openness at the Public Relations Bureau and the Protocol of the Regional Secretariat of Central Sulawesi Province. The foundation of the theory used is the theory of Richard M. Steers (1985) which states that there are three factors in measuring the effectiveness of an organization, namely the achievement of goals, adaptation and integration. This type of research is Qualitative Descriptive which seeks to interpret and interpret the data that is pleasing to the facts, using purposive methods, data analysis and discussion with a qualitative analysis approach to collecting data and materials through observation and interviews with 6 informants. Based on the results of the discussion that the Effectiveness of Public Information Disclosure on the Public Relations Bureau and Protocol of the Central Sulawesi Provincial Secretariat has been running optimally in order to improve socialization activities at the District / City level regarding public information disclosure. However, the capacity of Human Resources still needs to be improved considering the use of technological developments in the Globalization Era which is increasingly sophisticated and efficient.

Abstract

The purpose of this study was to determine the evaluation of the implementation of the School Operational Assistance Program (Bos) at State 2 Madrasah Aliyah in Palu City. The foundation of the theory used is William N. Dunn (2003) which states that there are six factors in evaluating the implementation of the program, namely effectiveness, efficiency, adequacy, alignment, responsiveness, and accuracy. This type of research is Qualitative Descriptive which seeks to interpret and interpret data that is pleasing to the facts, using purposive methods, data cursing and discussion with a qualitative analysis approach to collecting data and materials through observation and interviews with the number of 5 informants. Based on the results of the discussion that the Evaluation of the Implementation of the School Operational Assistance Program (BOS) at the State 2 Madrasah Aliyah in City of Palu for effectiveness, efficiency, alignment, responsiveness, and accuracy has been running optimally. However, for the adequacy factor it has not run optimally because the BOS budget is considered to be insufficient or insufficient to finance all school operational costs in order to improve the quality of education services to the community.

Abstract

The purpose of this study was to find out and analyze the implementation of the policy of measuring land parcels at The Palu City Land Office. This research is a qualitative method research with four informants selected. Data collection using observation, interview and documentation techniques. Data analysis techniques used are (1) Data Collection (2) Data Reduction (3) Data Pretentation (4) Data Verivication (5) Conclusion. Theory used in this study are Van Meter dan Van Horn theory that’s on (Subarsono, 2005), that’s theory measures policy implementation with: (1) Standards and targets (2) Resource (3) Comunication (4) Characteristics of implementing agents (5) Social, economic and political conditions (6) Disposition. Based on the results of research and analysis conducted by researchers, it can be concluded that the implementation of a land measurement measurement policy has not gone well. That’s can be described as follows: (1) The implementation of the policy of measuring land parcels in The Palu City Land Office is seen from the standard factors and the policy objectives have been going well. (2) The implementation of the Land Measuring policy at the Palu City Land Office as seen from the Resource factor has not gone well, this can be seen from inadequate facilities and infrastructure and the number of employees who are still lacking in the Palu City Land Office. (3) The implementation of the Land Measurements policy at the Palu City Land Office in terms of merit factors, characteristics, socio-economic and political conditions and disposition factors has not gone well, this can be seen from the inadequate facilities provided and supported by interviews with informants conducted at the research sites.

Abstract

The National Narcotics Agency of Central Sulawesi province with the task of preventing, eradicating, misusing and illicit drug trafficking needs to be addressed throughout the society, addressing this, it is expected that all elements of society will cooperate in prevention, eradication and illicit drug trafficking, so that the vision of the National Narcotics Agency of Central Sulawesi province will be realized to realize the Central Sulawesi net of narcotics in 2017. The objective of this research is to find out the performance of National Narcotics Agency of Central Sulawesi province had not been run effectively and efficiently which was reviewed based on Dwiyanto's organizational performance theory model using variables: 1). Productivity, 2). Quality of Service, 3). Responsibility, 4). Responsiveness, 5). Accountability. The type of research used was qualitatively with the number of informants was 5 people selected by purposive sampling. The data were collected through observation, interview and documentation by analyzing the results of all interviews. The results of the research show that the performance of National Narcotics Agency of Central Sulawesi province has not been fully optimized. Seen from the five performance criteria refers to Dwiyanto, the criteria that run well were productivity, quality of service, responsibility, and accountability. While the criteria is not optimal on the performance of National Narcotics Agency of Central Sulawesi province is responsiveness there are some obstacles faced by the rehabilitation sector where there are still rehabilitation institutions that have been given reinforcement but have not yet operated, while for the target number of abusers, victims of abuse and narcotics addicts who undergo post-rehabilitation services have not yet proceeded properly.

Abstract

The research aims to analyze the implementation of the State Civil Apparatus Discipline Policy at Regional Secretariat General Bureau of Central Sulawesi Province. The main theory as the reference in this research was adopted from George C. Edward III with four dimensions, namely communication, resources, disposition, and bureaucratic structure. The research method used a descriptive qualitative approach. The research setting was located at Regional Secretariat General Bureau of Central Sulawesi Province with five informants. Data were gathered through interview, observation, and documentation. Data analysis was done using several stages such as data reduction, data display, drawing conclusion and verification. The research findings reveal that the implementation of  the State Civil Apparatus Discipline Policy at Regional Secretariat General Bureau of Central Sulawesi Province have not run well because three cut of four dimensions do not run as expected. The dimensions are communication, mainly socialization aspect is not maximal yet; then, resources which human resources still lack in quantity, funding, facilities showing results that do not support the implementation of the policy. The third aspect is disposition where support and attitude of the implementer covering honesty, democratic and commitment have been run by the implementer but still not maximal, so it is ineffective yet while bureaucratic structure namely main duty and function are already clear so no fragmentation and be flexible.

Abstract

The purpose of this study was to determine the Secretariat Performance of the Regional Revenue Agency of Central Sulawesi Province in the Provision of Additional Employee Income (TPP). The foundation of the theory used is the Theory of Agus Dwiyanto (2006) which states that there are four factors in evaluating performance, namely productivity, service quality, responsiveness, responsibility, and accountability. This type of research is Qualitative Descriptive which seeks to interpret and interpret data that is pleasing to the facts, using purposive methods, data cursing and discussion with a qualitative analysis approach to collecting data and materials through observation and interviews with the number of 6 informants. Based on the results of the discussion that the Secretariat Performance of the Regional Revenue of Central Sulawesi Province for Productivity, Service Quality, and Responsiveness has been maximized in the Provision of Additional Employee Income (TPP). However, for responsibility and accountability it has not run optimally in the Provision of Additional Employee Income (TPP) in the Regional Revenue Agency of Central Sulawesi Province due to the discipline of employees who have not gone well.

Abstract

This research aims to find out how the participative Approach of village fund management in Bambaira village district. The research used a descriptive qualitative type. The data used were primary and secondary data. The data were gathered using observation, interview and documentation. The data analysis used was from Miles and Huberman model consistingof data reduction, data display, and drawing conclusion. The theory used Ericson theory coverting three aspects, namely: participastion in planning, participation in implementation, and participation in managing village fund in Bambaira district find many problems if it is seen from the stage of planning, that very dominant or more active during village fund management discussion is the village officials, the members of village consultative board and public figures considered have influential. Meanwhile most of the villagers do not really active in playing role on the planning stage because they did not get the invitation to the discussion, so the making decision time does not represent the aspiration of the villagers in general. Furtheremore, the villagers have lack awarenessof the development of the village. This indication is seen on the policy implementation of the village fund management, begin from the planning process to the final implementation which almost done by the village government only. Village communities who should act as a determinant of village development tend to be only spectators in every development in the village. In addition, there is still a low awareness of the village community to maintain the existing infrastructure, due to a lack of public understanding of the importance of maintaining development infrastructure/program. Based on the description above, it can be concluded that community participation in village fund management is still very low and far from what was expected.

Abstract

This study aims to find out and describe the High School Teacher Promotion Improvement Assessment Service at the Education and Culture Office of Central Sulawesi Province. The usefulness of this research is theoretical and practical. In the Literature Review explains the Concept of Service Quality, Public Services, Teacher Paradigm, Status and Position of Teachers, Requirements for making a Teacher, Tasks and Functions of Teachers, Teacher's Rights and Obligations, Teacher's Credit Numbers. Thinking of the theory of Zeithml, Parasuraman and Berry which includes Tangibles, Reability, Responsiveness, Assruance and Empathy. Research with qualitative methods, Research Locations in the Education and Culture Office of Central Sulawesi Province, Research Time for three months, Informants are ASN elements (State Civil Apparatus relating to Research), Operational definitions of concepts namely, Tangibles or direct evidence related to facilities and Infrastructure that is still lacking due to earthquake damage and Reability or reliability indicators related to the problem of discipline of existing employees does not arrive on time, while the Responseviness, Assurance and Empathy Indicators are good enough. Thus, it can be concluded that the quality of service promotion for teachers at the Central Sulawesi Proinsi Education and Culture Office is good.

Abstract

The study aims at finding out and analyzing the implementation of policies on ticketing management in Bora Hot Spring, the tourism object of Sigi Regency. The main theory as the reference of this study is the Implementation of Policy by Edward III who looks at policy implementation focusing on  4 aspects, those are; (1) the aspect of communication, (2) the aspect of resources, (3) the aspect of disposition  and (4) the aspects of bureaucratic structure. The research method uses a qualitative descriptive approach. The location of this study is located in Bora Hot Springs, the tourism object of Sigi Regency involving 7 selected purposevely informers. Data collection is conducted using Interactive model by Miles and Huberman. Based on the results of the study, the implementation of ticket management policies on the Bora Hot Springs Tourism object is still not optimal. It could be seen from the 4 aspects in measuring the policy implementation by Edward III, there one aspect that wa still inadequate, namely the aspect of human resources, where it was inadequate in terms of quality aspect, it was seen from the existence of personal interests by some people that did not impose to ticket payment, regarding to facilities and infrastructure resources in which need to be improved, as well as the budgetary resources that still need to be incrased so that ticket management for Bora Hot Springs can be managed optimally.

Abstract

The purpose of this study was to determine the Quality of Service for Making Deed of Death at the Population and Civil Registration Office of the City of Palu. The theoretical foundation used is Parasuraman and Berry (1990) to see the quality of service using indicators of tangibles, reliability, assurance, and empathy. This type of research is Qualitative Descriptive which seeks to describe and pour data that is pleasing to the facts, using purposive methods, data cursing and discussion with the type of qualitative research. Meanwhile, discussing data and materials through observation and interviews with 6 (six) informants.Based on the results of research that shows the Quality of Service for Making Deed of Death in the Population and Civil Registration Office of the City of Palu has not run optimally. This is due to the five indicators, namely Reliability, Responsiveness, and Guarantees have been running optimally. However, two indicators namely Tangibles and Empathy have not run optimally because the level of service satisfaction is very unsatisfactory or inappropriate for the community, as well as Physical Appearance for facilities and infrastructure provided by the Palu City Population and Civil Registration Service in Central Sulawesi. and does not meet service standards in terms of providing special and special rooms in the process of providing services, as well as the dimensions of Empathy that are in the process of providing services
