<![CDATA[The need for innovation in public sector is an urgent thing because of various dynamics of public problems that appears and demands for a quick solution. One of the problems that frequently appeared in the management of village government was related to the undisciplined village financial management system. Therefore, the government of Banyuwangi Regency released an innovative program named Electronic Village Budgeting (EVB). Electronic Village Budgeting (EVB) is a system of information technology application that is based on a website about village financial management. The result of the study showed that village financial management at first was conducted manually but at the present time it has become an online-based system using an integrated application. Finally, it is expected to be able to minimalize the village budget misuse by applying this application.]]>

<![CDATA[This paper examines the real description about the effect of implementation family program expectation since 2007 until 2014 in Probolinggo District. Poverty data came from Central Bureau of Statistics (data treated from Indonesian Socio-Economic Survey 2007) also some statistical report. Qualitative approach used for knowing is all the poor receiving the donation. Analysis shows there are not suitable data because referring to old data from Central Bureau of Statistics. Therefore it effects to uneven donation receiver. This paper conclude that donation distribution finding many obstacle caused place for distribution of funds located at capital district, so that difficult to reach it. ]]>

<![CDATA[Local government needs innovation to solve public problems, one of them is investment climate. The problems related to investment climate include no security and weak rule of law, lack of infrastructure, las well as ong and complicated bureaucracy. Lamongan Regency is trying to create innovative programs to solve investment problems. Those innovations include Regional Regulation No. 2 of 2015 and Regent Decree number 23 of 2015, proactive service, fast service package, SMS Gateway, facilitation of land acquisition and gathering with investors. Through these various innovations, Lamongan government was awarded as East Java Investment Award 2015 from the Governor of East Java, with first honors for the category of investment performance.]]>

<![CDATA[Food security is still a problem that is difficult to be solved. This paper discusses the efforts of the Department of Agriculture of Blitar Regency to achieve food security through the Food Security Enhancement Program. The study was conducted using descriptive qualitative approach using the policy implementation theory by M.S.Grindle. The results showed that in terms of both policy content and context of implementation supports the implementation of the Food Security Enhancement Program conveniently. But the successful of the implementation of this program only support food security in the aspect of availability alone. This means that in order to achieve intact food security, it can not only be done in terms of availability alone but it needed the development synergy of the three subsystem of food security, namely availability, access and utilization of food.]]>

One of the problems that occur in the maintenance of office equipment is sometimes if the goods are in a separate location, so that the monitoring process becomes difficult. Similarly, in the Faculty of Computer Science Brawijaya University, data collection is still done manually. The results of this research that there are several factors at issue in the handling of the speed of improvement of infrastructure in Filkom is a Maintenance Process Goods and Infrastructure, Systems and Technology At present, the computer is not there DBMS technology. <![CDATA[This paper examines the relationship of good governance and management planning iron sand mine in Kulon Progo. Planning iron sand mining management in Kulon Progo views of the role of the main elements in the perspective of good governance, that the role of the private sector in this matter PT. JMI is more dominant. The role of PT. JMI management planning iron sand mine in Kulon Progo include: (a) general investigation such as engineering studies, economic studies and environmental studies (including social); (b) Exploration iron sand mine; (c) Construction mine;(d) mining; (e) processing, processing and refining; (f) Transportation; (g) Sales; and (h) reclamation. The governments role in planning the management of iron sand mining in Kulon Progo include: (a) permits; (b) Environmental Feasibility; and (c) Supervision. The role of the community in planning the management of iron sand mining in Kulon Progo very small only as a transmitter suggestions and opinions on the EIA.]]>

<![CDATA[BPJS-Kesehatan Policy as a top-down policy, Puskesmas position as the spearhead of health services, especially in Puskesmas Kepanjen Malang District. Issues that exist in this research is how the pattern of discretion occurs and how its impact on BPJS-Kesehatan policy implementation in the Puskesmas Kepanjen. Discretion occur at managerial levels, the changing patterns of communication and coordination by the Office of BPJS-Kesehatan, Public Health Service of Malang Regency and Puskesmas Kepanjen. There are several steps that can be taken to overcome such discretion. First the capitation system changes; strengthening and centralizing the BPJS-Kesehatan database; and the regulations that health centers can manage a budget independently.]]>

<![CDATA[This paper describes and analyzes the implementation of delegated authority to the Head of the county Sidoarjo Regent and Implementation Strategy. Data obtained from all stakeholders discussion group delegated authority to the Head of the Regent and the report documents the results of Monitoring and Evaluation of the Implementation Delegation of Authority to the Head of Regents from 2011 to 2015. Based on the analysis of this study concluded that the implementation of the Delegation of Authority Sidoarjo regent to the county district head has not run optimally it is seen from the four factors correspond Policy Implementation Model by George Edward III, Resource, Disposition, Bureaucratic Structure and communication has not been optimally applied. And Implementation Strategies to Head Delegation of Authority Regent in Sidoarjo has not been made or not there is both a substantive and institutionalization.]]>

<![CDATA[Tourism in regional development has aim to solve the poverty and gap between rural and urban area. This research aim identified tourism development program in the regional in three scope are destination development, marketing and institutional program. Infrastructure still dominated the destination development program and less awareness in sustainable atraction development. Marketing development is trap with the regular planning year on year and not apply modern approach yet on marketing strategy. Institutional development growing the community institution but not effective enough because of lack on human resoursces quality and quantity, lack of accesibility, less in infrastructure and budgete problem. Development model for tourism development model in Pekalongan Regency is community based tourism approach.]]>
