Abstract

The aim of this study is to formulate a model for developing marine tourism by empowering the potentials of the Mandeh tourism area community. This is because the community involvement in tourism development is still low and still at the level of independent participation. With a community-based approach the community's sense of belonging is expected. This study uses a qualitative descriptive approach to get detail picture of the experiences of individuals in the development of community-based marine tourism. The determination of informants was obtained by purposive sampling techniques, such as the government and tourism stakeholders, tourists and the coastal communities of the Mandeh tourism area. In order to obtain valid data basedon reality, data triangulation is used, while data analysis techniques used is interactive analysis. The results of this study indicate that the Mandeh region has potential resources that can be developed by empowering the community as implementing actors. The recommended alternative model for developing marine tourism uses the empowerment of community approach and emphasizes full involvement of the community in the process of developing marine tourism, such as diving, swimming, crossing the islands using speedboad transport services, and inviting tourists to see coral reef in the sea.

Abstract

West Sumatra is one of the biggest rice producing regions in Indonesia. One of these areas is located in Solok Regency, but this is inversely proportional to the economic conditions of the community. There are still many who live below the poverty line. We can find this in Nagari Sungai Janiah, where in this area the community, especially women, work as paddy pangirai. The work is occupied by women because they have no other work and there is no agricultural land to be cultivated. The women in Nagari Sungai Janiah change their functions as paddy pangirai, they no longer find work as day laborers. This happens because of the large number of land use changes. In addition, farmers prefer to work their own farmland. The socio-economic life of rice suppliers is still far from feasible, they need funds for children's schooling, daily expenses. There is competition among paddy pengirai this happens because they are racing to get much paddy.

Abstract

Education is very important in life and it can support the future. Everyone has the right to education, both formal and informal, as well as scavenger children. Based on field data, we can see that many scavenger drop out of school because they cannot afford to pay for their children's education. Although there are some scavengers who go to school, only elementary and then do not continue to a higher level. The purpose of this study is to describe the experiences of scavengers who drop out of school at the level of formal education. The approach used in this study is a qualitative approach and the type of research is descriptive because to describe the data in the field, the informants in this study were scavengers and data croschecks conducted interviews with parents and the school. Data were collected by means of in-depth interviews with informants, and documentation, data were analyzed by means of an interactive model of Mathew Milles And Huberman. The results of this study Some of the scavenging children had unfavorable experiences when they were on school benches and there were also some scavenging children who had a pleasant experience for them. Experiences that are felt to be not good for scavengers like when they are in school they get actions ostracized.

Abstract

This article aims to analyze Taiwan's government accountability for fishermen who are working in the waters of Nanfangao, Taiwan. Jeremy Bentham through his book "Introduction to the morals and legislation" states that legal duty is nurturing goodness and preventing evil, so the law should provide benefits or usability for the crowd (to serve Utili TY). The community as a basic component can sue the government if in other cases raises losses on the management of public facilities and infrastructure. It also relates to the Taiwan government's liability for legal protection, for which the state's responsibility has been regulated in the SCL (State Compensation Law) or the Taiwan State Compensation Act. As for that would be a case study of bridge collapse which is one of the disability management of state-owned public facilities that cause harm to the community in Taiwan. That article 2 SCL describes the country or Government of Taiwan shall be liable for any form of loss, property damage and loss of life arising from the management of the state's public facilities. This is a real example of the application of Taiwan's accountability to public services as a form of legal protection to the public. The concept of the responsibility in Indonesia is governed by article 1365 BW, that personal accountability is caused by individual events and legal acts. Abstract

The use and utilization of forests by most people who live on the edge of the forest is something that has been done for generations. One of the forests managed by the community is Gunung Leco Forest in Nagari Desa Baru, Pasaman Regency. However, this utilization cannot be carried out continuously because of the changing status of the forest from community forest to protected forest. This study aims to describe the form of social movements of farmer groups on the determination of forests into protected forests. This study uses qualitative research, data collection is done by in-depth interviews, observation and study of documents. The results showed that the farmer groups are still processing forests into oil palm plantations. They made a defensive effort by uprooting protected forest crossings sign which is installed inthe forest, organizing the gardening period, cutting down the oil palm they had planted. To date no agreement has yet been reached to resolve this conflict.
