Abstract

Abstract: The key to the success of a school is hugely influenced by the quality of supervision. Supervisors’ capacity is one of the determining factors in the quality improvement of education. This study describes the school supervisors’ capacity building strategies at Technical Implementing Unit of Education Office (UPTD) - II in the Sub-district of Simeulue Barat-Alafan, Simeulue. This is a descriptive research using qualitative approach. Data ware gathered using observation, interviews, and documentation techniques. The subject of this study are Head of UPTD, Supervisor Coordinator, and Head of division for program development at the local education office. The results of the research show that (1) the capacity building program is written by the head of program development division before new academic year starts (June - July) with the following activities: material selection, methods, INSTRUMENs, and stages for supervisor recruitment plan, information sessions on the implementation of academic and managerial supervision, supervisors’ participation in trainings, continuing education, and documented competition for best performing supervisors. (2) Some efforts have been made for school supervisors’ capacity building,including direct coaching which is in collaboration withthe Education Office and KORWASDA (Local Supervisor Coordinator), selection of school supervisor candidates in line with existing regulations, inviting supervisors to participate in various training and workshops, providing opportunities for further study, and giving awards to supervisors with best performance. (3) Evaluation of the success of school supervisor capacity building program has not acquired a valid INSTRUMEN. Assessment is conducted based on merely subjective and very abstract evaluation and prediction. (4) Some challenges and obstacles experienced include limited human resources from the instructors’ part, and limited opportunity for training.Keywords: Strategy, Interest, and School SupervisorAbstrak: Kunci keberhasilan suatu sekolah sangat dipengaruhi oleh kualitas supervisi pendidikan. Kompetensi pengawas merupakan salah satu faktor peningkatan mutu pendidikan. Penelitian ini mendeskripsikan strategi peningkatan kompetensi pengawas sekolah pada Unit Pelaksana Tugas Dinas (UPTD)-II Pendidikan di Kecamatan Simeulue Barat-Alafan Kabupaten Simeulue. Penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif, teknik pengumpulan data dilakukan melalui observasi, wawancara, dan dokumentasi. Subjek penelitian adalah Kepala UPTD, Koordinator Pengawas Sekolah, dan Kabid. Bina Program. Hasil penelitian menunjukkan bahwa: (1) Program peningkatan kompetensi pengawas sekolah disusun oleh Kabid. Bina Program yang dilaksanakan  sebelum ajaran baru bulan Juni sampai dengan bulan Juli dengan kegiatan program diantaranya: penentuan materi, metode, INSTRUMEN, dan tahapan untuk rencana kegiatan rekruitmen pengawas sekolah, memberikan pemahaman kepada pengawas mengenai tatacara pelaksanaan supervisi akademik maupun manajerial, mengikutsertakan pengawas mengikuti pelatihan/penataran, pendidikan lanjut, lomba pengawas sekolah berprestasi terdokumentasi. (2) Implementasi peningkatan kompetensi pengawas sekolah yang telah dilakukan antara lain melakukan pembinaan langsung bekerja sama dengan Dinas Pendidikan dan KORWASDA, melakukan seleksi calon pengawas sekolah sesuai dengan peraturan yang berlaku, mengikutsertakan pengawas dalam berbagai kegiatan pelatihan/penataran dan workshop. (3) Evaluasi keberhasilan peningkatan kompetensi pengawas sekolah belum memiliki INSTRUMEN keberhasilan yang valid. Penilaian keberhasilan program hanya dilaksanakan berdasarkan perkiraan yang sangat abstrak. (4) Kendala yang dialami dalam upaya peningkatan kompetensi pengawas sekolah antara lain keterbatasan biaya, terbatasnya sumber daya manusia pelatih/instruktur, serta terbatasnya peluang pelatihan/penataran.Kata Kunci: Strategi, Kompetensi, dan Pengawas Sekolah

Abstract

Abstract: School organizational culture is one of the factors that influences school management system in improving the performance of teachers. The study was aimed at determining the pattern of coaching discipline, perception, and motivation as part of organizational culture, behavior in carrying out school culture, and the inhibiting factors that appear in improving the teachers’ performance. This study used a descriptive method with qualitative approach. The techniques of data collection were conducted through observation, interview, and documentation. The subjects of the study were principals, teachers and school administrative staff. The study was conductedatLaboratory Senior High School (SMA Laboratorium) of Syiah Kuala University and SMA Negeri 4 of Banda Aceh. The result showed that: (1) the patterns of coaching discipline at both schools have been conducted in accordance with existing regulation. Coaching discipline was done persuasively through supervision, guidance, and direction, and giving the appropriate punishment based on the infraction level. (2) The ways of giving motivation at both schools have been run effectively, but there were no certificate, bonuses and salaries when teachers and staff carried out the tasks assigned properly. (3) The behavior relationships between school staff of both schools were implemented in formal and informal interactions, and it ran well. The work relationshipswere established through cooperation, transparency, caring, mutual respect, and the school activities that enhanced the solidarity among the school staff. (4) The barriers of both schools in improving the performance were the teachers did not have good habit of discipline.Keywords: School Organizational Culture, and Teachers’ PerformanceAbstrak: Budaya organisasi sekolah merupakan salah satu faktor yang mempengaruhi sistem manajemen sekolah dalam upaya meningkatkan kinerja guru. Tujuan penelitian ini adalah untuk mengetahui pola pembinaan disiplin, persepsi dan pemberian motivasi sebagai bagian dari budaya organisasi, perilaku dalam melaksanakan budaya sekolah, dan faktor-faktor penghambat yang muncul dalam upaya meningkatkan kinerja guru. Penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data dilakukan melalui observasi, wawancara, dan studi dokumentasi. Subjek penelitian adalah kepala sekolah, dewan guru, dan pegawai administrasi sekolah. Lokasi penelitian adalah SMA Laboratorium Unsyiah dan SMA Negeri 4 Kota Banda Aceh. Hasil penelitian menunjukkan: (1) Pola pembinaan disiplin pada kedua SMA tersebut telah dijalankan sesuai dengan peraturan yang ada. Pembinaan disiplin dilakukan dengan pendekatan persuasif, lewat pengawasan, membimbing dan memberi pengarahan, dan pemberian sanksi sesuai tingkat pelanggaran. (2) Cara pemberian motivasi pada kedua SMA tersebut telah berjalan dengan efektif, namun tidak ada pemberian sertifikat, bonus, dan honor apabila para guru dan personil sekolah menjalankan tugas yang dibebankan dengan baik. (3) Hubungan perilaku antara personil sekolah di kedua SMA tersebut dilaksanakan dalam bentuk interaksi formal dan informal, serta berjalan dengan kondusif. Hubungan kerja terjalin lewat budaya kerja sama, budaya transparansi, budaya kepedulian, budaya saling menghargai, dan kegiatan-kegiatan sekolah yang meningkatkan solidaritas para personil sekolah. (4) Hambatan yang ditemukan pada kedua SMA tersebut dalam meningkatkan kinerja adalah budaya disiplin kerja yang belum maksimal diperlihatkan oleh para guru.Kata kunci: Budaya Organisasi Sekolah dan Kinerja Guru

Abstract

Abstract: The industrial internship program is one of the methods to implement vocational education and training, especially at vocational high schools by integrating learning activities at schools into a direct experience in enterprises and industries, which represents the real working environment. The objective of this study was to have an overview of management, implementation, and inhibiting factors in the industrial internship program at Light Vehicle Engineering Department, State Vocational High School 2 in Banda Aceh. The method used in this research was a descriptive method with a qualitative approach. The data were collected by using observation, interview and documentation studies. The subjects in this research were the school principal, vice principal for public relation, and head of the department, teachers who were assigned to supervise the students, and representatives from enterprises and industries. The research results showed that: (1) The industrial internship program was designed by adjusting planning activities with school vision and missions, school organizational structure, and committee assigned to implement the program in accordance with their responsibilities; (2) In addition, the research results showed that the industrial internship program was divided into several structured and systematic stages; (3) The research results also showed that the supervisory activities were direct and indirect considering the nature of the program; and (4) Furthermore, it was revealed that the implementation of industrial internship program was not optimum, and the facilities available at the Light Vehicle Engineering Department, State Vocational High School 2 in Banda Aceh were not as sophisticated as those in enterprises and industries.Keywords: Management, Implementation, Inhibiting Factors, Industrial Internship ProgramAbstrak: Praktik Kerja Industri merupakan suatu cara menyelenggarakan pendidikan dan pelatihan kejuruan khususnya pada Sekolah Menengah Kejuruan dengan memadukan kegiatan belajar di sekolah dan kegiatan belajar melalui bekerja langsung pada DU/DI dengan keadaan sesungguhnya yang relevan di dunia kerja atau dunia industri. Penelitian ini bertujuan untuk mendapatkan gambaran tentang pengelolaan, pelaksanaan dan hambatan Praktik Kerja Industri pada jurusan Teknik Kendaraan Ringan di SMK Negeri 2 Banda Aceh. Penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data dilakukan dengan observasi, wawancara, dan studi dokumentasi. Subjek dalam penelitian ini adalah Kepala Sekolah, Waka Humas, Ketua Jurusan, Guru Pembimbing dan pihak DU/DI. Hasil penelitian menunjukkan bahwa: (1) Penyusunan program praktik kerja industri dilakukan melalui perencanaan dengan menyelaraskan kegiatan perencanaan dengan visi misi sekolah serta struktur organisasi dan pelaksana program prakerin sesuai dengan tugas dan tanggung jawab; (2) Pelaksanaan program Praktik Kerja Industri dilaksanakan dalam berbagai tahapan yang terstruktur dan sistematis; (3) Kegiatan pengawasan dilakukakan secara langsung dan tidak langsung sesuai dengan program kerja; dan (4) Hambatan yang dirasakan dari pihak internal dan eksternal sekolah dalam pengelolaan Praktik Kerja Industri masih kurang optimal dan dari segi fasilitas praktik khususnya jurusan Teknik kendaraan Ringan di SMK Negeri 2 Banda Aceh dirasakan kurang mengimbangi teknologi yang ada di DU/DI saat ini.Kata Kunci: Pengelolaan, Pelaksanaan, Hambatan, Praktik Kerja Industri

Abstract

Abstract: Academic management has a very important role in improving the academic services. Through planning, an effective and efficient academic implementation and monitoring will create a productive work system. The purpose of this study was to determine the academic planning, academic Implementation, monitoring and obstacles in the implementation of academic at the Faculty of teacher Training and Education. The method used was descriptive method with qualitative approach. The techniques of data collection used in this study were documentation, observation, and interviews. The Subjects for this study were Dean, Vice Dean for Academic Affairs, and Head of Administration of the Faculty, Head of Academic Affairs of Faculty and Staff of Academic Affairs of study programs, lecturers and students in the faculty. The results showed that: (1) Academic Planning was implemented by using button up pattern, academic activities was based on academic needs in the Faculty of teacher Training and Education of Jabal Ghafur University of Sigli. The Academic planning activities was started before the beginning of the year, and the preparation of the academic planning for one and another year did not all at once, as well as involve all those who were responsible for the academic. (2) The academic implementation has generally been carried out effectively and efficiently, the implementation of the academic done were management academic personnel resources, time management, facilities and infrastructure management and student services, but in the process of implementation still had many obstacles because of the availability of support facilities, the ability of academic staff as well as the availability of personnel. (3) The Supervision is carried out internal and external, this is to ensure the least accomplished academic planning, and is based on the results of monitoring there are several factors and constraints in the implementation of academic planning, namely internal and external factors.Keywords: Academic Management and Colleges Abstrak: Manajemen akademik memiliki peranan yang sangat penting dalam meningkatkan layanan akademik. Melalui perencanaan, pelaksanaan dan pengawasan akademik yang efektif  dan efisien akan menghasilkan sistem kerja yang produktif. Tujuan penelitian ini untuk mengetahui Perencanaan akademik, pelaksanaan akademik, pengawasan akademik dan kendala-kendala dalam pelaksanaan akademik Fakultas Keguruan dan Ilmu Pendidikan Universitas Jabal Ghafur Sigli. Metode penelitian yang digunakan adalah metode deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data yang digunakan dalam penelitian ini ialah: wawancara, observasi, dan dokumentasi. Subjek penelitian terdiri atas Dekan, Pembantu Dekan Bidang Akademik, Kepala Tata Usaha Fakultas. Kepala SBAK Fakultas, Staf SBAK Jurusan, Dosen dan mahasiswa di fakultas tersebut. Hasil penelitian menunjukkan bahwa: (1) Perencanaan akademik dilaksanakan dengan menggunakan pola button up, kegiatan akademik disusun berdasarkan kebutuhan, kegiatan perencanaan dimulai dari awal tahun, dan penyusunan perencanaan untuk satu tahun dan tahun berikutnya dilakukan tidak sekaligus, serta melibatkan semua personil yang bertanggungjawab terhadap bidang akademik. (2) Pelaksanaan akademik, secara umum telah dilaksanakan melalui pengelolaan sumber daya akademik, pengelolaan waktu, pengelolaan sarana dan pengelolaan pelayanan mahasiswa, namun dalam proses pelaksanaannya masih ada berbagai kendala, karena ketersediaan fasilitas pendukung, kemampuan staf akademik serta ketersediaan personalia yang mengelola masih relatif kurang. (3) Pengawasan yang dilaksanakan secara internal dan eksternal, hal ini untuk memastikan terlaksana tidaknya perencanaan akademik, dan berdasarkan hasil pengawasan ada beberapa faktor kendala dalam pelaksanaan dan perencanaan akademik yaitu faktor internal dan eksternal.Kata Kunci: Manajemen Akademik dan Perguruan Tinggi

Abstract

Abstrak: Supervisi pendidikan merupakan upaya pembinaan kepala sekolah kepada guru, dan guru bimbingan konseling di sekolah dalam rangka meningkatkan kualitas proses belajar mengajar di sekolah. Tujuan penelitian ini  untuk mengetahui 1) Proses penyusunan program supervisi kepala sekolah dalam meningkatkan kompetensi profesional guru bimbingan konseling, 2) Pelaksanaan program supervisi pendidikan oleh kepala sekolah dalam meningkatkan kompetensi profesional guru bimbingan konseling, dan 3) Tindak lanjut kepala sekolah dalam pelaksanaan supervisi pendidikan untuk meningkatkan kompetensi profesional guru bimbingan konseling. Penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data adalah observasi, wawancara dan dokumentasi. Subjek penelitian adalah kepala sekolah, wakil kepala sekolah dan guru bimbingan konseling. Hasil penelitiannya menunjukan bahwa: 1) Program supervisi kepala SMP Negeri 8 Banda Aceh disusun di awal semester setiap tahun ajaran dengan mengikutsertakan wakil kepala sekolah, guru bimbingan konseling, serta guru bidang studi. Program supervisi mencakup kegiatan pembinaan dan bimbingan profesional guru serta pelatihan bagi guru yang disesuaikan dengan bidangnya. 2) Pelaksanaan supervisi kepala SMP Negeri 8 Banda Aceh mengikuti program yang telah disusun, teknik yang digunakan adalah melalui rapat guru, observasi kelas dan percakapan pribadi. Khusus untuk teknik observasi kelas sudah menggunakan panduan observasi, namun kuantitas pada pelaksanaannya belum maksimal. 3) Tindak lanjut pelaksanaan supervisi kepala SMP Negeri 8 Banda Aceh  diobservasikan melalui pembicaraan individual, pemberian saran, pembinaan, serta membimbing guru bimbingan konseling dengan fokus untuk pelaksanaan kegiatan yang lebih baik, namun kepala sekolah tidak sepenuhnya memahami program bimbingan konseling. Kata Kunci: Supervisi Pendidikan, Kepala Sekolah dan Bimbingan KonselingAbstract: Education supervision constitutes efforts made by school principals on teachers, counsellors, and other educational staff at school in order to improve the quality of teaching and learning. The purpose of this study was to find out 1) the process of supervision planning development of the school principal to improve the professionalism of school counsellors, 2) the implementation of education supervision program by the school principal to improve the professionalism of school counsellors, 3) the follow up by the school principal in the implementation of education supervision to improve the professionalism of school counsellors. This is a descriptive study using qualitative approach. Data were collected through observation, interviews and documentation. The subjects of the research were the school principal, the vice principals, and the school counsellors. The results of the research show that 1) supervision program for teachers was developed at the beginning of the semester involving vice principals, school counsellors, and other subject teachers. 2) The implementation of the supervision followed the plan that had been developed. The supervision techniques include teachers’ meeting, classroom observation, and one-on-one conversation. There was observation guide during classroom observation, however, it was not fully used because sometimes during the supervision school counsellors were not in classrooms for health reason, or on other school related agenda. 3) The follow up of supervision was done by giving feedback to the observed school counsellors through one-on-one conversation with the focus of a better activity implementation.Keywords: Education Supervision, School Principal, and School Counseling

The purpose of this study to determine the performance of teachers of Islamic education in improving the quality of learning, including: (1) the ability; (2) discipline; and (3) the constraints that it faces. This study used a qualitative approach with descriptive methods. Data was collected through: interviews, observation and documentation. The subjects are: Head of School, Islamic Education Teachers and Supervisors in Vocational School District 1 Nagan Raya. The research found that: (1) The ability of Islamic Education teachers in planning lessons, including: preparing a syllabus and lesson plans, annual and semi-annual program, determine the effective time, and determine the criteria for determining the completeness Minimal as the benchmark grade. While the ability to carry out the study, include: open learning, mastering of teaching materials, classroom management, use of media, methods and learning resources, and close the learning. Furthermore, the ability to assess learning, namely: assessment plan, formulate instruments, conducting the assessment, check and report the results of the assessment; (2) Disciplinary Islamic Education teachers in learning, namely: present and teach on time, comply with all the rules and regulations of the school, foster a culture of shame when breaking the rules, and develop learning tools based on the syllabus; and (3) Barriers faced in improving teaching abilities are: difficulty in making up the learning plan, and usually just copy and paste from teachers and other schools, while in disciplining yourself often arriving late to school and it was difficult to manage the class well, so that an atmosphere of class so noisy. It is expected that the principal in order to reactivate the Consultative forum Subject Teachers and teachers engage in training activities, so the ability, discipline, and barriers to learning can be overcome.Keywords: Teacher Performance and Quality of LearningAbstrak: Guru merupakan salah satu faktor penting untuk meningkatkan mutu pembelajaran. Tujuan penelitian ini untuk mengetahui kinerja guru PAI dalam meningkatan mutu pembelajaran, meliputi: (1) kemampuan; (2) kedisiplinan; dan (3) hambatan yang dihadapinya. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Teknik pengumpulan data dilakukan melalui: wawancara, observasi, dan studi dokumentasi. Subjek penelitian adalah: Kepala Sekolah, Guru PAI dan Pengawas di SMK Negeri 1 Nagan Raya. Hasil penelitian ditemukan bahwa: (1) Kemampuan guru PAI dalam merencanakan pembelajaran, di antaranya: menyusun silabus dan RPP, program tahunan dan semesteran, menentukan waktu efektif, dan menentukan KKM sebagai patokan penentuan kenaikan kelas. Sedangkan kemampuan dalam melaksanakan pembelajaran, meliputi: membuka pembelajaran, menguasai bahan ajar, pengelolaan kelas, menggunakan media, metode dan sumber belajar, dan menutup pembelajaran. Selanjutnya, kemampuan dalam menilai pembelajaran yaitu: merencanakan penilaian, merumuskan instrumen, melaksanakan penilaian, memeriksa dan melaporkan hasil penilaian; (2) Kedisiplinan guru PAI dalam pembelajaran, yaitu: hadir dan mengajar tepat waktu, mematuhi segala peraturan dan tata tertib sekolah, menumbuhkan budaya malu bila melanggar peraturan, dan menyusun perangkat pembelajaran dengan berpedoman pada silabus; dan (3) Hambatan yang dihadapi dalam meningkatkan kemampuan mengajarnya yaitu: kesulitan dalam penyusun perencanaan pembelajaran, dan biasanya hanya copy paste dari guru dan sekolah lain, sedangkan dalam mendisiplinkan diri sering terlambat hadir ke sekolah dan sulit mengelola kelas dengan baik, sehingga menimbulkan suasana kelas jadi ribut. Diharapkan kepada kepala sekolah supaya dapat mengaktifkan kembali forum MGMP dan mengikutsertakan guru dalam kegiatan pelatihan, sehingga kemampuan, kedisiplinan, dan hambatan dalam pembelajaran dapat diatasinya.Kata Kunci: Kinerja Guru dan Mutu Pembelajaran

Abstract

Abstract: The principal leadership style is one of the determining factors of teachers’ discipline. The principal is required to utilize and solve all the school problem together, so the leadership can influence others to achieve the goals set. This research was aimed at finding out: (1) the style of principal leadership in improving the discipline of teachers, (2) the constraints faced by principal in improving the discipline of teachers of MAN Pegasing, in Aceh Tengah regency. This research used descriptive method with qualitative approach. The techniques of data collection were conducted through observation, interview, and documentation. The research subjects were principal and teachers of MAN Pegasing, in Aceh Tengah regency. The data were analyzed using data reduction, data display, and conclusion techniques. The result showed that: (1) the principal of MAN Pegasing in Aceh Tengah regency used authoritarian and democratic leadership style in improving the discipline of teachers. (2) the principal of MAN Pegasing in Aceh Tengah regency had obstacle in improving the discipline of teachers at school. It could be seen from the poor work ethos of teachers, teachers lived far from school, teachers had different background of education, so the teachers did not understand the administration well, both teacher and classroom administrations. It is expected that the principal give motivation and guidance related to discipline, commitment, ability, and responsibility of teachers effectively and efficiently in order to improve discipline of teachers at school.Keywords: Style of Leadership and Teacher Discipline Abstrak: Gaya kepemimpinan kepala sekolah merupakan salah satu faktor penentu kedisiplinan guru. Kepala sekolah dituntut dapat memanfaatkan dan mengatasi bersama-sama semua persoalan yang terjadi di sekolah, dengan demikian kepemimpinan dapat mempengaruhi orang lain untuk mencapai tujuan yang di inginkan. Tujuan penelitian ini untuk mengetahui tentang: (1) Gaya kepemimpinan kepala sekolah dalam meningkatan kedisiplinan guru, (2) hambatan-hambatan yang dihadapi kepala sekolah dalam meningkatkan kedisiplinan guru di MAN Pegasing Kabupaten Aceh Tengah. Penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif. Data yang dikumpulkan melalui pedoman observasi, pedoman wawancara, dan dokumentasi. Subjek dalam penelitian ini adalah kepala sekolah dan guru MAN Pegasing Kabupaten Aceh Tengah. Teknik analisis data dalam penelitian ini dengan menggunakan reduksi data, display data dan menarik kesimpulan. Hasil penelitian ini menunjukkan bahwa: (1) gaya kepala MAN Pegasing Kabupaten Aceh Tengah dalam meningkatkan kedisiplinan guru, adalah dengan gaya otoriter dan demokratis (2) kepala sekolah MAN Pegasing Kabupaten Aceh Tengah memiliki hambatan dalam meningkatkan kedisiplinan guru di sekolah. Hal ini bisa dilihat dari etos kerja guru yang masih lemah, guru berdomisili jauh dari sekolah, latar belakang pendidikan berbeda, sehingga kurang menguasai administrasi, baik administrasi guru maupun administrasi kelas. Diharapkan kepada kepala sekolah supaya dapat memberikan dorongan dan arahan dalam kinerjanya tentang disiplin guru, komitmen guru, kemampuan guru dan tanggung jawab guru secara efektif dan efisien untuk meningkatkan kedisiplinan guru di sekolah.Kata Kunci: Gaya Kepemimpinan dan  Kedisiplinan Guru

Abstract

Abstract: The management of public relations is an important factor in improving the quality of education at schools. The management of public relations is to establish a relationship with the community in order to get support in improving the quality of education, e.g., the quality of the learning process, student learning outcomes, and the community itself. The purpose of this study was to obtain an idea and know how program, implementation, and obstacles of public relation management between school and community in improving the quality of education at SMPN 13 of Banda Aceh. This study used a qualitative approach. The techniques of collecting data were done through observation, interviews, and documentation. The subjects in this study school were principal, vice- principal of Public Relation Affairs, School Committee, and community leaders. The results showed that: (1) the school-community relations program has been designed by rejuvenating of the board of the school committee, regular meetings at the beginning of each school semester by involving all school stakeholders, fostering transparency in the management of the school; (2) The implementation of the management of the school-community relations (Public Relations) were to empower the activities of the school committee, require parents of the students to pick up report cards by themselves, inform progress and derogation of students to parents and school committee, provide information about the state of school to school committees and communities and celebrate religious holy days; (3) The obstacles faced in the implementation of public relations management were that some parents still did not yet have a high awareness of contributing to improve the quality of education at schools and would not come if there were parents and committee meetings, as well as other school activities. Keywords: management, relationship between the school and the communityAbstrak: Manajemen kehumasan merupakan faktor penting dalam upaya peningkatan mutu pendidikan di sekolah. Manajemen kehumasan untuk menjalin hubungan dengan masyarakat, guna mendapat dukungan dalam peningkatan mutu pendidikan. Baik peningkatan kualitas proses pembelajaran, kualitas hasil belajar siswa, dan kualitas masyarakat itu sendiri. Penelitian ini bertujuan untuk mendapat gambaran dan mengetahui bagaimana program, pelaksanaan, dan hambatan manajemen hubungan sekolah dan masyarakat dalam meningkatan mutu pendidikan pada SMP Negeri 13 Banda Aceh. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Teknik pengumpulan data dengan observasi, wawancara, dan dokumentasi. Subjek dalam penelitian ini Kepala sekolah, Wakil kepala sekolah bidang Humas, Komite sekolah, dan tokoh masyarakat. Hasil penelitian menunjukkan bahwa: (1) Program hubungan sekolah dan masyarakat telah dirancang meliputi: pemilihan pengurus komite sekolah, rapat rutin sekolah tiap awal semester dengan melibatkan seluruh stakeholder sekolah, menumbuhkan transparansi pengelolaan sekolah;. (2) Pelaksanaan manajemen hubungan sekolah dan masyarakat (humas) meliputi kegiatan pemberdayaan komite sekolah, mewajibkan orang tua mengambil rapor anak sendiri, mengimformasikan kemajuan dan kemunduran siswa kepada orang tua dan komite sekolah, penyediaan informasi tentang keadaan sekolah kepada komite sekolah dan masyarakat serta memperingati hari-hari besar keagamaan; (3) Hambatan yang dihadapi dalam pelaksanaan manajemen humas, masih ada sebahagian orang tua siswa belum memiliki kesadaran yang tinggi untuk ikut serta meningkatkan mutu pendidikan di sekolah dengan tidak mau hadir saat ada pemanggilan orang tua dan rapat komite, serta kegiatan sekolah lainnya.Kata kunci : manajemen, hubungan sekolah, dan masyarakat
