Abstract

Selama ini teori keadilan dalam tradisi filsafat politik banyak didominasi oleh teori kontrak sosial (social contract). Keadilan dalam pandangan ini dilihat sebagai hasil dari kesepakatan yang dibuat bersama demi mencapai keuntungan semua pihak, serta meninggalkan apa yang disebut Thomas Hobbes sebagai “the state of nature” dan menyerahkan sepenuhnya pada hukum.

Abstract

This research explains the relationship between development cooperation and foreign assistance mechanism. Structural adjustment programs (SAP) required to developing countries for the sake of foreign aid tends to transform into global norm –good governance. Legitimate governance aimed to run accountability, transparency, responsiveness, equity and inclusive, effectiveness and efficiency, rule of law, participatory and consensusoriented. Good governance is realized to strategic partnership of Provincial Government of Yogyakarta and the German Government in the area of administrative reform in 2008. It describes the norm empowerment and elite learning mechanism of good governance at the international structure, domestic-Indonesia, and local-Yogyakarta.

Abstract

This paper aims to describe how a weak state can become a threat to the security of other countries, using Colombia as a case study. Colombia showed a weak state characteristic as seen from the lack of control and the existence of government, military capabilities are limited, dysfunctional judicial system and weak law enforcement, as well as a weak tax collection system. The condition was successfully exploited by drug trafficking organizations to operate as well as deploy a security threat not only for the internal region of Colombia, but also for other nations. The existence of Colombia as a weak state and successfully exploited by drug trafficking organizations causing security threats such as terrorism, weapons proliferation and environmental degradation.

Abstract

Coinciding with the celebration of 80 years of Sumpah Pemuda 1928, this paper offers a feminist close reading of the “teach yourself Indonesian” self-learning language material. “Teach yourself Indonesian” offers for the English speaking world, ways to learn bahasa Indonesian, but it also offers ways to “discover” Indonesia and Indonesians. The close reading provided in this paper draws from the perspective that concepts, ideas and norms are constituted through reiteration in everyday social practices, such through repetition of the sixteen learning units of the “teach yourself Indonesian”. This paper aims to illustrate from the readings of the learning units, who are the “normalized” students of Indonesian language, and who, on the other hand, Indonesians and Indonesia with whom the students will interact, with a particular focus on constructs and boundaries of gender norms. Paper also briefly reflects the “forgotten” events of May 1998, that form an important part of the authors process of learning Indonesia(n).

Abstract

Since 2010, number of political uprisings took place in the Arab countries which so called The Arab Spring (at-Thawrât al-‘Arabiyyah). The fall of regimes such as in Tunis, Egypt, and Libya, following the massive resistance of people was actually reflect the crisis of legitimacy and the weakness of authority of many political leaders in the region. Moreover, the loyalty of many people in the Arab countries to their leaders was also problematic decision when it has to deal with their primordial affiliations such as ashabiyah, wathanniyah, qaummiyah and ummah. The Arab Spring is a very important political movement which taught us lessons that both leadership and national character building are unfinished and will never be end as a process. This phenomenon also emphasized the importance of political system to be adaptive to the dynamic of domestic political situation and international atmosphere as well. The failure to adapt towards such conditions will causes to the fall of the ruling power.

Abstract

This article elaborates that a pluralist English School perspective offers a number of possibilities that are useful in analysing SEA. Its prime contribution is to help locate the middle ground that is often missing from theoretical debates. Thus, it can bridge parallel discourses, whether they be realist and constructivist, or realist and liberal. It can also provide a socially oriented understanding of the role of great powers – an understanding that provides a much more subtle interpretation of what Indonesia offers the region, and the challenges it faces there.

Understanding world history will lead to understand world life today. World politics or international relations experiences many periodical momentums along the centuries, from barbarian to institutionalized system in Westphalia Treaty, with a lot of historical facts such as colonialism, world wars and cold war. The further period is from Westphalian system to post Westphalian system, where international societies have changed dramatically. This article will explore the new world system nowadays, and the responds of local actors in transnational relations.

Abstract

ASEAN Community 2015 still needs many preparations for its implementation. Southeast Asian peoples should prepare their change of mind to view their regional organization. The epistemic community had significant roles to creating network and work together inside their fields and make spillover effect to public. ASEAN Moslem Community is one of the ideas which can support the community on 2015. This organization is not only establishing a network for cooperation, but also it will contribute for conflict resolution in this region relate with moslem issues. This community will play roles as one of multitrack diplomacy for conflict resolution. As Non Governmental organization, this community will have flexible on its activities and relatively can be accepted by the people. But, it should to consider as a neutral community in some conflict or it will lose its credibility.

Abstract

Political reform in 1998 Indonesia brought an inclusive participation to all people. One of its significant outcomes was the establishment of women quota that tried to accommodate women’s aspirations in Indonesian democratic system, particularly in the parliament. This policy had been legalized in the constitution article 65 UU 12 2003 about General Election of the House of Representative which then finalized in 2008. However, this quota mechanism has many barriers in its implementation such as from Mahkamah Konstitusi that decided to change the instrument for elected candidate which based not on the consecutive number, so the quota system was complicated to put into practice. This article tries to explain why the performance of women quota was ineffective. To address the problems, analysis of this article based on feminist perspective with critical discourse of analysis (CDA). The study will be conducted on three levels namely normative level, institutional level, and practical level.

Abstract

Kurdistan tribe is the name of the ethnic unity occupying some countries in Middle East region, mainly Iraq, Iran, and Turkey. The existence of the Kurdistan tribe, with different ethnic from the majority, is always viewed as the region problem and treated discriminatively. Thus, the Kurdistan community always makes movement, even always does rebellion, for the sake of fighting their political right. This writing explains the existence and the form of the political movements of the Kurdistan, in the three main countries above, in fighting their political right, either autonomy or independence demand, even though the dreams of the Kurdistan movement is difficult to be brought into reality.
