Abstract

This paper examines the debate in the wake of the 2007 flood in Jakarta, the biggest one to occur in the city’s history. By analyzing textual sources both online and in the archives as well as interviews with several actors in the debate, I demonstrate that a new socio-political condition in Indonesia facilitated a vibrant discourse in the wake of a so-called “natural disaster.” In a democratizing society such as Indonesia, state actors no longer monopolized the social production of a “risk object” or a source of danger or harm. I show that the Indonesian public, who participated in the debate, shaped “networks of risk objects” either by “emplacing” a risk object (i.e. defining an entity as an object and linking it to a potential harm) or by “displacing” it (i.e. challenging the existence of a risk object or delinking it from a putative danger) (Hilgartner, 1992). These non-state actors managed to insert themselves into a sphere once dominated by the technocrats, in large part because the press was no longer controlled by the state. In doing so, they exposed the messiness and vulnerability of the city’s water management system. The “risk objects” they identified to run the whole gamut of entities that make up the entire Jakarta’s water management socio-technical system, which includes water technologies, laws, practices, institutions, conditions, policies, and the environment.

Abstract

In 2007, the Central Java Province Government started the implementation of agropolitan program in some regencies with agriculture sector potentialities. The program promoted Suthomadansih Agropolitan Area establishment in Karanganyar Regency. One of the leading commodities from Suthomadansih was carrot. Carrot was considered in the program through infrastructure provision and community development programs. The objectives of the research are to investigate the value chain of carrot commodity in Suthomadansih, and to analyze how the implementation of the agropolitan program is likely to support its value chain. In doing so, there are three indicators that will be identified: the development of supporting infrastructure, agribusiness system, and human resource (Iqbal & Iwan, 2009). Both qualitative and quantitative analyses applied in the study with the performance table of the implementation of the agropolitan program and value chain analysis as the analytical tool. Referred to the value chain analysis of carrot commodity in Suthomadansih, some agropolitan-related development programs from the local government were conducted from the upstream to downstream flows of carrot commodity. However, some programs failed to support the value chain of carrot so that its improvement could not be optimized including Agribusiness Sub Terminal, Worta Cluster, Vitmaka, and Farm Road Improvement Program. The implementation of the agropolitan program was not sustainable because of the absence of the local government budget support. The program was only implemented for three years (2007-2009) so that there were no significant effects of the program on the agricultural sector, especially for carrot commodity.

Abstract

The existence of Pelabuhan Perikanan Pantai Tegalsari (PPP Tegalsari) or Tegalsari Fishing Harbor (TFH) is closely linked to the local livelihood where the job opportunities available to the local residents in pursuit of better living standards. However, there are economic disparities between the workers and business owners so that income inequality remains a critical issue here. This study aims to explore the activities in TFH and their influences on the workers' welfare. This study applies both quantitative and qualitative approaches. The former is applied for identifying the leading sectors and their impacts on the worker's welfare, and the latter is to explaining their activities comprehensively. The findings demonstrate that there are four main activities in TFH: services, trade, fishing enterprises, and supporting activities. The service activities are the leading sector with a score of 16. Meanwhile, the highest influencing activity which contributes to the workers' welfare is service activities with a score of 435. The study concludes that the activities in the TFH positively correlate to their income level which in turn contributes to their welfare improvement. Therefore, the government is recommended to providing greater service supports and the associated activities in order to create more equitable opportunities for all sectors. As for the business owners and private sectors, they are encouraged to pay more attention to their workers’ welfare from which the local economy could be accelerated.

Abstract

The purpose of this research is to evaluate marketing efficiency by using structure, behavior, and market performance approaches of the purseseine catch in Ambon city. The data collected from the purse seine owners and fish traders cover the market integration and price transmission elasticity. The analysis of market structure and behavior are used to depicting the market performance occurred in the fish market of Ambon city. The results show that (1) market integration is absent due to oligopsony practice; (2) market behavior varies where the retailers immediately increase the fish price if the market price is sharply increasing, and they are reluctant to reduce the price if the fish price is decreasing; (3) for each market location, the number of retailersis fewer than the producers, the barriers to entry for both the producers and retailers is absent; and the fresh marketed fish has a similar quality except under the condition where the abundant fish stored in the cold storage for the next day trading.

Abstract

Facilitation and stimulation on the environmentally friendly waste management with the Triple-R community-based pattern deal with the problems of limited infrastructure and the lack of incentive and disincentive mechanisms. The waste management organized by the communities actually has developed even though the scope and scale of service remain low. This research applies descriptive and qualitative approaches in nature by using both primary and secondary data collection. The data analysis refers to the relevant waste regulations. The concluding inferences are drawn deductively. The results show that the participatory approach implementation is useful to enabling the local community in conducting self-identification, analysis, and mapping of the actual problems, potentials, threats, and obstacles related to waste management; hence, they could find the appropriate solutions.In fact, they are able to conduct self-organizing practice through collective actions necessary to waste problem solving, which have already been manifested in their higher awareness on responding the waste problems for the sake of mutual interests.
