Abstract

Plaosan distric is one of the Magetan regency where its economic activities supported by agricultural activities. The leading agricultural sector is horticulture. But there are problems that indicate the agricultural sector is not maximized in the improvement of the local economy in the Plaosan district. BPS note’s shown the District Plaosan among 18 (eighteen) districts in Magetan has the number of poor people (pre-prosperous) the second largest after the Panekan District, and there is an increasing trend of poor people from 2008 till 2011 with an average of 1.5% per year. This study aims to determine the regional development of agriculture-based on horticultural subsector in Plaosan district using quantitative descriptive with three analysis. First, analysis of the characteristics and potential of the area. Second, the analysis of the factors driving and inhibiting. Third, analysis of the effect of horticultural farming activities for improving the welfare of farmers and their contribution in the development of the region in Plaosan district. The results of this study are as follows: First, the availability of agricultural land, labor, still very potential to be developed. Second, agricultural activities have not yet had significant impact on the welfare of farmers which shown by indicators of Farmers Exchange / NTP average in Plaosan district is 100.96. This figure is far from the average exchange rate of the national horticultural farmers agricultural sector that is equal to 109.34. Third, the most influential factor affecting the results of the exchange rate of farmers is the availability of local materials and equipment, which still have not been fulfilled. Horticulture sector in the Plaosan district can be developed as the driving force of the economic society as well as being the leading sectors that encourage development in the Plaosan. Therefore, we need an effort to increase the exchange rate of farmers and horticulture performance optimization through: (1) improvement of upstream agricultural sub-sector, in this case related to the provision of seeds, fertilizers, and drugs. (2) Improvement of support subsector associated to generating activities and providing necessary services such as marketing, irrigation, transportation, research development, extension and consultancy.

Abstract

Small cities have strategic role in the contect of regional development. The role of those cities is tightly related to the concept of growth pole and the theory of center place by Christaller. Generally, the role of small cities in village development has 3 basic roles, namely as the center of retail, employment and service (Bajracharya: 2000, Mathur: 1982). But, in the case of urban system, the role of city is identified more from the scale of urban service each cities. Small city can grow as regional service core and the rest can be as local service. Management is a serial of process, habbit, policy, rule and institution which affects direction, management, and control in an enterprise or corporation.  Government, as a local high institution, acts as a primer actor in small city management. Nevertheless, the existence of private and community unconsciously has an important role in the success of small city management. Waste problem is one of many sectors that are noticed in effort of city adaptation to achieve a resilient city.  The act number 18 IX chapter 28 verse (1) defines about community role in waste management which is conducted by government or local government. Ambarawa sub district is a market city which lies on a triangle-circle among Semarang, Solo, and Jogjakarta. Ambarawa is facing a problem which is the form and role of community that is less optimal in city management, such as city waste management.  The purpose of this research is to find out how private and community act in city waste management, particularly in the small cities of central java with case study in Kupang Kidul, Ambarawa City. There are 2 objectives which are to identify who the actor in waste management in Ambarawa and to analyze how the actor acts in waste management in Ambarawa City. This research uses mixed method both quantitative and qualitative. Then, it will be used the methodology of study case as a primary research strategy. Data collection will be carried out by field observation, private and community interview, questionnaire, and document from secondary survey. Beside, analysis technique uses descriptive statistic, with quantitative and qualitative descriptive and scoring analysis. Observation result from this research is that waste management in Kupang Kidul has involved community and private. Nevertheless, private role is scarce so that community has difficulty and problem in waste managemen, especially in case of providing funds. Besides that, there is still a small number of private which considers that waste in the site needs to be managed well. Private sector is still involved individually.

Abstract

Klaster Batik Laweyan is one of the cluster experienced significant growth as indicated by the existence of institutional innovations in it. This is evident from the condition of the business in the previous Laweyan dim currently being developed due to the formation Forum Pengembangan Kampoeng Batik Laweyan the container in cluster development. This study raises the question "How do innovation institutions affect to the development of Klaster Batik Laweyan?". To answer this research question, the research approach used was qualitative descriptive survey method. This method was chosen because it can explore deeper into the information needed to answer the research objectives. Data was collected through interviews and field observations. The analysis was done by descriptive qualitative analysis method to the analysis stage changes Batik Laweyan Cluster and institutional innovation analysis. The results showed the influence of institutional innovation in the development of Batik Laweyan Cluster. This is indicated by the growing sense of comfort and trust in the new social ties between members of a cluster, among others, the receipt or agreement on common goals Forum Pengembangan Klaster Batik Laweyan (FPKBL) as an order or a new norm in institutional management Batik Laweyan. It was influential in the development of clusters as indicated by the increase in the capacity of members to collaborate, innovate business and increased efforts in Laweyan supporting emerging businesses. As well as the growing cluster networking externally with travel agencies and tourism, academic, private sector, NGOs and the government.

Abstract

In 2010 a large flash flood happened in the region of Beringin watershed in Semarang. After the disaster, The Government of Semarang City with the community ran the program namely Flood Early Warning System (FEWS) conducted in the area of Beringin watershed. One of priority actions is strengthening for disaster preparedness. This research aims to describe the change of preparedness efforts that occurs after running the program. The research uses a qualitative approach. A method of sampling is purposive sampling. The technique of data analysis use descriptive qualitative analysis. The results of research show that the change occurring in understanding disaster preparedness efforts, mobilization of resources, flash flood early warning system and preparedness planning. Disaster understanding changes in sources of information on the aspect of knowledge, and the aspect of the act of disaster mitigation paradigm. On the preparedness efforts related to the mobilization of resources, the change happens on aspect of the availability of the disaster team, command procedures, the role of institutional aspects, the aspect of the institutional structure, the aspect of communication and coordination of the scheme, the agreement the use of tools and management of communication to the outside and in the region.

Abstract

Doloksanggul as the Capital District of Humbang Hasundutan also as the center economic growth until now has not had a terminal infrastructure. The result appears terminal shadows that make the city crowded and poor quality of public transport services, so that the internal and external connectivity hub disrupted economic growth. While the terminal as one element of ground transportation can lead to multiple economic effects (multiplier effect) to the local and regional economy, so it has a very strategic role in supporting economic growth centers. This study aims to determine the location of the terminal is capable of supporting Doloksanggul as the center of economic growth in the District Humbang Hasundutan through assessment criteria used. To achieve the research objectives used a qualitative-descriptive and quantitative-descriptive approach which is using purposive sampling techniques, by restricting the respondent only directly related to the problem, namely regulators, operators and users (passengers). The analytical method used is the method of Analytic Hierarchy Process (AHP), because it is a flexible method of decision-making by combining a variety of considerations to obtain multi-criteria problem solving. The formulated criteria are the easies of accessibility to enter and from the terminal location, the availability of transportation networks, the ultimate destination of public transport track AKAP/AKDP, adjacent to the central market, located in the city center. The alternatives terminal location are located in the Bonanionan village, the Pasaribu village and the Simangaronsang village. Based on the results of the analysis found that the best location is the Bonanionan village with value of 0.6022 (60.22%) followed the Pasaribu village with value of 0.3073 (30.73%) and the last is the Simangaronsang village with value of 0.0905 (9.05%).

Abstract

Eco-efficiency is suitable to be applied on batik production cluster, because it can synergize economic and environmental aspects. Application of eco-efficiency will lead to competitiveness, environmental sustainability, and quality of life better. Batik Laweyan cluster is a cluster that not only has great potential in regional economic development but also potentially pollute the environment. Application of eco-efficiency in an industrial cluster can be seen from the value chain that occurs. Eco-efficiency also cannot be applied without the aid of relevant stakeholders and cluster activities such as collective efficiency.

Abstract

The increasing and the development society of Semarang city which aim to the suburb  of Semarang (peri-urban area)  give occasion to land needs in the edge area has increased. Sub-district Gunungpati is one of suburb which consists of the area of peri-urban of Semarang city goes to the area of development of Semarang city. The land conversion specifically of agriculture causes the change of social economic condition of society. It is possible to change the means of livelihood of the society from farmer going to non-farmer, or even going to jobless. If it runs continuously, it may threaten the persistence of peri-urban society livelihood specifically the farmer itself. Therefore, the purpose of the study is to identify the development of agriculture land conversion being the non-agriculture (built up area) and to analysis socio-economics condition of society relate to agriculture land conversion. Based on the result of the study, the agriculture land conversion is happened progressively on areas development such as the area of city center nearby, education area and corridor which goes to the entrance to sub-district Gunungpati. The wide land conversion of  the agricultural area has became constructed area in the subdistrict over 16 years (1994-2010) for rice fields around 384.40 ha, and for dry fields around 414.41 ha. The agriculture land conversion has changed the social economic condition of society. The farmers who lose their rice field have decreased income. It is caused by the level of education and skills of them are still low, so that way, they cannot access formal job. Besides that, because the lose of agriculture area, now they are looking for their economy differently. The existence of different economic activity, and the entry of new comer in their area create the relationship between them are faded.

Abstract

This paper examines the debate in the wake of the 2007 flood in Jakarta, the biggest one to occur in the city’s history. By analyzing textual sources both online and in the archives as well as interviews with several actors in the debate, I demonstrate that a new socio-political condition in Indonesia facilitated a vibrant discourse in the wake of a so-called “natural disaster.” In a democratizing society such as Indonesia, state actors no longer monopolized the social production of a “risk object” or a source of danger or harm. I show that the Indonesian public, who participated in the debate, shaped “networks of risk objects” either by “emplacing” a risk object (i.e. defining an entity as an object and linking it to a potential harm) or by “displacing” it (i.e. challenging the existence of a risk object or delinking it from a putative danger) (Hilgartner, 1992). These non-state actors managed to insert themselves into a sphere once dominated by the technocrats, in large part because the press was no longer controlled by the state. In doing so, they exposed the messiness and vulnerability of the city’s water management system. The “risk objects” they identified to run the whole gamut of entities that make up the entire Jakarta’s water management socio-technical system, which includes water technologies, laws, practices, institutions, conditions, policies, and the environment.

Abstract

Climate change has become one of the global issues which affect various aspects of life, such as a rise in sea levels that results in flood and tidal flood. Adaptation measures need to be done in order to overcome the susceptibilities. It will be more efficient and effective if the adaptation measures are conducted communally through community development. However, the limited access and resources make people difficult to adapt. Therefore, the intervention of other stakeholders is needed in order to create access and to mobilize society in the community development. Unlike developed countries, society participation in developing countries still needs to be mobilized through the intervention of some stakeholders. Every stakeholder has different task, function, and responsibility so that they can complete each other. The stakeholders which are involved in community development come from three sectors, that are government, non-governmental institutions, and society in the community itself. In doing their role, the stakeholders may not work properly. The role dysfunction will have negative effects on the sustainability of the formed community. One of the examples is the establishment of housing saving group in Panjang Baru district, Pekalongan. In its process, the role dysfunction occurs. It results in the stagnant community development which weakens socio-economic resilience of the society built through the development of that housing saving group.

Abstract

Bukittinggi city is one of the city located in the province of West Sumatra .  Although it does not have the potential of natural resources that can be exploited , Bukittinggi has another potential, which is a beautiful natural conditions, the air is cool, has a historic heritage places, and is located in a strategic position potentially make this city as tourists visiting the area.  Because of the potential of the tourism sector serve as a leading sector in the city of Bukittinggi, which is expected to be the main driver of the city economy.  This research was conducted with input-output analysis approach , to examine how the influence of the tourism sector and linkages with other sectors of the economy of the town of Bukittinggi.  Moreover it will be seen also how the spatial effect of the tourism sector on the pattern and structure of urban space Bukittinggi. The influence of the tourism sector to the economy of Bukittinggi shows the role of the tourism sector to the total demand is 40.86% when grouped into the business field of agriculture and mining sector, industrial sector, tourism sector and the service sector. Linkages with other sectors of the tourism sector seen from the spread of the power index and the degree of sensitivity, all sectors related to tourism activities have spread of power index > 1.  But the degree of sensitivity index > 1 only occurs in large & retail trade sector and the transport, while the hotel secto , restaurants and entertainment and recreation has index < 1.  Multiplier effect of all relevant sectors of tourism activities have a relatively large effect on both the output multiplier effects, household income and employment.  Application of financial input scenarios, showing the influence of the tourism sector on the economy will be larger Bukittinggi if allocated greater financial inputs to the sectors of tourism, both in the form of government spending and investment spending.  The existence of attractions around the city center has affected the structure of the city, where the activity and tourism-related businesses keen to be located closer to attractions.  However, the pattern of urban development to the east, north and south of the city is more influenced by the presence of the road network.
