Abstract

Tulisan bertujuan untuk memberi pemahaman kepada pemerintah agar dalam membangun orang Papua haruslah menggunakan pendekatan budaya dari pada menggunakan pendekatan keamanan yang tidak akan menyelesaikan masalah sosialnya. Orang Papua terdiri dari 254 suku bangsa yang mendiami 4 zona ekologis, yaitu : (1) zona rawa, pantai dan sepanjang aliran sungai; (2) zona dataran tinggi; (3) zona kaki gunung dan lembah-lembah kecil; dan (4) zona dataran rendah, pesisir dan kepulauan. Orang Papua tersebar mendiami 4 zona tersbut, sehingga untuk membangun mereka tidak bisa menyamaratakan mereka karena karekteristikan budaya mereka berbeda sesuai dengan zona yang mereka diami. Dikemukakan pula beberapa kasus pembangunan yang gagal akibat dari pembangunan yang sifatnya top down sehingga bertentangan dengan karakteristik budaya mereka yang telah dibangun sejak nenek moyang mereka. Melalui tulisan ini, pendekatan budaya disarankan harus digunakan sebagai media pembangunan paling penting untuk suatu perubahan. Kata Kunci : Pendekatan Budaya, Orang Papua

Abstract

Researches on leadership are constantly increasing. In particular, in modern leadership, which is the leadership of the humanistic approach, have been widely discussed, especially in a country that facing many social problems. In the reform era, bureaucratic organization, in this case are the government agencies, are required to improve its performance. Nevertheless, the researches that focus on bureaucratic organization (government) are still limited and tend to employ traditional leadership perspectives. This study examines the influence of spiritual leadership and personal value to the discipline and performance of employees in Sarmi County-Papua. The findings will give directions to the local government in managing better and credible public services. Abstract

The meaning of The Phsycological test in this paper is a set of test instruments to measure various aspects of phsycological usual, suchas intelligence, interest, personality, and so the others have been treated so that it has sufficient validity and rehabilitation or quite high and usually already in standarsize. From the phsycological test mean, we can see the two are important, namely the validity and rehabilitation. The meaning of validity is statue or correspondence between the measurement results with what you want in the measure, while rehabilitationis constancy in the measurement.

Abstract

The current research aimed to study, analyze and find out (1) the sffect of profile, institution, fund, economy, andpolicy on forest and land rehabilitation productivity; (2) the effect of forest and land productivity and use on community income, work force absorption, community forest value added; (3) community perception on use of forest and land rehabilitation in Yahukimo Regency. The population of this research was all the people who were residents of the regency, 680 community groups who had received funds for rehabilitation of their critical lands, and with the 5% (0.005) probability of significance, the minimal sample taken was 250 respondents. The data was analyzed to answer the problems and to prove the hypotheses by using descriptive analysis and SEM (Structural Equation Mode). The result os the study showed that: (1) The five variables: profile, institution, funds, economy, and policy which were tested to find out their effect on the forest and land rehabilitation productivity in Yahukimo Regency had positive and significant effect on forest and land productivity in Yahukimo Regency. When it was ranked according to their effect institution, policy, profile gave considerable effect while funding variable gave little effect; (2) the three indicators of usage tested (increase, income, work force absorption and value added increase) that were tested for their use concerning forest and land rehabilitation productivity gave positive and significant effect; (3) the community showed positive perception on the use of forest and land rehabilitation in Yahukimo Regency as been by 3 (Three) indicators of use. Abstract

Introduction : Citizens Charter indicates the rights and services available to the public, service procedures, forms available services and community obligations that must be met (Haque, 2005). Objective : This paper seeks to examine the prospects and challenges of implementation of Citizens Charter as a public service innovation in Jayapura subdistrict health center. Method of approach : the scope of this paper started in 2000 until today, especially with regard to the implementation of public service experience of the health sector and implementation of Citizens Charter in Indonesia and based on secondary sources of information, and using a combination of descriptive and analytical methods. Study Results : This paper shows that despite the bureaucratic reform, especially public services have stepped into the right direction, the impact has so far been less than expected. Despite some reforms and improvements they have made in the provision of services, the public continues to suffer from bureaucratic inefficiency, corruption and a host of other problems, so it shows the gap between the rhetoric and reality of public management reform in Indonesia. It is expected to be the opportunities and challenges for scholars interested in public management (Citizens Charter)-either in academics or policy makers, especially in the implementation in Jayapura . Conclusions : Implementation of the Citizens Charter will efficiently and effectively if attention to some factors : campaigns and dissemination of all stakeholders should be designed and carried out innovative, effective and sustainable to obtain a change of attitude and cultural wisdom ; involve staff in each formulation and implementation ; must have a mechanism structured on monitoringand evaluation, and preferably through an independent agent. Abstract

Center for Social Studies Activities which is known as PKBM, Indonesian abbreviated for Pusat Kegiatan Belajar Masyarakat (Center for Social Studies Activities) has the relevant meaning with the Social Empowering System regulated in 12th Constitution 1995 about The Socialization (UU Nomor 12 Tahun 1995 tentang Pemasyarakatan). This constitution gives a new perspective perception in Indonesian Laws Enforcement to totally change from the old system of punishment which was no civil and human right considerations to totally civil and human right considerations. In accordance with this tremendous challenge PKBM as one among some of social empowering, education, training, and development units within The Socialize Foundation of 2nd Class Merauke, Ministry of Laws and Human Right Republic of Indonesia. To see that resources linkage within the PKBM which was built since 2009 until now there are many problems connected with human resources management to manage the PKBM foundation. All ideas and programs are still directly controlled and executed by the principle alone. No team work under a system, no experience in social-organization to exist, limit superstructures and facilities make stagnancy in the PKBM’s training and education activities. No well coordination yet as no commitment of training & development, education and empowering programs processing between the The Socialize Foundation of 2nd Class Merauke, Ministry of Laws and Human Right Republic of Indonesia and the PKBM. No operational costs and annual planning and budgeting from the Socialize Foundation (Lapas) planned for PKBM. The Socialize Foundation must take advantages with the existence of PKBM as a unit of office work who can assist the commitment of training & development, education and empowering programs in the The Socialize Foundation of 2nd Class Merauke, Ministry of Laws and Human Right Republic of Indonesia. If the Socialize Foundation (Lapas) has already understood the functions of the PKBM in assisting empowering activities such as vocational training & education and also PKBM is able to open some access for getting fund or financial from central government ministries even open the social donation from companies or industries to fulfill needs of empowering human resources training & development in The Socialize Foundation of 2nd Class Merauke. We hope the good will between the two foundations will allocate the annual socialize empowering fund to help operational cost of programs. As the conclusion of problems within the Tunas Mandiri PKBM I divide cases into two road map. They are the coordination problem with the principle or manager of The Socialize Foundation of 2nd Class Merauke and the un-capable PKBM administration staff to execute their jobs descriptions professionally, in high motivations, creativities and dedications. If this two cases can be solved properly then Tunas Mandiri PKBM will be a good pilot project foundation for the nation-wide Socialize Foundation in the Ministry of Laws and Human Right Republic of Indonesia. Abstract

The processes of buildings and environments arrangement consist of development activities that are technical planning and construction, utilization, conservation, buildings and the environment demolition. Heritage area / building can be defined as the area that has connection with the past life more than 50 years, which may be buildings, settlements or other public facilities that are used collectively. The development progresses that have occurred over two decades ago are often implemented only based on economic considerations and the function of the area. The tendency is to ignore the considerations of tradition and history. The change of social and culture values happen as a global phenomenon which tend to emphasize the value of the economic benefit / financial. Revitalization undertaken by the Ministry of Public Works through the PIU Building Planning and Environment (PBL) in the Papua Traditional Settlement Region in Kampung Waisaput Distric Wamena, Jayawijaya, Papua in 2009, is an attempt to change the place to be used for a more appropriate function. The meaning of appropriate function here is the uses that do not require drastic changes, or just bring minimal impact. How the revitalization impact on the Dani socio-cultural systems will be assessed using Malinowskis theory of functionalism to understand the function of culture to human needs. And the use of the theory of traditional houses is to illustrate how the traditional house shape in one region and culture can be different. If the revitalization can increase the social and cultural value of the occupants, then what steps that need to be considered that are applicable in other activities to improve the quality of development in the traditional societies live. Therefore, this study seeks to give an idea, what the impact of government programs (in this case the traditional neighborhood revitalization by the Ministry of Public Works) to change the culture of the Dani system from the perspective of functionalism and traditional houses theory are. The study of traditional settlements equipped with description and view from architectureal theory as a foundation for the theory of residential areas revitalization in architectural research. Abstract

The tittle of research: the relationship of social information supporting by employee to the satisfaction of staying patient in RSUD in Biak Numfor (Public Hospital of Biak Regency). Objective; to analyze the positive or the significant relationship of free variable (x) from the employee to support the social information for the bound variable (y) as the variable for the satisfaction of staying patient in RSUD in Biak Numfor (Public Hospital of Biak Regency). Hypothesis of working: (H1 or Ha) based on the result, significant test by using the test result of r accounting / r empirical ≥ r table or r theory as the following calculation r accounting = 0.275 ≥ r table = 0,245, with α = 0,05, then the r accounting is significant, where the conclusion of hypothesis (H1, or Ha) is : there is a significant or benefit relationship between the social information supporting from the employee for the satisfaction of staying patient in RSUD in Biak Numfor in 2015 (Public Hospital of Biak Regency). Research Methodology : by using the approach of explanative survey, the paradigm of quantitative descriptive, the method of research survey and the method of cross sectional as the way of collecting the data, the number of research sample is 66 responders with the statistic test where the simple coefficient. key words: the social information supporting, the health employee; the completeness of information, the service, and patient’s satisfaction.

Abstract

Influence of Public Participation on Policy Implementation in the Eastern District of Sentani Empowerment Jayapura district. This study aims to: determine the level of community participation in the implementation of policies to support in the Eastern District of Sentani Jayapura district. This study took a sample of 200 respondents, sampling based on purposive sampling by category empowerment society actors in the district of East Sentani. The results showed that the implementation of the governments policy has been realized, however, there are still some obstacles that are non-technical. Society expects that the need for direct control of the government of the budgeting system in the villages through the Village Development Plan (RKPK) were prepared. The success of the implementation is influenced by several variables that became a benchmark of success, namely: community participation in planning (X1), community participation in the implementation of (X2), community participation in the use and maintenance of the results (X3), community participation in monitoring and evaluation (X4) , and community participation in the use of the opportunities of business activities (X5) and Policy Implementation Joint Product Development Program New Jayapura (Y). In implementations are positive and negative factors that can influence the course of development programs, in addition to some lack of success resulting from the application of the rules that have not been fully implemented.
