Dini Maylinda Kusumawati, 2013. Improving Student Learning Outcomes Activities In PKN Learning Materials for Human Rights (HAM) Using Model Jigsaw Classroom Exp X4 Negari 10 Banjarmasin. Supervisor (I) H. Sarbaini (II) Mariatul Kiptiah .The learning process in the classroom X4 Civics SMAN 10 Banjarmasin tend not achieve the expected results . Conditions of low activity affects the quality of student learning in the classroom . Learning that takes place in a class of students who are good looks alone were active when expressed opinion, this situation results in students who are still not familiar with the material described teachers feel embarrassed to ask and express their opinions because they feel unappreciated . Lack of democratic attitudes of students can be seen from the low motivation of democracy students in the group discussions . Students pay less attention to the teacher explaining and self-absorbed , only a few students were able to catch the teacher explained the material . This resulted in poor learning outcomes .The purpose of the study was : (1) To determine the activity of teachers in applying the Jigsaw learning model class X4 human rights materials SMAN 10 Banjarmasin (2) To raise the students in learning activities through the application of human rights materials Civics learning model SMAN 10 Jigsaw X4 class Banjarmasin (3) To improve learning outcomes of students in the subject matter of human rights in Civics class X4 SMAN 10 Banjarmasin .Data collection techniques used in action research (PTK) is the observation , documentation and test results of study conducted through several cycles , the first cycle and second cycle .The results of this study indicate (1) Teaching teachers to implement learning models Jigsaw takes place smoothly. In the first cycle of learning in teacher qualifications good enough and the second cycle has increased very well with good qualifications.(2) Activities of students has increased very well with good qualifications.(3) The learning process is applying the Jigsaw model can increase the activity of students and student learning outcomes .Based on these results, it is suggested that the school can determine langah and school policies towards better learning improvement. Civics teacher, should mengtadakan renewal in the learning process, especially the Jigsaw model, so as to achieve optimal learning implementation.Keywords: Activity, learning outcomes Civics, Jigsaw

Abstract

Siti Nurfajrina, 2013. The Achievement of General Election Commission (KPUD) in Suceeding Hulu Sungai Utara (HSU)Regent Election Years 2012-2017. Sarjana’s Thesis of Citizenship Department. Social Knowledge of FKIP Lambung Mangkurat University. Advisor (I) Wahyu, (II) Harpani Matnuh. General election had strategical role in the process of develoving democratic nation where societies were involedin the process of voting of political desicions by using their political rights and obligations as responsible citizen. Interrelated to the importance of general election in the pocess of democracy in a country, so it was important to manifest the really-based-democratic-values general election and support the democracy it self. So that there would be optimum achievement of the general commissions comitee to manifest honest, free and fair. But in Regent General Election (Pemilukada) 2012 Kabupaten Hulu Sungai Utara that was held by KPUD HSU exposing accusation and dissapointment of General Election participants to KPUD HSU. The purpose of this study was to analyze the achievement KPUD HSU monitored by 5 aspects, that is, productivity, responsivity, responsibility and accpuntability.The methode of this research is qualitative approach, and to determine data source, this study used purposive sampling. Collecting data technique was conducted by observing, semi-structural interviewing, and documentation. Data analysis was conducted by reducing,  providing and concluding the data.The reseacrh result sowed (1) The Productivity of KPUD Kabupaten HSU can be stated to be fair optimum. (2) The quality of service KPUD HSU in serving the participants in Regent General Election (Pemilukada) 2012 was categorized as the good one. (3) Responsivity KPUD HSU in conducting Pemilukada 2012 was stated optimum. (4) Responsibility of KPUD HSU is less optimum in vertification stage. (5)  The accountabilty of KPUD HSU in conducting Pemilukada 2012 was optimum as well. Based on the research result, it  was suggested that (1) KPUD HSU should increase the understanding about Regent General Election to the society. (2) The KPUD HSUshould increase the quality of service tio the society and provide more complaint medium. (3) The KPUD HSU is expected to pvercome the problem well. (4)  The KPUD HSU should prepare in advance to conduct th trainings in order to undertand the stage of regent general election process. (5) The KPUD HSU should give more attention to the officials or members of KPUD like motivation, work ethic, and the model in develoving the quality of their workers.Keywords: KPUD HSU, Achievement, Regent Election

Abstract

Pendidikan merupakan suatu sistem yang mempengaruhi dan/atau dipengaruhi oleh sistem-sistem kehidupan lain yang terjadi di luar sistem pendidikan. Dalam kerangka keterkaitan antara sistem pendidikan dengan bidang-bidang kehidupan di luar sistem tersebut terdapat beberapa faktor di luar sistem pendidikan yang perlu memperoleh perhatian serius agar tampak adanya keterkaitan fungsionalnya masing-masing.Pembukaan Undang-Undang Dasar Negara Republik Indonesia Tahun 1945 menyatakan bahwa salah satu tujuan Negara Republik Indonesia adalah mencerdaskan kehidupan bangsa. Pendidikan merupakan hak asasi setiap warga negara Indonesia, karena itu setiap warga negara Indonesia berhak memperoleh pendidikan yang bermutu sesuai dengan minat dan bakat yang dimilikinya tanpa memandang status sosial, ras, etnis, agama, dan gender.Bagi bangsa Indonesia, pandangan hidupnya adalah Pancasila. Pancasila sebagai landasan filosofis pendidikan mempunyai makna 1. Dalam merumuskan pendidikan harus dijiwai dan didasarkan pada Pancasila 2. Sistem pendidikan nasional haruslah berlandaskan Pancasila 3. Hakikat manusia haruslah diwujudkan melalui pendidikan, sehingga tercipta manusia Indonesia yang dicita-citakan Pancasila.

Skripsi Program Study of Citizenship and Pancasila Education, Department of Sosial Sciences Education, Faculty of Teacher and Education Science, University of Lambung Mangkurat. Counselor (I) Drs. Zainul Akhyar, MH (II) Drs. Harfani Matnuh M, MH.The phenomenon of todays society, that people still adhere to the norms of decency in society therefore they are of the view that ex-convict was still a disease of society after being released from house arrest, Similarly is the case today in the village of Continent Jingah. This study aims to find out the views of the public Continental Village Jingah to ex-convict, know the forms of discrimination against former prisoners, determine the factors that led to the former prisoners are discriminated against and to know the response of former inmates and their families against discrimination from society.The method used in this research is qualitative methods. Sources of data selected by purposive sampling. Data was collected through observation techniques, interview, and documentation. Analysis of the research results is the analysis of the reduction steps data, data display dan verification. Based on the results of research in village Benua Jingah Subdistrict Barabai District Hulu Sungai tengah Province South Kalimantan, the results showed that (1) view of society in village Benua Jingah against ex-convict, people think of them as social problems which is contrary to the public, because people whove imprisoned considered a bad person and violate the norms of decency. (2) forms of discrimination against former prisoners is compounded discrimination in matters of making ID cards, not been included in the activities of the Youth dan in terms of finding a job. (3) factors that led to the former prisoners are treated discriminatory because behavior shown ”eks” narapidana This after getting out of prison does not change, such as drug,gambling,anarchist, spoke disrespectful and rude. (4) response ex-convict and their families against discrimination from society, they keep coming back to the community to get together again with family, and they still want to try to be a person who could be accepted in society. The family of former inmates could also just put up with the treatment of their children.            Based on the results of this study, can be suggested that the ex-convict who has been out of custody so be nice, polite and not do anything they have done in the past in order to be accepted by the community well, need the cooperation of the government ,society and of the ex-inmates in an attempt to build confidence and convince them not to be shunned in societyKeywords: Elapsed Understanding Cross, Student.

Counselor (I) Zainul Akhyar, (II)Harpani Matnuh.In this study examines the Passed Cross In SMK Students of SMAN 7 and SMKN 5 Banjarmasin. The purpose of this study to determine the background of students understanding of the requirements to be allowed to use motor vehicles, motor driving ordinance, penal sanctions for violations of traffic rules and the impact of violations of traffic rules on the road.The method used is a qualitative method of data capture techniques through observation , interviews, focus group discussions ( FGD ), and documentation of the data sources were selected purposively. Testing the validity of the data can improve through perseverance, triangulation, and using reference materials.The Results showed students understanding of the requirements to be allowed to use motorized vehicles for knowledge of traffic laws still do not understand, the omission of a police presence, absence by the school, and the presence of omission by the parents. The procedure for motor drive system is the lack of understanding and knowledge of how to drive motorized traffic rules, patterns of behavior or attitude in driving a motorcycle, provide socialization and appeal to the public, held a routine patrol, raid gear motorcycle standards and prohibitions for junior high school students to use bicycles motors. Penal sanctions for violations of traffic rules by the bad behavior of motorists who often do, and exposed to legal sanctions traffic rules. The impact of traffic rules violation on the highway is not orderly traffic, and an increase in accidents involving students.Based on the results of research to realize a student who obey the law for orderly traffic, traffic cop Sat Banjarmasin So should conduct a more intensive dissemination of the laws of the Republic of Indonesia Number 22 of 2009 on traffic and highway transportation for students, should all the parties concerned work together to address the problems of traffic norms neighbors, and students are expected to provide instances neighbor traffic rules, especially students PPKn course in dealing with various problems faced by the students about traffic norms and regulations.Keywords: Elapsed Understanding Cross, Student.Keywords: Elapsed Understanding Cross, Student.

Abstract

Pasal 1 Undang Undang No. 1 tahun 1974 tentang Perkawinan adalah untuk membentuk keluarga (rumah tangga) yang bahagia dan kekal berdasarkan Ketuhanan Yang Maha Esa. Meskipun demikian kebahagian dan kekekalan yang diinginkan kadangkala tidak berlangsung lama dan tidak menutup kemungkinan akan terjadinya perceraian. Dengan adanya perceraian, Pengadilan dapat mewajibkan kepada mantan suami untuk memberikan sesuatu kewajiban kepada mantan isteri dan anaknya. Kewajiban dari mantan suami yang berupa mut’ah, dan nafkah untuk anak-anak.Peneliti merasa tertarik untuk melakukan penelitian di Pengadilan Agama Banjarmasin karena merupakan wilayah hukum yang seharusnya dipatuhi dalam perkara hukum perdata. Masalah yang dibahas dalam penelitian ini adalah (1). Bagaimana pemberian mut’ah yang layak kepada mantan isteri (2). Bagaimana pemberian biaya hadhanah untuk anak yang belum mencapai umur 21.Metode yang digunakan dalam penelitian ini adalah dengan menggunakan metode kualitatif, karena pengumpulan data dipandu oleh fakta-fakta yang ditentukan pada saat penelitian.Sumber data penelitian ini dari hakim Pengadilan Agama Banjarmasin dan tiga orang isteri yang telah diceraikan oleh suaminya.Hasil penelitian ini menunjukan bahwa pemberian mut’ah yang layak kepada mantan isteri berbeda-beda, dikarenakan sesuai dengan kemampuan para suami mereka. Dalam menentukan besarnya pemberian mut’ah yang harus dibayar, selain mempertimbangkan aspek kemampuan dari suami, lama perkawinan juga menjadi salah satu pertimbangan bagi majelis hakim untuk menentukan besarnya pemberian mut’ah yang akan di bebankan kepada suami, dalam prakteknya pemberian mut’ah berupa pemberian uang. Mengenai pemberian biaya hadhanah untuk anak yang masih dibawah umur 21 tahun, Semua biaya hadhanah dan nafkah anak, wajib ditanggung oleh bapak/ayahnya.Berdasarkan hasil penelitian dapat disarankan apabila perkawinan tidak dapat dipertahankan lagi dan mengakibatkan perceraian, diharapkan para mejelis hakim memberikan pertimbangan yang seadil-adilnya agar pemberian mut’ah yang layak sesuai dengan kemampuan suami, sehingga isteri pun menerima haknya tersebut dengan kata lain sepakat. Dan bilamana seorang ayah tidak memberikan nafkah kepada anak sebagaimana telah diputus oleh pengadilan yang telah berkekuatan hukum tetap, maka pihak yang dirugikan dapat mengajukan gugatan perdata ke pengadilan untuk menuntut hak-hak keperdataan anak yang di abaikan. Kata kunci : Hak mut’ah, biaya hadhanah bagi anak dibawah umur 21

Counselor  (1) Acep Supriyadi (2) Dian Agus Ruchliyadi.During this learning process Civics in class X-4 SMAN 12 Banjarmasin likely not achieve results as expected. It is seen from the students who are interested in the subject PKN brackets, so that the students learning outcomes is low.Research objectives are: (1) To determine whether the application of the model Student Teams-Achievement Division (STAD) can be improving the students interest in civics lesson. (2) To determine the level of students interest in learning after using Civics model of Student Teams-Achievement Division (STAD) in the Class X-4 SMAN 12 Banjarmasin. (3) To determine student learning outcomes after using model of Student Teams-Achievement Division (STAD) in class X-4 SMAN 12 Banjarmasin. Data collection techniques used are observation, documentation and test results of learning is done through several cycles, the first cycle and second cycle. The results showed (1) the percentage of students interest towards learning Civics using STAD cooperative learning models known to the majority of students answered "yes", with the median percentage of student interest is 74% or better are included in the qualification. (2) The interest of the students for learning is also getting better, in the first cycle is only 60% interest students performed better after the second cycle increased to 78%. (3) except that the most important thing is to improve student learning outcomes Civics mastery learning where improvement can be seen in the achievement of minimal classical completeness that the first cycle is low with 28% percentage of pretest and post-test 40%, after following for reflection on the learning cycle both gain increased mastery results with 84% percentage of pretest and post-test by 92%. Implementation of the study until completion is supported by many factors such as the availability of support facilities and infrastructure while also inhibiting factors that are still unfamiliar students using this learning model, expected later after the implementation of this model will appear model new learning model is more attractive and easier for students to understand that learning results according to the criteria of completeness maximum graduation (KKM). Student interest in following subjects will increase with applied models are attractive because students was not bored and tired in the course. The data collectiontechniqueswere observation, interviews, anddocumentation. Moreover, the data analysis techniques used data reduction, data display, and conclusion.The resultsof this studywerein the process ofplanninglearningPKn whichincludedMulticulturalvaluesinSMPN6Banjarmasin: the teachersalreadyhad asyllabusfortheir teaching and learning process, the teacher also alreadyhad the Lesson Plan (RPP) which has been integratedwiththe values ofmulticultural educationintothe Lesson Plan and the teachers had more than one thematerials/textbook when teaching Pkn. On the other hand, theimplementation ofthe teaching and learning process of PKn whichincludingmulticulturalvaluesinSMPN6Banjarmasinhas been runningprettywellsince it had included:carrying out the pre-activities, carrying out the while-activities which includedconductingcorevalues of equality, democracyandtolerance and the lastwas carrying out the post-activities. Then, the teachers haveimplemented the principles ofassessment for the evaluation ofthe teaching andlearning process of PKn whichincludedmulticulturalvaluesinSMPN6Banjarmasin. The principles ofassessment were valid, objective, fair, unified, open, thoroughandcontinuous, systematic, based on thecriteria, andaccountable.According to the results, it is suggested thatthe PKn teachersatSMPN6Banjarmasinshould improve the integrationvalues ofmulticultural educationin the teaching and learning processof PKn, it was based on the fact that SMPN6Banjarmasinhavestudents who werediversein terms ofethnicity, culture, language, religion, socialstatus, gender, ability, ageandrace.Keywords: Integration, The Values of Multicultural Education, Teaching and Learning PKn.

Counselor (I) Fatimah (II) Harpani Matnuh. Women Representation in parliament has been the focus of a lot of people since it is especially found on the election results that the percentage of womens representation in parliament does not reach the threshold of women representation. This study aims to see the women representation in Banjarmasin Parliament from the legislative election results. In addition, it also aims to know the problematic or the problems that occur in the women representation and the factors that affect the women representation in Banjarmasin Parliament.The method used in this study is qualitative data collection techniques by using the observation so that the researcher can see the problems of women representation in Banjarmasin Parliament, the interview is given to find out the problems directly from the informants as a source of data, and documentation is used to facilitate the researcher in collecting data both written documents or images as a data source.The research results show that the women representation is seen from the amount of Parliament members from among the women do not achieve the results of legislative elections but it nearly approaches the percentage of women representation. The problematic lead more to the limitation of women and the factors that influence it such as the difficulty of finding human resources who are courageous on the politic field and competent on it become a significant factor.In short, based on the results of this study, it is suggested that the women in Banjarmasin Parliament members should work optimally in order to further maximize their real work for the society, especially regarding to the issues of womens active role in efforts to increase the number women representation in the future and to strive for increasing the number of women representation to achieve the gender balance so that it can simplify the delivery of the interests and rights of women to go down to the community such as socializing or making events for instance seminars on increasing the womens representation. Keyword: Problematic, Women, Representation

Abstract

Student learning outcomes in class X and XI SMA Muhammadiyah 1 Banjarmasin is very low , it is known that the learning civics teachers not  instructional media when presenting the material , associated with logging students understand the content of the subject matter . This study aimed to determine the relationship of learning instructional media with the results of class X and XI at SMA Muhammadiyah 1 Banjarmasin . This study uses a quantitative approach to sampling technique proportionate random sampling. Samples were obtained at random. The data collection was done by using questionnaires, observation , and documentation . Analysis of the results of research used is descriptive analysis and product moment correlation test .The results of this study indicate that the learning media has a significant relationship with student learning outcomes . Visible on Product Moment Correlation test results is equal to 0.510 which is then adjusted to the interpretation table r value then the value of this 0,510 including interval coefficients between 0.41 to 0.599 which is included in the category of medium -level relationships or pretty .Based on these results, it can be suggested that teachers pay more attention to student needs and using learning media to improve student learning outcomes . Besides, the school is expected to provide infrastructure facilities that support the development of learners.Keyword: instructional media, learning outcomes, student
