Abstract

The revitalization of Pasar Lama Masbagik is a strategic policy of the Government of East Lombok Regency Local Government in 2015 funded by a loan to the Government Investment Center. By relocating traders from the Old Market to Modern Market, as well as expanding and renovating the Old Market for potential new investors, the government hopes to optimize the local assets with supporting  transaction convenience for the buyer. However, the policy is considered to be detrimental economically by target groups that are in fact local people, followed by a series of rejections.  The policy began to be implemented in 2016. The models and approaches in public policy analysis in academic field have been using a common methodology. The availability of applied literature has not been generated in academic research. The study of the policy implementation, using a social auditing approach that gives reference to how the black box implementation runs in the path as well as with a bias (diversion and transformation). Data collection was performed by purposive method and snowball sampling to stakeholders. Document tracking  supported in informants determination being the way of triangulating data in addition to observation.  The revitalization of the old traditional Masbagik market involves the action of relocating traders to Pasar Masbagik Baru and residents who live around the market area toward new residence. The process of policy implementation precisely run on the target of time. Meanwhile, the allocation of material resources such as lapak, kiosk, land and financial compensation for the sufferer groups who are traders and residents met some biases (diversion and transformation). Biases caused some target groups to be suffered or being unexpected beneficiaries by relocation.

Abstract

Based on the problem of research, the aim of this research are to determine and to asses deeply about monitoring function of Regional House of Representatives (DPRD) toward implementation of regional budget (APBD) regulation in Bulungan Regency in the year of 2015.The type of this research is descriptive-qualitative research which aimed to give a picture or painting of the situation systematically, factual, and accurate related with the research object then the result will be continued with detail explanation. Informan on this research are people who have competency to give information or data which are accurate and accountable related to the problem of research. The informan here are the whole members of Regional House of Representatives (DPRD) Bulungan Regency, that had been chosen randomly without consider their strata. The conclusion of this research said that the monitoring function toward regional budget (APBD) regulation in Bulungan regency had implemented but still not optimal. It is prove that there is a unsynchronized between planning with the result of local development planning consensus (Musrenbang) that was established and become the development priority. It is showed that political commitment of Regional House of Representatives (DPRD) toward budget monitoring still not yet optimal. The author give some suggestions to enforce the role of Regional House of Representatives (DPRD) in the field of monitoring. Regional House of Representatives (DPRD) should increase capability and knowledge, conceptional and operational institutionally aboutmonitoring function which tend to policy, Regional House of Representatives (DPRD) should hire experts which have capability in their fields, that do the assesment for give input.

Abstract

Rural development is a holistic concept encompassing both natural and human resources development in an integrated manner. It aims at increasing the opportunities of all rural people in respect of health, knowledge, and skill development, income and participation in decision making and creating a conducive environment in reducing social and economic inequalities. Since Independence India has made a significant progress in rural development and In this connection large number of rural development programmes have been implemented by the concerned ministers and departments of the union and state governments in the area of education, health, drinking water, sanitation, transport and communication and supporting infrastructure, among others, have shown varying degree of response and performance at the grassroots level. The study is based on secondary data and focused on the rural development programmes which are implemented in the state of Jammu and Kashmir.

Abstract

The ASEAN Globalization Level issues a strict commitment between ASEAN countries, regarding the agreement of the ASEAN Economic Community (AEC). The agreement that leads to competition in the various sectors, one of which focuses on the labor sector, is a major requirement in service factors. The concept of Mutual Recognition Arrangement (MRA) is an applicable norm in the recognition of skilled and certified labors. Judging at the competitiveness of the employment data availability and the growing number of Indonesian labors, then implications are made for the regions. The present research is aimed at the readiness of the Yogyakarta City Government’s employment sector in the face of the ASEAN Economic Community (AEC) competition in 2016
