Abstract

Development in Indonesia so far has achieved planning approach. Based on Law No. 17 Year 2003 on State FinanceRegional Budget that contained in the budget based on the RKPD, and the mandate of Law Number 25 Year 2004 onNational Development Planning System, states that the planning process should be through participatory musrenbang.The planning process in Gunung Kidul Regency musrenbang promote participatory, although it has been difficult torealize the consistency, and the problems in the development gaps between regions. This thesis examines theconsistency of the results musrenbang on RKPD, until the budget to determine the success of the planning andbudgeting areas of physical infrastructure in the 2013-2015 fiscal year Gunung Kidul Regency, Yogyakarta SpecialProvince and the factors that affect consistency. This research was conducted at 3 SKPD that administer physical andinfrastructure fields. Research using qualitative approach with case study method in which the collection of data,information, through interviews and direct observation in the field related to the planning begin planning meetings,RKPD, until the budget. Observations researchers carried out by conducting direct observation to the field in obtainingdata relevant to the problems of researchers, while the sampling technique used is the technique of non-probabilitysampling with purposive sampling and analysis techniques used triangulation to test the validity of the data by utilizingresearchers with data sources either through the primary data key. The level of consistency during the three years of2013, 2014, 2015 on the physical plane and infrastructure SKPD DPU showed no increase in the year 2013 by 77%, in2014 by 82%, and 96% in 2015. The level of consistency in the SKPD Dishubkominfo 2013 to 2015 is getting better isevidenced in 2013 by 83%, in 2014 by 88%, and in 2015 amounted to 94%. The level of consistency in the SKPDKapedal from 2013 to 2015 have shown improved in 2013 by 88%, in 2014 by 88%, in 2015 by 100%.Perencananaan consistency with the regional development budgets in areas that span the hierarchy RKPD, KUA andGunung Kidul district budget of the year 2013-2015 in the field of physical and infrastructure DPU SKPD, Dishubkominfo,and Kapedal for three years tend to rise. Factors that influence the consistency is understanding between SKPD, TAPD;their central policy; the results of the evaluation budgets by the governor; and terwadahinya basic thoughts ofParliament to the program of activities on education.

Abstract

The purpose of  this study is to look at the impact of  the implementation of the policy Business Tegal. In evaluating the program Business Tegal viewed from the aspect of  productivity policy, financial efficiency and level of  community satisfaction policy Business Tegal. By using a mixed method research approach hopes this research can include aspects of  qualitative and quantitative. Based on the results of  research carried out showed that the productivity of the policy can not boost industrial production and the quality of  many of  the home industry go bankrupt due to the government can not provide assistance in the form stimulant funds. Although the government has provided some training still can not help improve the quality of  the industry because the training is not only limited to assisting the industry as expected by the public. With the impact, then the public is not satisfied about the implementation of  the Business Tegal policy because no positive impact on the sustainability of  the industry and welfare.

Abstract

To get of state civil apparatus who performing good, so management human resources the government into importantconsideration. Governance of state civil apparatus good it is can be implemented by through a process positionpromotion structural good. The process position promotion structural good should be give birth to the leader orpublic official who competence and performing good.But later many phenomena the process position promotionstructural who gave birth to public official who incompetent and good performing. To comment on it and as bureaucracyreform the local government DIY implement position promotion structural model auction office. This study willsee how the implementation of the promotion model auction the employment in the local government Of DIY who inthis process use assessment center. The methodology writers included is the methodology qualitative. Data collectiontechniques used is interviews and documentation made it through observation non participants. Data analysis writerincluded is qualitative descriptive with draw conclusions and provide a or verify in the sentence so that eventuallydelivering on conclusion.To get structural officers competent and having a good performance local governmentsenvironment be conducted through a model auction promotion office. So in this research explain how promotionauction model office for second echelon within local government offices. Promotion as a model auction be implementedby local governments this analysis with three important element in promoting office. In this research alsopresents opinion of BKD about The act 5/2014 which regulates of state civil apparatus.

Abstract

This study wants to answer how the Institutional dynamics in the implementation of special autonomy in the field ofIslamic Law in Aceh that have not effective and efficient so it is necessary for the agencys role maximizing theoverall implementation of Islamic Law in Aceh through regulatory quality and the quantity produced by the agencyqanun the quality of the actors in the bureaucracy, institutional partnership and good governance can demonstratesuccess in implementing the task, purpose this study was to examine more deeply about the institutional, inimplementing special autonomy in the field of Islamic Law in Aceh, three pillar theory, namely; Regulative, normativeand Culture / Cognitive, the data in the study This is obtained from the three agencies and the non-governmentalorganizations and 70 respondents in organizations that have a working partner and responsibility towardsimplementation of Islamic Law in Aceh. The method used in this research is mixed method research methods. Datacollection techniques used is library research, interviews, documents and questionnaires. The findings in this studythat first; the success of implementing Sharia second; cultural influences and bigotry Aceh society against theteachings of Islam so that Islam be cultural identity and sense of self-esteem, even Aceh society people unitereligion with the culture and customs that can not be separated, third; tolerance towards non-Muslims, and thuscreating feel safe and comfortable in the religion of the minorities in Aceh. And Fourth; dialectic role of scholarsbetween structures and actors, where public Aceh is also obedient and trust theologian, not only on the structureand regulative, normative institution.

Abstract

An expansion of new village is hoped to be able to give positive effect to the society. However, structuring of expandedvillage, of course, has to do with regulations and rules recently. So, local government of Bulungan regency needs todo a good planning to expand Tanjung Indah Lestari village, Bukit Indah village, and Salimbatu Permai Village. Thepurpose of the research is: (1) to explain realization of expansion preparation to Tanjung Indah Lestari village, BukitIndah village, and Salimbatu Permai Village, based on the local rules of BUlungan regency number 4, 2011 aboutestablishment, abolition, annexation of a village and status change of a village becomes a political district, and (2) toexplain the factors which influence expansion realization to Tanjung Indah Lestari village, Bukit Indah village, andSalimbatu Permai Village. In this research, the writer applies qualitative approach. This research is done at Bulunganregency, especially in Tanjung Indah Lestari village, Bukit Indah village, and Salimbatu Permai Village. Data collecting isdone by interview, observation, and document analysis. The writer also applies qualitative descriptive analysis withdata reduction steps, data presentation, and data verification to the technique of data analysis. The result of thisresearch shows that the village chief and the society of Salimbatu Permai village have not understood concept of areaexpansion, purpose of expansion, and area expansion realization perfectly yet. If it is analyzed from the factors whichinfluence village expansion, so it may be conclude that Tanjung Indah Lestari village, Bukit Indah village, and SalimbatuPermai Village have been appropriate as a definitive village. If it is analyzed from the factors which influence villageexpansion, it may be concluded that Bukit Indah village is the most appropriate village to be expanded. On the otherhand, Tanjung Indah Lestari village is not still appropriate yet to be expanded. The inappropriate factors are communicationfactors among those villages and also means and infrastructure factors.

Abstract

Penelitian ini membahas penerapan Akuntabilitas Pengelolaan Anggaran Pendapatan dan Belanja Desa (APBDes) dengan tujuan untuk mendeskripsikan Akuntabilitas Pemerintah Desa dalam Pengelolaan Anggaran Pendapatan dan Belanja Desa (APBDes) Tahun 2015. Penelitian ini dilakukan karena sebagian besar desa terkait keterbatasan dalam keuangan desa adalah APBDes yaitu terdapat Laporan pertanggungjawaban Bendahara Pengeluaran yang belum dibuat; terdapat Sisa Lebih Perhitungan Anggaran Tahun 2015; dan penyerahan laporan pertanggungjawaban pengelolaan keuangan desa pada  akhir tahun 2015 melewati batas waktu yang telah ditentukan. Penelitian ini diharapkan dapat bermanfaat bagi Kecamatan Sedayu, khususnya Desa Argorejo dan desa Argodadi dalam upaya meningkatkan akuntabilitas pengelolaan Anggaran Pendapatan dan Belanja Desa. Penelitian ini dilakukan di Kecamatan Sedayu, sebagai lokasi pelaksanaan Anggaran Pendapatan dan Belanja Desa. Sebagai informan terpilihnya adalah Tim Pelaksana Desa serta masyarakat yang dianggap dapat mewakili unit penelitian dalam pengelolaan Anggaran Pendapatan dan Belanja Desa. Penelitian dilakukan dengan wawancara secara mendalam, kuesioner dan dengan cara studi dokumentasi pada pelaksanaan Anggaran Pendapatan dan Belanja Desa. Hasil penelitian ini menunjukkan bahwa prinsip akuntabilitas dalam pengelolaan Anggaran Pendapatan dan Belanja Desa (APBDes) Tahun 2015  di desa Argorejo dan desa Argodadi Kecamatan Sedayu Kabupaten Bantul secara bertahap mulai dari tahap perencanaan, pelaksanaan, penatausahaan sampai pada tahap pelaporan dan pertanggung jawaban APBDes telah sesuai dengan Permendagri No.113 tahun 2014, namun dari sisi administrasi masih diperlukan adanya pembinaan lanjutan, karena belum sepenuhnya sesuai dengan ketentuan serta masih ada keterlambatan pada pelaporan akhir. Kendala utamanya adalah belum efektifnya pembinaan aparat pemerintahan desa dan kompetensi sumber daya manusia, sehingga memerlukan pendampingan dari Pemerintah Daerah secara berkelanjutan.

Abstract

The purpose of this study is to see how the implementation of  e-procurement system via the Electronic ProcurementService (LPSE) Government of  Riau Islands province, which had been adopted in 2008. The study also want to seehow they affect the political process towards the implementation of  e-procurement. The method in this study is a mixmethod. Data collection techniques used in this research are questionnaires, interviews and documentation. While thegoal of  this research is the party who understand in detail how the process of implementing e-procurement system inthe province of  Riau Islands. Results from this study is that the implementation of  e-procurement system in RiauIslands province has been run very effectively with the effectiveness index value of  3.27. Parameters that contributeto the effectiveness of  the implementation is the purpose and the type of  website system (3.33), regulation (3.31)clarity of  e-procurement planning (3.28), human resources suppor t  (3.27), eff iciency and effectiveness ( 3.25),support infrastructure is the lowest parameter with a value of  3.11. At the level of  the political process, imlementasi e-procurement system is significantly affected by opportunistic behavior of  agent (22.42%), clarity of  informationprincipal (16.87%), clarity of information agent  (15.37%), principal opportunistic beha vior (13, 40%), principalcontracting mechanisms (13.04%), the mechanism of  contract agent (16.30%). Total influence the political processtowards the implementation of  e-procurement system in LPSE Riau Islands Province amounted to 97.40% state thathas a very strong influence on the implementation of  e-procurement system in LPSE Riau Islands Province. while2,60% influenced by other variables.

Abstract

This study aims to know: 1) the regent Rustriningsih transformational leadership style, and 2) the transformation ofthe bureaucracy in Kebumen district under the leadership Rustriningsih from 2000 until 2008. Deskiriptif researchusing qualitative methods with case study approach. Collecting data through interviews and documentation. Interviewswere conducted to Rustriningsih former Regent of Kebumen and the four officials in Kebumen who have theleadership of Rustriningsih namely: the head of the Forest Service, Asekwilda 2, Secretary, and the Chairman ofParliament Kebumen. Data were analyzed through the stages of data reduction, data display and conclusion orverification. The results showed: First, transformational leadership is characterized by the idea or decision Rustriningsihin improving government bureaucracy in the public service. One stop service, e-government, direct mail, Ratih TV, InFM as the radio broadcast area, and positions in the government auction Kebumen prove Rustriningsih prominentleadership. Second, the transformation of the bureaucracy appears from the performance of the bureaucracy indelivering services to the public / community Kebumen. The local government to open a dialogue with many stakeholdersin making policy, looking at society as a customer to be served a maximum, in collaboration with communityorganizations and the private sector in providing services to the public, works by adjusting the will or the needs of thecommunity and the market, and seek transparency.

Abstract

Forest fires and land accompanied by smoke disaster that struck Jambi province Muaro khussnya inJambi that impact on the health, environmental and economic well in Indonesia maupaun in neighboringcountries, Malaysia and Singapore. The aim of this study was to analyze shopped mendriskripsikan andinstitutional strengthening in the prevention and control of land and forest fires in Jambi Province JambiMuaro. This research uses descriptive study with a qualitative approach. The focus of research isinstitutional strengthening in the prevention and control of forest fires and land. The result of thisresearch is the institutional strengthening in the prevention and penegendalian land and forest fireshave not been effective. The advice given was on fire control should at this stage of prevention andenforcement of preventive measures against fire for deterrent effect.

Abstract

The purpose of  this study is to determine the performance of public services in the Dinas Kependudukan dan CatatanSipil Kota Jambi. This study uses the concept of  performance measurement with five indicators of  productivity, qualityof  service, responsiveness, r esponsibility and accountability. These indica tors are used to measure  the efficiency andeffectiveness of  services, quality of  service received by  the public. The method used in this research is quantitativemethod. The research location is determined by the method of  purposive, are determined by deliberate that the studywas conducted in the Depar tment of P opulation and Civil Registry. Data  collection techniques used in this study includeinterviews, observations, and literature. Based on the research findings that the productivity of  public services interms of  the ability of  officers and service performance can be summed been efficient with an average result value of70% of  respondents said either. The quality of  service in terms of  satisfaction of  the performance of  services,timeliness of  service, comfortable environment and good infrastructure which is an average result of  41% while themeasured responsiveness of service delivery performance , kedesiplinan, service procedur es and speed of  service.The final result that  stands out from the responsiveness can be judged good quality with an average of 51% of  goodquality, the next responsibility is measured on the suitability of cost and fairness of  service delivery is good is seenfrom the average value of  responsibility is 45% and the accountability of  public service in the Department of  Popula-tion and Jambi City Civil Registry, is good  for 70% of  respondents  said that responsibility.
