Abstract

This research intended to know and describe the role of village chief according to regulations and laws regulating the performance of legislatif election, president election, and major election, using the qualitative method with technique of collecting data, depth interview and analysis of document. The key informan in this research is individual who knows of involved directly in process of general election and major election, i.e., villages chief, members of KPUD, legislatures, people figures, election monitor and to have functionaries of political party.The results of research indicates that village chief has strategic role in three momentums of election. Village chief as facilitator of election is involved in technique support in socialization process, logistic administration, recruitment of PPS and secretariat of PPS, and facilitaty of PPS office. The subject of debate is neutrality of village chief and his apparatus in one of election momentum, i.e., major election. This is caused by between that candidates of Major, two of them are incumbent who is holding the position and to have structure relation with village chief.

Abstract

This study aims to examine the existence of political volunteers participating in the 2019 Presidential Election in Medan City, Indonesia, using the theoretical approach of Huntington and Nelson's forms of political participation, along with M. Fr Voluntaire's concept of political volunteers. A qualitative method was employed, involving primary data collection through in-depth interviews (online and offline) and triangulation with secondary data from literature reviews. The results indicate a lack of regulations concerning the presence of political volunteers, highlighting the need to integrate them into a legally regulated political process. The existence of patronage politics poses a risk to the voluntarism of political volunteers, crucial instruments in the electoral process. Their roles encompass campaigning, candidate socialization, fundraising, election monitoring, and various forms of support. Appropriate regulations are necessary to prevent the misuse of power or resources by political volunteers to achieve political objectives, thereby preserving the integrity of their voluntary contributions.

Abstract

The Government of Indonesia strives to improve effectiveness and efficiency in governance by implementing the Electronic-Based Government System (SPBE) as stipulated in Presidential Regulation Number 95 of 2018. One of its implementations is the Electronic-Report on Local Government Administration (E-LPPD), which replaces manual reports. This study aims to examine the effect of the implementation of E-LPPD on employee performance at the Binjai City Regional Secretariat. The research method used is quantitative with the population of all authorized apparatuses and has implemented E-LPPD in Binjai City, totaling 87 people. The sampling technique uses saturated samples. The results showed that environmental characteristics in the implementation of E-LPPD had a significant effect on employee performance, while organizational characteristics, employees, and management policies and practices did not show a significant influence. Overall, implementing E-LPPD positively affects employees' performance at the Binjai City Regional Secretariat. These findings emphasize the importance of adequate environmental adjustments and support to optimize performance through electronic systems in local government.

Abstract

This study aims to understand how the sister city partnership between Medan and Gwangju is implemented in the development of Medan and to identify the factors influencing the execution of this partnership which, over 26 years, has not significantly impacted Medan's development. The approach used is based on Discursive Institutional theory. This research employs a qualitative methodology that addresses and resolves research problems using normative and empirical approaches. The data analysis techniques include data reduction, data presentation, and conclusion drawing. The findings indicate that institutional functions within the international city-to-city cooperation, specifically between Medan and Gwangju, have not been effectively executed by the institutions acting as partners in the sister city cooperation. These functions include: (1) Coordinative Function, consisting of factors such as Commitment to Link, Leadership, Structure and Management, Communication, and Monitoring and Evaluation; (2) Communicative Function.

Abstract

This research aims to analyze the political communication strategy of the Golongan Karya (Golkar) Party as well as its supporting and inhibiting factors in winning the 2024 General Election in Manggarai Regency, East Nusa Tenggara. Using Harold Laswell's five elements of communication analysis (communicator, message, channel, communicant, and effect) and a qualitative method with a post-positivistic phenomenological approach, this research involved experienced Golkar cadres as well as community leaders who understand political parties. Data were collected through in-depth interviews, focus group discussions, observation, and documentation. The results showed that Golkar's communication strategy includes strict selection of cadres, effective packaging of political messages, utilization of various communication channels, voter segmentation, and evaluation of communication effects. Supporting factors include cadre popularity, political literacy, culture, media, and neutrality of religious institutions. The inhibiting factors include cadre professionalism, money politics, social media, and stigma or labeling.

Abstract

This study aims to analyze the experience of social stigma experienced by recovering addicts before working as addiction counselors, analyze the rocess of negotiating the identity of recovering addicts who work as addiction counselors, and analyze the results of negotiating the identity of recovering addicts who work as addiction counselors. The theory used is identity negotiation coined by Stella Ting-Toomey to analyze the process and results of identity negotiation in social interaction. This research was conducted using a qualitative approach with a phenomenological method. Data collection techniques were carried out by in-depth interviews and passive participation observation.  Informants were taken until data saturation and totaled five people. The results showed that the stigma experienced by recovering addicts before working as addiction counselors was that they were considered criminals, community trash, still drug addicts and family burdens so that recovering addicts received discrimination, were shunned and had difficulty finding work. The process of negotiating the recovering addict's identity in this study is by increasing knowledge about the world of counseling and rehabilitation, raising awareness of the motivation to become an addiction counselor and strengthening social interaction skills through effective communication strategies. The results of negotiating the identity of recovering addicts who work as addiction counselors are feelings of being understood, valued and supported by others. Abstract

This research investigates the role of community empowerment in enhancing food security within urban areas, focusing on the development of the Juma Cindai Agroeducation Garden in Cinta Damai Village, Medan, Indonesia. Utilizing qualitative methodologies, data were collected through interviews, observations, and documentation. The findings highlight that unifying scattered farmer groups into the Juma Cindai Agroeducation Group significantly improved the efficiency and effectiveness of empowerment programs. Regular community discussions and FGDs facilitated the planning and implementation of relevant activities, such as hydroponics training. Positive community responses and active participation indicated a successful empowerment initiative. Intensive monitoring and evaluation ensured the program's alignment with its objectives, fostering technical skill development and social mindset shifts toward sustainable agriculture. The study concludes that structured community empowerment through urban agriculture can effectively enhance food security, economic independence, and community resilience against urbanization's impacts.

Abstract

This research examines the implementation of Medan City Regional Regulation No. 2 Year 2022 on the Implementation of Libraries and its effectiveness in realizing the objectives of library services in Medan City. Utilizing qualitative research methods, the study analyzes data from interviews, observations, and documentation to assess policy implementation based on Van Mater Van Hord's theory, focusing on policy size and objectives, resources, communication, and environmental factors. Findings indicate that the regulation has positively impacted library services, encouraging reading habits and knowledge dissemination through various programs and innovations, such as mobile libraries and digital initiatives. The Medan City Library and Archives Office, supported by 67 staff members and adequate financial resources, has effectively utilized inter-organizational communication to coordinate efforts. Despite challenges like limited staff, the economic, social, and political environments remain supportive, with no significant obstacles. The implementation also includes digitalization efforts like the e-pada application, aimed at increasing public access to information and mitigating the adverse effects of social media.
