Abstract

The main study in this research is the management system and service to the satisfaction of traders in Rappang Central Market of Sidenreng Regency. The research was conducted with the aim to know the management system and service to the satisfaction of merchant in Pasar Sentral Rappang. The type of research used is descriptive quantitative with data collection method that is survey research method through instrument instrument such as, observation, questionnaire and documentation, with respondents ie traders remain in the central market. Data analysis technique used data analysis using five likert scale which have been modified by the writer. The result of research shows the variable of management of central market management system of Rappang of Sidenreng Rappang Regency with the result of "less good" research. Evident from through management indicators; 1) arrangement of selling places that do not have kiosks, stalls, with percentage of 55.2% criteria "less good", 2) arrangement of grouping / territorial based on kinds and types of merchandise is still not good with percentage only 60.4%, 3) parking area, parking area is still not good with the percentage is only 57.6%, 4) policy formulation and the involvement of traders in the formulation of policy is still quite unfavorable with only 53.4% ??percentage; 5) supervision by the Head of Market is less good with percentage only 58.51%. Variable service by Central Market Rappang managers measured through 10 indicators, only indicator "responsibility" still not good with percentage only equal to 60,60%, indicator "completeness of facilities and infrastructure" also still less good or less complete with only percentage 57 , 91%.

Abstract

Abstrak: Latar belakang penelitian didasarkan pada adanya ketidaksesuaian pembangunan terhadap kebutuhan mendesak masyarakat yang mengakibatkan masyarakat kurang berpartisipasi di program-program pembangunan selanjutnya. Penelitian ini mendeskripsikan partisipasi masyarakat dalam perencanaan pembangunan di Desa Bulo Wattang Kecamatan Panca Rijang Kabupaten Sidenreng Rappang. Tujuan penelitian ingin mengetahui partisipasi masyarakat dalam perencanaan pembangunan dan faktor yang paling berpengaruh dalam perencanaan pembangunan tersebut. Instrumen utama menggunakan kuisioner. Pendekatan penelitian yang digunakan adalah kuantitatif dengan tabulasi frekuensi dan alat ukur menggunakan skala likert. Instrumen utama pengumpulan data adalah kuisioner. Hasil penelitian memperlihatkan indikator yang paling berpengaruh dalam partisipasi masyarakat adalah partisipasi dalam pelaksanaan kegiatan sebesar 67,4% dan hasil terendah adalah indikator partisipasi dalam pemanfaatan hasil sebesar 58,8%. Adapun indikator yang paling berpengaruh dalam perencanaan pembangunan yaitu mengoptimalkan partisipasi masyarakat dalam perencanaan pembangunan sebesar 64,8% dan hasil terendah adalah mendukung koordinasi antar pelaku pembangunan sebesar 58,8%. Dengan demikian pendekatan partisipatif yang paling dominan dalam perencanaan pembangunan adalah saat masyarakat berpartisipasi dalam pelaksanaan kegiatan.Abstract:  The background of the research is based on the existence of a development discrepancy with the urgent needs of the community which results in the community not participating in further development programs. This study will describe community participation in development planning in Bulo Wattang Village, Panca Rijang District, Sidenreng Rappang Regency. The purpose of this research is to find out community participation in development planning and the most influential factors in the development planning. The main instrument used a questionnaire. The research approach used is quantitative with frequency tabulation and measuring instruments using a Likert scale. The main instrument of data collection is a questionnaire. The results of the study show that the most influential indicator in community participation is participation in the implementation of activities by 67.4% and the lowest result is an indicator of participation in the utilization of results of 58.8%. The most influential indicator in development planning is optimizing community participation in development planning by 64.8% and the lowest result is supporting coordination between development actors at 58.8%. Thus, the most prominent participatory approach in development planning is when the community participates in the implementation of activities.
