Abstract

Indonesia berada di posisi ke enam yang menggunakan internet terbanyak di dunia. Peringkat ke enam terbesar ini di antara sekitar 3,6 miliar jumlah pengakses internet di dunia.Angka ini menunjukan pengguna internet di Indonesia cukup tinggi. Populasi indonesia yang berjumlah 265,4 juta dengan memiliki 50% pengguna internet. Tujuan dari penelitian ini adalah untuk menganalisa Implementation of electronic voting to enhance the quality of democracy in Indonesia. Metode yang digunakan dalam penelitian adalah studi pustaka. Berdasarkan hasil temuan peneliti, Indonesia memiliki peluang besar dalam mengimplementasikan elektronik voting, sehingga penerapan ini dapat meningkatkan kualitas demokrasi di Indonesia. Berdasarkan fakta-fakta analisis SWOT yang lebih banyak menghasilkan peluang dan kekuatan untuk Indonesia, meskipun masih terdapat kelemahan dan ancaman dalam penerapan sistem E-voting dalam pemilu.

Abstract

This research aims to illustrate and analyze the role of local elites in increasing voter participation and impact of local elite involvement in North Toraja District Head Vice Regent and Vice Regent 2015 by using qualitative descriptive method. Data were obtained by using interviews as well as literature and document studies.The results indicate that local elites play a role in increasing participation in Pilkada in North Toraja according to their capacity. Local political elites socialize candidate pairs, become campaign teams and volunteer teams of candidates for regent / vice bupati candidates. Religious figures become part of the election organizers and socialize the implementation of Pilkada through religious activities. Adat leaders play a role by utilizing the charisma owned socialize information Pilkada to the community, build communication with the candidate pair then support it in the elections.The involvement of local elites in the implementation of North Sulawesi District Head Vice Regent and Vice Regent 2015 has a significant impact on the political participation of the community. Increasing the political participation of the people in Pilkada is not solely because of the involvement of local elites in disseminating information on Regional Head Election. However, there are other motivating factors that enable the community to actively participate, namely (1) to be given material rewards (including piloting gambling activities) and (2) the religious sentiments of one of the candidate pairs on religious leaders in worship activities.

Abstract

The study of the implementation of Millenium Development Goals (MDGs) program in Indonesia aims to find out the background and significance of the program taken by the government under President Susilo Bambang Yudhoyono in 2009-2014 on the issue of eradication of extreme poverty and hunger. The problem of extreme poverty and hunger in Indonesia has not been solved comprehensively. Therefore, the government had to provide the right program to end poverty. The research based on the qualitative method, which uses official reports, literature review and news articles as the sources. The result showed that the programs of eradication extreme poverty and hunger in 2009-2014 had been revised became three clusters. The first cluster aims to help and protects the social family guarantee and to assure the basic needs. The second cluster is the eradication of poverty and hunger through the social assistance program. The third cluster was focusing on eradication of poverty and hunger in term of economic matter. The government used the indicators by UNDP, as the base of the decision-making process, but also used the real condition of poor people in Indonesia as the main consideration.

Abstract

Wacana desentralisasi pembangunan berkembang seiring dengan hadirnya Undang-Undang Nomor 22 Tahun 1999 tentang Otonomi Daerah. Fenomena desentralisasi pembangunan yang diwujudkan dengan kebijakan pemekaran wilayah, saat ini masih menyisahkan berbagai macam persoalan. Kemiskinan menjadi persoalan fundamental yang banyak dihadapi oleh beberapa Daerah Otonomi Baru. Sebagai upaya untuk menanggulangi persoalan kemiskinan, Pemerintah Daerah Provinsi Sulawesi Barat merencanakan program strategis yang diberi nama Program Marasa. Perencanaan Program Marasa melibatkan koordinasi lintas sektor, sehingga berdampak pada adanya persoalan ego sektoral antarinstansi dalam upaya komunikasi yang terjadi di antara unsur Organisasi Perangkat Daerah (OPD). Tujuan penelitian ini adalah untuk menggambarkan sosiogram atau struktur jaringan komunikasi OPD Pemerintah Provinsi Sulawesi Barat dalam merencanakan Program Marasa. Metode yang digunakan dalam penelitian ini adalah deskriptif kuantitatif dengan pendekatan analisis jaringan komunikasi. Hasil penelitian menunjukkan bahwa terdapat dua titik sentral dalam jaringan komunikasi antar OPD Provinsi Sulawesi Barat, yaitu Badan Perencana Pembangunan Daerah (Bappeda) serta Dinas Pemberdayaan Masyarakat dan Desa (DPMD). Bappeda berperan sebagai opinion leader yang berpengaruh dalam menentukan program yang dapat diintegrasikan ke dalam Desa Marasa. Bappeda juga berperan sebagai broker yang menyampaikan informasi terkait penyusunan Program Marasa ke OPD lainnya. Berbeda dengan Bappeda, DPMD berperan sebagai gate keepers dengan jaringan ego jauh lebih kompleks dibandingkan dengan jaringan ego Bappeda. Penelitian ini menunjukkan bahwa pemerintah perlu mendesain strategi komunikasi yang mampu meningkatkan efektivitas proses koordinasi antarlembaga pemerintahan.

Abstract

Abstract : International migration has now become everyday phenomena that attract the attention of many countries in the world, either directly involved as sending countries, transit countries, recipient countries, and the combination of the three or is not directly involved. Indonesia is one of the countries directly involved in international migration issues that need to be addressed tactically and strategically. This study is based on a literature review, and interviews with relevant resource persons, including those directly involved in the ratification process. This research broadly finds that the Indonesian government to ratify the International Convention on the Protection of the Rights of Migrant Workers is above the economic interests and political considerations. From the economic aspect, the Indonesian government sought to show its commitment to maintain foreign investment in Indonesia through the protection of foreign workers (TKA) which is driving investment in order to maintain economic growth in Indonesia. As for the political aspect, Indonesia seeks to improve the bargaining position to the countries of destination placement of Indonesian workers (TKI) that these countries provide maximum protection for Indonesian workers overseas.Keywords: Indonesian Government, Indonesian Workers, Foreign Workers, International Convention, Protection of Migrant Workers rights.
