Abstract

Tujuan penelitian ini adalah   menganalisis reliabilitas dan responsivitas Badan Penanggulangan Bencana Daerah (BPBD) dalam penanggulangan bencana kebakaran di Kabupaten Aceh Singkil. Bentuk penelitian yang digunakan adalah penelitian kualitatif yang bersifat deskriptif. Berdasarkan hasil penelitian dan pembahasan disimpulkan realibilitas dan responsivitas BPBD Kabupaten Aceh Singkil dalam penanggulangan kebakaran belum baik. Beberapa hal yang disarankan antara lain melakukan pelatihan bagi pegawai honor, menambahkan jumlah posko pemadam kebakaran, menjalin kerjasama dengan instansi lain terkait ketersediaan air serta lebih memperhatikan dan menanggapi keluhan masyarakat. Kendala umum yang sering dialami BPBD Kabupaten Aceh Singkil pada saat terjadi kebakaran adalah kesulitan dalam upaya penanganannya di lapangan diantaranya keterbatasan jumlah air dan sumber air di lokasi kebakaran, tidak tersedianya fasilitas pemadaman kebakaran di lingkungan dan pada bangunan, serta respon dari unit pemadam kebakaran yang kadang terlambat tiba di lokasi dikarenakan jauhnya jarak tempuh dan kondisi lalu lintas.

Abstract

The aims of this is Implementation of Medan Mayor Regulation Number 27 of 2020 Concerning the Implementation of New Habits Adaptation to Covid 19 Pandemic Conditions in Medan. This study use qualitative research. The result show tha the New Habit Adaptation Policy in the Corona Virus Disease 2019 (covid 19) Pandemic Condition in Tanjung Mulia Hilir Village, Medan Deli District, is still not running optimally because there are still some people who are not obedient to government regulations. Forming crowds or crowds or gatherings so that this is an unpreparedness of the community in following the adaptation of new habits in the Tanjung Mulia Hilir Village, Medan Deli District.

Abstract

The purpose of this research is to: 1) Know and explain the results of the evaluation of the quality of housing conditions for low-income people (MBR) in Medan City, 2) Know and explain the implementation of Law no. 1 of 2011 concerning Housing and Settlement Areas for MBR in Medan City, 3) Knowing and explaining the supporting factors and obstacles to improving the quality of housing conditions for low-income people (MBR) in Medan City. This research is a qualitative design. The research approach is based on phenomenology and the constructivism paradigm in developing science. The results of the research are: normatively Law no. 1 of 2011 has been quite effective in accommodating the provision of housing support for low-income families. Implementation of 1 Year 2011, there are still many problems, especially those related to the role and capacity of local governments, both in terms of commitment and funding, so it is necessary to develop derivative regulations related to local governments. There are still weaknesses in housing regulations, among others, related to the current income limit for MBR, which is relatively 35% higher than the average wage / salary income of people in Indonesia, as well as the benchmark for common house prices which are 44% lower in value than the market price in accordance with construction costs on the market.

Abstract

This study aims to determine and analyze budget planning and evaluation in improving the performance of the Aceh Singkil District Government, and to find out and analyze the obstacles faced in planning and evaluating budgets in improving the performance of the Aceh Singkil District Government. Research informants were selected by purposive sampling. Data collection techniques used through interviews and observation. Data analysis techniques used in this study are qualitative data analysis techniques. The results of the study indicate that budget planning and evaluation in the Aceh Singkil District Government has not fully been able to improve budget performance, especially financial planning, the most recent data collection for performance evaluation and efforts to overcome budget constraints. The obstacle factor in planning is that there is a tendency to reduce budget allocations for certain activities with the aim that the available budget can be allocated to various other programs, and the inventory money requirement for a one-month period is not well planned. Whereas the constraints in the performance evaluation, data or information available have not fully been able to show the most recent conditions, because there is a possibility that the stages of activities carried out have not been reported, or there is a possibility that the evidence of expenditure has not been recorded because it still can be administered.
