Abstract

Penelitian ini bertujuan untuk mengetahui Peran Dewan PerwakilanDaerah (DPD) dalam pembentukan DOB Kabupaten Galeda-Loloda. Menggunakan metode deskriptif kualitatif yaitu peneliti berusaha memberikan pemahaman secara mendalam tentang proses pemekaran daerah serta memberi gambaran yang jelas mengenai masalah yang berhubungan dengan penelitian.Sumber data yang digunakan yakni data primer dan data sekunder, teknik pengumpulan data melalui observasi, wawancara dan dokumen.Hasil temuan penelitian menunjukan bahwa DPD Provinsi Maluku Utara memiliki peran yang aktif dalam mendorong pembentukan DOB Galela-Loloda. Peran aktif yang dilakukan oleh DPD Provinsi Maluku Utara yakni (1) pada tahap awal pembentukan Galela-Loloda, peran DPD Provinsi Maluku Utara yaitu menerima semua aspirasi masyarakat Galela-Loloda, aktif menindaklanjuti sesuai dengan desain besar rencana pembangunan daerah otonomi baru yang dikeluarkan oleh pemerintah, (2) Pada tahap proses uji kelayakan Daerah Otonom Baru (DOB) Galela-Loloda, peran DPD RI Provinsi Maluku Utara yakni melakukan kunjungan kerja untuk melihat (a) Batas-batas wilayah Galela-Loloda, (b) Syarat fisik kewilayahan, (c) Jumlah penduduknya, dan (d) Potensi Daerah, dan (3) Tahap proses pembahasan di tingkat DPD RI dan DPR RI khususnya Komisi II, peran DPD RI Provinsi Maluku Utara yakni bersama-sama dengan DPD RI, DPR RI yang berperan dalam membahasan undang-undang pemekaran bersama Pemerintah membahas DOB Galela-Loloda, menyampaikan semua hasil kajian yang telah dilakukan dan DPD RI Provinsi Maluku Utara menyatakan Galela-Loloda layak untuk dimekarkan menjadi Daerah Otonom Baru.

Abstract

Abstract

ABSTRACT Pemilihan kepala desa serentak tahun 2016 yang dilaksanakan di Kabupaten Halmahera Selatan menyisahkan konflik pilkades. Adapun desa yang mengikuti kontetasi pemilihan kepala desa (pilkades) serentak berjumlah 249 desa yang tersebar di 32 kecamatan. Pilkades serentak terbagi menjadi dua tahap yaitu tahap pertama yang dilaksanakan pada tanggal 20 November 2018 yang diikuti oleh 189 desa. Sedangkan 60 desa akan dilaksanakan pada tahap kedua. Pelaksanaaan pilkades tahap pertama mengalami konflik pilkades di 16 desa. Penyebabnya karena penyelenggara di tingkat desa berpihak kepala salah satu kandidat, tim tim sukses kandidat, dan kedekatan dengan penguasa daerah. Selainitu,konflik pilkades terjadi karenaaktor-aktor daerah melakukan intervensi pada proses pemilihan sehingga mengakibatkan konflik antara kandidat. Penelitian konflik pilkades di Halmahera selatan di lakukan pada dua desa dengan tujuan untuk membandingkan penyebab konflik dan model penyelesain kondlik pilkades. Metode penelitian yang digunakan yaitu deskriptif kualitatif dengan cara melakukan wawancara secara mendalam dengan pihak-pihak yang terlibat pada konflik pilkades di Halmahera Selatan. Manfaat dari hasil penelitian untuk menambah khasanah keilmuan tentang konflik pikades di tingkat desa. There were 249villagesspread across 32 sub-districts participating in the village head elections. The simultaneous village headelections were divided into two phases in which the first one was held on 20 November 2018 taken by 189 villages. While 60 villages were held in the second phase. The first electionleft 16 casesof conflicts. The fact in the field revealed that the conclicts occured because there were some complaints coming from the losing candidatesthat the election organizers had taken side on one of the candidatesand their supporting teamwhichhad closeness to the regional leader. Besides,there were some actors intervening in the election that caused conflicts among candidates. Consideringthefacts, thisresearchwas conducted in two villages with the aim of comparing the conflicts in the villages andthe resolution models. The research method used was descriptive qualitative by conducting in-depth interviews with parties involved in the election conflicts. Abstract

This study analyzes the Indonesian government's plans to develop a forest city in the new capital (IKN). This study uses a qualitative approach by examining several relevant official government documents. It is done by thematic analysis. The findings of this study indicate that the forest city development plan in IKN is based on the principles; of conservation of natural resources and wildlife habitats, connected with nature, low carbon development, development of water resources, controlled development, and community involvement. In addition, the government has also calculated the benefits gained from the development of the forest city economically, socially, and environmentally. However, the government cannot only calculate the benefits but also considers other negative aspects that could occur, such as forest ecosystem problems. Development that is not carried out carefully can cause environmental damage and threaten survival. This study encourages the government to act following an orientation towards quality and sustainable environmental management. This can only be done if the government implements strong and strict regulations. The government also needs to consider financial problems and socio-economic challenges. This is useful for ensuring sustainable development can run harmoniously between the government, the environment, and the social community.

Abstract

This study uses a qualitative research type by focusing on the study of the performance of South Halmahera Regency BPBD employees in post-disaster logistics services. Qualitative research emphasizes inductive analysis, not deductive analysis. The data sources used are primary data and secondary data, with data collection techniques through observation, interviews and documentation. Based on the results of the study, it was shown that the performance of BPBD employees in South Halmahera Regency, seen from the productivity aspect of post-disaster logistics services, had not been maximally implemented. The aspect of the quality of logistics services has also not been maximally implemented, because the timeliness of logistics services is sometimes not timely when distributing them to villages, while the attitude of BPBD staff is very good. The aspect of employee responsiveness has been very good in post-disaster logistics services, employees are very responsive to various logistical issues and are not selective in providing logistics services.

Abstract

The digital age has brought significant changes to the global social, economic, and political order, deeply affecting the structure and functioning of public policy. The study aims to dig into the dynamics of public policy in the digital age of governance, assessing the approaches, influences, and implications of such transformations on the maintenance of government and public service. By adopting methods of literary research, the study provides in-depth analysis of how digital technology has been used to improve efficiency, transparency, and participation in public policy processes, as well as identifying emerging challenges and opportunities. The results of this study show that governments in various parts of the world have undertaken a number of initiatives to incorporate digital technology into their public policy strategies, resulting in significant improvements in terms of service access, service quality, and public participation and engagement. However, challenges such as digital gaps, cybersecurity, and personal data protection need to be overcome to maximize the benefits of public policy in the digital age.
