Abstract

This study aims at figuring out the causes of land disputes and the settlement between Gamsungi and Tosoa villagers in South Ibu District of West Halmahera Regency. This study applies qualitative descriptive method in which it is a series of procedures used in solving the problems being investigated by describing the state of research objects at present time based on existing facts. The data sources used are primary and secondary data. While the technique of data collections are observation, document interview and secondary data aid.          The results show that the causes of land dispute between Gamsungi and Tosoa villages due to: a). The arrival of ex-refugees from Lata-lata village in South Halmahera regency, b). Land expropriation and/ or land disposal by ex-refugees of Lata-lata village to the agricultural field of Gamsungi villagers, and c). Felling of plants in the agricultural field of Gamsungi villagers done by Lata-lata refugees. Therefore, the mechanism or way of settling land disputes between these two villages is through negotiation (consensus). Negotiations were done between the two villages’ representatives (Gamsungi and Tosoa villages): the two villages’ heads, secretaries, customary figures, religious leaders, and heads of BPD, and witnessed by Subdistric Head of South Ibu, Head of Criminal Investigation Unit of West Halmahera, Representatives of West Halmahera Government, Police Chief of Ibu, Sambung Rasa Team, and Koramil of Ibu.

Abstract

The church conflict that occurred in Adu Village, South Ibu Subdistrict, West Halmahera Regency was caused by unjust church leadership. Conflicts in the construction of places of worship often lead to violence, attacks and sealing of houses of worship by the community. This study aims to determine the occurrence of social conflict between residents in the construction of church in Adu village and to find out the resolution of the conflict. This research uses descriptive qualitative research that can be understood as a series of procedures used in solving problems, namely the cause of conflict between residents related to the construction of church in Adu Village by investigating and describing research objects based on facts in the field. Data sources used are primary data and secondary data with data collection techniques namely observation, interviews and document analysis.  The research findings show that the cause of conflict in church construction is because (1) the church leadership is no longer neutral in serving the community, for example when visiting a sick Adu village community, the church leader only visits one group while the other group is ignored, and (2) the regulations of church leaders regarding residents? responsibilities to the church such as the obligation for each person to contribute IDR 200,000 per year for church construction is considered too burdensome for the community. From the factors causing the conflict, conflict resolution is carried out by way of negotiations (consensus agreement) between the Old GMIH and the GMIH Renewal. From these negotiations, a mutual agreement ensued that the construction of a new church planned by the GMIH Renewal would continue.

Abstract

Penelitian ini bertujuan untuk mengetahui Peran Dewan PerwakilanDaerah (DPD) dalam pembentukan DOB Kabupaten Galeda-Loloda. Menggunakan metode deskriptif kualitatif yaitu peneliti berusaha memberikan pemahaman secara mendalam tentang proses pemekaran daerah serta memberi gambaran yang jelas mengenai masalah yang berhubungan dengan penelitian.Sumber data yang digunakan yakni data primer dan data sekunder, teknik pengumpulan data melalui observasi, wawancara dan dokumen.Hasil temuan penelitian menunjukan bahwa DPD Provinsi Maluku Utara memiliki peran yang aktif dalam mendorong pembentukan DOB Galela-Loloda. Peran aktif yang dilakukan oleh DPD Provinsi Maluku Utara yakni (1) pada tahap awal pembentukan Galela-Loloda, peran DPD Provinsi Maluku Utara yaitu menerima semua aspirasi masyarakat Galela-Loloda, aktif menindaklanjuti sesuai dengan desain besar rencana pembangunan daerah otonomi baru yang dikeluarkan oleh pemerintah, (2) Pada tahap proses uji kelayakan Daerah Otonom Baru (DOB) Galela-Loloda, peran DPD RI Provinsi Maluku Utara yakni melakukan kunjungan kerja untuk melihat (a) Batas-batas wilayah Galela-Loloda, (b) Syarat fisik kewilayahan, (c) Jumlah penduduknya, dan (d) Potensi Daerah, dan (3) Tahap proses pembahasan di tingkat DPD RI dan DPR RI khususnya Komisi II, peran DPD RI Provinsi Maluku Utara yakni bersama-sama dengan DPD RI, DPR RI yang berperan dalam membahasan undang-undang pemekaran bersama Pemerintah membahas DOB Galela-Loloda, menyampaikan semua hasil kajian yang telah dilakukan dan DPD RI Provinsi Maluku Utara menyatakan Galela-Loloda layak untuk dimekarkan menjadi Daerah Otonom Baru.

Abstract

To reach an empowered and progressivefishing communities requires the participations of relevant agencies. The agencies participations are needed in empowering the fishing communities in order for them to be able to survive in the era of globalization. Taking an example, empowerment of fishing communities by the private sector in Madapolo village is perceived to be very helpful for the fishing community because after getting some assistance from the Department of Marine and Fisheries in 2000, there is no more guidance for empowerment activities given to the communities involved in this program. This studyaims atfinding outthe private intervention in empowering fishing communities in Madapolo Village. This study employsa qualitative descriptive research. The techniquesused for collecting data are direct observation techniques, interviews and documents analysis using data reduction analysis techniques, displaying data (data presentation) and verification (gathering conclusions). The primary data sources in this study includethe head of the village, the chairperson of BPD, three entrepreneurs, and nine fishermen.Meanwhile secondary data include other documents containing the pictures of empowerment results. Based on the results of the study, it reveals that the empowerment of fishing communities in Madapolo village by private agencieshasincreased several aspects in the life of fishing communities such as family income, family economic conditions and children's education. It is also found thatthe problems or barriers faced by the empowerment programsare bad weather, health problems, and family events. From the results of study, it can be concluded that the empowerment provided by the private sector is very important to increasethe fishermen's welfare in the midst of minimum assistance from the local government. Therefore, it is expected that the provided assistance can be used as well as possible.

Abstract

This study aims to find out the participation of first-time voters in determining political choices and to find out the behavior of first-time voters in determining the candidates for regional elections in North Maluku. This study uses descriptive qualitative which is can as a series of procedures used in solving problems investigated / examined by describing the state of the objects of research at time based on existing facts. Data sources used are primary data and secondary data, Data collection done through observation, interviews and documents analysis.Based on the findings of the study, the level of political participation of first-time voters in determining their political choices in North Maluku regional head elections can be described; the voters are rational enough in deciding their political choices, because the indicators for chosing candidates are based on figures the and datas and the products of political issues sold by the candidatsin their qeetion programs. Abstract

This study aims to find out the form of comunity of seaweed farming and the factors that inhibit the farming community in developing seaweed cultivation in Mano Village, South Obi Subdistrict, South Halmahera Regency. Using descriptive qualitative research as a research procedure that produces descriptive data in the form of written or oral words from people and observable behavior, This study is design explain things or problems that occur and are described according to the focus of the research problem. Data sources used are primary data and secondary data. Inahich data the collection are through observation, interviews and documents analysis.Based on the result of the study, it shows that there are several forms of empowerment program of the Mano seawid Regional Government in this marine office of the South Halmahera District case and Fisheries Service, including (1) the establishment of seaweed farmer groups, the formation of graps support this group was from 2011 to 2015 and now there are 19 groups of seaweed farmers, (2) Providing in the form of production equipment in the form of “pelompong” and seawed drying, but the assistance provided is not fully distributed to 19 groups due to limited budget so that assistance in the form of pelompong is only 192 units for 5 groups and seawed drying equipment 16 units for only 2 groups. While the inhibiting factors of farmers in cultivnting seawed include (1) lack of marketing program to sell the seaweed, (2) lack of business capital in the development of seaweed cultivation, and (3) absence of training and counseling activities on dewed cultivation for the farming communities.

Abstract

Penelitian ini bertujuan untuk mengetahui permasalahan mengenai dengan persepsi politik masyarakat dalam pembentukan daerah otonomi baru di Desa Loleba Kecamatan Wasile Selatan Kabupaten Halmahera Timur. Metode yang digunakan dalam penelitian ini adalah deskriptif kualitatif, metode ini digunakan dengan maksud membuat penggambaran secara sistimatis, factual, dan akurat dalam menganalisis fakta-fakta secara langsung dilapangan. Hasil temuan penelitian menunjukkan bahwa persepsi politik masyarakat dalam pembentukan daerah otonomi baru (DOB) tahun 2014 tidak berjalan sesuai dengan keinginan masyarakat, padahal awal tahun 2014 isu pemekaran sangatlah direspon baik oleh seluruh lapisan masyarakat Desa Loleba sehingga masyarakat tidak segan-segan dalam memberikan dukungan mereka. Persepsi ini muncul karena, pertama rentang jarak yang cukup jauh dari ibukota kabupaten induk dengan Kecamatan Wasile Selatan. Kedua, pemikiran politik ini lahir karena dalam proses pengurusan administrasi misalnya KTP, KK, Akta Kelahiran, seringkali terkendala pada biaya transportasi yang terlalu tinggi. Alasan inilah yang mendorong semangat masyarakat tetap mendukung agenda rencana pemekaran Wasile Raya menjjadi kabupaten yang baru.
