Abstract

Dalam kondisi persaingan yang ketat ini, hal yang harus di perhatikan oleh perusahaan bus adalah tingkat pelayanan dan kepuasan pelanggan atau penumpang agar dapat bertahan, bersaing dan menguasai pangsa pasar. Pemilik perusahaan harus tau apa saja yang dianggap perlu atau penting oleh peunmpang untuk menghasilkan kinerja dengan sebaik mungkin sehingga dapat memuaskan pelanggan atau penumpang. Tujuan dari penelitian ini adalah unuk mengetahui tingkat kepuasan masyarakat atas kualitas pelayanan angkutan umum di pasaman barat di tinjaudari 6 (enam) faktor kualitas pelayanan angkutan umum (PO.BintangPasaman) dan mengetahui tingkat kepuasan penumpang dilihat dari 6(enam) indicator standar pelayanan menurut peraturan Kementrian Dinas Perhubungan. Pada penelitian ini yang digunakan adalah metode teknik metode “importance and performance analysis (IPA) dan service quality (SERVQUAL)”. Yang dapat ditinjau dengan 6 (enam) faktor tingkat kualitas pelayanan yaitu keselamatan, keandalan, fleksibilitas, kenyamanan, kecepatan, dan dampak, serta 6 indikatorstandar pelayanan angkutan umum menurut peraturan Kementrian Perhubungan. Berdasarkan hasil penelitian dapat penulis simpulkan bahwa, Pelanggan yang menaiki angkutan umum PO. Bintang Pasaman merasa Kurang puas dengan dimensi pertanyaan responsiveness (tanggapan), dengan CSI yang diperoleh pada dimensi ini adalah 64,99%. Pelanggan yang menaiki angkutan umum PO. Bintang Pasaman merasa Kurang puas dengan dimensi pertanyaan tangibles (bukti fisik), dengan CSI yang diperoleh pada dimensi ini adalah 58,88 %. Pelanggan yang menaiki angkutan umum PO. Bintang Pasaman merasa Kurang puas dengan dimensi pertanyaan assurance (jaminan), dengan CSI yang diperoleh pada dimensi ini adalah 55,03 %. Pelanggan yang menaiki angkutan umum PO. Bintang Pasaman merasa Kurang puas dengan dimensi pertanyaan empathy (empati),  dengan CSI yang diperoleh pada dimensi ini adalah 54,91 %. Pelanggan yang menaiki angkutan umum PO. Bintang Pasaman merasa  Puas dengan dimensi pertanyaan reliability (keandalan), dengan CSI yang diperoleh pada dimensi ini adalah 65,39 %.Kata Kunci: Importance and Peformance Abalysis (IPA), SEVERQUAL, Bus.AKDP.PO Bintang Pasaman.

Abstract

A road intersection is a place for traffic flow from two or more roads to meet. The performance of the intersection must take into account the delay due to the existence of both signalless and signalized intersections. At unsignalized intersections there is congestion caused by side barriers, the high number of vehicles that are not matched by the availability Adequate road infrastructure. Analyzing the capacity and level of performance of an unsignalized intersection requires data from the field, in the form of intersection geometric data (width of each foot of the intersection), type and number of vehicles crossing the intersection after being multiplied by the passenger car equivalent number ( emp), so that the value in passenger car units (SMP) is obtained. Then the capacity and performance level of the intersection is calculated which includes the degree of saturation and delay of the intersection using the Indonesian Road Capacity Manual method (MKJI 1997). The results of the analysis showed that the capacity value (C) was 2321.033 pcu/hour, the degree of saturation (DS) was 0.41 sec/pcu, and the delay value (D) was 3.022 sec/pcu. Then obtained the level of service at the intersection of Jl. The Padang-Bukit Tinggi Sumatra route is still able to accommodate traffic volumes, because the degree of saturation (DS) is still small and the level of delay assessment is still in criterion C, so there is no need to re-calculate at the Jl. Abstract

Road network performance must take into account the delay due to intersections, both signal intersections and barriers, the high population of vehicles that are not matched by the availability of adequate infrastructure of the road. Analyzing the capacity and performance level of an unsignalized deviation is data from the field, in the form of geometric intersection data (width of each intersection leg), the equivalence number of each vehicle, so that uniformity in the car is obtained passenger (SMP). Then the capacity and level of intersection performance are calculated, which includes the degree of saturation, and the deviation delay with the Indonesian Road Capacity Manual method (MKJI 1997). The results of the analysis obtained, the capacity value (C) of the three observation days, the biggest value is 2362,626cu/hour, the degree of saturation (DS) is 0.566 sec/smp, and delay (D) deviation of 10,831sec / smp. Then obtained the level of service at the intersection of Jl. Sudirman – Jl.R.A. Kartini north Payakumbuh is still able to accommodate traffic volume, because the degree of saturation is still small and the level of delay assessment is still in criteria B, so there is no need to recalculate the unsigned intersection Jl. Abstract

On a micro basis, there are several efforts to minimize the problem of traffic movement, especially on the safety and comfort on the road, which can be done by installing a median to separate the traffic flow in opposite directions. In planning the median, it is necessary to prepare a median opening that allows the vehicle to change the direction of travel in the form of a reversal movement or termed a U-Turn movement. One of the effects when doing a U-Turn is the speed of the vehicle where the vehicle will slow down and stop. This slowdown will affect traffic flow in the same direction, this circular movement will cause high traffic volume, lower vehicle speed, and higher density on the road. The author took the research location on roads in the West Payakumbuh District, Payakumbuh City, West Sumatra Province which dotted on the Soekarno-Hatta road section, Parit Rantang Payakumbuh City.The purpose of this study is to determine the performance of the road segment and the level of road service equipped with U-Turn facilities, analyze the average travel time of vehicles performing U-Turn, vehicle speed when performing U-Turn and queue lengths for U-Turn activities. To achieve this goal, the 2014 PKJI method was used. From the results of this study, it was found that the average travel time of the largest vehicle when making a u-turn was 12.68 seconds with a vehicle speed of 1.25 km/hour, with a queue when doing a u-turn of 50 meters.
