Abstract

Penelitian ini bertujuan untuk mengetahui sistem remunerasi berbasis kinerja pegawai negeri sipil di Kabupaten Sorong. Penelitian dilaksanakan pada Badan  Kepegawaian  Daerah Kota Sorong. Metode penelitian yang digunakan adalah pendekatan deskriptif kualitatif yaitu pendekatan penelitian yang mengungkapkan situasi sosial tertentu dengan mendeskripsikan kenyataan secara benar dengn teknik pengumpulan data dilakukan melalui observasi, wawancara, dokumentasi, kemudian data dianalisis secara tepat dan benar untuk memudahkan para peneliti lain memahaminya. Hasil penelitian ini menunjukan bahwa sistem remunerasi berbasis kinerja Pegawai Negeri Sipil  yang diterapkan di kantor Badan Kepegawian, Pendidikan dan pelatihan Kabupaten Sorong, sangat berpengaruh pada kinerja Pegawai sehingga  Pegawai dapat bekerja lebih baik, lebih giat karena sebagian besar pegawai negeri sipil selama ini tidak bekerja secara efektif dan efisien sehingga diharapkan dengan adanya sistem remunerasi  dari pemerintah daerah maka pegawai dapat bekerja secara baik dan disiplin.

Abstract

This study aims to describe the political power of the Tribal Customary Council in providing support to regional head candidates in the 2017 Simultaneous Regional Head Elections in Jayapura Regency. This type of qualitative research with ethnographic type. Determination of informants is done purposively. Data was collected through interviews and literature review. The developed data describes, describes, and analyzes in detail the culture and customs based on the research objectives. The results showed that the nine Tribal Customary Councils in Jayapura Regency supported the candidate for Regent Mathius Awaitouw for the 2017-2022 period. The Tribal Customary Council (DAS) has a strong influence on the lives of local people, so that in the election of regional heads, the watershed is often the place where candidates for regional heads ask for permission and blessing.

Abstract

The economy of indigenous Papuans is still relatively low even though special autonomy funds continue to be given to regional governments every year. The aim of the research is to determine the impact of special autonomy on the economy of indigenous Papuans after implementing the policy in Sorong City, Southwest Papua. This research uses qualitative research methods with a descriptive approach. Qualitative methodology presents a research strategy that presents descriptive data in the form of written and verbal messages from the subjects and their observed attitudes. The results of the research show that the implementation of the Special Autonomy policy in Papua still has significant challenges. Communication factors, resources, disposition and bureaucratic structure have an important role in the success of policy implementation. There is an urgent need to improve coordination between the central and regional governments, as well as involving all elements of society, especially those below the poverty line, in the policy process. The conclusion of this research is an increase in the implementation of the Special Autonomy policy to ensure the development and welfare of the Papuan people. Strategic steps need to be taken to optimize Papua's natural and human resources, as well as improve economic and social conditions in the area. Thus, this research makes a valuable contribution to understanding and dealing with existing problems more effectively.
