Abstract

This study entitled "Redistricting Political Studies: Actor Dynamics in District of South Singkep Establishment, Lingga regency, Riau Islands Province Year 2011-2012" The background of this research with the Government Regulation number 19 of 2008 concerning the District, where the formation on new districts in an area must meet the requirements that have been set. The formulation of the problem in this research is "How Actors Dynamics in District of South Singkep Establishment, Lingga Regency of Riau Islands Province in 2011-2012". Issues contained in this thesis is the existence of multiple interests of individuals and groups to perform South Singkep District Establishment and South Singkep District not deserved to become a new sub-district in Lingga Regency, Riau Islands Province. The method used in this study is a qualitative method that describes the data descriptively. Data collection techniques used were interviews and secondary data analysis. While the source of the data used are primary data obtained from the research site in the form of research informants and supported by secondary data.Based on the results of research conducted there are some of the findings related to actors dynamics of in the Establishment of the South Singkep District, Lingga Regency, Riau Islands province, namely Berhala Island rescue, preparation for the establishment of South Singkep District, political support, political lobbying, to the absence of the chairman of Lingga Regency parliament in Plenary Meeting of Lingga Regency Parliament , in the other words, the establishment of the South Singkep District, Lingga Regency, Riau Islands province is considered less effective.Keyword: Political Redistricting, Dynamics Actor, Actor Interest

Abstract

Implementation of New Public Service in postal money order services at PT. Pos Bagan Bagan Batu subdistrict Sinembah Rokan Hilir Regency Year 2014-2015 is a new service that is implemented in Indonesia with the interests of citizens because it considers that the failure of New Public Management, the government preoccupied with the affairs of increased economic growth, increased productivity, treats its citizens as customers, the fulfillment of the public interest is released into the arena of market mechanisms. Therefore, the New Public Service restore essential government functions that prioritize the interests of its citizens. Formulation of the problem in this research is how the application of new public service at PT. Pos Bagan Batu Year 2014-2015 and how the quality of the implementation of new public service at PT. Pos Bagan Batu Year 2014-2015.The research was conducted at PT. Pos Bagan Bagan Batu subdistrict Sinembah Rokan Hilir, purpose of this study was to determine how the application of new public service at PT. Pos Bagan Batu 2014 and 2015 and the quality of implementation of new public service at PT. Pos Bagan Batu, type of research in this thesis is qualitative descriptive that is by collecting data and facts as well as information obtained from the field and then processed and analyzed further by existing theories.The results of field research on the informant and the data collected, the outline can be concluded that the application of the new public service in postal money order services at PT. Pos Bagan Bagan Batu subdistrict Sinembah Rokan Hilir not accomplished in accordance with the existing theory. Abstract

             Corporate Social Responsibility (CSR) is a corporate social program to provide assistance and empower the community around the company as a form of social responsibility or compensation for things lost from the community because of the operation of the company. The problem contained in this study is that there are still many companies that have not reported the results of CSR activities to the Local Government or CSR Forum and supervision conducted by the Regional Government of Indragiri Hilir Regency has not been maximized. The formulation of this research problem is How to Coordinate in the Implementation of Corporate Social Responsibility (CSR) Program in Indragiri Hilir District in 2019, and What are the Coordination Constraints in the Implementation of Corporate Social Responsibility (CSR) Program in Indragiri Hilir District in 2019. The purpose of this study is to describe coordination in the implementation of Corporate Social Responsibility (CSR) program in Indragiri Hilir Regency in 2019 and to know the coordination constraints in the implementation of corporate social responsibility (CSR) program in Indragiri Hilir regency in 2019.             The research approach used is qualitative approach. This type of research is descriptive. The research location is in Indragiri Hilir Regency. The type and source of research data is divided into primary data with purposive informant retrieval techniques and secondary data in the form of supporting data related to CSR implementation. Data collection techniques are used by interviews and documentation. While the data analysis is done using qualitative analysis.             The result of this research is coordination in the Implementation of Corporate Social Responsibility (CSR) Program in Indragiri Hilir Regency in 2019 has been carried out, related to its coordiansi can be seen from 4 basic coordination, namely: cooperation, division of tasks, communication and meeting meetings. Constraints in coordinating the implementation of CSR programs in Indragiri Hilir Regency, among others, there are still some pokja that do not run to the maximum and have not been formed a Supervisory Team in accordance with existing regulations.   Keywords: Coordination, Corporate Social Responsibiliity (CSR)

Abstract

The Employee Performance Information System (SINERGI) is a performance management information system in order to assess employee performance more measurably and objectively in the Pekanbaru City Environment which serves as the basis for realizing SKP and the basis for paying TPP. The problem in this research is that the implementation of SINERGI in Pekanbaru City has not been optimal due to several determining factors that underlie the readiness for the implementation of SINERGI that does not run effectively. The purpose of this study was to determine the effectiveness of the implementation of SINERGI in Pekanbaru City in 2020-2021.              This research approach uses a qualitative approach. This type of research is descriptive research. The location of this research is in Pekanbaru City. The types and sources of research data are divided into primary data with purposive and secondary data in the form of supporting data related to SINERGY.              The results of this study are that the implementation of SINERGI in Pekanbaru City Year 22020-2021 is quite effective, but there are still employees who have not achieved the SKP target. SINERGI fosters a sense of responsibility for employees for their duties and obligations as public servants and assesses employee performance more measurably and validated so that employees feel satisfied with their performance. The inhibiting factors for the implementation of SINERGI in Pekanbaru City are the lack of employee awareness in the use of SINERGI, lack of socialization, guidance, and information about SINERGI, and problems with the network and server so that the use of SINERGI does not work well. Keywords : Effectiveness , SYNERGY, Employees

Abstract

Non civil servant staffing in Kuantan Singingi Regency is one of the supporting resources for the implementation of effective and efficient regional government activity. The number of non civil servant staffing in Kuantan Singingi Regency raised by Decree of work agreement by local government has reached 2,949 people in 2016. However, the regional income that tend to decrease in 2016, resulted in the Regional Government of Kuantan Singingi Regency should make arrangements on non civil servant. This policy is carried out by not extending the contracts of all honors workers in 2017 and a moratorium on the appointment of non civil servant staffing. As a result of the local government's policy, various rejection came from non civil servant staffing and the Regional House of Representatives of Kuantan Singingi Regency.The purpose of this study is to describe the Policy of Regulating Non Civil Servant Staffing by Local Government of Kuantan Singingi Regency in 2016-2017 and to know the factors influencing the policy. Next, the research was conducted by using qualitative approaches as well as data collection techniques through interviews, literature study and documentation.The results of this study showed that implementation of staffing arrangements have not run maximally, especially in doing rationalization number of non civil servants staffing. This is because not maximizing the preparation of job analysis which became the basis for knowing the needs of employees in each Organization of Regional Devices. In addition, the government has not been consistent in conducting the moratorium due to the non-employment of non-civil servants in several regional apparatus organizations. The factors that influence the policy of civil servant arrangement non civil servant in Kuantan Singingi regency is the demands of non civil servants and not support the policy of Regional House of Representative.Keywords: Rationalization Policy, Staffing Arrangement, Non Civil Servant

Abstract

Villages that have such a condition are called having their own households, that is, having a territory that only the village community concerned can organize and manage its affairs. Outsiders who are not interested can not intervene to organize and manage the interests of the village community concerned. Taking care of his own household affairs is called village autonomy. With the existence of legal tools has opened the opportunity for the realization of democratization to the village level through changes in village governance configuration by presenting the Village Consultative Board (BPD) as a representative institution of the people at the village level who have equal status and become partners of the village government This research uses qualitative approach. Qualitative approach is an approach that is used to obtain the information needed in order to deepen about the problems to be discussed in this study. The qualitative approach emphasizes the human element as a research instrument will make it easier to adjust to the reality that happened in the field. The type of research used is descriptive that is collecting, compiling and interpreting existing data then analyze the data, examine it, describe and examine more clearly from various factors related to condition, situation and phenomenon investigated. Collection techniques by interview and documentation. The results of the research indicate that the village government of Waterfall, especially the Village Consultative Board (BPD) of Waterfall village has not been maximally involved in performing its duties and functions, especially in the process of formulating village regulations on the Village Expenditure Budget (APBDes) in 2016, which is one of the important elements In the administration of village governance in creating a village government that is advanced, effective, directed in accordance with the goals of community welfare. Abstract

The research present describe the optimalization collect of rent tariff Puan Maimun Market in Karimun Regency. After the reformation so district government has gived a authority to acclerate the development in their territory. One of the effort by district government are tax and retributions. In Karimun Regecy the government have implemented a district regulation number 9 in 2011 about the retributions and Markets are one op potentions source of retributions likes Puan Maimun Markets. In order that since 2015-2016 the collections of rent tariff on Puan Maimun Markets didn’t get a targets from the realizations.The research use the methode are qualitative methodes that analyze problem research by describe the subject and object conditions based on real fact. This research use location in Karimun city and researcher collect data from books, government regulation, jurnal, mass media, website and deep interview with informan likes Head of Market Business Unit, Secretary of Market Business Unit, staff of collect rent tariff in Puan Maimun Markets and seller in Puan Maimun Markets.The research shows that describe the optimalization collect of rent tariff Puan Maimun Market in Karimun Regency are have done since 2015 and until 2016 the realization of collect retributions market are 21,42%. Some factors cause low of coordinations between goverment with the seller, low of staff that have job to collect the rent tariif of Puan Maimun Market, low of attention seller to pay the market retributions and the minims of some facilities in Markets that support the activity in Markets so many seller in Karimun City that not payed the retributions.Keywords: Optimalizations, Collect, Rent Tariff and Market.

Abstract

This research was motivated by the selection of PAMSIMAS target villages in Batu Ampar Village in 2012 in accordance with the Decree of the Minister of Public Works of the Republic of Indonesia Number: 79 / KTPS / DC / 2013 concerning the Determination of Target Districts / Cities for Community-Based Water Supply and Sanitation Programs. The implementation of the Pamsimas program at the district level is carried out by BAPPEDA, the Health Office and the Public Works Cipta Karya which are members of the Indragiri Hilir Regency AMPL POKJA in accordance with Indragiri Hilir Regent Regulation No. Indragiri Hilir Regent Regulation No. 9/2016 on Regional Policies and Strategies for the Development of Drinking Water Supply Systems was also issued. The implementation of the Pamsimas program at the village level is carried out by the Village Government, KKM, SATLAK, and BPSPAMS which are assisted by the Community Facilitator Team. As for the formulation of the problem in this research is How Community-Based Drinking Water and Sanitation Services (PAMSIMAS) in Batu Ampar Village, Kemuning District, Indragiri Hilir Regency in 2018.               This research was conducted with the aim of describing Community Based Water Supply and Sanitation Services (PAMSIMAS) in Batu Ampar Village, Kemuning District, Indragiri Hilir Regency in 2018. This research is a descriptive study with a qualitative approach. The location of this research was conducted in Batu Ampar Village. The data collection techniques used were interviews and documentation. The data analysis technique used is descriptive and qualitative methods.               The results of this study indicate that the PAMSIMAS program services in Batu Ampar Village have not run optimally, BPSPAMS which is responsible for the operational and maintenance stages does not carry out its responsibility for the duties assigned to maintain PAMSIMAS assets, this can be seen from the unmet need for clean water to the community because inadequate machines, not only the problem of a shortage of clean water supply which becomes an obstacle in service but also the damage to the pipeline network which causes clean water services to the community to be cut off, then the problem of many public faucets that do not work. Keywords: Transparency, Accountability, Conditional, Participatory, Equal Rights.

Abstract

Education is something that is very essential in the humanitarian process in a cultured society. So in practice, every child has the right to get an education which has become his right to obtain an education that is accessible and of good quality. There are various kinds of problems to make it happen, such as education infrastructure such as school spaces that are still lacking, and the low quality of education is caused by the number of teachers who are not evenly distributed and the level of teacher welfare cannot be said to be good, especially teachers who are not civil servants. There are two problem formulations in this research, namely "How is the role of the Pekanbaru city education office in realizing equal and quality access to education and the inhibiting factors in its implementation".The research approach used is a qualitative approach. while the type of research used is descriptive. The data was collected by the author using interview and documentation techniques. The data used are primary data obtained from research informants and further supported by secondary data obtained from various government agencies related to this research.The results showed that the Education Office made various efforts in order to achieve equal and quality access to education in Pekanbaru City. This is supported by increasing the role of the government, in this case the education office. Efforts are being made to use the theory of the role of government, namely (1) Role as community service, (2) Role as facilitator, (3) Role as companion, (4) Role as partner, (5) Role as funder. In carrying out its duties and functions in realizing equitable and quality access to education, the Pekanbaru City Education Office experiences several obstacles such as limited budget and human resources. Keywords: Role, Even and Quality Education, Education Office

Abstract

This research is motivated by the many obstacles encountered in the Sidomulyo Public Hospital in Tampan District, Pekanbaru City, including: (1) not all doctors work every day, while nurses also enter alternately; and (2) the absence of pulmonary, child and neurologist specialists, even though previously there were.The theory used in this study is an indicator of public service according to Menpan Number 63 of 2003, namely: service procedures, service time, service costs, service products, facilities and infrastructure, and competence of service providers. This research is qualitative research, while the data collection techniques used are interview techniques.The results showed that public services at the community health center in Inpatient Hospital Sidomulyo Tampan District, Pekanbaru in 2017 were not optimal. Inhibiting factors for public services in community health centers (Puskesmas) in Tampan Subdistrict, Pekanbaru City In 2017 there was still a lack of human resources in Puskesmas, still lack of availability of Puskesmas facilities and infrastructure, not optimal maintenance, maintenance and inspection of infrastructure facilities, and not yet optimal supervision of Puskesmas facilities and facilities by the Pekanbaru City Health Service.Keywords: Public services, Puskesmas
