Abstract

The purpose of this study was to find out how the implementation of Bintan Regent Regulation No. 1 Of 2019 Concerning Technical Instructions for Supervision Of The Distribution of Subsidized 3 Kg Gas Cylinders In East Bintan District, Bintan Regency. The background of this research is due to the scarcity of 3 kg gas cylinders, so the local government issued regulations governing the distribution of subsidized 3 kg gas cylinders. However, from the data obtained, the existing data on poor families and MSMEs has a very far comparison with the number of subsidized gas cylinders circulating in the East Bintan sub-district. This study uses the theory of Van Metter and Van Horn. This research uses descriptive qualitative research method. Primary data obtained by means of interviews and observations and secondary data obtained from written reports or publications. The results of the study indicate that the implementation of the Supervision of the Distribution of Subsidized 3 Kg Gas Cylinders has not been going well. This is due to the lack of supervision and enforcement of sanctions by the local government which results in the distribution of subsidized 3 Kg gas cylinders that are not in accordance with applicable regulations.

Abstract

Kemampuan yang dimiliki Bawaslu dalam mengawasi kampanye yang beredar dan menyebar secara luas di masyarakat menjadi tolok ukur dalam aksesibilitas pengawasan. Penelitian ini memiliki tujuan untuk mengetahui pengoptimalan aksesibilitas pengawasan media sosial terhadap pencegahan kampanye propaganda oleh Bawaslu. Metode penelitian menggunakan metode kualitatif dengan pendekatan studi pustaka. Ketersediaan dan kenyamanan adalah dua hal pokok yang menjadi acuan dalam penentuan aksesibilitas pengawasan. Bawaslu telah menyediakan pembentukan inovasi, yaitu aplikasi Gowaslu untuk mempermudah pengawasan dan pelaporan kampanye propaganda yang juga dapat di akses oleh masyarakat. Masyarakat dapat melakukan pelaporan ketika melihat hal-hal yang bertentangan dengan ketentuan pemilu, seperti adanya kampanye propaganda. Akan tetapi, Bawaslu masih dihadapi dengan berbagai hambatan dalam melakukan pengawasan media sosial. Hambatan tersebut berupa, minimnya jumlah personel Bawaslu, penyebaran informasi di media sosial yang cepat meluas, terdapat akun anonym yang melakukan penyebaran informasi mengarah kepada propaganda, serta terdapat isu-isu yang berkaitan dengan belum terjaminnya perlindungan bagi pelapor penyelewengan kampanye. Secara keseluruhan, aksesibilitas pengawasan media sosial yang dilakukan oleh Bawaslu belum optimal karena masih terkendala hambatan terutama pada isu-isu pelaporan yang membuat masyarakat enggan untuk ikut berpartisipasi dalam pengawasan.

Abstract

Riau Islands is one of the provinces that handles TB cases by carrying out a collaborative process, which is stated in the Decree of the Riau Islands Province Tuberculosis Management Acceleration Team in 2022. This research aims to find out the collaboration process carried out by stakeholders involved in tackling TB cases in Islands Province Riau. This research uses a qualitative approach. by presenting the results descriptively, what is used is qualitative data analysis, namely data reduction, data display and conclusion drawing/verification to present the findings in a structured manner. Then the results are described based on the dynamics of collaborative governance according to Ansell and Gash, which uses five indicators, namely face to face, trust building, commitment to process, shared understanding, intermediated outcomes. The research results, the collaboration has been reduction the TB cases in the Riau Islands province, but this is not significant when compared to the target to be achieved. Apart from that, there are still cases that have not been reported by Health Service Facilities to the Tuberculosis Information System. So future changes or revisions regarding collaboration are still needed to make it easier to handle the obstacles faced by stakeholders.
