In the administration of village governance, in Indonesia it is often experienced problems that arise related to the relationship. As well as coordination between village head and village institution in Mayang Pongkai village Kampar Kiri district Kampar regency. So far the coordination between the village head and the Village Institution is well established but there are some issues that are problematic in the coordination between the village head and the Village Institution in the village such as the problems that have occurred in Mayang Pongkai village. Where the Village Institution has little active role in carrying out its duties and functions, the Village Institution is only an approved institution. Never even supervise the village apparatus, this leads to the inconsistency between the Village Institution and the Village Head.Problems related to the synchronous partnership system established between the village head and the Village Institution in order to establish a good and prosperous working relationship it is necessary to find the right relationship partnership model for it in this study conducted in-depth research in the village of Mayang Pongkai Kampat Kiri Kampar Kiri regency.Development in the village mayang pongkai still far behind in the appeal of villages in the middle campar district. Development planning made by the village government apparatus has not been able to answer the aspirations of the community and not synergize with the vision of the village mission.The purpose of this research is to know the relation of existing village institution in Mayang Pongkai Village in construction of insfratuktur in the village.The concept of theory that researchers use is Relation and development This research uses a qualitative approach with descriptive method. In data collection, researchers used interview techniques, documentation and observation.The result of this research is the relation of village institution in Mayang Pongkai village has not run well, it is influenced by several things such as lack of membership, lack of participation of society and especially bad relationship between institutions in Mayang Pongkai Village.Keywords: relation, village institution

Bureaucratic and political relations in Indonesia has always been volatile. During the New Order, with monoloyality policy, bureaucracy always used as a political machine by the regime power for political mobilization , in order to support the power of the status quo . After the regime fell and was replaced by the era of the Reformation in 1998, there was a fundamental political system , especially the central and local relations . From the pattern of centralized , become more autonomous and decentralized . Likewise, the local elections were originally selected by the DPRD , be elected directly by the people . This change on the one hand gives the positive sense that is to increase the political participation of the people , but on the other hand is causing civil into practical politics. This study seeks to explain why the politicization of the bureaucracy in the elections of regional heads Siak in 2011 and what their impact on government and the bureaucracy . For qualitative research method was chosen by the technique of collecting data through in-depth interviews, which is the key informants in this study is a good class of people who work as civil servants , party officials or politicians , community leaders , entrepreneurs , which have an understanding of the information needed. The results of this study showed that the process of the Election Siak in 2011 , there has been politicization of the bureaucracy in the form of the mobilization of civil servants as a political machine that is used by the regional head candidates who will be contesting the General Election with access to bureaucratic power . Many violations and civil servants involved in practical politics , so the lawsuit and reap Election results do not lead to the creation of bureaucratic neutrality . Bureaucratic politics as a tool or instrument to collect political support for prospective candidates to seize power , It certainly has damaged the spirit of the general election free and fair in the democratic principles contained.Keywords : Politicization, Bureaucracy , civil servants mobilization

This research is motivated by the implementation of the tribe Petalangan treatment Belian Village Betung Pelalawan District of Pangkalan Kuras. The problems that arise from this study is how the implementation of the treatment Belian Village Petalangan and how the public perception on this Belian treatment. The purpose of this study was to determine how the implementation of Belian treatment and public perception of the treatment ritual Belian on Petalangan tribe. Location of the study was conducted in the village of Betung Pelalawan District of Pangkalan Kuras. The method used in this study using a qualitative descriptive study. As informants are community as much as 5 (five) while the data collection techniques using observation, interview by giving the question sheet. In analyzing the data from this study used a qualitative descriptive analysis method, while the validity of the data using triangulation techniques. The research found the implementation of medication purchases made by kemantan and pebayu and ketobung bat or drum to accompany spells read when performing the treatment, for the public perception of treatment may be as long as it does not violate the norms, ethics and religion.Keywords: Implementation, Belian Treatment, Tribe Petalangan, public perception

This study aimed to determine and analyze the functions of local government district in the downstream rokan overcome the scarcity of LPG 3 kg in 2013. in Law No. 22 Year 2001 on Oil and Gas that LPG is an abbreviation of Liquefied Petroleum Gas, which means liquefied gas at a certain pressure derived from petroleum that has been fractionated. So the main source of producing LPG actually petroleum, natural gas instead. The research behind this is to see the number of people is increasing from year to year, causing greater levels of consumer needs and quotas khusunnya LPG LPG 3 kg was not able to meet the needs of society as a consumer.This study included into the qualitative research study using in-depth interview data collection techniques to several respondents (key informants) that have been assigned or puposive techniques .... the researchers selected a sample of informants criteria that truly understands the expected goal of researchers in research This as well as having an important position in the agency concerned.These results indicate that efforts by the local governments, especially the Department of Industry and Trade Rokan Hilir not perform its function optimally. Indicated by the scarcity of LPG 3 kg which occurred in Rokan downstream of this, due to the number of mafia / elements that playing field and there are many bases and retailers who do not comply with the rules set by the department of trade and industry. By selling price does not match the Rokan Hilir Regency Decree No. 291 of 2012 on the highest retail price (HET). In addition, there are several factors that led to the scarcity of LPG 3 kg of factors cause is the first ever increasing population which does not comply with the quota. Second, the movement of LPG LPG Gas 12 kg to 3 kg of LPG. Third, keberaaan SPBE as a supply point has not functioned optimally. Patient satisfaction in health services is very important to note because it can describe the service in place of health services. Siak District General Hospital (RSUD) Siak is a C class state hospital located in Siak District. The hospital is able to provide limited specialist medical services. The decreasing and increasing number of patient visits BPJS every year, then the indication of a gap between services received with the expected BPJS patients at Siak Public Hospital (RSUD). He formulation of this research problem is: How the quality of health services for patients BPJS (Social Security Administering Body) at the Regional General Hospital of Siak Regency Year 2016? Data analysis method used in this research is descriptive qualitative analysis method that is trying to explain based on the phenomena that exist and trace all the facts related to the problems discussed based on the results of research that is Quality Health Services For Patients BPJS (Social Security Administering Body) At Home General Hospital of Siak Regency Year 2016. The result of the research stated that the health service for Patient BPJS (Social Security Administering Body) at Siak District General Hospital 2016, can be said is still low, that is on the punctuality of service, the process of health service use of computerized system is still low, Affairs will not be controlled properly, even lost so that can not be accounted for patients. On the ease of providing health services for Patients BPJS (Social Security Administering Body) at Siak District Public Hospital 2016, in terms of setting administrative requirements are still too rigid but in accordance with the rules set. On the accuracy of services still found the existence of discrimination in the provision of health services for Patients BPJS (Social Security Administering Body) at Siak District Public Hospital 2016. On the suitability of health services, BPJS Kab. Siak receive complaints and follow up until all the health services for the Patient BPJS (Social Security Administering Body) at Siak District Public Hospital 2016 has been completely finished.Keywords: Service, Health, BPJS, Kab. Until now, the problem of garbage in Tanjung Balai Karimun still not resolved optimally. This study aims to determine how the role of Local Government in the creation and establishment of local regulations on hygiene services in Karimun. This study used a qualitative method and conducted in Tanjung Balai Karimun.This study uses informants as sources of information objects that aims to achieve mastery in getting information. Data used in this study are primary data and secondary data obtained through direct observation and interviews with informants. Analysis of the data in a descriptive study conducted by describing the data in a systematic and objective so as to produce factual information, current, and accurate.Based on the results of the study found that in general the role of the Department of Health and Landscaping in terms of addressing the waste problem is in accordance with the applicable rules and regulations. However, there are several causes not optimal policy for the purpose of cleanliness and beauty of this city is due to the level of public awareness and legal compliance to environmental hygiene is still low. Although there dissemination of hygiene control and beauty of the city conducted by the Regional Government of Karimun but people are less aware of the importance of cleanliness and beauty of the surroundings. The purpose of this study was to determine the extent of the role of the Environment Agency of Pekanbaru in granting an environmental permit hospitality in the city of Pekanbaru. Which is the number of hotels operating in the city of Pekanbaru in 2013 was 138, while the hotel has an environmental permit only reached 59.This study is a qualitative study conducted in the city of Pekanbaru implemented, namely the Environment Agency Pekanbaru. Source of research data obtained from the Environment Agency employee Pekanbaru city. Presentation of data in narrative form, in-depth stories of the informants who are considered able to provide information about the study and review of the literature. After the data collected were analyzed using qualitative descriptive analysis.After doing research, it was found that the role of the Environment Agency in Pekanbaru city licensing pekanbaru hospitality in the city can still be carried out to the maximum. The human resource in a region government is the most important component that can determine whether all procedurs in region government run well or not. It will run well, if it is supported by the best quality of human resovrse. There are so many honorers who are waiting to be sipil servants. They are willing to be sipil servants as soon as possible, because they have worked for many years as honorers. Beside that, they also have had all of the conditions to e sipil servant.A ppointment of temporary employee benefits in the sipil servant in Kampar Refency 2012 is give an effect if social stat good governance. This study was aimed to analtzed problematies of licensing drinking water refill indutries and stakeholders that related in Pekanbaru 2013. This study was an abalysis descriptive and used primary and secondary data. Primary data based on questionnare and interviwed indrustrialist of drinking water refill and stakeholders that related for giving licensing in drinking water refill industries. Secondary data based on recommandation latter from Health Department of Pekanbaru, Registered latter fromIndustry and Trade Departement of Pekanbaru, and Disarder letter from Integrated Service and Investment Departement of Pekanbaru, according to minister of Industry and Trade of RI, numb 651/Kep/2004 about rules and regulation and trading of drinking water refill industries. The study showed that in 2013, only 149 industries that have recommandation letter from Health Departement, 54 Industries that have registered letter from Industry and Trade and Investment Departement of Pekanbaru. It was showed that only drinking water refill industries had registered legally. In order to reach a good condition, there must be a good communication between goverment and drinking water refill industries and also goverment have to socialize the importance of licensing for drinking water refill industries. This research study Entitle political economy of mining management "base" (non-metal mineral mines) in the district Kunto Darussalam 2010-2013. This study aims to determine the cause of the lack of regulation of the mining base in the district rokan upstream by analyzing the existence of rent seeking practices that occur in the management of mining base in the district Kunto Darussalam. Rent seeking theory is a theory that became the foundation of thought in this study, in addition to the concept of shadow state is also used to describe forms of rent seeking practice and its impact in the management of mining base in the district Kunto Darussalam. The object of this research is the management of mining base in the district Kunto Darussalam conducted by the local government district rokan upstream. Rent seeking practices in the management of mining base in doing the mining and energy department officials rokan upstream counties with mine operators and officials of financial services and asset managers rokan district upstream with the contractor base in the determination of the tax base.
