This study aimed to determine the issue of how Role of Community Empowerment and Village Government of National Unity (BPMPD and Unity) Karimun through Enhancement Program for Community Empowerment in Rural Areas in the District of West Kundur Karimun (Studies in Sawang Sea village and Gemuruh village). The method used in this study using qualitative research methods, data collection techniques through direct interviews to the informant.The results of the study The Role of Rural Community Empowerment Board and the Government of National Unity ( BPMPD and Unity ) Karimun through Enhancement Program for Community Empowerment in Rural Areas in the District of West Kundur Karimun (Studies in Sawang Sea village and Rumbling village), which is to develop and empower local potential sources existing power that each delivered development efforts through empowerment, basically aimed at achieving changes in people's behavior in order to realize improved quality of life that includes many aspects, economic, social, cultural, ideological, political, and defense and security. This occurs due to the inhibiting factors in the development and management of potential areas, namely : Community empowerment has been done is not directional and are not caused by factors focus funding for development is still minimal. The recommendation of building permit from sub-district head is requirement of the building permit in Rokan Hulu Regency. Building permit commendation of the sub-district at the Ujung Batu sub-district Office had the authority of Ujung Batu sub-district. Therefore Ujung Batu subdistrict government should provide a good service to the public in the making of building permits recommendations.This research is a descriptive study using a qualitative approach as a tool of analysis. This research was conducted in Ujung Batu sub-district, Rokan Hulu. This research was using interviews with key informants as information objects that aim to achieve the goal in order to get information in this research. Data used of this research is primary data and secondary data obtained through observation and interviews with key informants in this research.Service Implementation of the building permit recommendation from government officials to the citizens service users is still not good. It fairness is based on the clarity and certainty of that the service is still lacking, it is not efficient in service, is not evenly distributed in the service, and still less of an employee disciplinary for the service of building permit recommendations that resulted is not timely in service. As for some of the factors that influence the implementation process of building permit service recommendations in District Ujung Batu, namely : a) There is still a lack of support facilities to the community service activities. Equipment also needs to be adapted to the development of existing technology to facilitate and speed up the service process. b) There is still a lack of personnel service clerk technical control of the main task, so that sometimes the service becomes less effective. c) There are still of officials who are still not disciplined.Keywords: Public Service, Subdistrict, Building Permit Recommendation

Religion as worldview has contributed few main roles on world politics constellation for decades. One of them is Hasan Al Bana’s political thoughts, “Manhaj Harokah”. This research analyzes the influence of Hasan al-Banna—the founder of Ikhwanul Muslimin—political thoughts in Indonesia. This research is aimed to describe how Indonesia through “Partai Keadilan Sejahtera” adopt Hasan al-Banna’s thoughts on politics and governance. Formulation of Hasan al-Banna’s thoughts and vision about Islam and governance that has been adopted and absorbed in Indonesia will be explained based on Political Thought Theoretical Framework. These qualitative-descriptive research framework formulates ideology, actor, value system infiltration, institution, and political movement as one theoretical unity. Which means that, Hasan al-Banna’s thoughts focus on these four research concepts. The result of this research shows that Hasan al-Banna’s political thoughts influence Indonesia political situation by the existence of “Partai Keadilan Sejahtera” as the da’wah-based party. PKS is Indonesian’s manifesto on adopting Hasan al-Banna’s thoughts. The establishment of PKS is one of two main influences on Indonesia political situation. And another one is Islam purification, getting back to “quran and hadits”. Some previous researcher also called PKS establishment as the rise of “Jemaah Tarbiyah” in Indonesia. Of parking lot as the original one of the components area (PAD) that make a contribution to PAD. Parking fee retribution is done by the Government through the body by many elements that have been determined based on Local regulation No. 3 Year 2009 about of service in the field land transportation Office of Transportation, is Communication and Informatics Pekanbaru . Management of parking lot is not yet been viewed as a matter that is very important in order to support development in area because many potential areas that comes from retribution parking area that is not well-managed because of the lack of initiative and the role Office of Transportation, Communication and Information Pekanbaru to make efforts in to improve regional's original Pekanbaru. The aim of the research is to know the role of Communication Department, and Communication Medical Informatics City of Pekanbaru in management of parking area in 2013 and to know these obstacles by the Transportation, Communication and Informatics City of Pekanbaru in management of parking area in 2013.The method data analysis that is used in this research is descriptive qualitative analysis method that is trying to present based on the phenomena that are and to all the facts related to problems that discussed based on the results of research that is the role of Communication Department and Informatics, Communication Pekanbaru in the management of parking area in 2013.The Department of Relations role, Communications and Information on the field are still many shortcomings in controlling the area path circulation parking, vehicles and retribution that has affected and cheating in wild parking by a spokesman parking this was to make the minimum entry in the sector of parking area in the City Pekanbaru in 2013. PT. COSMIC is a company engaged in the manufacture and marketing of asphalt, emulsified, lubricating oil, and fuel oil. Currently has several representative offices in Indonesia, including in Batam, Perawang and Pekanbaru. PT. COSMIC has had some tankers to facilitate transport, for fuel terminals have had it in Batam and Pekanbaru Perawang. In the transport and distribution of PT. COSMIC use some form of land transport colt diesel, ankle, trailers and others, each of which has a payload capacity of an average of over 12 tons. The existence of public complaints against PT Cosmic vehicles passing through Jalan Waja Wangsa village Tualang tonnage exceeding got the attention of the District Government Tualang. In order to find a solution, the District Government Tualang invite companies, related parties held a meeting on hall district office Tualang order to find solutions related to how the relationships, roles, and their attitude and response and participation of all parties in addressing this issue. Meetings are held until the end of 2014 does not go realization in accordance with the agreements that have been made.For that conducted research on SOCIETY AND DEVELOPMENT VILLAGE (STUDY OF COSMIC IN ITS DEVELOPMENT IN THE VILLAGE OF TUALANG SUB DISTRICT TUALANG). This study used a qualitative, in this case the analysis, observation and interviews. The result of research on this problem is less well demonstrated by the value of relationships, roles and cooperation between PT. Institute Tertasatanatan is a collective organizational implementer representing organizations in and out, in carrying out the task of community empowerment in the village / kelurahan responsible to Village Deliberation / Village. The Village Innovation Institution is also the lowest organization in the organizational structure as the implementer of the community empowerment policy at the village / kelurahan level so that the board is required to have the knowledge and skills and positive attitude especially in carrying out its duties and functions in community empowerment. However, when viewed from the activities of each institution in the village of the river has not been running in accordance with the objectives of its formation, has not run things that are encouraging. The purpose of this research is to know the role of Community Empowerment Institution in Community Empowerment in Sungai Pagar Village Kampar Kiri Subdistrict of Kampar Regency and to know the inhibiting factor of Community Empowerment Institution in Community Empowerment in Sungai Pagar Village Kampar Kiri Sub-district Kampar Regency. When viewed from its type, this research belongs to qualitative research. The results of the research show that the role of Community Empowerment Institution in Community Empowerment in Sungai Pagar Village Kampar Kiri Subdistrict Kampar Regency as Facilitator, Mediator, Motivator and Dinamisator get different result which the role of LPM Sungai Pagar Urban Village has not done its job according to LPM reference. Inhibiting factors The role of Community Empowerment Institutions Village in Community Empowerment in Sungai Pagar Village Kampar Kiri Subdistrict Kampar District is the lack of human resources and the ability of human resources and the absence of sources of funds that can stimulate motivation and provide opportunities LPMK board to work.Keywords : Role , Community empowerment, LPMK

The background of the problem in this research is the Kampar seen from the geographical conditions has the potential land for agricultural development, it should Kampar own grand design development of the agricultural sector. Grand design is expected to encourage the development of Kampar regency which has the potential of wetland and upland area is promising, Kampar district has vast potential wetland rice fields where the vast potential in the Kampar area of 10 467 hectares. Potential dry land far greater extent than the existing wetland. Extensive dry land in Kampar regency is 197 346 ha. As an agricultural area that has the potential wetland and upland wide enough, either already or not yet in use, Kampar continually strive to cover the various needs of the community. Which became the focus of the problem in this research is how the Kampar District Government efforts to realize the development priorities in agriculture 2012-2013? and what factors inhibiting realize Kampar District Government development priorities in agriculture 2012-2013?. This type of research is a field research with qualitative approach. Pliers data collection techniques used were interviews primary data, in addition to observation and documentation as secondary data. The territories in which the research is Kampar and Stakeholders Department of Agriculture. The research findings indicate (1) upanya Kampar District Government Delivering On Agriculture Sector Development Priorities 2012-2013 through; Food Resilience improvement program, Program Increased production of agricultural / plantation, Program Improvement production of agricultural / plantation, Farmers Welfare Improvement Program, a program peningkatakn Marketing Results, programÂ¬progam have been realized by the local government through the agriculture office Kampar Kampar, this program has been successfully implemented physical and non-physical, physical has been accomplished 100%, but non-physical claim on average this program has accomplished 75% .. (2). Factors resistor Regency of Kampar implement Priority Development in Agriculture, the natural resources are not a constraint in building in Kampar because each district has resources sufficient to manage menjai agricultural land, but that the limiting factor is the human resources and support facilities to boost agriculture in Kampar, for human resources in the field of agriculture is the generation of tau are not many young people are engaged in agriculture, while it supported agriculture seeds and fertilizer aid and the government sometimes often has been delayed until at the hands of the farmers.Keyword: Government Kampar, Agriculture, production, resource

Planning is a requirement for the implementation of good development, which the involvement of the society is very important in development planning in order the result of the policy will be appropriate on target. Development planning is arranged participatoryly is a plan that involve the society. Deliberation of development planning is one of public vehicle to optimize the utilization of society participation in the planning arrangement. However, in the process of participatory planning there are several phenomena namely the implementation of development Tambusai Batang Dui Village is not in accordance with existing planning and development is not in accordance with the standards of eligibility has been established.The purpose of the research is first to know the participatory planning of Tambusai Batang Dui Village and also the factors influencing the participatory planning. This research uses the theory of Participatory Planning. The approach used in this research is qualitative approach. Type of research data is primary data and secondary data. Technique of collecting data in this research is documentation, interview, and questionnaire. Analysis technical of data used is descriptive qualitative data analysis.The results of this study indicate that the participatory planning process is less than the maximum can be seen from the participatory planning processes Tambusai Batang Dui Village are investigation, formularization problem, support identification from the society , the purpose formularization, detailed steps, and designing budgets that are not fully participatory. There are several factors that influence the participation of the society, namely awareness and willingness of society, education, income, leadership of village government and facilities.Keywords: planning, participatory planning

And identify and explain the obstacles in managing the Purnama University of Riau Campus in higher education matters. This study uses the theory of optimization processes in management by M. Yusuf. this study uses a qualitative approach. Data collection of interviews and documents after being collected is analyzed qualitatively. The results of the discussion showed that the first task was not carried out by the head of the Higher Education Service Institution or Chancellor of the University of Riau in the implementation of facilities to improve the quality of higher education in their work areas. the legal basis is maximally especially in the field of campus supervision and maintenance, the potential possessed by the University of Riau's Purnama Campus which cannot yet be maximized is part of the constraint, then the ability of human resources is also an obstacle related to the management of Purnama University in Riau.Keywords: management dysfunction, higher education, Purnama Campus and University of Riau

One that is trusted by the Kelurahan is the government organization that is most directly related to the community. The importance of this guidance is carried out apart from the government requires social institutions in supporting good government development programs, in physical and non physical development. However, it is possible for institutions in the village or kelurahan that issue institutions that actually arise from the community of the village / kelurahan who have just come from outside the village / kelurahan. In addition to cooperating with various institutions in development, another village head's activity is to provide guidance to community institutions in the Kelurahan as one of the tasks of the Lurah in carrying out government tasks. The formulation of the problem in this research is that RT and RW have not optimally carried out their tasks in 2017-2018? And how is the performance of the RT and RW in carrying out their duties in the Selensen district in 2017-2018.This study uses a qualitative approach. Data was collected using primary data and secondary data elements in Kelurahan Selensen, Kemuning Subdistrict, Indragiri Hilir Regency. Data collected through informants in search results. The technique used in data analysis is data reduction in data presentation and drawing conclusions.The results of this study can be stated that, the Role of the Village Head in Developing and Supervising RT and RW in Selensen Village, Kemuning District, Indragiri Hilir Regency has not been implemented optimally, this can be seen from the many planned activities in the field of guidance and supervision carried out by the Village Head to RT and RW and where guidance to the Selensen Kelurahan Community Institution, Kemuning District, However in its implementation most of the planned activities were not realized. the inhibiting factor of the implementation of the Lurah's obligation to foster RT and RW carried out by the lurah to the neighborhood and community units in Selensen Village, Kemuning Subdistrict, Indragiri Hiir Regency. In conclusion, the role of the Lurah in Guiding and Supervising the neighborhood and community units in Selensen Village, Kemuning District, Indragiri Hilir Regency has not been carried out optimally.Keywords: Coaching and Supervision
