Abstract

Buffalo is a potential large ruminant that its contribution in national program on beef self sufficiency has been unrecognized in Indonesia. In rural community, buffalo has similar functions as cattle, it is used as draught animal, meat (beef) producer, saving, milk producer, sacrificial ritual animal to social status. The peak of buffalo population was on 1925, 3.227 million heads in Java and 1.10 million in outside Java. The centers of cattle production sites for national program of self sufficiency on beef were formly as noted the centers of buffalo production. The introduction of Bali cattle to those former buffalo centers particularly in outside of Java depressed buffalo population and then dominated by Bali cattle. Then Bali cattle were noted to be the major beef animal supplier beside buffalo to the centers of consumers for domestic and export. This article aims to discuss the depleting buffalo population and to formulate development strategy. Historical approaches system and critical evaluation population, SWOT (strength, weaknesses, opportunity and threat) analysis were used as tools for analyzing. Two case studies on herd survival from Banten indicated depleting population of buffalo. Despite low reproductive profile, strategic diseases and farmers’ institution needed to be optimized on services. Understanding criticizing on ecological habitats in the potential regions, the need of spatial planning for its development, zoning program for strategic diseases free, reproductive problems and village institution are the important areas of improvement for buffalo development in supporting beef self sufficiency and the welfare of rural people with their buffalo in sustainable beef production. Abstract

Penelitian ini bertujuan untuk mengetahui partisipasi wanita dalam alokasi kekuasaan di pemukiman transmigrasi khususnya pada pemukiman transmigrasi Binturu. Pola Partisipasi wanita dalam alokasi kekuasaan pada pembangunan masyarakat transmigrasi Binturu yang meliputi partisipasi wanita dalam kekuasaan alokasi bidang (1) produksi; (2) kebutuhan pokok; (3) pembentukan keluarga; (4) kegiatan sosial. Hasil analisis data menunjukkan bahwa partisipasi wanita dalam alokasi kekuasaan pada semua bidang kehidupan masyarakat di pemukiman transmigrasi tersebut cenderung didominasi oleh wanita.

Abstract

Thesis entitled “Evaluation of Mine Management Based Institutional Studies and Transfer ofAuthority After The Enactment of Law No. 23 Year 2014 on Regional Government (CaseStudy : Clay Mining in Kebumen Regency)”. Some of the issues examined are : 1) How doesthe institutional management of the clay mine in Kebumen Regency run after authorities inmanaging mine switch from County Government to the provincial government. 2) Obstaclesfaced by the provincial government in conducting the management of mining clay in kebumenregency. In doing the analysis and evaluation of institutional, used six indicators i.e. 1)Availability of human resources. 2) Affordability of access to public services. 3) Communityinvolvement. 4) Technical skills and managerial officers. 5) Coordination. 6) Range ofcontrol.The results of this research show that the views of institutional aspects, managementof the clay mine in Kebumen Regency hasn't been going well. It can be seen from someindicators. First, the provincial Government still encounter obstacles in the form of lack ofhuman resources and the mine supervisor officer distribution that has not been evenlydistributed. Second, the affordability of access to public services, in particular the service oflicensing, it is difficult to reach because of people who want to ask permission to go throughBPMPTSP that is located there in the province. Thirdly, the involvement of the communitiessurrounding the quarry clay to help the Government keep tabs on the activities of the claymine is still not optimal. Fourth, the transfer authorities of the mine management fromCounty Government to the provincial government make the range of control of theGovernment against further mining activities.Key words : Evaluation, Mine management, Institutional, Transfer of Authority
