Abstract

Law enforcement is one important thing in achieving local good governance in Surakarta City under Jokowi-Rudy. The main question of this research is how comes law enforcement contributes to the success of local good governance in Surakarta. Qualitative method is used in answering the researh questions. Research results show that rule law is one pivotal factor in   good local governance of Surakarta. The method of rule of law in Surakarta City is uniqe since it uses humanistic approach in enforcing the laws. This approach is effective since conducive supports from civil society

Abstract

This study aimed to measure the effect of transformational leadership on employee performance of the woman employee of a shoe industry in Tangerang which are mediated by readiness for change. Data collection was done by simple random sampling technique and the returned and valid questionnaire results were 201 samples. Data processing was used SEM method with SmartPLS 3.0 software. The results of this study concluded that transformational leadership have not significant effect on the employee performance, but transformational leadership have a positive and significant effect on readiness for change. This study conclude also that readiness for change have a positive and significant effect on relationship between transformational leadership and employee performance. Readiness for change as fully mediator. This new research proposed a model for building employee performance among the woman employee of a shoe industry in Tangerang through enhancing transformational leadership practice with readiness for change as a mediator. This research could pave the way to improve employee readiness in facing the era of industrial revolution 4.0.

Abstract

Waste is solid remain of human activities and is abundant in major cities. If not managed well, waste will become a problem and causes many risks and dangers for public welfare, such as causing floor, creating unhealthy environment, disturbing city scenery, and even creating social problems. So, correct waste management is required. Waste management in Cirebon still uses collect – transport – dispose pattern, leading to low community involvement in waste management. Community involvement in waste management is important considering the volume of waste increases every day while the government doesn’t have enough budgets to use advanced technology in waste management. This study was performed by combined method of qualitative and descriptive quantitative researches using interview, observation, documentation and questionnaire data to describe the actual condition, as well as using triangulation of data source, technique, and theory. The research result showed that waste management in Cirebon still usescollect – transport – dispose patternan hasn’t worked with private sector or NGO. Community involvement in waste management was quite good in packing, collecting, and transporting, while the involvement in the implementation of3Rwas lacking. Government efforts to improve community involvement were socialization and coaching.Keywords: Waste, Waste Management, Community Involvement

Abstract

Corruption is a problem for Semarang City administration. This research is motivated by weak leadership in efforts to eradicate corruption; weak commitment in efforts to eradicate corruption; and a bad work culture that provides opportunities and discretion in all forms of irregularities that lead to corruption. This study aims to determine the efforts in eradicating and preventing corruption through a partnership strategy between the Semarang City Government and TII and PATTIRO Semarang regarding the Implementation of Local Integrity Systems. Using the theory of Good Governance, Partnership, commitment of local governments, anti-corruption policies.This type of research is descriptive analytic through a qualitative approach. Data sources in this study were obtained from interviews with resource persons and archives or documents relating to research. The sampling technique uses purposive sampling. Data collection techniques used in this study are interviews, observations, and documents. This type of research is explanatory analytical through a qualitative approach.The results of this study indicate that the partnership strategy between the Semarang City Government and TII and PATTIRO Semarang in forming a systemic government institution with integrity to eradicate corruption in the Semarang City Government was quite successful. This can be known based on the results of this study which shows that there are several actions in the program that have been identified and dictated by TII and PATTIRO Semarang. Furthermore, the implementation has also obtained results, one of which is the decline in the receipt of gratification from the Semarang city government to the increase in development investment in Semarang City. According to the above conclusions can produce suggestions that in an organization of cooperation or partnership have the duties and roles of each of the perpetrators, should the efforts to prevent and eradicate corruption is carried out an increase in the roles and / or duties of the perpetrators so that the implementation can be more effective results use as efficiently as possible the use of resources.Keywords: Corruption, partnership, Good Governance, Commitment.

Abstract

The need for good traditional market management as well as the problems occurring in the management of traditional markets into the background of this research. Problems arise: How is the conflict of interest between the Regency Government and the Village Government in the management of Suruh Market Semarang regency? What are the social and economic impacts of conflict of interest between the Regency Government and the Village Government in the management of Suruh Market Semarang regency?The purpose of this study is to explain how the process of conflict of interest in the management of traditional markets is Suruh Market between the Regency Government and Village Government. In addition to describe and analyze the impacts resulting from the conflict of interest in the management of traditional markets, especially Suruh Market viewed from the social and economic aspects.This study uses a combined research method between qualitative and quantitative with a qualitative approach fixed as the main approach. Data obtained through interviews and questionnaires. The data obtained from the quantitative approach through the survey is used to reinforce the facts related to the theme and the formulation of related problems. In addition, using Triangulation data sources to compare the results of interviews with one another.The result of the research shows that conflict of interest occurs because of different interests between parties involved. Regency Government, Village Government and Traders have a mutually striving interest. Conflict of interest occurs when the Regency Government wants to take over and manage the Suruh Market completely but there is a rejection by the Village Government. The social impact that occurs is the decline in the number of traders and competition among traders is getting tougher. While the economic impact is a decline in the turnover of traders.Keywords: Management, Traditional Market, Interest

Abstract

Semarang Hebat Card is a new breakthrough from the City of Semarang which aims to advance the concept of smart city as well as the concept of cashless society. In addition, the Great Semarang Card was created to improve public services to the public in different forms or fields. This is a manifestation of government innovation. This Great Semarang Card is expected to have a good impact for the optimization of public services in the city of Semarang.The research method in this thesis uses a mix-method study and descriptive approach. The author takes a research site in Semarang City with a research informant from the government (Diskominfo as a correspondence) and BNI 46 regional Semarang City (Karangayu Branch as a correspondence). The author uses data validation techniques using data triangulation techniques.Great Semarang card is a form of innovation from the concept of cashless society which is applied to cities that are or are in the process of moving towards the concept of smart city. The Great Semarang Card was created from a partnership between the Semarang City Government and BNI 46. BNI 46 was chosen based on its ability to manage smart cards as well as BNI 46 was the chairman of the HIMBARA (State Owned Bank Association). This program has been running from 2017 in 2019, meaning that the Great Semarang Card is two (2) years old. This partnership is conducive with each actor having a duty and role in this program. As a result the Great Semarang Card has an impact on society in many forms or fields. There are fields of mobilization, transactions, and debit cards. The response from the community looked very good as evidenced by the results of the questionnaire. Abstract

Thesis entitled “Evaluation of Mine Management Based Institutional Studies and Transfer ofAuthority After The Enactment of Law No. 23 Year 2014 on Regional Government (CaseStudy : Clay Mining in Kebumen Regency)”. Some of the issues examined are : 1) How doesthe institutional management of the clay mine in Kebumen Regency run after authorities inmanaging mine switch from County Government to the provincial government. 2) Obstaclesfaced by the provincial government in conducting the management of mining clay in kebumenregency. In doing the analysis and evaluation of institutional, used six indicators i.e. 1)Availability of human resources. 2) Affordability of access to public services. 3) Communityinvolvement. 4) Technical skills and managerial officers. 5) Coordination. 6) Range ofcontrol.The results of this research show that the views of institutional aspects, managementof the clay mine in Kebumen Regency hasn't been going well. It can be seen from someindicators. First, the provincial Government still encounter obstacles in the form of lack ofhuman resources and the mine supervisor officer distribution that has not been evenlydistributed. Second, the affordability of access to public services, in particular the service oflicensing, it is difficult to reach because of people who want to ask permission to go throughBPMPTSP that is located there in the province. Thirdly, the involvement of the communitiessurrounding the quarry clay to help the Government keep tabs on the activities of the claymine is still not optimal. Fourth, the transfer authorities of the mine management fromCounty Government to the provincial government make the range of control of theGovernment against further mining activities.Key words : Evaluation, Mine management, Institutional, Transfer of Authority

Abstract

This research is motivated by the presence of Transportation GO-jack in Semarang City. GO-Jek presence became an own interest for people in the Semarang City. In addition to the convenience provided by the Go-Jek is also a transportation alternative that is easily accessed by the public phenomenon of Go-Jek has become a stumbling block to the government in carrying out public transportation in the Semarang City. This is because the public already saturated transport exist today. The method used in this study is a research method combined with qualitative and quantitative approach with descriptive methods. The purpose of this study is to obtain data about the community and the government's response assessment will be the phenomenon of Go-Jek be an inability of the state to provide quality transportation services. These results indicate the characteristics of the choice of using Go-Jek for being able to provide accessibility for an easier, more flexible, more personalized and performance services better, more orderly would traffic signs, conditions and facilities of vehicles that are viewed and comfortable, high availability and better reliability.

Abstract

Analisis pemerintahan dalam pelayanan publik dengan sistem informasi desa dan kawasan pemalang (SIDEKEM) studi kasus di Kecamatan Ulujami Kabupaten Pemalang memiliki tujuan untuk menjelaskan alasan keberhasilan Kecamatan Ulujami dalam menerapkan sistem SIDEKEM, hambatan Kecamatan Ulujami untuk menerapkan sistem SIDEKEM dalam pelayanan di kantor desanya, peran PUSPINDES terhadap keberhasilan tersebut dan yang terakhir respon yang dirasakan masyarakat pengguna layanan di Kecamatan Ulujami terkait penerapan sistem SIDEKEM tersebut.Metode yang digunakan dalam penelitian ini adalah Metode Penelitian Campuran dengan Strategi Embedded Concurrent, dimana pengumpulan data kualitatif dan kuantitatif dilakukan dalam satu waktu. Dalam memperoleh data, peneliti melakukan wawancara pada Dinas Pemberdayaan Masyarakat dan Pemerintahan Desa Kabupaten Pemalang, Pusat Pemberdayaan Informasi dan Desa (PUSPINDES) Kabupaten Pemalang, kantor Kecamatan Ulujami serta menyebar kuesioner kepada masyarakat di wilayah Kecamatan Ulujami. Peneliti juga menggunaka data sekunder dari data dokumen tentang SIDEKEM dan sumber kepustakaan lain seperti buku dan jurnal.Penerapan SIDEKEM membawa perubahan pada kinerja pemerintah dan berdampak bagi masyarakat. Adanya sistem SIDEKEM tidak hanya bertujuan untuk meningkatkan kualitas pelayanan kantor desa di Kecamatan Ulujami namun juga memudahkan masyarakat untuk mendapatkan kebutuhan surat menyurat dari kantor desa karena sudah berbasis teknologi. Akan tetapi kendala utama penerapan sistem SIDEKEM adalah kemampuan sumber daya manusia dalam menggunakan sistem SIDEKEM di pelayanan kantor desa dalam hal ini adalah perangkat desa sehingga menyebabkan masih terhambatnya proses pelayanan, serta ketidakdisiplinan perangkat desa dalam mengikuti pelatihan yang diselenggarakan PUSPINDES, kemudian dilihat dari respon masyarakat sebagai pengguna pelayanan kantor desa di Kecamatan Ulujami mengenai sistem SIDEKEM, sistem SIDEKEM mampu memberikan dampak positif meskipun sebagian besar masyarakat menyatakan “tidak tahu” terkait sudah berlakunya sistem SIDEKEM dalam pelayanan di kantor desa, dan masyarakat tidak merasakan perbedaan yang signifikan karena pada dasarnya perubahan sangat terasa masih di pemerintahan desanya saja.
